Some 359 confiscated taxis are cur-rently crammed into the City of CapeTowns taxi pound which has beenfilled to capacity since September thisyear.

According to city ward councillors inBrackenfell and Kraaifontein the situa-tion is untenable as it prevents effectivepolicing on one of the areas busiest maintaxi routes, being Old Paarl Road, whereillegal taxis could not be confiscated.

Traffic official Stanley Opperman in-formed the councillors of this state of af-fairs when they questioned the traffic en-forcement statistics for the month of Sep-tember it reflected a zero for taxiimpoundments for the period.

Why is the taxi pound full?Countless reports of lawless taxi driv-

ers on this specific route are received ona weekly basis.

Ward councillor Roxanne Hoorn ex-pressed her dissatisfaction.

Why is the taxi pound full? Where arethe contingency plans? she wanted toknow.

In response to a media enquiry, JPSmith, mayoral committee member forsafety and security, explained that theCitys Traffic Service has increased en-forcement levels in response to publiccomplaints, resulting in the impound-ment of a very large number of taxis.

We have asked the supply chain man-agement officials to increase the frequen-cy of vehicle auctions to assist with clear-ing the pound. We have also recently in-creased the size of the vehicle pounddramatically, he said.

Taxis are normally impounded whenthey operate contrary to the NationalLand Transportation Act. This could bewithout or contrary to the conditions oftheir operating licenses.

Smith says taxi owners in all probabili-ty avoid collecting their taxis because

they cant afford the impoundment re-lease fee, or to evade outstanding war-rants of arrest for old offences.

Unsafe vehicles crushedA release fee of a first offence fine is

    R7 000, second offence fine R10 000 andthird offence fine R15 000.

To address the problem, the City willhence hold monthly auctions as well as ex-panding their vehicle storage facilities.

However, auctions require a numberof logistical arrangements including veri-fying a vehicles status with the South Af-rican Police Service and whether it can besold on auction.

Currently, there are only two policemembers available to clear these identi-fied vehicles, Smith said.

Vehicles that are deemed to be unsafeto be allowed on the road are crushed.

Smith said that policing will not be af-fected as 59 vehicles were auctioned offlast week, leaving additional space fornow.

No space for impounded taxisVERVOLG VAN BLADSY 1

n Mosie in di verband is onlangs by dieBergdal-subraad ingedien n verskeie klag-tes vanuit die gestremde gemeenskap.

    Vriendeliker sypaadjies kom

An advertisement for Western Cape traf-fic officer learnerships placed on Gumtreeand asking for a R150 application fee isa scam, provincial traffic chief Kenny Af-rica confirmed on Monday.

The advertiser calls himself or herselfViolet Naidoo and uses a Gmail address. The person claims to own a 100% black-owned recruitment company with a man-date from the department of transport andpublic works to recruit candidates fortraining, said Africa.

Members of the public are advised that

the department never makes use of anyagency to recruit candidate traffic offi-cers, and that no application fees are everpayable. Advertisements for trainee traf-fic officers only ever appear in newspa-pers and on the website of the WesternCape government. The only entity withany authority to recruit and train provin-cial traffic officers is the departmentsGene Louw Traffic College in Bracken-fell.

Africa said the department was alertedto this scam by an aspiring traffic officer

who wanted to verify whether the Gum-tree advertisement was legitimate.

The man said he had applied to becomea traffic officer three times, having passedtwo out of three tests. He was willing topay the application fee if indeed it wouldgive him a chance to be considered again.V Members of the public are requested to alertthe Gene Louw Traffic College on 021 983 1500to report any similar attempts to defraud hopefuljob seekers. The matter has been reported to theprovincial and national fraud and corruption combating authorities.

Sy het my so ewegevra: Wanneer trou Oom dan?

    the event.

ke werker by Badisa Trio.

Elna vertel Leandra en haar man, Jo-

Die baba is by haar en haar man in

ter vol streke, soos enige ander driejari-ge, s Elna.Daar is liefdesbande wat sterker is as

bloedbande.

As Cape Town tightens up onwater restrictions, it is time tolook at desalination as along-term measure to improveour water supply. One opportunity going

begging is the Koeberg powerstation. Nuclear reactorsactually produce a lot morewaste heat than electricity andthe scandal is that we dontuse the free heat to desali-nate sea water and make animportant contribution to thiswater scarce country. It is standard practice to run

desalination plants run intandem with power stations inthe Middle East to producemost of the water for thedesert countries and even towater golf courses. Why dontwe do it here? The answer is probably that

Eskom and the City Councilnever spoke to each otherwhen Koeberg was planned. The other desalination option

is reverse osmosis, anotherwidely used technology. If theglobal warming prophets ofdoom are even half right wewill need both of these technol-ogies in the future, so thesooner we start and get togrips with the technology, themore we will learn and thebetter decisions we will makewhen it is time to upscale thedesalination plants.

Keep furryfriends cooland hydratedWhile many Capetonians are revelling inthe warmer weather, its important tospare a thought for our furry friends thistime of year.Just like humans have to take care,

animals are exposed to a myriad ofhealth concerns in the summer months.Heatstroke, for example, can be fatal to

some dogs, and dogs with short snouts orlong hair are among the more pronebreeds. The obvious tip when it comes toheat is to not leave animals in the car,yet still, many do. According to theSPCA, temperatures inside a car canreach up to 47 degrees in an hour, evenwhen its just 22 degrees outside. Many people are unaware of the effect

of hot surfaces on little paws. Surfaceslike tar, metal and even sand absorb heatand can stay warm for hours after thesun has gone down, which could poten-tially burn the pads on the underside of apets paws.A good test is to hold the back of your

hand against the surface for about 10seconds. If its too hot for you, it will betoo hot for an animal.Pets, particularly lighter ones, are

susceptible to sunburn, just like humans. While making sure they have a coolshady place to escape the sun remainsthe best option, many vets stock petsunscreens. And because all good boys deserve a

treat, why not fill a two litre ice creamtub with water and treats, freeze it, andwatch your pet enjoy hours of fun andcooling while they lick through the ice.

Close to 100 learners, most of whom arepreviously unemployed and un-skilled, last Wednesday proudly re-ceived their certificates after successfullycompleting courses at theFisantekraalCen-tre for Development (FCD).

These certificates are not only proof ofthe skills they gained, but serve as a land-mark of a time and place where their selfbelief, hope and dignity were restored andwhere they were equipped to live a mean-ingful life, says Jane Gelderman, directorof FCD.

Being witness to this journey month aft-er month, as new groups of unemployedpeople join the FCD family, is a privilegeand calling that I treasure daily.

But it is also a very alarming reflectionof the growing unemployment rate in ourcountry. Although the national unemploy-ment rate is around 25%, the youth unem-ployment rate is at 36% and unemploymentin vulnerable communities such as Fisan-tekraal is far above 40%, with a growingnumber of young adults who have neverworked, she says.

This is coupled with poor education andskill levels and according to Statistics SA(2014), by the end of every Grade 12 class ourcountry has lost half of the generation ofkids that entered the schooling system inGrade 1.

This is also true in Fisantekraal, wheremore than 80%of adults donothave aGrade12 or higher qualification, according to Sta-tistics SA 2011.

Looking at these statistics, it can leaveone feeling overwhelmed with the complex-ity of the unemployment problem. Howeverat Fisantekraal Centre for Development weare encouraged and energised by the liveswe are able to change one class at a time, she says proudly.

Whether our learners complete a jobreadiness, office basics, bake for profit orfrail care course at our centre, we are ableto invest in them socially, emotionally, eco-nomically and spiritually and this holisticapproach leaves them more equipped andskilled for the job market and life in gener-al.

An important part of what they do, is tolink their past learners up with employ-ment opportunities through placementpartner relationships with local businesses

or potential employers. This process has helped us grow our

placement rate for learners from 44% to60% over the last 12 months and increasedsupport and partnership from local busi-nesses and the community at large will as-sist us to place even more learners goingforward, she says.

Every successful learner of the past sixmonths received a certificate at this bian-nual certificate ceremony at the Durban-ville-Bergsig Dutch Reformed Church tocelebrate their achievements.

Of the four students who have completedthe frail care course, two are now perma-nently employed by Albrecht Nursing Ser-vices (ANS), which is contracted by theGreen Pastures rest home for the elderly inDurbanville, where they have also complet-ed their practical work.

The other two completed their practicalwork elsewhere and were invited for anevaluation at Green Pastures.

ANS supplies nursing services and staffto three retirement homes, namely Edel-weis, Huis Andr van der Walt and GreenPastures.

The students gained so much self-confi-dence that they also displayed their enter-tainment talents to the audience.

Kaylin Afrikaner from Fisantekraal, whosuccessfully completed the office basicscourse, opened the ceremony with a song ofpraise.

Charlton Isacks, also from Fisantekraal, led the audience in a closing song.

Charlton, who completed the office basicscourse in April 2015, shared how frustratedhe was about not finding his dream officejob.

Eventuallyheacceptedaone-monthcon-tract from TFG to work on an @Home storerenovationproject aposition thathe loves.

His positive attitude while doing this ledto him receiving a permanent position attheir Canal Walk store as a stock room con-troller, something that offers him furtheropportunities for career growth, Gelder-man says.

Charlton is also involved in youth minis-try in his community.

He thanked the people of FCD for themeaningful contribution being made in hiscommunity in helping to get young peopleoff the streets.V Phone 021 975 7764 or visit www.fisantekraal.org.za to find out how you can play a positiverole in addressing unemployment.

Vuurbestand bevat

Ek sal nie hierdie on-

dervinding alleen of saammet enige ander persoonas Jacobus wil deel nie.
