Bologna - Europe on the move!

Bologna is aprocess aiming toenhance thecompetitivenesand attractivenessof the Europeanhigher educationthrough variousprocesses. TheUniversity of

Bologna celebrated its 900th Anniversary in 1988,and the attending university rectors signed a MagnaCharta Universitatum, which was followed, in 1998,by the Sorbonne Declaration of the Ministers ofEducation of UK, Italy, Germany and France. OtherEuropean countries have later joined the Declaration.

The higher education systems in various Europeancountries show a great variety, for historical and otherreasons, which are clear hindrances to Europeancooperation. It is wisely said that the Bologna processaims at harmonisation of the European highereducation, not at homogenisation!

The Bologna process was further solidified in theEducation Ministers’ summit meeting in Prague in2001. The Prague meeting had a follow-up meetingin Berlin in September 2003.

The Prague Communiqué specifies the neededactions into nine categories, the first of which is theadoption of a system of comparable degrees, so thatstudents and citizens can use their qualificationsthrough the European Higher Education Area (HEA).

Comparability can also be increased by establishmentof a system of credits for HE studies, which alsoaims to enhance transferability and accumulationfunctions.

This is also called the European Credit TransferSystem (ECTS). Furthermore, the now so diverseEuropean degree structures require adoption of acommon structure, based on two cycles, undergraduateand graduate. This process has already started inmany countries and in some it is already required bythe law. E.g. Finland will adopt this by the year2005.

A very important target in the Prague Communiquéis the promotion of mobility, of both students,teachers, researchers and administrative staff. Therehave already been several European Communityprograms to support mobility. In fact, last year 2002,saw the millionth European university student goingto study to another country. Through mobilityEuropean students can enrich themselves with contactsand studies in other countries and other cultures; thenew European initiative, the Erasmus Mundus program,will have implications also on exchange with theU.S.

For high quality standards and comparability aEuropean wide cooperation in quality assurance inHE was encouraged. The main responsibility lieswith the universities and institutions of highereducation themselves, but also the European Networkof Quality Assurance (ENQA), was called ‘tocollaborate in establishing a common framework of

reference and to disseminate the best practice’. Thenational accreditation and/or evaluation organisationsor councils are members of ENQA. In Finland, it isrepresented by the Finnish Higher EducationEvaluation Council (www.kka.fi).

Furthermore, the Prague meeting also called forthe promotion of the European dimension in highereducation. The Prague also added the important roleof lifelong learning strategies. And finally, theEuropean HEA also calls for the increased and infact crucial role of students and their organizationsin participating in the development of organizationand contents of higher education.

This Bologna process thus represents a majorchange and development in the European highereducation; it is both time-consuming and sometimesdifficult, but the main aim is to make Europe morecompetitive globally. Also in Finland, virtually everyuniversity has a Bologna ‘office’ particularly for therestructuring of the degree systems. The exact role ofthe Finnish polytechnics in the Bologna process isstill an open question, but no doubt with time theywill also be active participants in it, one way oranother.

At the time of writing this column, the interviews inthe 2004-05 Finnish ASLA-Fulbright GraduateStudent Program have just been completed and theaward winners selected. This year the quality of thecandidates was — once again — high and thecompetition intense.

The Finnish Graduate Student Program is anexample of a program that has a long tradition — ofover five decades. While maintaining the strongtradition and the proven quality, the challenge of theFulbright program is to find ways to renew itself atthe same time in order to respond to the currentchanges and realities in international exchanges inFinland and within the European Union.

As Board Member Ossi V. Lindqvist describes in hiscolumn below, the environment in which the exchangeprograms operate has changed considerably,particularly during the past decade, and it continuesto change. These changes have brought about newdemands for the Fulbright program, such as the needfor new types of opportunities for study and researchcooperation.

Within the past year, the Fulbright Center inHelsinki has announced three new programs thatcomplement existing grant opportunities. These aregenuinely new opportunities also in the sense thatthey do not draw from the funding of the alreadyestablished FC programs. In late spring, the FCBoard opened the Fulbright Senior SpecialistsProgram for Finnish institutions. It raised a stronginterest among Finnish universities, and over thesummer two Senior Specialist Grants had alreadybeen awarded to US scholars for their lecturing andconsultation at Finnish universities.

A few weeks ago, the Fulbright Center announcedthe Fulbright New Century Scholars Program for the firsttime in Finland. An initiative of the Fulbright Scholarprogram, this program brings together researchscholars and professionals from around the world toengage in multidisciplinary collaboration on a topicof global significance.

This past summer the Fulbright Center has, alsofor the first time, awarded Renewal Grants for Finnishgrantees to support their study projects in the United

States beyondtheir initial grantyear. Finnish andUS scholar alumni,on the other hand, canapply for institutionalgrants in the AlumniInitiatives AwardProgram to helptranslate the individual Fulbright experience into long-term institutional impact.

These new opportunities — of very differentlength and scope — are examples of a tailoredresponse to an existing demand. Naturally, they aloneare not enough to constitute a sufficient response toall the changes around us. International exchange isdynamic by nature and it requires an attitude ofcontinuous but balanced change. The strength of thebest programs that last over decades lies ultimately intheir ability to continue to renew themselves whilepreserving the best of their tradition.

Kahden polvenstipendiaatteja

Isä ja tytär jakavat yhteisen kokemuksen; Kei-jo Virtanen vietti vuoden Fulbright SeniorScholar -stipendiaattina Michiganin yliopis-tossa ja tytär Marjaana on pakkaamassa lauk-kujaan Indianan yliopistoon.

Musiikkitiedettä tutkiva Marjaana on 27vuoden nuoresta iästään huolimatta ehtinytjo pitkälle tiedemaailmassa. Lisensiaattityövalmistui vuonna 2001 ja väitöskirja on joaluillaan. Lisäoppia väitöskirjaa varten ontarkoitus hakea Indiana Universityn Schoolof Musicista.

Marjaana Virtanen odottaa vuodeltaan pal-jon opintojensa suhteen. Marjaanaa kiinnos-taa erityisesti esittävän taiteen ja teorian yh-distäminen. Myös pianistiksi ja musiikin teo-rian opettajaksi valmistuneen taiteen tutki-jan on helpompi analysoida musiikkia.

Suomessa opetus on ollut teoreettista jaasiantuntijoitakin löytyy vähemmän kuin Yh-dysvalloista.

- Musiikin alan jatko-opiskelijat menevätusein esimerkiksi Saksaan, Iso-Britanniaan taiYhdysvaltoihin. Näissä maissa on tehty myössenkaltaista tutkimusta jota itse teen. Mai-neikkaassa Indianan yliopistossa työskente-lee musiikin teorian professori RobertHatten, jonka opetukseen todella haluan, hänperustelee päätöstään lähteä Yhdysvaltoihin.

Kielitaidon kehittyminen on yksi tärkeä syyulkomaille hakeutumiseen. Myös kontaktittiedeyhteisöön merkitsevät Marjaanalle paljon.

- Haluan myös nähdä miten Yhdysvallois-sa ja tässä yliopistossa järjestelmä toimii ko-konaisuudessaan. Toimintatavat ja esimerkiksieri osastojen välinen yhteistyö toimii eri ta-valla kuin Suomessa. Jos itse jatkan tulevai-suudessakin yliopistomaailmassa, järjestelmi-en tuntemus etukäteen on hyödyllistä.

Keijo ja Marjaana Virtanen uskovat mo-lemmat olevansa yhtä määrätietoisia ja kun-nianhimoisia ihmisiä. Matkaan lähdetään, jaon aina lähdetty, selvät tavoitteet mielessä.

- Näin se on. Matkaan kannattaa lähteäilman turhaa uhoa. Tehdään mitä meinataan,Keijo Virtanen opastaa.

Isältä tyttärelle

Ensimmäistä kertaa Marjaana ei ole lähdössämatkaan. Kiinnostus Yhdysvaltoihin kulkee

Turun yliopiston rehtori Keijo Virtanen on saattelemassa tytärtään Marjaanaa kohti ASLA-Fulbright-stipendiaattivuotta Indianassa. Yhdysvaltoja kiertänyt Virtanen uskookin, että vuosi on tyttärelle todellinentuhannen taalan paikka.

perheessä jo verenperintönä. Ensimmäisenkerran Keijo Virtanen lähti vuodeksi Yhdys-valtoihin ennen Marjaanan syntymää, vuonna1974, tutkimaan aineistoa amerikansuoma-laisista. Matkaan lähti silloinkin koko perhe.

- Lähdimme matkaan valtava kassi vaip-poja mukana. Lentokentältä juoksin ensi-töikseni lähimpään drug storeen täydentä-mään vaippavarastoja, Keijo Virtanen muis-telee nuoren lapsiperheen arkista saapumistauudelle mantereelle.

Seuraavan yhteisen Amerikan vuoden per-he vietti vuonna 1988 Keijo Virtasen ollessaMichiganissa Fulbright-stipendiaattina. Li-säksi perhe on useana vuon-na seurannut mukana, kunhän on esimerkiksi esitel-möinyt amerikansuoma-laisten jokavuotisessaFinnFest -juhlassa. Seu-raavan kerran tilaisuus jär-jestetään Floridassa ja Vir-tanen suunnitteleekin käy-vänsä samalla kertaa tapaamassa tytärtään.

Kontakteja koko iäksi

Isä Virtanen on solminut Yhdysvalloissa kon-takteja, jotka ovat säilyneet yli kolmekin vuo-sikymmentä. Kontakteja ja ystäviä on löyty-nyt niin yliopistomaailman kuin erilaistenkonferenssien siirtolaisuuden tutkijoista.

Keijo Virtanen uskoo, että Fulbright-oh-jelmaan pääsy on jo melkoinen suositus. Oh-jelma avaa ovia oikeastaan mihin tahansa.Nimi tunnetaan hyvin ja yliopistot tietävätsilloin saavansa varman jatko-opiskelijan.

- Uskonpa, että Marjaanan vuodesta syn-tyy kontakteja jotka ovat voimissaan vielävuonna 2030, Keijo Virtanen hymyilee.

- Pidempikään lomamatka ei tuo sellaistaelämänkokemusta, mitä asuminen ulkomail-la tarjoaa. Kun todella asuu ja elää jossain jakohtaa kulttuurin, silloin oppii ymmärtämäänsyvällisemmin muutakin maailmaa.

Ajatus ulkomaille lähdöstä pidemmäksiaikaa ei aina ole tuntunut pelkästään helpoltaja mukavalta. Keijo Virtanen muistelee en-simmäisen Yhdysvalloissa vietetyn vuodenlähtötunnelmia:

- Kyllä ennen lähtöä alkoi hirvittää ja aloinmiettiä miksi yleensä olen lähdössä, Virtanenkuvailee.

- Mutta tilanne oli samanlainen kuin esi-merkiksi esitelmää pitäessä. Ennen esitystäkädet tärisevät, mutta kun olet puhunut muu-taman minuutin, jännitys on hävinnyt koko-naan.

Marjaanaa lähtö ei hirvitä kuten isäänsäaikoinaan. Heinäkuun helteissä Marjaanaodottelee elokuun puolessavälissä tapahtu-vaa lähtöä kylmän rauhallisesti. Jännitystä eiole vielä ehtinyt tuntua ja pienikin epävar-muus on kadonnut käytännön järjestelyjä teh-dessä.

Marjaanan suunnitelmat Yhdysvalloistapaluun jälkeen ovat jo selvillä. Jatko-opinnot

pitäisi saada päätökseen jalöytää sopivia uusia tutki-muskohteita.

- Ja löytää se hyvä työ-paikka, Keijo Virtanen li-sää väliin.

Esittävän säveltaiteentutkimus kiinnostaisi

myös tulevana työnä. Marjaana uskoo, ettäesimerkiksi virkojen opetussisällöt yliopistollaovat muokattavissa omien kiinnostuksen koh-teiden ja osaamisen mukaan.

Varovasti maailmalla

Onko isä tarjonnut neuvoja maailmalle läh-tevälle tyttärelleen? Marjaana ja Keijo Virta-nen myöntävät molemmat, että jonkinlaistaopastusta on tarjottu.

- Isä on kertonut muun muassa eteen tule-vista käytännön asioista ja varoitellut byro-kratiasta. Tosin ajat ovat varmasti myös muut-tuneet, ja käytännön järjestelyt sujuvat nyky-ään helpommin, Marjaana uskoo.

Keijo Virtanen sanookin ihmetelleensä mi-ten juuri internet on muuttanut maailmaa.Neuvot ovat usein olleet turhia, koska Mar-jaana onkin jo järjestänyt monta asiaa etukä-teen sähköpostin ja www-sivujen tietojenkautta.

- Varovainen pitää olla. Tosin sama päteeihan kaikkialla, muistuttaa Keijo Virtanen.

- Olen myös kehottanut ottamaan vuo-desta irti kaiken mahdollisen. Tässä on to-dellinen ”tuhannen taalan paikka” kokea uut-ta ja luoda tärkeitä uusia kontakteja.

The US Department of State, in partnershipwith the Institute of International Education(IIE) and its affiliate, the Council forInternational Exchange of Scholars (CIES),has established the Alumni Initiatives Awards(AIA) as an institutional grant program.

The objective of the AIA program is tohelp translate the individual Fulbrightexperience into long-term institutionalimpact. To this end, the program providessmall institutional grants to Fulbright alumnito develop innovative projects that will fosterinstitutionally supported linkages andsustainable, mutually beneficial relationshipsbetween the Fulbright scholar’s home andhost institutions.

Alumni Initiatives Awards forFormer Fulbright Grantees

AWARDSIt is anticipated that up to 30 AIA awards

ranging from $1,000 to $25,000 will be madein 2004, depending on availability of funding.The award duration is up to two years.Funding will be available beginning in July/August 2004.

Matka-apuraha kattaa vierailevan luennoit-sijan edestakaisen lentomatkan Suo-meen korkeakoulupaikkakunnalle,edullisinta lentohintaa käyttäen. Vie-railun muista kustannuksista vastaakutsun esittänyt korkeakoulu. Mat-ka-apurahaa ei myönnetä lääketieteenaloille.

Historian tutkimuksesta väitöskirjaansa tekeväAki Kalliomäki on valinnut otollisen aiheen- ainakin matkustuksen kannalta. Tutkimus on vie-nyt ympäri maailman, Irlannista Kaliforniaan jatakaisin. ASLA-Fulbright -stipendikauden jälkeenKalliomäki on rahoittanut opiskelua ja tutkimustatoimimalla muun muassa opetusassistenttina.

Jo Kalliomäen pro gradu -työ koski irlanti-laista, uudistuksia ajavaa United Irishmen -valistusseuraa. Linkki Yhdysvaltoihin löytyija kiinnostus tutkia asiaa tarkemmin heräsi.Aki Kalliomäki lähtikin tekemään tohtorin-tutkintoa ASLA-Fulbright -stipendiaattinaKaliforniaan Santa Cruzin yliopistoon vuon-na 2000.

Takana on “fantastinen kokemus”, useam-pi vuosi opiskelua, tutkimusta, hyviä kon-takteja mutta myös kiinnostavia työtehtäviä.Suunnitelmissa on saada tohtorintutkintovalmiiksi keväällä 2004. Haastattelusta Akioli rientämässä konferenssiin Harvardiin jaRutgersin yliopistoon kertomaan tutkimus-aiheestaan. Sitä seuraavat Washingtoninkansallisarkisto, New York ja syksyllä Phila-delphia.

Assistenttina ja opettajana

Vuoden mittaisen ASLA-Fulbright-stipendinjälkeen mahdollisuudet rahoittaa opiskelujaovat Kalliomäen mukaan hyvät. Mahdollisuusopetustyöhön ja runsas määrä erilaisia apura-hoja takaavat sen, että opiskelu kalliiden luku-kausimaksujen maassa on onnistunut myösstipendin jälkeen. Akin mukaan erityisestitohtorintutkintoa suorittavan on Yhdysval-loissa suhteellisen helppo saada apurahoja jastipendejä.

Kun Santa Cruzin yliopisto tarjosi opiske-lupaikkaa, tarjottiin samalla mahdollisuuttatyöskennellä hyvin palkatussa opetusassisten-tin tehtävässä. Työn etuihin kuului myös se,että Kalliomäki vapautettiin melkoisestamenoerästä, lukukausimaksuista.

den pienryhmiä, joissa myös palaute oli suo-raa. Luento talvisodasta Kalifornian lämmössäoli eksoottinen kokemus - niin opiskelijoillekuin opettajallekin.

”Alussa opetus kyllä jännitti. Tolkutin it-selleni tietäväni varmaankin aiheesta enem-män kuin opiskelijat ja se helpotti”, kertooKalliomäki. ”Vastavuoroisuus oli hienoa jaopin itsekin paljon. Kun huomaa opiskelijantodella oppineen jotain, se tuottaa henkilö-kohtaista tyydytystä. Ja opiskelijat taisivatpitää siitä, kun tällainen ̀ kundi Euroopasta´piti heille Amerikan historian peruskurssia.”

Syksyllä 2002 tutkimus kuljetti Kalliomä-en Lontooseen. Lontoossa tehtävänä oli ar-kistojen tutkimuksen lisäksi pitää huoltaamerikkalaisista opiskelijoista. Akin ja muu-taman muun tehtävänä oli toimia 126 opis-kelijan apuna ja tukena suurkaupungissa. Tukija ohjaus olikin monelle nuorelle tarpeen,hyppy uuteen kulttuuriin ei aina ollutkitkatonta.

Muuta kuin arkistoelämää

Työn, opiskelun ja tutkimuksen yhteensovit-taminen on Kalliomäen mukaan sujunut on-gelmitta. Hän päinvastoin uskoo, että erilai-set työtehtävät ovat tuoneet oman vahvan li-sänsä myös tieteen tekoon. Työ on ollut olen-nainen osa kokonaisuutta.

”Olisin toki voinut istua arkiston kätköissänenä kirjassa kymmenen tuntia joka päivä.Koen kuitenkin, että työ on ollut tärkeä osakoulutusta ja tehnyt pelkästään hyvää omallepersoonalle. Kun tapaa ihmisiä ja keskuste-lee muuallakin kuin pelkästään luokkahuone-ympäristössä, suhteet kehittyvät paljon pa-remmiksi.”

Lista niistä asioista, joita hän jää kaipaa-maan, on pitkä. Yhteydet hyviin ystäviin pysy-vät maantieteellisistä välimatkoista huolimatta.

”Perusamerikkalainen ystävällisyys on var-masti se tärkein jota jään kaipaamaan. Ihmi-set ovat kaikkialla kiinnostuneita toisista ih-

misistä, eikä kukaan katso mistä olet kotoi-sin. Juttu luistaa aina ja kaikkien kanssa. Seon ollut ihan ykkösjuttu”, Kalliomäki pohtii.”Upea luonto ja lähiympäristön meksikolai-nen kulttuuri tekivät myös vaikutuksen.”

Yksi asia on Kaliforniaa nähneeltä mieheltävielä tekemättä: ”En ole kertaakaan vielä pääs-syt kokeilemaan surffausta”, Kalliomäki hy-myilee.

ASLA-Fulbright Grant for a Junior Scholar-stipendi on tarkoitettu tutkijanuransa alku-vaiheessa oleville henkilöille. Stipendiä voi-vat hakea tutkijat, jotka ovat suorittaneettohtorintutkinnon enintään neljä vuotta ai-kaisemmin. Stipendissä ei ole ikärajoja.

The Faculty of Education at the Universityof Helsinki and the College of Education atNorthern Illinois University will sign apartnership agreement in December 2003.The agreement is intended to benefitexchange of students and personnel,advancement of research, and innovativeprogram planning. Cooperation between thetwo universities will include, for example,short- and long term student exchanges,professional exchanges, conferences,collaborative research projects, and thecreation of Post-Doctoral Fellowships. Inaddition, the agreement will extend to Hä-meenlinna Teacher Education Center of Tam-pere University and also to the University ofLapland.

Dr. Paul Ilsley, Professor of EducationalResearch and Adult Education at NorthernIllinois University, is one of the organizers ofthe agreement between the two universities.Dr Ilsley spent last fall at the University ofHelsinki as a Fulbright Scholar and speakshighly about his Fulbright experience in Fin-land. “The opportunity last fall was criticalto me, both on a personal and on aprofessional basis,” he says, “and serves as thebasis for a continuation agreement betweeenthese universities.” He continues with genuinepassion of how his experience served as aneye-opener. “This agreement would not havebeen written without the FulbrightFellowship.” “It seems obvious that the worka Fulbrighter does can be extended throughthe creation of similar experiences for others.”

Dr. Ilsley informs us about NIU ProfessorJohn Niemi, who was the first FulbrightScholar to Finland in Adult Education 25years ago. It was Niemi who paved the wayfor others to follow. “His Fulbrightdemanded visiting many universities and theresulting networking was instrumental in theestablishment of new programs in adulteducation in Finland. “He continued hisassociations, expanded upon his experience,

and created opportunities for others duringthe past 25 years,” says Dr. Ilsley.

Professor Hannele Niemi (no relation toJohn Niemi), the 1st Vice-Rector of the Uni-versity of Helsinki, has been actively involvedin the creation of the partnership agreementbetween the University of Helsinki andNorthern Illinois University. According toProfessor Niemi “the agreement meanscontinuity, which is needed in internationalcooperation. It has been preceded by yearsand even decades of cooperation, which wasbuilt on the work of key people. We stillneed these “initiators” and personal contacts,but the agreement widens the work and scopeof cooperation. It strengthens cooperation

in both research and teaching. Its goal is tointegrate cooperation naturally andsystematically as a part of the function offaculties and departments, to make it visibleand exciting. In an excellent manner, theagreement for cooperation realizes the Uni-versity of Helsinki’s strategy, in which animportant focus is on the development ofinternational mobility and teacher, student,and researcher exchange”, Professor Niemiconcludes.

The new Fulbright Senior Specialists Programoffers Finnish universities and polytechnicsan opportunity to invite an American specialistfor a visit of 2 - 6 weeks. ASLA-Fulbright Alumni Association 50 Years

In the early 50´s, in a war-ridden, isolatedcountry, desperately short of foreign currency,opportunities to travel abroad were extremelylimited and a trip to America merely a pipedream. For many of the early grantees, the19-hour flight across the Atlantic was theirfirst.

After often life-changing experiences in theUS, these first grantees, like many after them,needed a forum for reminiscing, sharingexperiences, and finding ways to help futuregrantees with practical information andadvice.

The ASLA-Fulbright Alumni Associationwas founded at a meeting held on December12, 1953 and chaired by Mr. H.A. Turja,who became key person during the early years,serving, among other things, as chairman forthe first five years.

The association was a success from thebeginning. There were seminars, lectures,luncheons, gala dances, visits to a variety Fin-nish cultural and industrial organizations andcompanies. From today’s point of view, thehuge amount of positive publicity the groupreceived could be envied. Even the nationalnewspapers printed news, pictures of ASLAmeetings, and reviews of lectures and speechesgiven at various gatherings. One prominentASLA figure of the 60’s was Tauri Aaltio,who was later invited to be an honorarymember of the association.

Initially, the association kept in touch withits members using mimeographed sheets,which at some phases were folded into small

leaflets. For a period of about three years in1965-68, a fine magazine printed on glossypaper was published with funding providedby a US grant, which for 1964 was $10 000.

The association has remained active sincethose days, organizing events and assistingalumni. Recently, ties with the FulbrightCenter have been strengthened and many ofthe group’s events are now held at theirpremises in downtown Helsinki, and organisedin co-operation with the Center.

Today, the association plays an active rolein maintaining a network of both Americanand Finnish alumni and in promoting thegrowth of the Fulbright Program in Finland.The association not only publishes atraditional newsletter, but also communicatesincreasingly via e-mail lists and its informativewebpage.

A new board was elected in the winter of2002 and since then, association activitieshave increased in intensity. Its members,including Finnish and American, recent andmore experienced alumni, have tremendousenthusiasm and have brought reneweddedication to the association, planninganniversary year events and organizing newprojects such as the Fulbright BuddyProgram.

The main event of the ASLA-FulbrightAlumni Association’s 50th Anniversary is aconcert by Helsinki Philharmonic Orchestrain Finlandia Hall on November 20, 2003.Chief Conductor Leif Segerstam, one of themost well known Finnish ASLA-FulbrightScholars, will conduct the concert. Theconcert program includes Ludwig vanBeethoven’s Leonore III, overture; KarolSzymanowski’s Violin Concerto 1, and JeanSibelius’ Symphony 3. Violinist is Mi-KyungLee, Professor of the violin at the SibeliusAcademy since1999.

The event begins with a reception at17:30. This reception will open theanniversary exhibit on the history of theASLA-Fulbright program. The concert willfollow at 19:00.

Opiskelemaan Kanadaan

Kanadaan lähtevien suomalaisten vaihto-opis-kelijoiden määrä on viime vuosina ollutlievässä kasvussa. Vaihtoon lähdettiin lähinnäkahdenvälisten yliopisto- tai ammattikorkea-kouluvaihtojen, EU-vaihtojen ja ISEP –vaih-to-ohjelman kautta. Vaihtoon lähtevistä noinkolmannes oli ammattikorkeakouluopiske-lijoita ja loput yliopisto-opiskelijoita. Asso-ciation of Universities and Colleges ofCanadan mukaan suomalaisilla korkeakou-luilla ja laitoksilla on yhteensä 46 vaihto-yhteistyösopimusta kanadalaisten kumppa-neiden kanssa.

Koulutusmonimuotoista

Kanadan liittovaltioon kuuluu kymmenenprovinssia ja kolme territoriota. Nämä ovat:

Koulutusjärjestelmä on monimuotoinen jahajautettu. Provinssit ovat hyvin itsenäisiä jakoulutuksen järjestäminen on niiden vastuul-la. Kukin provinssi vastaa alueellaan koulu-tuksen taloudellisesta, lainsäädännöllisestä ja

Vuonna 2002-03 Kanadassa opiskeli opintotuen turvin yhteensä 167 suomalaista opiskelijaa. Näistä43 suoritti tutkintoa ja 124 osallistui vaihtoon. Suomalaiset opiskelevat Kanadassa etenkin talous- jayhteiskuntatieteitä sekä taiteita. Provinsseista erityisesti British Columbia ja Ontario ovat suomalaistenopiskelijoiden suosiossa. Lisäksi CIMOn kautta harjoittelijavaihtoon lähti vuonna 2002 yhteensä 38opiskelijaa.

Moninaiset oppilaitostyypit, tutkinnotja lukuisat pääaineet antavat opiskelijalle pal-jon vaihtoehtoja. Tämän lisäksi Kanada onpinta-alaltaan maailman toiseksi suurin val-tio ja opiskelija voi siis ilmastollisestikin vali-ta ympäristön Atlantilta Tyynelle valtamerelleja mannermaalta rannikkoseudulle. Mielen-kiintoisen lisän tuo Kanadan kaksikielisyys jaopiskeluvaihtoehdot sekä englanniksi ettäranskaksi.

Ulkomaisiaopiskelijoita noin 8%

Kanadalaisissa yliopistoissa ja ammatillisissaoppilaitoksissa opiskelee vuosittain noin 1.4miljoonaa kanadalaista. Vuonna 2001 yliopis-toissa opiskeli 645 000 täysipäiväistä ja 275000 osa-aikaista opiskelijaa. Ammatillisissaoppilaitoksissa taas opiskeli 410 000täysipäiväistä ja 91 000 osa-aikaista opiskeli-jaa. Perus- ja jatko-opiskelijoista yli puolet ja45% tohtoriopiskelijoista on naisia. 25 %opiskelijoista on yli 24-vuotiaita. (1)

Kahden viime vuosikymmenen aikana kan-sainvälisten opiskelijoiden määrä Kanadassaon lisääntynyt voimakkaasti. Vuonna 2001kansainvälisiä opiskelijoita oli kanadalaisissayliopistoissa ja oppilaitoksissa noin 130 000.Vuonna 1990 vastaava luku oli 57 000 javuonna 1980 37 000. Noin 36% kaikistakansainvälisistä opiskelijoista opiskeliOntariossa, 30 % British Columbiassa ja18% Quebecissä. (2)

CIMO on tuottanut yhteistyössä työ-ministeriön kanssa maakohtaisia perusoppaitaopiskelusta ulkomailla yhteensä joseitsemästätoista eri maasta. Fulbright Centeron toimittanut tästä sarjasta aikaisemminnumeron 10, eli Opiskelemaan Yhdysvaltoi-hin -oppaan. Nyt on yhteistyönä toteutettunumero 18 ja kohdemaana on Kanada. Design as a field of study encompasses theentire world, from the products people use,the books they read, and the places they dwellin. It can be stated that everything around usis “designed.” As a student of design, onemust be conscious of the material world, andtake responsibility for the affects ones actionshave on ones environment. In this way, de-sign can be viewed as different from art.Although it is just as creative as art, designersmust have a self-imposed consciousness thatattaches inherent responsibility to thefreedom of the creative act. A student ofdesign must be able to solveproblems quickly, workcreatively, and combinedisciplines fluently. Thedesigner must also be highlycompetent in for examplecraftsmanship, drawing,model making,photographing, and metalworking.

Specializations

Within the field of design, the followingdistinctions are usually made: “design,”architecture, landscape architecture,industrial design, and graphic design.

Architecture includes urban design andplanning, as well as the history of architecture.Landscape architecture involves the planningof public spaces, exterior environments, andenvironmental issues. Industrial design, alsocalled product design, can include furnituredesign, fashion design, computer based de-sign, packaging design and exhibit design.Graphic design encompasses typography,information design, photography, graphicsand animation, layout, and so on.

Art and Design, which can also be calleddesign or environmentaldesign, is based more inthe fine arts, andtherefore involvesspecializations such aspainting, sculpture,animation, drawing,mixed- media, and textiledesign. In general, Art

and Design requires students to be moreindependent and proactive than the moretraditional design fields such as architectureand graphic design. This is because there isnot an “established” career path for the artist-designer. An architecture degree, for example,is shaped and molded by the demands of the

architecture profession and consumerindustry, requiring students to hold certaincommon proficiencies. In art and design, thestudent has the awesome responsibility ofdeciding upon ones own course of educationand choosing ones own path upon graduation.

Education

In all fields of design, there are Bachelor leveldegrees, commonly named as a Bachelor ofDesign, Bachelor of Architecture, Bachelorof Industrial Design, etc. Frequently, thereare Master Degrees in Architecture, IndustrialDesign, and Graphic Design. On theDoctorate level, a degree in Architecture ismost common. A Doctorate of Philosophyin Design, is available as well. In the Arts, aBachelor of Arts and a Master of Arts areavailable. It should be noted that the MastersDegree in both the design and art fields isoften seen as a terminal degree. Therefore,the Masters in Design is often equivalent to aDoctorate, and one may teach at the univer-sity level accordingly.

Many courses for architects and graphicdesigners (such as technical drawing anddrafting, typography and layout) can becompleted through vocational programs.However, these courses would then be mostlikely applied as credit to a Bachelor degree.

Generally, the undergraduate study of de-sign includes basic study requirements foundin most American universities (English, Math,Language, History, etc), as well as specializedstudy requirements (History of Art, Historyof Design, Philosophy of Design, Materialsand Processes, Drawing, Sculpture, Painting,etc.). The defining component of a designeducation, however, is the “studio.” It iscommon in most design schools for studentsto be enrolled in a studio during every semesterof study. Studios are viewed as the majorcomponent of a student’s work, while theother courses are to enhance and enrich thedesign experience. The studio is a “privatespace” that a student normally has access to

24-hours a day. The studio is an intense andactive educational experience focused oncreative production and problem solving.

The education of a design student occursin two ways. Some schools keep all studentstogether in “basic design” studios for one totwo years. After these formative years ofexploration and the mastering of techniquesand concepts, the students choose their fieldof specialization. In contrast, someeducational programs accept students directlyinto a set field, and education within thatarea of design begins immediately.

Selecting a School

It is important to remember that the UnitedStates is a large country with numerousuniversities, colleges, and other institutions.In every region of the United States there areoptions for studying design. Likewise, thereare countless regions, cultures, subcultures,and sub-subcultures. Therefore, whenplanning to study art or design in the UnitedStates, it is a good idea to first pick a desiredlocation, and have a deep interest in thelandscape, people, history, and culture existingin a specific place or region. Once a desiredlocation has been discovered, a search for auniversity or other institution to study andwork with will become much moremeaningful.

Tenori Arto Seppäsen musikaalisuus paljas-tui jo varhain. Jo kolmivuotiaana hän halti-oitui oopperasta ja sai myöhemmin musiikin-opettajansa kyyneliin laulaessaan laulu-kokeessa. Uran suunta alkoi olla sitä myötenselvä. Musiikista ja laulamisesta tuli myös työ.

Valmistuttuaan Sibelius-Akatemiasta Sep-pänen on toiminut niin musiikinopettajana,laulajana kuin yksityisyrittäjänäkin. Hän eihalua kuitenkaan keskittyä vain yhteen mu-siikin lajityyppiin, vaan repertuaariin kuuluumusiikkia kevyistä laulelmista klassisiin oop-pera-aarioihin, ikivihreistä musikaalisävel-mistä ja viihdemusiikin helmistä hartaisiinsäveliin.

Syksyn mittaan Seppänen vierailee Saksassaja esiintyy Helsingissä muun muassa ooppera-ja operettigaalassa. Joulukuussa esiintymis-kalenteri täyttyy joulukonserteista ja yritys-ten pikkujouluesiintymisistä. Tulevan joulunmyötä myös Arto Seppäsen viime jouluksiilmestynyt debyyttialbumi Joulun lämpö sydä-miin on pian taas ajankohtainen.

Oulussa syntynyt ja Rovaniemellä varhais-lapsuutensa viettänyt Seppänen itse uskoopohjoisen luonnon olevan osasyy siihen, ettähänestä tuli laulaja.

- Pohjoinen luonto on vaikuttava ja kos-kettava. Se tuo halun liikuttaa, kun luontoon koskettanut itseä, miettii Seppänen.

– Musiikin avulla haluan välittää kuuli-joilleni aitoja ja syviä tunteita.

Käänteentekevä aika

Keväällä vuonna 2001 Arto Seppänen läh-ti kuudeksi kuukaudeksi YhdysvaltoihinFulbright-stipendiaattina Mid-CareerProfessional Development -ohjelmassa. Ta-voitteena oli laajentaa oopperaopintoja New

Yorkissa. Perhe seurasi perässä ja vietti yh-dessä neljä kuukautta.

Yhdysvalloissa Seppänen sekä opiskeli, ettäkonsertoi useissa kaupungeissa. Metropoli-tan-oopperassa häntä opettivat alan huiput,muun muassa nuorten laulajien kouluttajamezzosopraano Patricia McCaffrey ja kapel-limestari Kevin Murphy. Puoli vuotta par-haassa koulutuksessa antoi eväitä ja tuomisiakotimaahan.

- Opetus oli todella erinomaista. Opetta-jat olivat äärimmäisen kannustavia – muttamyös vaativia. Kokemus rikastutti näköpiiriäja toi valtavan määrän uusia kontakteja. Toi-saalta ymmärsin myös, miten ulkosuomalaisetkaipasivat ja arvostivat Suomea, Seppänenkertoo.

- Kokemus oli todella käänteentekevä japitkän odotuksen arvoinen. Sain oppia, jotamielelläni jakaisin myös täällä Suomessa. Tie-dän nyt paljon paremmin kuin ennen mitenihmisääni muodostuu.

Yhdysvalloissa Seppänen tutustui myösluonnonmukaiseen hengityksen koordinaa-tiovalmennukseen. Tietynlaisella hieronnallaja hengitysharjoituksilla erityisesti uloshengi-tykseen keskittyen voidaan parantaa palleanliikkuvuutta ja voimaa eli palauttaa hengitysluonnolliseen koordinaatioonsa. Eri alojenihmisten kiinnostus hengityskoordinaatiotakohtaan näyttää olevan suuri.

- Laulajalle on äärimmäisen tärkeää, ettähänellä on oikea hengitystekniikka, ja ettäelimistö saa happea riittävästi ja tehokkaasti.Pallean luonnollisen liikkuvuuden seurauk-sena myös ääni virtaa vapaasti. Seppänen ko-rostaa.

Maailmalla ja Suomessa

Yhdysvaltojen lisäksi Seppänen on esiintynyteripuolilla Eurooppaa ja erityisesti Italia ontullut tutuksi. Kokemuksensa perusteella hänei usko, että Suomessa ja ulkomailla laulami-sessa olisi suuria eroja. Ulkomailla yleisö ontosin välittömämpää reaktioissaan.

- Yleisö on hyvä kaikkialla, Seppänen hy-myilee.

- Minulla ei ole koskaan ollut huonoa ylei-söä. Myös taiteilija vaikuttaa siihen, mitenyleisöön rakennetaan siltaa ja miten yhteinenkokemus luodaan.

Kun kansainvälinen menestys on jo nurkantakana ja opettajat ja kriitikot houkuttelevatmaailmalle, Seppänen toivoo, että voisi teh-dä työtään yhä Suomessa. Edessä on vaikeitavalintoja.

- Kysymys on siitä, millaisia uhrauksia olenvalmis tekemään urani vuoksi. Kun perheessäon kaksi pientä lasta, heille haluaa antaa ai-kaansa, Seppänen pohtii.

TOEFL –testin harjoittelumahdollisuudetovat tätä nykyä entistä paremmin kaikkienulottuvilla. Heinäkuun alusta lähtien TOEFL–harjoitustestin, TOEFL PowerPrep:in, onvoinut ladata käyttöönsä veloituksettaTOEFL:in verkkosivulta osoitteestawww.toefl.org.

TOEFL PowerPrep on testinomistajan,Educational Testing Servicen, tekemä ohjel-ma, jossa on kaksi täyspitkää harjoitustestiä.Harjoitustestien avulla voi tutustua testi-käytäntöihin ja vastaustekniikkaan: ohjelmatperehdyttävät harjoittelijan testeihinjäljittelemällä mahdollisimman tarkasti aitoatestitilannetta. Kaikkien testiosioidenkysymystyypit, kysymysten lukumäärä ja aika-rajat ovat vastaavat kuin aidossa testissä.Harjoitustestistä saa kirjoitusosion pisteitälukuunottamatta myös alustavan tuloksen.

TOEFL lähettää PowerPrep -ohjelman li-säksi cd-romppuna automaattisesti kaikilletestiin ilmoittautuneille. Koska cd-rompostitetaan Yhdysvalloista, se saapuu noinkuukauden kuluttua ilmoittautumisesta.

Loppuvuodentestiaikataulut

Testejä järjestetään tiistaisin ja kes-kiviikkoisin alkaen klo 10, torstaisinklo 13 ja kuukauden toisena lauan-taina klo 11. Loppuvuonna testiaika-tauluissa on seuraavat poikkeukset:

Torstaina, 13. marraskuuta onkaksi testivuoroa, klo 9 ja klo 13.Torstaina 20. ja 27. marraskuutatestikeskus on suljettu. Vuoden vii-meinen testipäivä on torstai, 18.jou-lukuuta, jolloin testataan niinikäänkahdessa vuorossa, klo 9 ja klo 13.

Testauksen kiireisin aika alkaamarraskuussa ja jatkuu maalis-huh-tikuulle. Testiaika kannattaa varatahyvissä ajoin, jotta varmistaa testiin-pääsyn haluamanaan päivänä.

The Fulbrighters start their grant year withorientations arranged by the FulbrightCenter. Support services such as theorientations are an important part of the FCgrant programs.

The American Fulbrighters gathered inHelsinki for the Arrival Orientation in lateAugust. The two days were packed withinformation on the Finnish education system,Finnish culture, and society. The orientationalso gave the grantees the opportunity to meetand network with fellow grantees and variousorganizations interested in Finnish-Americanrelations. After the orientation the granteesdeparted for their ten new home cities aroundFinland.

The Finnish grantees have their Pre-Departure Orientation already a couple ofmonths before they actually leave for theU.S. This year the orientation was held onMay 19. Many aspects of moving to the U.S.were covered during the day, from visaregulations to the American academic cultureand everyday life considerations. The dayended with a reception hosted by theMinistry for Foreign Affairs.

Molding Silence:”kuinka muovata hiljaisuutta”is a collection of objects, drawings andwritings by Scott W. Wall, a professionalarchitect and Associate Professor ofArchitecture at Tulane University in NewOrleans, Louisiana. He was a Fulbright Mid-Career Professional Development granteein Finland during spring 2003.

The collected works use a range of mediaand techniques to explore the author’s effortto understand the timeless qualities of thenatural world embedded in the fundamentalnature of Finnish craft. While the focus hasbeen on Finnish architecture, all Finnishcrafts continue to share this intimaterelationship with the physical world.

The exhibition is open to the public duringFC office hours till November 14, 2003. Freeadmission.
