As the stakes grew higher, the jackpot prize for the Grand Lotto 6/55 game of the Phil-ippine Charity sweepstake Office (PCSO) has become more elusive.

Last saturday, no one guessed the right combina-tion for the game which

had a jackpot prize of P423 million.

According to the PCsO website, no one placed a bet on saturday night’s winning combination of 03-31-34-13-48-11.

The 6/55 Grand Lotto Draw has not had a winner

for almost six months since it was first drawn on May 15, 2010. The draw started with a minimum jackpot prize of P30 million.

For tonight’s draw, the PCsO expected the jackpot prize to reach around P450 million, the biggest prize

money for any numbers game in the country in history.

Funds raised by the PCSO go to hundreds of health, medical, services and charity programs, such as donations of ambulances to far-flung barangays and support for orphanages.

NeARly 2,000 traffic enforcers will be deployed along the stretch of eDSA by the Metropolitan Manila Development Authority (MMDA) starting today, the first day of implementation of the number coding scheme on passenger buses.

MMDA Chairman Francis Tolentino ordered the cancel-lation of day-offs of all agency traffic personnel to enforce the scheme by apprehending violators. He warned that those who will defy it may face franchise cancellations.

“It’s all systems go (today). We will be issuing traffic violation tickets to offenders as we have informed bus operators regarding the re-implementation of the scheme beforehand and they all agreed. So there will be no excuse and nobody will be spared,” Tolentino said.

The MMDA advised commuters not to board buses passing through Metro Manila with plate numbers ending in 1 or 2 on Monday; and 5 and 6 on Wednesday.

“Bus operators are reminded that such actions could constitute a violation of their certificates of public conve-nience and other traffic laws. This may be a ground for the revocation of their franchises,” he warned.

The land Transportation Franchising and Regulatory Board (lTFRB), meanwhile, started processing special permits for other bus operators to take the place of opera-tors planning a “strike” on Monday.

lTFRB chairman Nelson laluces said his office will be open during the weekend to process and issue such permits.

A poet once wrote: “As a rule, man’s a fool. When it’s hot, he wants it cool. And when it’s cool, he wants it hot. Always wanting what is not.”

What an insightful observation on human na-ture! So when we read in Philippians 4:11, “I have learned in whatever state I am, to be content” we wonder, Can this be possible?

For Paul it was. Philippians 4:12-13 describes Paul’s response to life: “I know what it is to be in need, and I know what it is to have plenty. I have learned the secret of being content in any and every situa-tion, whether well fed or hungry, whether living in plenty or in want. I can do everything through Him who gives me strength” (NIV). Paul’s relationship with God superseded whatever he did or did not have. His contentment was not based on his circum-stances, but on his relationship with Christ.

Paul reminds us that contentment doesn’t happen overnight. It’s something that we learn. As our relationship with God develops over time and through experiences, we learn to trust God more and ourselves less. Paul knew that Christ would give him the strength to persevere in whatever situation he encountered (v.13).

The country’s tourism industry grew 17 percent in the first ten months of 2010 amid threats posed by the August 23 hostage fiasco in Manila and the series of travel ad-visories issued by six nations on a supposed terrorist attack on the Philippines.

Bureau of Immigration (BI) officer-in-charge Ronaldo Ledesma announced yes-terday that as of Nov. 8, a total of 2,562,505 foreigners visited the country. During the same period last year, tourist arrivals were only at 2.2 million.

At the rate the figures were going, Ledesma said the country will most likely hit the target of at least three million visitors

in 2010, especially since tourist arrivals normally spike during the last two months of the year due to winter in the northern hemisphere.

Ledesma said Europeans flock to tropical countries to escape the cold.

The immigration chief noted that the negative travel advisories by foreign gov-ernments and the botched hostage rescue in Manila three months ago hardly dented tourist arrivals.

The governments of Australia, Canada, France, New Zealand, the United Kingdom, and the United States have issued travel warnings a week ago over an “imminent”

terror plot in the Philippines.Ledesma observed that four out of the

six countries are in the top ten of the list of foreign nationals who visited the country this year. These are Australia,Canada , Britain, and the US.

Ledesma cited statistics for October when tourist arrivals stood at 239,465, up by almost 19,000 compared to the 220,572 registered visitors a month earlier.

Americans still topped the list of foreign nationals who visited the country from Jan. to Oct. with 679,406; followed by Korean nationals with 525,564 and Japanese na-tionals with 331,156.

Tourism up despite hostage, warnings

The government will give the domestic ethanol industry a needed boost by issuing an ex-ecutive order (EO) that will raise the tariff on imported ethanol to 20 percent, said a Department of Finance (DoF) official.

The source, speaking on condi-tion of anonymity, said the policy-making Cabinet-level committee on tariff and related matters (CTRM) has already recom-mended to President Aquino the issuance of an EO raising tariffs on the imported material.

The executive order will likely

be issued when Congress goes on recess for the Christmas holi-days.

Raising the tariff on alcohol fuel, the official explained, would encourage domestic production as this will “provide a signal to inves-tors in ethanol production that the government supports them.”

Department of Trade and Industry (DTI) officials have also supported moves to impose higher tariffs on fuel ethanol from ten percent to 20 percent, saying the shift will help ensure the country’s energy supply.

The DTI chairs the CTRM’s technical committee, the group which prepares government's position on tariff-rate issues. In an earlier hearing by the Tariff Commission, industry players led by the Ethanol Producers Association of the Philippines (EPAP) said that the government should raise ethanol tariff to 20 percent.

The Biofuels Law of 2006 mandates oil companies to mix five percent of fuel ethanol in gasoline products starting this year and to ten percent by next year.

PRESIDENT Aquino has welcomed the release from prison of Aung Saan Suu Kyi, saying this devel-opment was a positive direction toward democracy in Myanmar.

“I welcome the decision of Myanmar's govern-ment to release Aung San Suu Kyi yesterday. While it is still unclear if there are conditions attached to her release, this is a positive step in the direction towards democracy,” Aquino, who is in Yokohama, Japan, for the APRC Summit, said in his statement.

A Nobel laureate, Suu Kyi was released Saturday night after being detained for 15 years. But Pres. Aquino bewailed that while Suu Kyi was released, other political prisoners have not been freed and the Nov. 7 elections in Myanmar “has not been viewed as credible.”

The Department of Foreign Affairs-Office of Consular Affairs (DFA-OCA) will be closed for receiving and processing of passports and authenticated documents tomorrow, Nov. 16.

This is after President Aquino declared Nov. 16 a non-working holiday in observance of the Islamic holiday Eid’l Adha.

The DFA, however, said the passport releasing area will remain open to the public to accommodate applicants who were scheduled to claim their passports.

The church, accord-ing to Tourism Sec. Al-berto Lim, will house ecclesial treasures and other art works which will be opened to the public.

“It has walls and all we need is to construct the roof and interiors to house ecclesiastical art,” Lim said, adding work may begin by next year.

The Intramuros Ad-ministration (IA) will manage the facility af-ter its completion. The church, which will be-come the Museo de In-tramuros, will be opened to the public by 2012.

IA chief Jose Cap-istrano Jr. said former Central Bank Governor Jaime C. Laya has turned over church antiques and artifacts to the gov-ernment.
