Highlights

Sporadic conflicts between the FARDC and the Armed Groups /

militias continued in various parts of the DRC, especially in the

Eastern Regions.

20 October, 2017, the Inter Agency Standing Committee (IASC) declared system wide Level 3 emergency response (L3) in the Kasai Region, Tanganyika and South Kivu Provinces where there is capacity gap and rapid increase in humanitarian needs in the DRC. . This followed the declaration of Level 3 emergency by six UN agencies – UNICEF, OCHA, FAO, UNFAP, UNHCR and WFP, in some or all of these three locations in the DRC.

26 October, 2017, representatives of the security council of the African union visited Kananga, Kasai Province to assess on-going humanitarian response in the region.

Humanitarian Leadership and Coordination

Following the System wide L3 declaration, a humanitarian assessment is being initiated by the HCT in the Kasai

region, Tanganyika and South Kivu Provinces and used to inform the development of the 2018 HRP, which is

expected by the end of November, 2017.

Considering UNICEF’s existing presence in Tanganyika and South Kivu Provinces, senior level internal capacity to

serve as Response Coordinators were identified and deployed from Goma and Lubumbashi to both Tanganyika and

South Kivu to provide management leadership to the UNICEF provincial teams in Bukavu (South Kivu) and Kalema

(Tanganyika). The UNICEF L3 response in the Kasai Region continues to be led by the Senior Emergency coordinator

based in Kananga, Kasai.

Toward the preparation of the response plan in Tanganyika, an initial UNICEF assessment team was deployed to

Tanganyika in early October, 2017 (in anticipation of the L3 declaration), and following the system wide L3

declaration a multi-sectoral technical team has been deployed to both Tanganyika and South Kivu to support the

preparation of the response plan. A draft response plan is being finalized to contribute to the system wide planning

for the response.

During the reporting period, the UNICEF-led NFI and Shelter Clusters organized workshops in Goma and Kalemie1

targeting 21 participants in Goma (from cluster member organizations), and 12 participants (partners) in Kalemi. The

aim of the training was to familiarize those actors with the revised NFI vulnerability scorecard approach; and in

collaboration with the Food Security Cluster to disseminate the new Guidance Note for improved coordination on

food and NFI interventions. The training also included joint targeting approaches, the use of vouchers and cash, and

feedback mechanisms.

UNICEF continues its leadership at national and provincial levels of four clusters (Education, NFI and Shelter,

Nutrition, and WASH) as well as leading the Child Protection sub-clusters and acting as co-lead (with WFP and Mercy

Corps) of the Goma-based Cash Working Group.

Summary Analysis of Programme Response

Nutrition During September and October, 8,841 children2 between 6-59 months with Severe Acute Malnutrition (SAM) were

admitted for therapeutic care in DRC. In October, in the five provinces of the Great Kasai only 2,262 cases of SAM were

admitted for treatment. UNICEF supported this treatment with the provision of RUTF3 and systematic treatment drugs.

Following the donor (ECHO and DFID) mission to the Kasai, advocacy is ongoing at both Kinshasa and Kasai level to raise

attention on the nutritional situation in the five provinces. Nutritional anthropometric and retrospective mortality

surveys were launched on October 2, with support from UNICEF, in Bunkonde and Lubonde health zones (Kasai Central

province), Miabi health zone (Kasai Oriental province) and Kalonda East health zone (Lomami province) to further inform

key nutritional interventions linked to Infant and Young Child Feeding (IYCF) in emergencies.

Health

In the last two months, 16,077 new cases of cholera and 199 deaths were recorded. As part of the national health response,

UNICEF and partners provided cholera treatment supplies and medicines for 5,000 cases in the Tanganyika and South

Kivu provinces. Furthermore, in October, the Ministry of Health approved the Cholera Response Plan developed with

UNICEF’s technical support for the Kasai province. The plan targets the four high risk health zones4 in the Kasai Province.

UNICEF’s responsibilities in this Plan were focused on social mobilisation, case management and

chlorination/disinfection of water-collection points. 4,940 new cases of measles and 39 deaths were also recorded during

the period; and as part of the national response, UNICEF is providing measles vaccination in the affected health zones,

with 975,744 more children during the reporting period which represents 72% of the children vaccinated since the

beginning of this year.

During these last two months, UNICEF has provided, through the Provincial Health Division in Kasai Central Province,

free health care services, to 2,625 children and 100 pregnant women in conflict-affected areas. In addition to the RRMP

interventions (see below), 195,643 households, in Kasai Central5, received 218,324 Long-Lasting Insecticide-Treated nets

to prevent malaria in children, pregnant women and families.

WASH (Water, Sanitation and Hygiene) In the preparedness and response to the Cholera outbreak, UNICEF provided In-kind supports to several humanitarian

organizations in the provinces of North Kivu, South Kivu, Maniema, Kinshasa and Congo Central and in addition, 12 water

tanks of 190m3 were provided to the authorities in North Kivu.

In Mbuji-Mayi, Kasai Oriental Province, “WASH in emergencies” training was held, by UNICEF, for 36 participants from

19 WASH and/or health sector organizations. In October, 92,420 persons, including 5,317 children, benefited from

activities, such as construction/rehabilitation and water quality control) under the WASH In Nutrition strategy (CERF

funds, implemented by ACF in Kasai and APEDE in Kasai Oriental).

Education During the reporting period, 8,942 children aged 6-11 (about 50% of girls) affected by conflict received access to quality

education. And, 71 teachers (12 women) benefited from the training on psychosocial support and Peace/Emergency

Education, which had a positive impact on 1,720 children. In Tanganyika province, 1,000 conflict-affected children (about

50% of girls) are receiving remedial classes and learning materials. Also, in the North Kivu province, 362 children are

receiving learning materials. The children are in a school reintegration process.

In the Kwilu province, UNICEF in collaboration with the Ministry of Education, organised training for 41 trainers on Peace

Education, and contingency education stock (kit) that included (a) 120 school-in-a-carton (for 4,800 children), (b)

recreation kits for 50 schools and (c) 15 Early Childhood Development kits were delivered to support 750 identified IDPs

children.

In the Kasai region, UNICEF, with the support of the Ministry, provided 10 tents for Temporary Learning Spaces, of which

4 tents have already been set up in Tshikapa, Kasai province, which allowed 142 children to be enrolled. With funding

from UKAId, UNICEF has executed peace-building activities in Kasai Central that included (a) remedial classes for 280

children in cooperation with the provincial Division of Social Affairs, (b) trainings/awareness raising activities on

Peace/Emergency Education for 120 teachers and 1,200 community members (including Children), and (c) 450 books

distributed to teachers; and (d) 1,643 adolescents6 sensitized on peace-building by civil society groups.

Child Protection

This last two months, UNICEF provided assistance to 367 out of the 6687 children associated with armed groups released

within the Cluster Response; 124 (including 21) of them were in the Kasai region.

During the reporting period, 402 separated and unaccompanied children were identified and reunited with their families,

with support from UNICEF and some other 571 by other cluster members. 299 community members (including 110

women) from Kananga, Mbuji-Mayi and Goma8 were trained on child protection thematic issues, such as prevention of

abuses, violence and exploitations against children. In October, 43 child protection actors (including 17 women) from

Child Protection Working Group (CPWG) organizations benefited from trainings to reinforce their capacity in the

identification of the Six Grave Violations of Children Rights, including the underlying legal instruments and on the

Monitoring and Reporting Mechanism (MRM) principles and tool kits. In addition, 6,030 conflict-affected children

(including 3,008 girls) received psychosocial support in 20 child-friendly spaces established in the provinces of Ituri,

Tanganyika, South Kivu, North Kivu, and Kasaï. 118 survivors of Gender-Based Violence (115 girls and 3 boys) were

registered and received medical and psychosocial support in Kasai, Kasai Central, Kasai oriental, Tanganyika, and Haut-

Katanga; among whom were 52 children who benefited from legal support and 21 received socioeconomic support.

Non-Food Items (NFI) / Shelter materials

Last two months, UNICEF partners (see RRMP section) assisted 20,525 people (4,105 families) in North Kivu and

Tanganyika provinces with access to essential household and personal Non-Food Items (NFI) via NFI voucher fairs.

Rapid Response for Movements of Population (RRMP)

For Eastern Congo, during this period, the RRMP mechanism assisted 194,849 recent displaced persons with a multi-

sectoral package covering NFI, health, education and WASH needs in the provinces of Tanganyika, Haut Katanga, Nord

Kivu, South Kivu, and Ituri. A total of 11 interventions were conducted using approaches that promote accountability to

affected population, as well as gender and protection mainstreaming. In Nord Kivu and Tanganyika, RRMP teams carried

out 23,189 new medical consultations (including 4,406 women) through two health interventions using both mobile

clinics and support to functional health structures. In addition, WASH partners provided improved access to drinking

water and sanitation to 41,597 people together with awareness raising activities to promote hygiene practices adapted

to their specific displacement situation through three interventions. Also, Education partners helped to re-integrate

9,049 children (including 4,705 girls) into emergency-affected schools, and assisted them as well with school materials

in two intervention conducted in these two provinces. In the provinces of Nord Kivu, Haut Katanga and Tanganyika, NFI

partners reached 17,493 households (87,463 persons) with access to NFI items through three NFI fairs. In the province of

Nord Kivu only, an additional 6,710 households (33,551 persons) were assisted with multipurpose cash transfer.

In the Kasai Central, UNICEF and its partner Action Contre la Faim (ACF) have concluded a four weeks training on several

topics such as SAM, WASH and Primary Health Care in three health centers. NFI and shelter materials were delivered to

1,746 vulnerable households in two localities. Likewise, in Lomami Province (Kasai Region), UNICEF and its Consortium

partner Solidarités/Caritas Belgium distributed 1,791 NFI family kits to affected households in two Health Areas.

Meanwhile, 457 awareness raising sessions about hygiene was organized reaching 1,074 persons with information on

hygiene issues such as open defecation and hand washing. In support to social services reinforcement, three health

centers in Kasai Central and the Kanda-Kanda General Hospital, in Lomami, benefited to medical and hygiene kits supply.

Cash-based programming

In the last two months, UNICEF, through its partner, Catholic Relied Service (CRS) focused its cash transfer activities on

post-intervention monitoring in Tshikula, Kasai central. 4,630 households (approximately 23,150 persons) had received

cash assistance in this area through the UNICEF’s Alternative Responses for Communities in Crisis program (ARCC)

funded by UKAid in the Tshikula health zone.

Communications for Development (C4D), Community Engagement & Accountability In order to respond to the cholera outbreak reported in 21 provinces, the hygienic behaviours promotion plan, developed

with support by UNICEF, are being implemented in the six most affected provinces9. About 120,000 people have been

reached so far in four out of the six provinces10.

As part of the post – Ebola response, an end-line rapid KAP survey11 was done in Likati (Bas-uele province), to assess the

results of the C4D response. The survey result indicated a better knowledge of positive attitudes/healthy practices12 such

as a better use of health facilities and the organization of safe burials, to respond to an eventual outbreak of Ebola.

In the Kasai region, information about available services and key practices were transmitted to affected communities. In

the health sector, C4D activities reached about 885,000 households in the Kasai and Kasai Central provinces. As for the

Long-Lasting Insecticide-Treated nets distribution, nearly 900,000 households have been reached with awareness

raising, information on the importance and use in the 26 health zones targeted in Kasai Central. In October, a concert in

support of children's rights was organized in Kananga with nearly 1,500 people attending, including youth/children and

social leaders. The concert was also relayed to a larger audience through the “child friendly journalists'' network.

Media and External Communication

This last two months, twenty-five stories related to DRC humanitarian situation and UNICEF’s programmes across the

country has been posted on the DRC Country Office (CO) blog (www.ponabona.com).

The Country Office continue to focus its external communication work during this period on the impact of the Kasai-

crisis on children and the UNICEF’s response. Mid-September, a communication push on protection and education in the

Kasai-region was organized. The press release “Children’s access to education under treat from ongoing violence in Kasai

region” supported by a press briefing was widely pick-up by national and international media. The visit of the Regional

Director13 to the DRC, including to the Kasai region, provided the CO another opportunity to develop communication

work on Kasai, including:

A press release “UNICEF urges all partners to support the humanitarian response in Kasai”.

Face-to-face interviews of the Regional Director with RFI, France24, AFP, Radio Okapi, and the national

Congolese television RTNC.

A monthly situation report on Kasai has been posted online.

Posts on various social media platforms, and an emailing on Kasai shared with partners and media, to maintain

attention on the crisis and generate support for UNICEF’s Response.

As of 30 October 2017, UNICEF had received 32 percent (US$ 36.4 million) of the US$165 million 2017 revised HAC appeal, in addition to US$16.7 million carried forward from 2016.

From September to October 2017, UNICEF has mobilised $1.6M from the Government of Belgium to assist the Child Protection sector in DRC (temporary care and reintegration support of children affected by conflicts in eastern zone). USAID has made a generous contribution of $4.2M to the RRMP and Child Protection in the Kasai region, plus an additional $2.5M to RRMP eastern zone.

UNICEF has signed a MoU with DFID of 8M GBP for the Rapid Response to Movements of Population (RRMP) – 8th phase implemented in eastern zone of DRC.
