THE WATER RESOURCES AGENCY

• Division within the Water and Sewerage Authority (WASA) of Trinidad and Tobago since 1976

• Initiated with the formation of a Water Resources Survey in 1966

• Water Resources Survey consisted of a team of Canadian experts engaged to boost surface and groundwater research and development efforts in Trinidad and Tobago

• The Water Resources Agency (WRA) evolved from an amalgamation of the Water Resources Survey and Hydrology Section of the Drainage Division (Ministry of Works) between 1970-1971

• Cabinet Minute established the formal relationship between WASA and WRA

ROLE AND RESPONSIBILITIES• Mission:

“To effectively manage the country’s water resources and promote conservation development and protection of these resources for sustainable use in a cost effective and integrated manner to support socio-economic growth.”

• Functions:– Manage water resources using the Integrated Water Resources Management (IWRM)

approach

– Promote development, conservation and protection of water resources

• Management objectives:– Water resources monitoring and assessment (quantity and quality)

– Water allocation, regulation and licensing

– Water resources planning , investigations and development

– Implementation of IWRM

– Develop and maintain a National Water Resources Database and Information System

WATER RESOURCES OF TRINIDAD AND TOBAGO

• Sources:

– Surface; rural intakes, springs and impoundment reservoirs (60%)

– Groundwater; aquifers (28%)

– Desalinated water (12%)

• Surface water availability estimated at 2,800 MCM/year for Trinidad and 103 MCM/year for Tobago (DHV Consultants, 1999)

• Primary surface water sources – Caroni, North Oropouche, Navet, Ortoire and Hillsborough Rivers

• Groundwater safe yields were estimated at 174 MCM/year in 1999 and 549 MCM/year in 2002 based on calculations using the Megawatershed Concept.

• Major aquifers that supply groundwater include; Northern Valley (alluvial deposits), alluvial fan deposits, artesian aquifers, reef limestone and sands

WATER ALLOCATION• WASA is major abstractor of the natural water resources, other users

include industrial and agricultural facilities

• Approximately 94.7% of population in Trinidad and 84.8% in Tobago provided with a piped water supply (Genivar, 2008)

• 24 hour supply only provided to 16.6% and 39.6% of population inTrinidad and Tobago, respectively (Genivar, 2008)
