ġenerazzjonijiet ta’ Maltin
ġodda, issa kien wasal iż-żmien
li nagħmlu l-pass li jmiss – dak
li nwaqqfu b’liġi il-Kunsill tal-
Maltin ta’ Barra kif ukoll l-
Istitut Kulturali Malti. Kif tafu,
meta l-Preżident ta’Malta, Ġorġ
Abela, kien l-Awstralja aktar
kmieni din is-sena, il-Ministru
Dolores Christina, f’ismi, għam-
let laqgħat ta’ konsultazzjoni
dwar il-proposta tal-liġi tal-
Kunsill tal-Maltin li jgħixu bar-

Christmas Message by the High Commissioner Dear friends
The Festive season is upon
us once again and it's a won-
derful time of the year. We
can relax and be with our
loved ones, celebrate our
faith and reflect on another
year gone by.
2011 was a challenging but
rewarding year for us at the
Malta High Commission in
London. Our leading priori-
ty remains the further
strengthening of political,
social, economic and cultur-
al relations with the United
Kingdom. The list of exam-
ples how we achieved this
over the past twelve
months is endless. To high-
light a few, the High Com-
mission facilitated top level
meetings such as the ones
between Prime Minister
Gonzi and Prime Minister
Cameron; signed bilateral
agreements; set up the Mal-
ta Business Network; organ-
ised a full cultural calendar
of events and launched this
Newsletter which brings
together the Maltese and
friends of Malta in the UK. I
would like to take this op-
portunity to extend gratitude
to my staff for their relent-
less dedication and total
commitment in achieving our
priorities. We keep up to
date with the heavy Mission
schedule only thanks to the
extra hours they put in. Spe-
cial mention goes to Nerissa
Sultana who is directly re-
sponsible for putting togeth-
er this Newsletter.
As we look forward to 2012,
I am aware that it will be an
equally eventful year, if not
more so, as we prepare for
the ‘Showcasing Malta at
Harrods’ event in March;
celebrations for the 70th
anniversary since Malta was
awarded the George Cross;
the London 2012 Olympics
and the Queen’s Diamond
Jubilee. In 2012, I look for-
ward to meeting more of
you at the number of events
which we will be holding.
Of all the joys of the season,
perhaps none is more satisfy-
ing than the joy of giving. Not
just the gifts exchanged be-
tween family and friends, but
the gifts of time, money and
effort many give to people
less fortunate than ourselves.
That spirit of generosity is
one of the things that defines
us as Maltese. I urge that we
return to our traditional
ways of celebration including
engagement in community
activities that once character-
ised this period. Let us all
find creative ways to
acknowledge and celebrate
the birth of Christ.

Prominent Maltese in the UK Over the past 38 years Paul
Manduca has been a “name” in
the City of London. He is
currently Chairman of Aon
UK Ltd, Senior Independent
Director of the Prudential
Group plc and Chairman of
JPMorgan European Fledgling
Investment Trust plc and Hen-
derson Diversified Income Ltd.
He is also a director of
Kazmunaigaz plc in Kazakhstan
and Chairman of MAF Trust in
Dubai.
Paul left Oxford in 1973 and
spent the following 15 years
managing money at well
known names like Rowe and
Pitman, Hill Samuel and
Touche Remnant. In 1985 he
was CEO of two of the largest
Investment Trusts in the Lon-
don market and by 1989 had
become Chairman of Touche
Remnant and an established
City Fund Manager. The City
was undergoing considerable
change following “Big Bang” in
1986 and when Touche Rem-
nant was merged into Hender-
son Global Investors, Paul left
soon after to become founding
CEO of Threadneedle Asset
Management and then global
CEO of Rothschild Asset Man-
agement and the European
CEO of Deutsche Asset Man-
agement. At Rothschild’s, Paul
worked closely with Bank of
Valletta on the asset manage-
ment joint venture in Malta
and joined a Maltese govern-
ment advisory committee
prior to Malta’s decision to
join the EU.
Paul was born Falzon Sant
Manduca to a Maltese father
and English mother in Kensing-
ton, London and lives with his
wife Ursula, an Ophthalmolo-
gist, in Knightsbridge. He has
two sons, both of whom work
in financial services in the City.

The Government of
Malta, represented by
Malta Enterprise,
Finance Malta and the
Malta Tourism
Authority, together with
the Malta High
Commission in London,
will be participating in a
prestigious campaign
for the Maltese Islands
at the world-famous
Harrods Department
Store in the heart of
London throughout the
month of March 2012.
This initiative, which
was originally thought
up by High
Commissioner Zammit
Tabona, will consist of
various forms of
exposure, both in-store
and in the shop
windows of the store.
Prime Minister Gonzi also
met with Foreign Secretary
William Hague at his official
residence in Carlton Gar-
dens. At these talks, the
agenda followed on the is-
sues discussed at Downing
Street but also focused on
the EU, particularly the Eco-
nomic, Financial and Social
Policy Dossiers.

Mrs Catherine Gonzi, spouse of the
Prime Minister of Malta visited the UK
between Thursday 10 November and
Saturday 12 November.
During her 3 day visit, Mrs Gonzi visited
Maltese government sponsored patients
receiving treatment at Great Ormond
Street Hospital and Royal Marsden Hos-
pital. During these hospital visits she
was accompanied by Health Minister
Joseph Cassar.
Together with the President of Malta,
the Health Minister and other Maltese
personalities, Mrs Gonzi attended the
inauguration ceremony of the new Put-
tinu Cares Apartments in Surrey.
Once again Mrs Gonzi visited the Fran-
ciscan Nuns in Victoria where a number
of Maltese patients are accommodated
whilst receiving out patient treatment in
the UK.
Mrs Gonzi was also guest of honour at
the Annual Fundraising Ball organised by
the Malta Charities Association—which
raises funds for a number of Maltese
charities annually.
A reception was hosted by Mrs Gonzi at
the Corinthia for Maltese students cur-
rently studying in the UK.
After attending the Lord Mayor’s Show,
Mrs Gonzi toured the Commonwealth
Fair at Kensington Town Hall and visited
the Malta High Commission stand there.
High Commissioner Zammit Tabo-
na said this Agreement “is instru-
mental for bilateral relations to be
strengthened” and “demonstrated
good practice in the global financial
sector.”
Bermuda Premier Cox said that this
signing “helps solidify (Bermuda’s)
relationship with the European Un-
ion and marks the 12th Tax Infor-
mation Exchange Agreement with
an EU member state."
Both signatories confirmed the
agreement included all standard
means to ensure due process was
followed in tax information requests
to both countries respectively, in-
cluding, for example, provisions to
protect confidentiality of infor-
mation. The TIEA will also adhere
to public policy considerations and
provisions related to protecting
legal privilege.
On 25 November 2011, Malta and
Bermuda signed a Tax Information
Exchange Agreement (TIEA) - which
provides for a full exchange of infor-
mation between the two countries
on tax matters.
The High Commissioner of Malta in
the UK, HE Mr Joseph Zammit Tabo-
na signed on behalf of the Govern-
ment of Malta and the Bermuda
Premier, Paula Cox signed on behalf
of the Government of Bermuda. The
signing ceremony took place at the
Malta High Commission, London.

The High Commissioner and Mrs
Zammit Tabona attended The Square
Mile Masked Ball on 25 November
2011 at The Royal Courts of Justice,
amongst a star studded audience and
the biggest names in The City from
the banking and finance world. Boris
Johnson, Mayor of London was the
guest speaker and his charity, the
Mayor’s Fund for London, was the
beneficiary of the £100,000 raised
during the evening.
Boris Johnson took to the stage at
the annual Square Mile Masked Ball
for the third year in a row. His
energetic speech on his passion for the
capital was the highlight of the exclusive
social event that brought together the
elite of the Square Mile.
Guests enjoyed an exclusive
performance of The Nutcracker, due to
open at the Coliseum before Christmas.
Rugby legend Martin Bayfield hosted the
live charity auction, for items including a
Trek Project One bike, a 5* Aston
Martin driving weekend and one of a
kind artwork from famous artists
including world-renowned Sacha Jafri,
whose Wimbledon inspired painting sold
in excess of £40,000. Comedian Patrick
Kielty hosted the evening.

Malta Business Network formally set up On 6 December 2011, the
Malta Business Network in
London was formally set up
during a meeting at the Malta
High Commission in Piccadilly.
This network was originally an
initiative of High Commission-
er Zammit Tabona and made
up of Maltese nationals and
those of Maltese origin - who
predominantly work in the
City as well as in the financial,
petroleum, recruitment or
hospitality sectors. This group
was so well received that it
was agreed to extend mem-
bership to representatives of
companies that have invested
in Malta and to meet on a
regular quarterly basis.
At this last meeting, the Rules
of Association of the Malta
Business Network were ap-
proved and ratified and conse-
quently a Committee was
formally set up under the
Chairmanship of High Com-
missioner Zammit Tabona.
Two other Officers, namely a
Secretary and a Treasurer,
were also appointed. For the
post of General Members of
the Committee, eleven candi-
dates were nominated. It was
decided to appoint all eleven
as each brought with them
unique qualities which would
invariably contribute signifi-
cantly to the enhancement of
the Malta Business Network.
At this meeting, Mr David
Walsh, Chairman and CEO of
Crimsonwing, the provider of
IT solutions, gave a presenta-
tion on the website that his
company has produced for the
perusal of the Malta Business
Network. The newly appoint-
ed Committee will trial this
website and it is planned for
the Website to go live shortly
after the first Committee
meeting, scheduled for
Wednesday 11 January 2012 at
the Malta High Commission.
The High Commissioner
thanked Mr Walsh for his very
kind and complimentary con-
tribution both in terms of
creating the Malta Business
Network website and the
logo. He also remarked that it
is his pleasure to see such an
initiative like the Malta Busi-
ness Network take off and
said he will continue his en-
deavours to bring the profes-
sionals in Malta and the UK
closer together and looks
forward to reaping benefits for
Malta from this network.
So far this year, the Malta
Business Network have al-
ready met the Prime Minister
of Malta, the Minister of Fi-
nance, the Leader of the Op-
position and the Speaker of
the House of Representatives,
at events organised for them
in London by the Malta High
Commission.

that “product investment over
the past years has ranged from
the enhancement of the visitor
experience in our megalithic
temples to the restoration of
kilometres of fortifications; from
the upgrading of our
promenades to a proper
management of our beaches. We
are bringing out the best of our
old cities: Valletta, Mdina,
Vittoriosa and the Ċittadella. Our
waters are today the cleanest in
the Mediterranean as a result of
substantial investment in the
sewage treatment infrastructure.
Gozo was this year awarded the
Quality Coast Award.”
This time of the year, we also see
some of Malta’s main tourism
stakeholders come to London for
one of the world’s leading global
travel fairs, World Travel Market.
It was also a pleasure to host
them, together with the UK’s
leading travel media and trade,
for a reception at the High
Commission’s residence.
This year’s WTM saw new
alliances, and old friends come
together with over 5,000 travel
industry professionals and

promoting Gozo as a destination
in its own right and the improved
perceptions of Malta were all on
the agenda. As the biggest event
for the UK travel industry,
Malta’s presence could not be
missed, having a better
positioned and larger stand this
year.
Next year’s calendar of events is
due to start with equally as much
enthusiasm as the over the first
few months, art and music
dominate the calendar, from
Opera and classical music, to arts
festivals and plays - cultural
Malta is set to shine.
2011 is set to see another record
breaking year for Malta’s tourism
industry on the back of its best
ever performance in 2010, with
UK travellers flocking to the
beautiful Mediterranean in their
droves for business and leisure,
and making tourism a €1 billion
industry for the Islands.
Malta is bucking the flat trend
being experienced in UK
outbound travel, as so far
393,728 UK nationals have
visited Malta, representing a 5.1
percent increase over the same
period in 2010. Nearly 20,000
more Brits have headed south to
the archipelago compared to last
year.
The MTA and Government in
Malta have been working
tirelessly this year, over-coming
global recession and the Arab
Spring ensuring Malta is seen as
a unique and appealing
destination.

High Commissioner attends Remembrance Sunday On Sunday 13 November 2011,
High Commissioner Zammit Tabo-
na laid a wreath at the Cenotaph in
Whitehall, London on behalf of the
government and people of Malta
during the National Service of Re-
membrance, as national homage
devoted to the remembrance of
those who have given their lives in
war.
The Queen laid the first wreath,
followed by other members her
family, including the Duke of Edin-
burgh, Prince Charles and Prince
William. Prime Minister David
Cameron, members of the Cabinet,
Opposition Party leaders, former
Prime Ministers and the Mayor of
London were invited to attend the
ceremony, along with representa-
tives of the Armed Forces, Mer-
chant Air and Navy and Fishing
Fleets, and members of faith com-
munities. High Commissioners
from Commonwealth countries
were also invited to attend and lay
wreaths at the Cenotaph. More than
7,000 ex-servicemen and women
marched past the Cenotaph, fol-
lowed by civilians including 60 war
widows. A two-minute silence was
observed as Big Ben chimed.

Commonwealth Fair 2011 On Saturday 12 Novem-
ber, the Malta High Com-
mission participated in the
Commonwealth Fair at
Kensington Town Hall.
The Commonwealth Fair
is an annual event organ-
ised by the Common-
wealth Countries League
(CCL), and all the Common-
wealth countries, through
their respective High Com-
missions in London, exhibit
and sell typical products.
CCL’s aims are to promote
the education and advance-
ment of women throughout
the Commonwealth as a
contributory factor in the
alleviation of world poverty.
As an arm of CCL, the Com-
monwealth Countries League
Education Fund (CCLEF)
celebrates ‘Commitment to
Changing lives through Educa-
tion and Friendship’. All funds
raised at the annual CCL Fair
have provided education to
girls in Commonwealth
Countries for the past 20
years.
This year, the Malta stand
was selling handmade glass by
