    Kindly peruse the current vide reference cited wherein the ExecutiveEngineer(R&B) Divn., Bodhan has submitted a working Estimate for an amountof Rs.107.14 Lakhs as against the Original Sanctioned Amount of Rs.94.10 Lakhs, duly resulting in an excess of Rs.8.81 Lakhs excess over the Sd.Amount .

    In this connection, It is submitted that the administrative approvalis accorded vide E-in-C (R&B) Roads Memo No.30571-D/EET/DEE6/AE3/2009dt.13.10.2010 for Rs.94.10 Lakhs and the same was technically sanctioned bythe E-in-C (R&B) Roads T.S.Memo No.30571-D/EET/DEE-6/AE3/201dt.13.10.2010 for Rs.94.10 Lakhs. The above work was entrusted to M/s BalajiHot Mix Co., vide LSAB No.38/2010-11 dt.17.02.2011 with an excess of 4.88%than ECV based on SSR 2008-09 duly stipulating a period of six (6) months and

    now the work is in progress.

    The Executive Engineer has reported that during execution of

    above package the following deviations are observed and it is essential

    to carry out the deviations to make roads in traffic worthy conditions.

    The Executive Engineer, (R&B) Division, Bodhan has reported that in the

    sanctioned estimate , provision of forming embankment with borrowed useful

    earth for road boundary was made in Km. 0/0 to 2/0 from 1.00 m wide and 0.10

    m depth on either side of above road. But as per site condition, there is level

    difference of more than 150mm from B.T surface to berms.

    Hence, provision of earthwork to berms is made for 150mm

    depth instead of sanctioned depth of 100mm from B.T surface to

    berms.

    The Executive Engineer, (R&B) Division, Bodhan has reported

    that in the sanctioned estimate provision of WMM is made for 130m in

    Km. 0/340 to 1/370, 0/400 to 0/425, 1/100 to 1/125, 1/210 to 1/230 &

    1/630 to 1/660 for 3.66m width. But due to movement of heavy loaded

    trucks and caged wheels the damaged surface is traced to 215m

    against sanctioned length of 130m. Hence the quantity is exceeded.

    Apart from the above, provision of SDBC and construction of

    shoulders with borrowed useful selected earth were made in Km. 0/700

    to 2/480 & 3/6 to 3/8. But as per site condition needs renewals in Km.

    0/700 to 2/480 and 3/6 to 4/0 and provision is also made for a depth of

    150mm instead of 100mm for earth to berms. Hence the quantities are

    exceeded in these items over sanctioned quantities.

    iii) Nasrullabad to Bommandevpally road from Km. 4/0 to 4/7

    The Executive Engineer, (R&B) Division, Bodhan has reported

    that Originally in the sanctioned estimate provision of SDBC is made

    for 700m length in Km. 4/0 to 4/700. But the road surface in Km. 3/900

    to 4/0 (in village portion) of Bommandevpally) is also damaged badly.

    Hence provision of SDBC is made for 800m length instead of

    sanctioned length of 700m for smooth flow of traffic.

    Further submitted that the central surface crust is raised with

    225mm WMM, the berms also needs to be raised for a depth of 300m

    with 1.00m width on both sides. Hence the earthwork quantity is

    exceeded over sanctioned quantities.

    iv) Jakora to Mondisadak road from Km. 22/3 to 25/0

    The Executive Engineer, (R&B) Division, Bodhan has reported

    that In the sanctioned estimate provision of earthen shoulders with

    selected soils is made in the above Km. 0.10m depth. But as per site

    conditions, there are low berms. Hence provision is essentially required

    for 0.15m depth to avoid accidents and to have smooth traffic

    movement. AS such the quantity is exceeded over sanctioned quantity.

    v) Ankole Camp to Hajipur (via) Sangem road from Km. 0/0 to 2/6

    The Executive Engineer, (R&B) Division, Bodhan has reported

    that in the sanctioned estimate provision of WMM is made for 430m

    length in Km, 0/5 to 0/150, 0/210 to 0/280, 0/600 to 0/700, 0/820 to

    0/880 & 1/600 to 1/700. But due to movement of over loaded trucks

    and caged wheels the road surface in Km. 0/0-2, 0/2-4, 0/4-6, 0/6-8,

    0/8-10, 1/0 to 1/4-6, 1/8-10, 2/0-2 to 2/2-4 wet mix macadam for an

    area of 3110.00 Sqm. Hence there is deviation in quantity.

    Further due to low berms the traffic is facing lot of

    inconvenience. Hence earthwork for filling of low berms is provided for

    a depth of 150mm to have smooth traffic movement

    With the above deviations, the working estimate is worked out to Rs.107.14 Lakhs as against the Original Sanctioned Amount of Rs.94.10 Lakhsduly resulting in an excess of Rs.8.81 Lakhs or 9.36% excess over Sd.Amount.

    In view of the above deviations, the working estimate is prepared

    amounting to Rs. 94.10 lakhs resulting in an excess of Rs. 8,80,806/- or

    9.36% excess (Excluding T.P).

    In this connection, it is submitted that prior approval to the deviations hasnot been obtained from this office nor any inspection notes were issued by the

    S.E.

    Under the circumstances explained by the EE and on the responsibility ofthe EE, the deviations may be admitted please.
