Minutes of Meeting

On Technical Working Group on Agriculture and Water (TWG-AW)

Monday, November 21, 2016Meeting Room (Ground Floor), Department of International Cooperation

Ministry of Agriculture, Forestry and Fisheries (MAFF)

The 4th TWG-AW meeting, chaired by H.E. Ty Sokhun, Secretary of State, MAFF and co-chair of TWG-AW,was organized on 21 November, 2016 at MAFF. The participants in the TWG-AW meeting included linedepartments from MAFF, relevant line ministries, development partners and private sectors. The list ofparticipants was in Annex 1.

The key objective was to discuss with TWG-AW members about the localization of global SDGsindicators to review (1) definitions of each indicator to be achieved, (2) computation method, and (3)baseline and each target year of each indicator. The agenda of the TWG-AW meeting was in Annex 2.

Opening Remarks

In his opening remarks, H.E. Ty Sokhun welcomed all participants for this TWG-AW meeting. Heinformed the participants about the objectives of the meeting to follow up the progress of the SDGlocalization. He emphasized that SDGs was not only for Cambodia for all countries.

Presentation of SDG Indicators Localization and Next Steps

H.E. Poch Sovanndy, Deputy Director General, Ministry of Planning, reviewed and explained indicator byindicator of the list of SDG indicators and baseline and target, which were related only to MAFF, to allparticipants in detail. According to him, although the global list of SDG indicators was drafted by UNteam and not yet officially approved by UN, Cambodia started its localization of SDG indicators withfocus on responsible institutions, setting of baseline. He emphasized that the indicators which had nonational source of data, would be dropped out from the list. He also raised his concerns over thephasing out of DPs to financially support the national survey and census which were key sources of datafor this SDG monitoring. Based on his explanation, he pointed out some issues including modification ofindicators, consistency of English and Khmer version, availability of source of data, consistency ofdefinition with the indicator, missing method of computation and indicators proposed by otherministries such as MOWA and MOE for MAFF consideration. The list of SDG indicators, and Baseline andTarget of each indicator were in Annex 3.

H.E. Poch Sovanndy suggested MAFF to review his comments to make SDG indicators moreunderstandable.

Representative of HKI asked if the indicator could take male and female numerator data as HKI workedwith 3,000 households.

H.E. Ty Sokhun asked to clarify that the baseline should be 2015 which was the report year on CMDG tothe UN. He also informed that FAO, with USAID assistance, finalised the inventories for the agriculturalcensus which provided the baseline. He mentioned that forest cover was measured annually by satellitesurvey.

H.E. Poch Sovanndy informed that there would be two additional meeting – technical meeting andpolitical high level meeting – before submission to Council of Ministers (COM).

H.E. Ty Sokhun asked when the deadline would be for SDGs localization.

H.E. Poch Sovanndy informed that SDGs would be adopted in June 2017 and that the technical workwould be completed in December and political meeting in January.

H.E. Ty Sokhun asked what the process of SDG localization was and that DPs were involved in thediscussions of SDG localization process.

H.E. Poch Soavanndy encouraged line ministries to have discussion with development partners throughTWG mechanism.

Executive Director of Grow Asia offered two suggestions pertaining to the utilization of stunting asmeasure of malnutrition, and availability of primary agricultural GDP.

Ms. Sang Lee, USAID, asked why there were few indicators related to fisheries and natural resourcemanagement.

Mr. Oum Kosal, FAO, apologized for the absence of Mr. Alexandre Huynh, FAO Representative inCambodia. He also suggested to have more time for discussion about this MAFF-related SDG indicatorsdue to the short notices of the documents for DPs’ comments. He said that DPs would be willing toconvene a meeting to help comment on these two technical SDG documents.

H.E. Ty Sokhun informed that there were clearly gaps to be filled and it would be difficult to provideuseful comments. He suggested to have support from DPs especially EU to review and developmentthese SDG documents. He also asked MOP to share the template prepared by other countries forCambodia to take into account.

H.E. Ty Sokhun informed that the participants were well aware much from this presentation and askedfor next meeting to have further discussion when there was DP to support this work.

Action:

(1) The secretariat would consolidate all comments made by MOP and TWG-AW members in themeeting today to discuss with MAFF before submission to MOP.

Closing Remarks

H.E. Ty Sokhun closed his remarks by thanking all participants for their active participation to provideinputs and comments in the TWG-AW meeting on SDG indicators related to MAFF.

15.5.1 Red List Index of IUCN and CITES

MAFF/FiA MAFF/FiA Yearly Red list index is a multi-purpose indicator which

measures the aggregate change in extinction risk across

groups of species. It is based on the number of

species in each category of extinction risk on the IUCN Red

List of Threatened Species. This indicator

is expressed as an index from 0 to 1. (From

IUCN)

IUCN RLI is calculated at a point in time by first

multiplying the number of species in each Red List

Category by a weight (ranging from 1 for “Near

Threatened” to 5 for ‘Extinct in the Wild’ and summing these values. This is then divided by a maximum threat score

which is the total number of species multiplied by

the weight assigned to the ‘Extinct’ category. This final value is subtracted
