– Europese lappendeken
• Single European Sky (SES) zou oplossing moeten bieden.

k Single European Sky
• Regulations:– Framework– Services, Organisation & Use, Interoperability
• Eerste (grote) aandachtsgebieden: – Airspace classification
– Air Traffic Flow Management
– FBA: Functional Blocks of Airspace
– Flexible Use of Airspace (FUA),• Civil Military Co-ordination

k Single European Sky
• Uitgangspunt van SES is: accommoderen!– Veilig, Efficient, Kosten-effectief.– “To provide for safe air traffic growth within Europe”,
(Loyola de Palacio, Brussels, december 2000)

k Capaciteits ontwikkeling• Capaciteit luchtruim/luchthaven, “gate-to-gate”, is geen
instant product.– lange implementatie tijd.

k Capaciteit versus “Charges”
Performance Review Commission,PRReport 6: 5.7.9 (Juli 2003)• Capacity and cost management processes
remain disconnected:• Capacity management has so far been
conducted without any reference to corresponding costs;
• States have set unit rates without any explicit commitment by ANSPs for capacity enhancements.

k Conclusie
• Efficientieverbetering is mogelijk!
• Maakt SES de belofte waar?
