Moving and e4changing inhabitants- especially Serbians %or )roatians and Serbians %rom )roatian areas- is the only way to establish a border and create better relations between them- and this prevents the possibility that the %right%ul crimes which happened in the last war and especially those in the present war in all areas where )roatians and Serbians are intermingled (and where )roats and Muslims planned the e4termination o% Serbs! are not repeated. would protect this line- so that in this area the entire >onjic district would be included? %rom theMostar district the %ollowing municipalities7 Mostar- ijelo =olje- lagaj- and ;itomislici? the entireStolac district? %rom the Met$ovic district =loce and all the areas south o% =loce- as well as*ubrovni$- which would have a special status.b! 5he northern part o% Albania in so much as Albania does not ac@uire autonomy.

0. &n the west the estern Serbian province should include9li$e the :rbas anovina9northern*almatia- the Serbian part o% #i$a- >ordun and anija and a part o% Slavonia- so that the railroad%rom =las$i to Sibeni$ and the northern rail connection %rom B$ucani over Sunja to >ostajnicabelong to this region.

5his province would include one part o% the ugojno district e4cept %or +ornji :a$u%- and %rom the#ivno district #ivno and *onje =olje- and also %rom the Sibeni$ district the municipalities o% Sibeni$and S$radin? %rom the >nin district7 the city o% >nin and the Serbian part o% the *rnis municipalitywith its territory that covers the >nin9Sibeni$ railroad- and eventually the Serbian portion o% :rli$ain the Sinj district? the entire districts o% en$ovac- iograd and =re$o? so that the borders o% the

estern Serbian province go along the :elebit canal and include ;adar with all the islandsaround it? %rom the +ospic district7 +ospic- #ic$i Bsi$ and Meda$? the eastern part o% the =erusicdistrict- which has a railroad? %rom the Btocac district7 *abar- S$are and :rhovine? %rom the Bgulindistrict7 *re,nica- +omirje- +ors$a *ubrava and =las$i? the :ojnic district e4cept arilovic? theentire :rginmost district? the +lina district without ucice and Stan$ovac? %rom the =etrinja district7

linja- +radusa- /abu$ovac and Sunja? the >ostajnica district without obovac? %rom the 2ovs$adistrict7 /asenovacand :anjs$a 2ovs$i- but these places should be abolished so that the railroad stays on theterritory o% these two municipalities? the entire B$ucani district? the =a$rac district without

Antunovac- +aj and =oljana? :elic Selo %rom the =o,ega district? the districts o% *aruvar-+rubisno =olje and Slatina? along with the above the osnian districts o% *erventa and +radacac.&t is understood that all other districts inside o% these borders will be included in this region.

Cor this Serbian province- which would have D districts and nearly 1.E million inhabitants- onwhich the entire Sipad enterprise %alls- as well as the iron mine at #jubja- and over which the

Adriatic railway :aljevo9 anja #u$a9Sibeni$ runs- it will be necessary to secure the ;adar areaand the surrounding islands to ensure its outlet to the sea. . 5he 2orthern Serbian province

should get- in addition to the territory o% the *anube anovina- the Serbian districts o% :u$ovar-Sid and &lo$ and %rom the :in$ovci district :in$ovci- #u,e- Mir$ovci and 2ovi /an$ovcimunicipalities and also the entire city and district o% Bsije$.

5his province should be secured with aranja- including =ecuj and eastern anat with 5imisoaraand <esice (<esita!.

E. 5he )entral Serbian province9the *rina anovina9should have the %ollowing osnian districtsreturned to it7 rc$o- 5ravni$ and Cojnica.

*almatia- which would run along the Adriatic coast %rom =loce to the area just under Sibeni$- andwould include the osnian9 er,egovinian districts o% =ro,or- #jubis$i- *uvno- and the westernparts o% the >nin and Sibeni$ districts in the north- must become part o% Serbia but also has to be

granted a special autonomous position. 5he <oman )atholic church in *almatia will berecogni,ed and receive state aid- but the wor$ o% the church and the )atholic clergy among thepeople must be %avorable to the state and be under its strict control.

II Relations with other ugoslavian and Bal!an States&n the %uture- Serbia must- with the conviction o% its past and its mission on the al$ans- be thebearer o% the Yugoslav idea and the %irst de%ender o% al$an solidarity and +ladstone's principle o%"the al$ans %or the al$an people." As time goes on- smaller states must combine in largercommunities- unions and blo$s- and Serbia's %riends will e4pect this o% her. Serbia will gladlyrespond to these e4pectations- %or this is at the heart o% its historical mission on the al$ans. 5he

Serbians already started on this path when they created Yugoslavia- and they will continue on thispath. owever- the %irst step in this path was ta$en incorrectly in that the Serbs and Montenegrinsimmediately allowed themselves to be melted into Yugoslavia while the )roats- Slovenes andMuslims too$ a di%%erent course and ta$e all they can %rom Yugoslavia without giving anything inreturn. 5his mista$e must be corrected and it can only be done i% the Serbs- with the resurrectedYugoslavia- must immediately and unhesitatingly create a homogeneous Serbia in the bordersthat were previously outlined. Bnly a%ter this has been achieved will we approach all other@uestions relating to the Slovenes and )roats.

Yugoslavia would thus be arranged on a %ederal basis with three %ederal units7 Serbia- )roatia-and Slovenia. Bnly when this state o% a%%airs is settled- when all Serbian regions are united in ahomogeneous Serbia- can a limited rapprochement with ulgaria be conceived. Fntil thenstrengthening closer relations through economic and cultural co9operation might be possible (%irstthrough the press- boo$s- churches and social gatherings and then through a customs union!.

5he Serbs- who almost E centuries earlier were the only people on the al$ans to seriously resistBttoman encroachment %rom the east? the Serbs- who in their struggle against Bttomanimperialism were the %irst to rise up against the 5ur$s? the Serbs- who were the %irst to resist+erman encroachment %rom the west? were thereby granted the right to leadership on the

al$ans- and they will not- nor cannot- renounce this leadership neither %or themselves norbecause o% the al$ans and its %ate. 5hey must %ul%il their historical mission- and they can only dothis i% they are united in a homogeneous Serbia in the %ramewor$ o% Yugoslavia which they willimbue with their spirit and give their indelible stamp. Serbia must have hegemony on the al$ans-there%ore they must previously gain hegemony in Yugoslavia. Bnly this hegemony must be greatin spirit- %ar9reaching in outloo$- courageous in political thought- and decisive in political action-and up to the present the Serbs have shown these traits in every challenging moment in theirhistory. And as the present moment is only the last period o% the past- so the %uture should be ane4tension o% this past.

III Social "rder 5he social order in Yugoslavia- %ounded on unlimited liberalism- was in the chaotic post9warperiod abused and misused in %avor o% the stronger against the wea$- and in %avor o% theindividual against the community. 5his damaged the necessary balance in economic li%e- and led

to a crumbling o% national and social morals and public li%e.

&n Serbia- wor$ must be the basic goal and purpose o% every man and he must be justly rewarded%or the @uality and @uantity o% his wor$? capital must be the means %or the Serbian people toreali,e their historical mission in the %ield o% national de%ense- the national economy- and thenational culture- as well as to secure their national e4istence- but the state must be the primarybearer o% capital and capitalism.

=rivate capital is also a national possession and must be protected and monitored by the state-so that it serves the good o% the nation and the community.

5he state must ensure that every citi,en has the possibility to get wor$ and compensation- and toinsure everyone in the case o% sic$ness- old age and disability. 5he %reedom o% individuality-

personal initiative and personal property must be protected %or every citi,en by law? only these%reedoms must not be misused in sucha way that they will in%ringe on other citi,ens or the community.

Creedom o% speech- religion and the press must also be ensured- but they must not be abused.

5he church- as an organi,ation- must be recogni,ed and aided only i% it is totally independent%rom outside in%luence and i% its supreme leadership is in Serbia. =olitical parties in Serbia cannotbe %ounded on a religious basis.

5he press must serve the people and the state- and li%t the public morale.

I# $ational Renaissance5o attain a reorgani,ation o% the state and its social order- a national renaissance o% the Serbianpeople on all levels and in every %ield o% national li%e is needed. Cor this renaissance it is importantto gather up all the national vigor- and not divide the Serbian people into classes. 5hey can onlybe divided into occupations - which must be honest and use%ul to the community- and all mustwor$ in one direction in total harmony- so that in their wor$ they are %ul%illed and rewarded. Aleading position should be ta$en by the intellectuals- the enlightened sons o% the Serbian nationand its youth- so that they set an e4ample with their ,eal- sel%9sacri%ice- order- wor$ and disciplineand so that they may shine in the e4ecution o% their duties.
