“This strategy outlines the beneficial outcomes that our libraries continue to deliver daily for our residents, and the ambition for future developments. There is no doubt that the current financial situation and the pace of technological change makes this a very challenging period for public library services, particularly in a huge rural authority such as ours. However, by working together with our communities, we have the potential to sustain and develop our libraries for the benefit of all our residents, at a time when many authorities are reducing their services. Libraries in Powys will remain a service of which we can be proud, giving everyone an equal opportunity to use print and online resources to help them to fulfil their potential, and at the heart of strong communities across our county.”

653,563 items were loaned to you in 2014/15 – that’s around 13,000 items every week, or 2,600 every open day. Library use in Powys is above the Welsh average.

60,000 hours were spent using library public access computers in 2014/15 – as well as using the wi-fi with your own devices!

Our librariesWe know that many of our residents already love our libraries, because you use them often and you tell us so!

Fe wnaed 602,426 ymweliad gwirioneddol â llyfrgelloedd Powys yn 2014/15 – mae hynny dros 12,000 o ymweliad-au yr wythnos, neu tua 2,500 o ymweliadau fesul pob diwrnod o fod ar agor. Mae hynny’n uwch na’r cyfartaledd Cymreig ar gyfer ymwelwyr, a fesurwyd gan Safonau Llyfrgelloedd Cyhoeddus Cymru.

602,426 actual visits were made to Powys libraries in 2014/15 – that’s over 12,000 visits every week, or around 2,500 visits every open day. That’s above the Welsh average for visitors, as measured by the Welsh Public Library Standards.

“Having been resident for the last 30 years, it has always been a pleasure coming here and with my grandchildren and now great-grandchildren who like the children’s section. Staff always so help-ful at reserving books and give assistance when necessary.”

Our strategic priorities are to open the doors for you to enter worlds which inspire you to live a fulfilled life in your community:

• Literacy - reading for pleasure is proven to make people of all ages feel better; it helps children to learn, and helps us to make sense of the world around us. Research by the Reading Agency finds that reading for pleasure can result in increased empathy, improved relationships with others, reductions in the symptoms of depression and dementia, and improved wellbeing (1). Reading for pleasure helps people to live fulfilled lives – fiction, non-fiction, poetry, audio books, e-books, newspapers, e-magazines - the choice is as wide as your imagination! “I rely on the library as I read all the time. I have always been a voracious reader even as a child. I depend on the library for the books. The staff are all brilliant and very helpful. It is hard to improve on a facility when it is already perfect – it is a welcoming haven.”

• Education and attainment - Powys County Council has pledged to improving learning outcomes for all, minimising disadvantage, and we will support this priority wholeheartedly. Whatever you want to learn, your library service can support you by providing access to books, information sources, the internet and online courses, and the wealth of collections across the country - and helping you to use them to best advantage. Your library is the university for everyone – right here in Powys! Reading for pleasure also plays a part in chil-dren’s educational achievement – the Institute of Education found that children who read for pleasure made more progress in maths, vocabulary and spelling between the ages of 10 and 16 than those who rarely read (2).

• Tackling poverty - As libraries offer a free universal service at the point of delivery, no-one in Powys need be disadvantaged through poverty.

• Mynd i’r afael â thlodi – Gan fod llyfrgelloedd yn cynnig gwasa-naeth cyffredinol am ddim yn y man cyflwyno, nid oes angen i unrhyw un ym Mhowys fod dan anfantais trwy dlodi.

• Digital citizenship – our libraries play an important role in helping people to become digitally fluent citizens, through provision of the infrastructure and support for you to use it. Support for jobseekers is important to revitalising our local economy.

• Access to culture and cultural activities in Welsh and English, and support for the Welsh language.

• Healthier lifestyles – as well as the health benefits of reading for pleasure, the library provides access to a wide range of health related information, including the Wales wide Books on Prescrip-tion scheme, and the online NHS Add to your Health (over 50s healthcheck). The National Institute for Clinical Excellence (NICE) provides evidence that self-help reading can help people with com-mon mental health conditions, such as anxiety and depression. As an authority with an increasingly elderly population and levels of dementia rising rapidly, Powys residents demonstrate the benefits of library use: “I love to visit the library as it gets me out of the house when feeling down.”

• Ffyrdd Mwy iachus o Fyw - ynghyd â buddiannau iechyd a ddaw trwy ddarllen er difyrrwch, mae’r llyfrgell yn cynnig mynediad at ystod eang o wybodaeth sy’n ymwneud ag iechyd, gan gyn-nwys y cynllun Llyfrau ar Bresgripsiwn i Gymru gyfan, a gwefan Ychwanegu at Fywyd y GIG (archwiliad iechyd i bobl sydd dros 50 oed). Mae’r Sefydliad Cenedlaethol ar gyfer Rhagoriaeth Clinigol (NICE) yn cynnig tystiolaeth fod darllen i helpu eich hunan yn gallu cynorthwyo pobl sydd â chyflyrau iechyd meddwl cyffredin, megis pryder ac iselder. • Working with our customers and communities to find ways to deliver all the outcomes above and meet your expressed needs, whilst still making significant financial savings to our budget. We will be working hard to reduce our building costs through co-locations and relocations of libraries, and working with communities to offer more and find new sources of income which can sustain our valued service.

Our challengesThe challenges which public libraries across the country face are to continue to offer the kind of service that inspired Andrew Carnegie to establish public libraries (a service which gives people second, third and fourth chances to be who they want to be, and which improves its community through responding to local needs and helping people to live fuller lives) against the current financial and technological back-grounds.

• Part of your community – a safe, secure, inclusive and happy environment, helping people out of poverty, and creating the Powys vision of “strong communities in the green heart of Wales”. 69% of respondents in the most recent library customer satisfaction survey (Nov 2015) stated that using the library helps them to feel part of their community.

• Rhan o’ch cymuned – amgylchedd diogel, sicr, cynhwysol a hapus, sy’n helpu pobl allan o dlodi, ac yn creu gweledigaeth Powys o ‘‘gymunedau cryfion yng nghalon werdd Cymru”. Yn yr arolwg bodlonrwydd cwsmeriaid mwyaf diweddar (Tachwedd 2015), nododd 69% o drigolion fod defnyddio’r llyfrgell wedi eu helpu i deimlo’n rhan o’u cymuned.

Libraries are a statutory service, under the terms of the Public Libraries and Museums Act 1964, which requires each library authority to provide a “comprehensive and efficient library service for all persons desiring to make use thereof”. This is interpreted in Wales by the Welsh Public Library Standards, through which the Welsh Government monitors the performance of every library service. In 2014/15, Powys Library Service achieved 17 out of the 18 core entitlements laid down in the current standards framework, “Libraries making a difference” (3), and of the 7 quality indicators which have targets, we achieved 3 in full, 3 in part, and failed on one. It is becoming harder to meet these standards with decreasing budgets.

Powys County Council’s 2020 vision challenges us all to remodel our services to respond to reduced funding, and we will need to focus on this closely during the lifetime of this strategy. We have made a good start through the library+ model which allows you to pay your council tax and access other council services through your local library, and through collaboration with other library authorities across Wales, which enables us to buy resources such as e-books jointly at a greatly reduced cost to us – but there is no doubt that we will have to find new ways to deliver more using less, and we will be focusing strongly on co-locations and working with communities to enable us to do that. The rural nature of our beautiful county can make life harder in Powys, and we will work with local people in order to -

Dehonglir hyn yng Nghymru gan Safonau Llyfrgelloedd Cyhoeddus Cymru, lle y bydd Llywodraeth Cymru yn monitro perfformiad pob gwasanaeth llyfrgelloedd. Yn 2014/15, cyflawnodd Gwasanaeth Llyfrgell Powys 17 allan o 18 o’r hawliau craidd a nodir yn y fframwaith safonau presennol sef “Llyfrgelloedd yn gwneud gwahaniaeth” (3), ac o’r 7 dangosydd ansawdd sydd â thargedau, fe gyflawnom 3 yn llawn, 3 yn rhannol a methu ar un. Mae’n dod yn anoddach i ddiwallu’r safonau gyda chyllidebau yn crebachu.

Mae gweledigaeth 2020 Cyngor Sir Powys yn ein herio i gyd i ailfodelu ein gwasanaethau i ymateb i ostyngiad mewn nawdd, a bydd angen i ni ganolbwyntio ar hyn yn agos yn ystod hyd bywyd y strategaeth hon. Rydym wedi gwneud dechrau da trwy’r model llyfrgell + sy’n caniatáu i chi dalu eich treth cyngor a chael mynediad at wasanaethau cyngor eraill trwy eich llyfrgell leol, a thrwy gydweithrediad ag awdurdodau llyfrgell eraill led led Cymru, sy’n ein galluogi i brynu adnoddau megis e-lyfrau ar y cyd am gost sydd wedi gostwng yn fawr i ni - ond nid oes amheuaeth y bydd rhaid i ni ddod o hyd i ffyrdd newydd o gyflwyno gan ddefnyddio llai, a byddwn yn canolbwyntio’n gryf ar gyd-leoliadau a gweithio gyda chymunedau i’n galluogi i wneud hynny. Mae natur wledig ein sir brydferth yn gwneud bywyd yn anoddach ym Mhowys, a byddwn yn gweithio gyda phobl leol er mwyn -

Technology is also changing very rapidly, and there are those out there who would say that you can find everything you need on the internet now; however, we know that there are still lots of you who don’t have access to the internet at home, and who want the support of trained staff who give you the confidence to use it.

Mae’r gwasanaeth llyfrgelloedd wedi addasu i gynnig cefnogaeth i ddefnyddwyr cyfrifiaduron yn y llyfrgell, ynghyd â chynnig wi-fi a help gyda defnyddio eich dyfeisiau eich hunan, ac yn y cartref, trwy gynnig ystod o e-adnoddau gan gynnwys llyfrau, cylchgronau ac adnoddau cyfeirio y gellir eu defnyddio 24 awr y dydd, trwygyflwyno eich cod bar llyfrgelloedd. Fodd bynnag, bydd rhaid i ni gadw’n ddiweddar gyda datblygiadau newydd, ac addasu eto fel sydd ei angen, i wneud yn siŵr fod eich llyfrgell rithiol yn gallu diwallu eich anghenion yn y dyfodol eto!

Working with our customers and others in our local communities, developing volunteer opportunities so that people can learn new skills, will enable us to offer more by working together efficiently. We know that you want us to do this, as you have asked - and we are listening to your needs:

Yn ystod 2015, dangosodd y broses o ddatblygu rhestr ddarllen ar gyfer y sawl sy’n byw gyda dementia a’u teuluoedd/gofalwyr fod angen gweithgareddau i symbylu iechyd meddwl.

You have also asked us for more help with learning, particularly with using new technology:-

“The availability of computer terminals has provided a springboard to accessing information of considerable benefit on a wide variety of fronts; more onsite training for computer users in the 65+ age group would be useful” Library Customer November 2015

During 2015, the development of our reading list aimed at those living with dementia and their families/carers showed the need for activities to stimulate mental health.

How will we know if we are succeeding? We aim to achieve above average performance in the following performance indicators and outcome measures of the Welsh Public Library Standards:

• Above average number of visits to Powys Libraries (actual and virtual)

• % of adults who state that the library has helped them to learn and develop new skills

• % of adults who say that they found helpful information about health and wellbeing at their library

• % of children who say that using the library has helped them to learn and find things out

• % of adults who experience the library as an enjoyable, safe and inclusive place

• % of adults and children who think that the library makes a difference to their lives

• Budget efficiencies achieved

These performance measure the contribution of libraries to the key priorities of Powys County Council’s 2020 vision:

• Supporting people within the community to live fulfilled lives

• Improving learner outcomes for all, minimising disadvantage

• Services delivered for less - remodelling council services to respond to reduced funding
