ADB and the Ministry of Finance and Ministry of Transport of the People's Republic of China (PRC) sponsored the workshop with the theme Transport Infrastructure: An Instrument for Economic and Social Development. The International Poverty Reduction Center in China coorganized the workshop. Li Yong, Vice Minister of Finance, Dai Dongchang, Chief Planner of Ministry of Transport and Bindu Lohani, ADB Vice- President (Finance and Administration) opened the workshop. In his address, Vice-Minister Li Yong emphasized that the government has placed a high priority on transport infrastructure because it is the foundation for driving the nation's economic development and improving people's living standards. It also plays an important role in promoting cross-regional flow of production factors, improving the environment for investment and development, and ensuring integrated and sustainable development, according to Mr. Li. Meanwhile, ADB Vice- President Lohani, in his speech, stated that transport infrastructure is an important determinant of economic growth, job creation, and poverty reduction. He also stressed that a greener and more efficient urban transport needs to be part of city planning and policymaking within the wider context of creating livable cities. Mr. Lohani said that while the benefits of building better transport infrastructure was commonly accepted, it presents significant financing challenges for ADB's developing member countries. He suggested that many governments need to increase their own investment in transport infrastructure, and at the same time encourage the private sector to play a bigger role. The workshop brought together 60 senior government officials from 15 different ADB developing member countries to exchange views and learn from each other's experiences in transport infrastructure investment, transport and poverty reduction, capacity development, and financing of transport infrastructure. The second workshop under the

PRC-ADB Knowledge Sharing

Platform was held in Beijing on

8-11 November. ADB and the Ministry

of Finance and Ministry of Transport of

the People's Republic of China (PRC)

sponsored the workshop with the theme

Transport Infrastructure: An Instrument for

Economic and Social Development. The

International Poverty Reduction Center in

China coorganized the workshop.

Li Yong, Vice Minister of Finance,

Dai Dongchang, Chief Planner of Ministry

of Transport and Bindu Lohani, ADB Vice-

President (Finance and Administration)

opened the workshop.

In his address, Vice-Minister Li Yong

emphasized that the government has placed

a high priority on transport infrastructure

because it is the foundation for driving

the nation's economic development and

improving people's living standards. It

also plays an important role in promoting

cross-regional flow of production factors,

improving the environment for investment

and development, and ensuring integrated

and sustainable development, according to

Mr. Li.

Mr. Lohani sa id tha t whi le the

He suggested that many governments

need to increase their own investment in

transport infrastructure, and at the same

time encourage the private sector to play a

bigger role.

The workshop brought together

60 senior government officials from

15 different ADB developing member

countries to exchange views and learn

from each other's experiences in transport

infrastructure investment, transport and

poverty reduction, capacity development,

and financing of transport infrastructure.

During the workshop, participants

visited the Highway Network Management

and Emergency Centre of the Ministry of

Transport. Participants also took a high-

speed train trip to Tianjin to observe the

city's transport infrastructure development.

Zone, Tianjin Harbor Industrial Park, and

Tianjin Avenue.

Tianjin 's Vice Mayor Cui J indu

welcomed the guests and gave a brief

de sc r ip t i on o f t he c i t y ' s t r anspo r t

infrastructure and economic and social

development. Admiral W. Karannagoda,

Secretary of Sri Lanka's Ministry of

Highways, extended his regards on behalf

of the delegation for the hospitality

of Tianjin municipal government and

expressed his appreciation for the rapid

development of the city's urban transport.

Klaus Gerhaeusser, Director General

of ADB East Asia Department and Wu

Jinkang, Deputy Director General of the

Ministry of Finance jointly closed this

high-level regional event. After discussions

and field visits, the participants agreed that

improvements in transport infrastructure

strengthen economic performance, as it

increases productivity, boosts trade, and

most importantly lifts communities out of

isolation by providing access to markets

and opportunities.

Participants also agreed that the

PRC-ADB Knowledge Sharing Platform

provided a valuable opportunity for learning

and sharing experiences among developing

countries in the region. They look forward

to further cooperation.

The PRC-ADB Knowledge Sharing

Platform, a joint initiative of the PRC's

Ministry of Finance and ADB's East Asia

Department, facili tates development

dialogue and mutual learning among the

PRC and ADB's other developing member

countries. The first workshop was held in

Shanghai in 2009, focusing on sustainable

urbanization.

"The PRC's co-sponsorship of the

knowledge sharing platform reflects its

aspiration to make a greater contribution

to regional public goods for inclusive and

knowledge-driven development," said Mr.

Lohani. "The platform is an important step

in ADB's efforts to become the region's

knowledge bank, and fits well with our

Strategy for the

PRC. The two-way nature of the platform

underscores the inportance that the PRC

accords to learning from other countries to

promote inclusive and environment-friendly

development, while at the same time

sharing its own development experiences.

ADB, based in Manila, is dedicated

to reducing poverty in the Asia and Pacific

region through inclusive economic growth,

environmentally sustainable growth, and

regional integration. Established in 1966,

it is owned by 67 members—48 from the

region. Its support for transport accounted

for 21% of ADB's lending since it was

established in 1966, and 27% between 2005

and 2009.

亚行知识共享平台——“交通基础设施

建设与经济社会发展”国际研讨会在北

京举行。此次研讨会由中华人民共和国

(中国)财政部、交通运输部和亚洲开

发银行(亚行)主办,中国国际扶贫中

心承办。

中国财政部副部长李勇、交通运输

部总规划师戴东昌以及亚行主管财务与

行政事务副行长宾度·罗哈尼在研讨会

上致开幕辞。

李勇副部长指出,交通基础设施

是推动国民经济发展的重要基础,对促

进生产要素跨区域流动、改善投资和发

展环境,实现国民经济协调可持续发展

具有重要作用。中国政府一贯重视优先

发展交通基础设施,交通运输条件的大

幅改善有力地推动了中国经济的快速增

长、社会发展和人民生活水平的提高。

宾度·罗哈尼副行长在开幕辞中

说:“交通基础设施是经济增长、创造

就业机会和降低贫困的重要决定因素。”

道等有关交通基础设施建设。

天津市副市长崔津渡代表市政府会

见参会代表,并介绍了天津市交通基础设

施建设和经济社会发展情况,表示天津

愿意与亚行及亚洲各国加强合作,同步

发展。斯里兰卡公路部大臣卡然纳古达

(Admiral W. Karannagoda)代表考察

团感谢天津市的接待,并表达了考察团

对天津城市交通发展的赞赏。

经过几天的讨论和考察,与会代表

ADB Transport Operations: Rising to the PRC’s New Challenges亚行增加交通业务: 应对中国新挑战

After long being the workhorse

of its lending program, ADB

transport operations in the

PRC have undergone a renewal. Transport

is once more the place to be!

Given the country's vastness and its

previous lack of investment in transport, the

density of its transport infrastructure (road

and railway length per capita) was among

the world's lowest, when the PRC adopted

the open-door policy in 1978.

When ADB began its PRC transport

operations in 1988, the challenge of reducing

the deficit in transport infrastructure must

have seemed never ending.

But the PRC has shown that great

challenges can eventually be met. Using

well-conceived and ambitious 5-year

development plans for transport, and

by implementing these consistently for

three decades, the PRC has made colossal

advances. At the recent 2010 PRC-ADB

Knowledge Sharing Platform held on 8-11

November, the presentation of Wu Xiao,

(NDRC) showed that, by the early 1990s,

an enormous momentum of investment in

roads and railways had built up, and this

continues to this day.

ADB and other development partners

made valuable contributions to help the

PRC in this challenge. In the earlier stages,

ADB helped the PRC develop and refine

the models for expressway and railways

development that were then scaled-up

across the country.

After more than 18 years of financing

tolled expressways, a dialogue with the

government over the past 2 to 3 years

has acknowledged the need for change

in ADB's support for transport. Having

largely completed the national expressway

network, and done much of this without

outside help, the government has less need

for ADB support for expressways. ADB's

support for railways also needs to be refined

in order to add value. At the same time,

the PRC's remarkable success in economic

development and poverty reduction,

together with associated societal changes

including rapid urbanization, have brought

new challenges in transport where ADB

support can again provide value addition.

From a building program to

serving transport needs

I n t r a n s p o r t , t h e m i n d s e t o f

policymakers has shifted from a building

program to serving customers' transport

needs with reliability and safety, and

sustaining the transport facilities that have

been built through established operations

and maintenance systems and mechanisms.

Limitations in service quality and efficiency

need to be addressed, including the need

for better integration across modes. Above

all, transport must become more sustainable

and greener, with less energy use and lower

CO2 emissions.

Directions of ADB's assistance to the

PRC in transport are changing. In 2009,

ADB approved its first support for bus

rapid transit (BRT) in the PRC through

the Lanzhou Sustainable Urban Transport

Project. With strong support from partners

including the

opened earlier

this year, the Lanzhou BRT promises to be a

high-quality facility that will improve urban

transport services, reduce carbon emissions,

and convince more cities of the merits of

well-designed BRT systems.

ADB's urban transport work is set

to expand further. An integrated urban

transport project in Xi'an is set for 2011

approval , and a mul t i -modal urban

passenger transport hub in Fuzhou city,

Jiangxi Province, is slated for approval in

2012. To support the urban transport work,

ADB has recruited accomplished experts in

the field.

Another major project due for 2011

approval is ADB's first loan for inland

waterways in the PRC. This is located in

Hunan. The project will build a barrage

to raise water levels enabling navigation

by larger vessels. A secondary benefit

will be hydroelectric power generation,

which will help meet the area's electricity

needs and provide additional revenues to

support debt servicing.

ADB is refocusing its support for

roads on the non-tolled network. More

re l iab le approaches are needed for

maintaining the country's new road assets at

national, provincial and other levels. These

need to encompass better systems for the

planning, execution, and financing aspects

of road management and maintenance.

Road maintenance components are included

in two ADB-financed expressway projects

in 2010. A lending project in Yunnan

maintenance is being prepared. Given the

important role that accessibility plays in

inclusive development, there is also a scope

for ADB to help provinces establish more

sustainable approaches to the construction

and maintenance of rural roads.

Toward sustainable transport

systems

ADB is introducing several other areas

in its transport operations in the PRC, which

are likely under PRC's forthcoming 12th

Five-Year Plan (FYP, 2011-2015). Building

upon ADB's successful advisory technical

assistance on logistics policy, ADB will

support a national logistics program,

including construction of public-private

multi-modal logistics hubs; development

of national policies and programs to reduce

carbon emissions from urban transport; and

an overall approach to multimodal urban

passenger transport hubs and to finance

parts of a national program for building

more than 100 such hubs. ADB also seeks

to assist in the introduction of intelligent

transport systems, including road safety.

Changes in transport needs and

operations are not confined in the PRC only,

but emerging across developing Asia and the

Pacific. During the ADB Transport Forum

held in Manila in May 2010, where senior

representatives of the Ministry of Transport

and NDRC gave presentations, there was

consensus among ADB developing member

countries and development partners that it

is time for transport to change.

will in the future support the development

of sustainable transport systems—ones that

are accessible, affordable, environment-

f r i e n d l y a n d s a f e . S u s t a i n a b i l i t y

considerations will be given more emphasis

in ADB's support for roads. There will be a

significant expansion of lending operations

for urban transport, addressing climate

change in transport (including shifting

to rail and water transport), cross-border

transport and logistics, and roads safety and

social sustainability.

In conclusion, ADB has renewed its

approach to supporting transport in the

PRC. In the future, ADB will focus on

addressing the new challenges of making

transport more sustainable, environment-

friendly, energy efficient, and affordable.

These challenges are expected to feature

prominently in the 12th FYP, and this will

open up many exciting opportunities for

ADB to make further valuable contributions

to transport development in the PRC.

亚行对中国交通运输事业的援助正

在发生变化。2009年,亚行批准“兰州

可持续城市交通项目”,这是亚行帮助

中国建设快速公交 (BRT) 的首个项目。

兰州快速公交建设项目得到了来自包括

美国交通发展与政策研究所在内的各方

合作伙伴的大力支持。该所曾为广受赞

誉的广州快速公交系统做出了贡献,后

者是在今年早些时候启动的项目。兰州

通部和国家发展和改革委员会的高级

官员作了精彩的演讲。发展中国家和

发展伙伴之间已经达成共识,认为对

交通运输进行革新的时机已经到来。

2010年7月,亚行管理层通过了在全行

范围内贯彻的“可持续交通倡议”,

使亚行投入到对这一革新的支持中。

未来,亚行将支持发展便利、经济、

环保且安全的可持续交通系统。在

对公路项目的支持中,我们将更重视

可持续性因素。贷款业务也将有显著

扩展,进而覆盖城市交通、解决交通

运输中的气候变化问题(包括向铁路

和水路交通倾斜)、跨境运输和物流

服务,以及道路安全和社会可持续发

展。

总之,亚行已经革新了其支持中国

交通事业的方式方法。今后,我们将着

眼应对使交通更具可持续性过程中出现

的新挑战。这些挑战预计将突出体现在

“十二五”规划中,而这也将为亚行带

Safe Roads: Save Environment, Save People安全的道路: 保护环境, 保护人民

Yang Zhishu, 68-year old farmer

from the nearby vi l lage of

Lujianbba, can remember 10

years ago when he and fellow villagers

had to go to the county seat of Baoshan

Prefecture, it took more than half a day.

Now, buses to Baoshan City drive through

their village every half-hour. It takes only

40 to 50 minutes to get there. "My son

bought a motorcycle and goes to the county

seat all the time with his friends to buy

necessities or just to socialize," said Mr.

Yang with a pride he could not hide.

Baoshan Prefecture is located in the

west Yunnan, a mountainous area where 26

minority groups live. Its poverty incidence

was 29%, higher than the national average

of 16%. The road between Baoshan and

Longling—the National Road 320—was

built with low technical standards and

insufficient capacity. Traffic in this arterial

link between Kunming and the Myanmar

border was congested and frequently

interrupted due to landslides and fog during

the rainy season, restricting economic

development and increased business costs.

Western Yunnan Roads Develop-ment Project

In 2003, ADB approved a loan

amounting to $250 million to support

the Western Yunnan Roads Development

Project. The project consisted of the

construction of a 77 km four-lane access-

controlled toll expressway from Baoshan

to Longling, including 14.5 km of link

roads (Shidian to Pupiao, Xiaotianba to

Yueliangtian); four interchanges (located

at Daganyan, Hejiawan, Gaozhai, and

Xiaotianba); toll stations, administrative

buildings, and service areas; and upgrades

to 294 km of local roads that improved

access to poor and ethnic minority areas.

The project followed two previous

ADB-financed road projects in Yunnan

(Chuxiong-Dali Expressway and Yuanjiang-

Mohei Expressway), and supported ADB

efforts to promote regional cooperation

in the Greater Mekong Subregion and the

government's strategy for improving access

to poor areas in western Yunnan.

The project was completed in 2008,

and opened to public traffic on a trial basis

since April 2008. The project has brought

substantial social benefits to the rural

population. Linking the underdeveloped

rural mountainous areas in Yunnan to

regional centers makes education and health

facilities more accessible. The project has

also improved access to markets, provided

better access to emergency health care, and

increased the frequency of information flows

between rural folks and the outside world.

Back in 2001, Yunnan, a landlocked

province in the southwest of the People's

Republic of China (PRC), was one of its

least developed provinces. It had a per-

capita gross domestic product of CNY 4,837

($733) compared to the national average

7,517 ($1,139).

Road density in Yunnan was about

2.7 kilometers (km) per 1,000 inhabitants.

Although the largest among the provinces

(164,852 km), the Yunnan road network was

underdeveloped in quality and coverage.

High-standard roads, consisting of class 1

and class 2 roads, accounted for only 1.9%

of the road network against an average of

12% nationwide. Only 12% of total mileage

in Yunnan was paved.

Project beneficiaries

Guo Xiaosheng is the village head

of 640 households, a mix of Han and Dai

minority village in Lujiang town. He is

well informed as to the economic benefits

from the post construction of the Baoshan-

Longling Expressway. "There are more

business people coming to our village

to purchase cucumbers, peas, and coffee

beans. Fruits and tobacco can now be

delivered directly to markets at competitive

prices. At the same time, prices of goods

from outside are lower—thanks to improved

transport condition," says Mr. Guo.

"Since the operation of the express-

way, for example, wholesale prices for

bottled water, candy, and cookies have

dropped," adds Dong Yun, a 23-year old

small shopkeeper in Mr. Guo's village.

After a year's operation in the project

area, the farmer's income and the local fiscal

revenue increased substantially. The growth

rates of farmers' annual income per capita

in Longyang district and Longling county

reached 7.7% and 28.14% respectively.

Baoshan's annual GDP growth rate soared

rapidly, from 0.84% to more than 28%.

Meeting road safety and environ-ment challenges

Road safety was also a key concern

along with other challenges of this project.

Because of topographical conditions—the

gorge of Nujiang River on one side and the

Gaoligong Mountain, with a height of more

than 1,200 meters, on the other side—form

a continuous climb of 30.9 km. This incline

is more than 4%. In road design, when

an incline exceeds 3.5%, traffic accidents

involving brake failure frequently occur on

the steep decline.

To meet this safety challenge, the

project adopted the following solutions:

Nine escape ramps (run away truck

ramps) with conspicuous red caution signs

posted at the beginning of the incline,

emergency hotlines and self-help stations

established, and 63 safety areas designated

for emergency repairs in case of accident or

equipment malfunction.

Based on recent statistics from the

Bao-Long traffic police, only 6 accidents

occurred along the Bao-Long Expressway

from April 2008 to April 2009, with 2 deaths

and 9 injuries. Prior to the construction of

the expressway in 2006, a total of 42 traffic

accidents happened along the National Road

320 with 20 deaths and 81 injuries.

"In addition to the success of the

road safety control for the expressway,

innovat ive measures were taken on

environmental prevention along the route,

which have been proven effective." explains

Chu Chenglong, project officer of ADB

PRC Resident Mission.

Gaoligong Mountain, part of the

Gaoligong Mountain National Nature

Reserve, is a UNESCO World Heritage

Site and a World Wildlife Fund (WWF)

protected area. It is the corridor for wild

animals that migrate between the south and

the north, and a sanctuary of wild fauna

and flora from the Tertiary and Quaternary

Period. Because of its unique natural

conditions, it is also dubbed as a "global

gene bank" with its rich

species population.

"While ensuring structural safety and

reasonable efforts to protect the vulnerable

ecosystems along the expressway, careful

and meticulous measures were involved in

selecting routes for road construction and

the building of bridges and tunnels," adds

Mr. Jiang.

According to Mr. Jiang, the proportion

of bridges and tunnels of the expressway

reached 49.3% with a total length of 37.6

km. This means, on average, there is

one medium- or large-size bridge every

kilometer and one tunnel in every 5.4 km.

Corridors were also built for wild animals

in order to reduce disturbance to the

animals' habitat.

"We believe the successful experiences

from this project and innovative approaches

can be shared and will improve the road

project design and construction in the

PRC," said Paul Heytens, ADB's Country

Director in the PRC. "This will maximize

the value addition of ADB's assistance."

保山市坐落于云南西部的多山区,

居住着26个少数民族族群。保山市的贫

困率是29%,高于全国16%的平均水平。

320国道保山至龙陵段建造技术水平落

后,而且容量不足。在雨季,这条连接

昆明与缅甸边境的交通动脉经常因山体

滑坡和大雾造成堵塞与中断。这种情况

准了一项规模为2.5亿美元的贷款,支

持云南西部公路发展项目。该项目支持

建设一条由保山至龙陵、全长77公里的

四车道出入限制的收费高速公路,其中

包括14.5公里长的干线公路(施甸至蒲

缥,小田坝至月亮田)、四个互通式立

交(位于大干岩、何家湾、高寨和小田

坝)、收费站、行政办公楼和服务区,

并升级改造294公里的地方道路,以改善

贫困人口和少数民族地区的通路情况。

该项目接继了亚行在云南资助的两

个道路项目(楚雄—大理高速公路和元

江—磨黑高速公路),同时支持了亚行

促进大湄公河次区域经济合作的努力和

政府改善云南贫困地区通路的战略。

该项目于2008年竣工,并于同年

4月向公众开放试运营。该项目已经为

农村人口带来了实实在在的社会效益,

使沿途落后的农村山区与区域中心连接

起来,可以更便捷地获得教育和医疗服

早在2001年,作为中国西南部的

一个内陆省,云南还是全国最不发达的

省份之一。当时人均国民生产总值仅为

4,837元人民币(733美元),而全国平

均水平为7,517元(1,139美元)。

云南的道路密度为每千人拥有2.7公

里。尽管是各省中最长的(16.4852万公

里),但其道路网的质量和长度均处于

落后状态。由一级和二级公路构成的高

标准道路仅占道路网的1.9%,而全国的

平均值为12%。云南铺设路面的道路公里

数只占总数的12%。

项目受益人

郭晓盛是一座属于潞洲镇、拥有640

户居民、汉族和傣族混居寨子的村长。他

非常清楚保山—龙陵高速公路建成后给村

里带来的经济效益。“越来越多的商人来

我们村收购黄瓜、豌豆和咖啡豆。现在,

水果和烟草能够以具有竞争力的价格直接

投放市场。同时,由于交通条件的改善,

外来产品的价格也降低

了”,郭先生解释说。

接着说:“自从高速公

路运营以来,比如,瓶

装水、糖果和饼干的批

发价格已经下来了”。

在项目区运营一

年后,农民的收入以

及当地的财政税收得

到了实质性的增长。

隆阳区和龙陵县人均

年收入增长率分别达

到7.7%和28.14%。保山县GDP年均增长率

激增,由0.84%增加到28%以上。

迎接道路安全和环境挑战

除其他挑战外,道路安全也是该项

目的一个主要忧虑。由于地形条件的原

因——一面是怒江,另一面则是海拔超

过1200米的高黎贡山——构成长达30.9

公里的连续爬坡。其坡度超过了4%。在

道路的设计中,当坡度超过3.5%时,因

刹车失灵而导致的交通事故经常会在陡

峭的下坡发生。

为应对这一安全挑战,该项目采取

了以下解决方案:9个自救匝道,并在坡

起处设置显眼的红色警示标志;设置应

急电话和自助站;设计63个安全区域,

以供在发生事故或设备失灵的情况下进

行应急修理。

根据保山—龙陵交警的近期统计数

据,2008年4月至2009年4月间,保山—

龙陵高速公路仅发生6起交通事故,致使

2人死亡,9人受伤。而建造这条高速公

路前,320国道在2006年共发生了42起交

通事故,致20人死亡,81人受伤。

“除成功控制高速公路的道路安全

外,在保护沿途环境方面也应用了诸多

创新措施,而这些措施也被证明是行之

有效的”,亚行驻中国代表处高级项目

官员储成龙解释说。

作为高黎贡山国家级自然保护区

的一部分,高黎贡山是联合国教科文组

织世界遗产,也是世界自然基金会保护

区。这里是野生动物进行南北迁移的走

廊,也是第三纪和第四纪时期野生动植物

自然保护区。由于其独特的自然条件,

它也因丰富的物种被称为“世界物种基

因库”。

可持续环保方式成为该项目设计和

实施的必要条件。“不破坏就是最好的

环境保护”,云南省公路开发投资有限

责任公司总经理姜志刚说。

“在确保结构安全和合理保护脆弱

生态系统的同时,选择道路建设路线和

建造桥梁与隧道时都采取了认真、细致

的措施”,姜先生说。

据姜先生介绍,这条高速公路中桥

梁与隧道所占的比例为49.3%,总长度是

37.6公里。这意味着,平均每公里就有

一座大中型桥梁,每5.4公里就有一个隧

道。为减少对动物栖息地的干扰,建造

了野生动物走廊。

“我们相信,该项目获得的成功经

验与创新方式可以予以推广,并将改

善中国公路项目的设计和建设,”亚

行驻中国代表处首席代表保罗·海登

斯表示。“这将使亚行援助的附加值

2010 Developing Asia Journalism Awards forum c loses , 17-19

November, Tokyo. Nineteen journalists

from Asia and the Pacific interacted with

experts from ADB Institute (ADBI) and

the International Institute for Journalism,

among others, at the 3-day forum which

covered environmental issues, the impact

of the global financial crisis, and regional

cooperation and integration in the region.

The forum closed with the 2010 DAJA

Awards at which Indian journalist Mridu

Khullar was named Development Journalist

of the Year. Chinese journalist Yang Meng

from Caijing magazine won the first prize

under the theme The Shape of Asia to Come.

The 2-day forum also covered issues

on trade facilitation, trade in services,

and investment.
