3.中国森林认证国家体系试点现状、挑战及机遇Progress, challenges and opportunities faced by China National Forest certificationScheme Piloting

3.1 现状　 Progress1）试点开始于２００６, 分批启动，目前试点单位近２０家Piloting program started from 2006，２０piloting sites

模式：国家林业局２年投入＋专家负责制＋多利益者参与Model ： SFA two years invest+experts +multi-stakeholder participation

基本程序：多层次培训（省级，县级，经营单位）－－缺口分析－－制定改进计划－进行改进－－进行预评估

　Basic Procedures 　various level training( provincial, county, bureau level)---gapanalysis—draft improvement plan—implementation—pre-evaluation process

４）２００７底四川宜宾小月河林场已经进行开展了预评估pre-evaluation process done in Xiao Yuhe Forest farm in Yinbing SI ChuanProvince

森林经营单位应遵守国家的法律法森林经营单位应遵守国家的法律法规，尊重国家签署的国际公约和协议规，尊重国家签署的国际公约和协议。。

原则 2 　森林权属

　　森林、林木和林地的长期所有权或使用权应明确界定、建档，并形成法律文件。

项目正在支持建立中国森林可持续经营标准与指标体系和森林认证体系;Especially work on China national Forest certification pilotingprogram 项目参与了国家林业局科技发展中心在森林认证工作推进中在河北、四川、海南的多次实地培训.

项目在三个国家森林认证试点项目中提供技术支持。Co-working with SFA on 3 piloting sites in Inner Mongolia andYunna from July 2007.(1)2007年7-10月与中心交流通过实地调研确定了试点单位(内蒙古森工集团阿里河林业局,内蒙古林业厅白狼林业局,云南腾冲林业局;

(2) 2007年10 月中与中心共同与内蒙古林科院,东北林业大学,北京林业大学签定了试点单位技术支持合同(1期), 将开展相关森林认证培训,并对现有经营单位森林经营计划缺口进行分析.
