week in die hospitaal moes deurbring.Die 49-jarige Charles Mostert van Kraaifontein het

drie Vrydae gelede by Stikland-stasie afgeklim ná hyom 06:15 van Eikenfontein-stasie vertrek het.“Gewoonlik ry ek met my motor na my werkplek

in Stikland, maar my voertuig was by ’n motorwerk-tuigkundige. Daarom reis ek vir ’n paar wekemet dietrein,” sê Charles.Dié oggend was die kaartjiekantoor nog toe tydens

sy vertrek van die stasie.Met die afklim in Stikland het Charles vir ’n beamp-

te gesê hy het nie ’n kaartjie nie. Die beampte het homna ’n toesighouerverwys,wat aangeduihethy is besigen dat Charles moet wag.“Ek sê toe ek gaan buite die kantoor ’n sigaret

rook,” sê Charles.

HospitaalHy het ongeveer drie meter weggeloop en was nog

besig om sy sigarette uit sy sak te haal, toe ’n seker-heidsbeampte van die spoorweë op hom afpyl.“‘Keer daardie man!’ het hy geskree,” onthou Char-

les die gebeure wat hom in die hospitaal laat belandhet.Charles het herhaal hy staan net ’n entjie weg ter-

wyl hy rook, toe die man hom aan albei skouers grypen rondpluk.“Ek sê nog vir hom hy kan my nie so rondruk nie,

dat ek ’n aanrandingsaak sal maak, maar dít het homnet nog meer gewelddadig gemaak,” sê Charles.Charles het die wag se twee hande van sy skouers

afgetrek en vir hom gesê om hom uit te los.“Die volgende oomblik begin hymy skop en tref my

het, het Charles net daar op die grond gelê – deurtrekvan die seer. Hy het die naweek in Tygerberg-hos-pitaal deurgebring en drink steeds pynmedika-sie.Na ’n week moes Charles terug werk toe,

want hy word slegs betaal wanneer hywerk.

Salaris“Ek het reeds ’n week se salaris ver-

loor omdat ek nie konwerk nie,” sê hy.In die drie weke wat Charles trein-

ry,was die Eikenfontein-kaartjiekan-toor reeds vier keer soggens met syvertrek toe.“Ná die voorval daardie oggend

Not much of what the City of CapeTown’s planning department has donein recent months, makes any sense to

some residents in Uitzicht.They feel that the city has reneged on con-

ditions, ignored civil rights and objectionsraised in this regard, and failed to explainunanswered questions.

Almost seven years ago Jaco Oosthuizenobjected to the development of a double sto-rey house in the neighbouring Avalon Es-tate. This enormous house would inevitablyimpose on his and his neighbours’ privacyand steal their view.

Based on a so-called “voluntary condi-tion” accepted by the developers that thehouse be a single-storey only, the City askedOosthuizen to withdraw his objections,which he agreed to and building started.

Developers, started building a second storeyat the said house, and all hell broke loose inDundee Avenue, where Oosthuizen and twoof his neighbours foresaw the possibility ofthe value of their own homes dropping, afterlosing the sought-after view they paid forlong before the new development started.

“We would also lose our privacy which isa civil right,” said Oosthuizen in a letter tothe City at the time.

The City then halted all building on thehouse, saying that the developer would haveto apply for an amendment of the condition,before they could finish the house. The alsostated to TygerBurger at the time that a“public participation process” would beheld before any amendments were made.

According to Oosthuizen, Combined De-velopers, then approached him, offered himmoney and tried to convince him to waivethe condition previously set. Oosthuizen re-jected this.

Subsequently, the developers applied forthe condition to be amended and again Oost-

huizen and two of his neighbours lodgedhefty objections.

“After months of not hearing anything,the council decided to overlook our objec-tions and changed the conditions set in placeyears ago,” he says.

Mayoral committee member for econom-ic, environmental and spatial planning Ga-reth Bloor confirmed that the a formal appli-cation by the developers, was approved bythe subcouncil on 18 February this year.

“The City followed all the legal process-es...to amend the condition...the objectorswere notified of the decision and their rightto appeal it within 21 days,” he says.

Oosthuisen however, feels that theirrights as taxpaying citizens have been bla-tantly ignored and that no proper public par-ticipation process was engaged in.

ObjectionsAccording to him they merely received

registered letters informing them of the ap-plication and then of their right to appeal.

“Why was the responsibility shifted on tous to appeal this decision after the Cityasked us to withdraw our objections sevenyears ago? It costs a lot of money to appealthis kind of thing, which is why we have theright to object – a right which was seeminglyignored. It makes no sense,” he says.

“Has it got anything to do with the fact thatthe developers threatened to sue the city forerroneously approving their original build-ing plans for a double-storey house, withouttaking into account the title deed which indi-cated a condition against a double-storey?

“I find this very sad indeed that our rightsas taxpaying citizens were thrown into thewater to please a council mistake.”

When asked about the aforesaid allegationthe city remained mum, save to say that thematter is now deemed as finalised.

Oosthuizen says that it appears to him asif the council took the easy way out by nowapproving the amendments and thereby dis-regarding the original conditions set.

“Without the original agreement in placethe Avalon Estate project could not evenstart,” he says.

“I am highly disappointed that agree-ments put in place years ago can so easilybe overturned, seemingly because of someo-ne’s mistake to do his job correctly the firsttime.

“Also what faith must one have in ‘the sy-stem’ if it suits the council to change conditi-ons so easily?” he asks.

Local businesses owners in Kraaifonteinand surrounds have been terrorised with aspate of robberies in recent weeks, most ofwhich were armed.

The first of these was an early-morningheist on Cape Jewel in CapeGate last Satur-day, 1 May, where robbers got away withjewellery to the value of R400 000.

Robbers gained access by smashing thefront widow panes, but could according toa source, not be positively identified on sur-veillance camera footage.

In the same week a tobacco shop inBrighton Square fell victim to a robbery.

According to a TygerBurger source, aneatly dressed man walked into shop ask-ing to buy cigarettes.

He then held up the cashier and assaultedher before getting away with an undis-closed sum of money.

On the Saturday night, the owners of Piz-za Pub were held up at gunpoint by threemen at their home after allegedly being fol-lowed home.

Two of the three suspects were caught,but one of the victims suffered a heart at-tack after the incident and is currently re-cuperating.

Last Thursday evening at about 21:00,Britekem Pharmacy on Brighton Road wasnext to be hit. According to employee Den-ise Schutte, a gang of four neatly dressed,English speaking men entered the shop atclosing time. They seemed very well organ-ised and focused and were all armed withhand guns, she says. “The asked for thecash, cellphones, jewellery and purses ofeverybody in the shop. When they left theynoticed the cameras and came back to takethe computer equipment,” she says.

They also got away with an undisclosedamount of cash.

On Thursday morning past, a gang of bet-ween five and seven armed men, also neatlydressed and well spoken, robbed the Moun-tain View Kennel in Joostenbergvlakte.

One of the owners was assaulted and sus-tained a minor injury on her head.

No arrests have been made.

The planned train fare increase has com-muters derailed, demanding that Metrorailget their act on track and give them a serv-ice worthy of a price hike.

Come next month, those purchasingmonthly tickets will pay between R7 andR45 more, while weeklies will cost betweenR3 and R5 extra. A single train ticket willcost 50c more and returns by R1.

Metrorail’s regional managerMthuthuzeli Swartz considers the increaseas “pro-poor”.

“We were very conscious of the soaringcost of living and imposed a modest in-crease as a result,” he says.

The subsidy received from governmentbarely covers half the cost of operating therail service, Swartz explains.

“The last financial year it cost us R1,2 bil-lion rand to operate trains just in the West-ern Cape. By clamping down on fare dodg-ers, closing stations and conducting specialactions on trains we have managed to re-cover R160 million rand more than the pre-vious financial year, exceeding our revenuetarget by R8 million.”

External factors including increases inthe cost of energy, personnel, maintenancematerial, safety-critical and statutory com-pliance accounted for themajority of the re-gion’s expenses.

But commuters are unimpressed by theplanned price hike.

The train service provider has “a finecheek” to push up the fares of a “life-threat-ening service”, Mariam Jacobs says.

She has resorted to leaving all her valua-bles at home after being robbed on the traintwice this year alone.

“The funny thing is it happened duringpeak hour,” she says wryly.

“The first time the guy pulled out a knifeand demanded my wedding ring and cell-

phone, and about a month later a laaitiegrabbed and ripped my grandmother’schain frommyneck. Someof thepassengerstried to chaseafterhimbuthegot awayeasi-ly.”

The “missing in action” security officersare nothing but “cowards in uniform” thatare never there when you need them,Jacobs adds.

“Off-peak times, you find them stretchedout on the seats, taking a nap; 10 points,Metrorail;what away tomakeyour custom-ers feel safe!”

Reagan Francis has been using rail trans-port for two years as it is the cheapest wayfor him to get to work. But if he would havebeen able to afford a priciermode, he wouldmake the change in a heartbeat.

“Right now we are travelling on a mobile

robbery hotspot becausewe have no choice.Commuters are sitting ducks because secu-rity guards are not half as visible as theyshould be,” he says. “If they should say theincrease is going towards employing addi-tional security officers, I will happily coughup. You put your life in danger by settingfoot in a carriage, but if you can’t affordany-thing better, it’s a chance you have to take.”

But Swartz points out that Metrorail hasincreased their Protection Services comple-ment by 300 security members. A total ofR12 million is spent on security everymonth across the province.

“We now have 1 000 Protection Servicesemployees, about 800 contracted guardsfrom five different companies and 400 rail-way police officers protecting trains andstations,” he says.

Police members of four stations in theWestern Cape, one of which is Bellville,started a six-day cycle tour in aid of theSAPS Education Trust at DF Malan HighSchool last week.This tour, the brainchild of Brackenfell

police, kicked off on Wednesday morning8 May.Members of Bellville, Brackenfell, Kraai-

fontein and Khayelitsha police stations arepart of the group that will cycle 605 km.TheSAPSEducationTrustwas formed in

October 2010 in support of children ofmem-bers (constables to warrant officers) whodied while on duty.“TheWesternCapewas the first province

to make a deposit to the trust. So far wehave also paid the largest sum into the ac-count,” saidMajor General René Fick (dep-uty provincial commissioner: Physical Re-source Management) during the event atDF Malan.She said it was important to the police

that these members’ children receive agood education.Such children can apply for financial

support to further their studies.Fick said other benefits were that team

spirit was built and members were staying

slim and fit.During the first tour in 2012 a total of

R40 000 was collected. The aim is to raisemore this year, with the assistance of sta-tions on the cycle route and the open handsof communities.Brigadier Sharon Govender, Bellville po-

lice chief, advised learners to take whatthey learn from parents, elders and com-munities and let that shape them for whothey become.“Make the right decisions. Right deci-

very excited about the fact that the cycletour started at the school.The first and final concerts will be held

EERSTE AANVULLENDEWAARDASIELYS TOT DIE 2012- ALGEMENEWAARDASIELYS (SV01), VIR DIE 2013/2014-BOEKJAARIngevolge artikel 49(1)(a)(i) van die Wet op Plaaslike Regering: Munisipale Eiendomsbelasting (Wet 6 of 2004), hierna die “Wet” genoem, worddaar hiermee kennis gegee dat die eerste aanvullende waardasielys van die 2012- algemene waardasielys (SV01) vir die 2013/2014-boekjaar virdie publiek by die lokale hieronder ter insae lê vanaf 21 Mei 2013 tot 30 Junie 2013. Die vorms vir die indiening van besware is by hierdie lokalebeskikbaar. Die waardasielys is ook vanaf 21 Mei 2013 op die Raad se webwerf beskikbaar (adres hieronder).

Eiendomme word ingevolge artikel 78(1) van die Wet op die eerste aanvullende waardasielys van die 2012- algemene waardasielys (SV01)geplaas indien dit: a) foutiewelik uit die waardasielys gelaat is; b) na die laaste algemene waardasie by die munisipaliteit ingesluit is; c) na dielaaste algemene waardasie onderverdeel of gekonsolideer is; d) ‘n wesenlike toename of vermindering in markwaarde ondergaan het sedertdie laaste algemene waardasie; e) in die laaste algemene waardasie aansienlik verkeerd gewaardeer is; f) om enige ander buitengewone redeherwaardeer moet word; g) waarvan die kategorie verander het.

Ingevolge artikel 49(1)(a)(ii) van die Wet kan enige eiendomsbesitter of ander persoon wat wil, binne die gemelde tydperk ’n beswaar bydie munisipale bestuurder indien oor enige saak wat op die waardasielys verskyn of daaruit weggelaat is. Besware kan slegs ten opsigte vaneiendomme wat op die SV01-lys gewaardeer is, ingedien word. Die eienaars van hierdie eiendomme sal skriftelik van hul SV01-waardasies inkennis gestel word via die posadres wat tans op die Stad se databasis is.

Aandag word spesifiek gevestig op die feit dat ‘n beswaar ingevolge artikel 50(2) van die Wet met ‘n spesifieke, individuele eiendom verbandmoet hou en nie teen die aanvullende waardasielys as ’n geheel ingedien kan word nie. Die vorms vir die indiening van besware is by die lokalehieronder genoem beskikbaar en kan van die webwerf afgelaai word. ‘n Afsonderlike beswaarvorm moet vir elke eiendom ingevul word.

I realise that many people areonly complaining about servicedelivery, but hardly acknowl-edge good service or do some-thing constructive about it. Ek vra nou die WKOD om diésaak te ondersoek. Volgens diebrief is ons kinders nie gekeurnie “as gevolg van beperkteakkommodasie en personeel-voorsiening”.
