Zusammenfassung der Ergebnisse der Arbeit in 12 Thesen
(1) Diese Arbeit untersucht positive Aussagen über Regelmäßigkeiten von Kursverläufen. Solche Aussagen finden sich zum Teil versteckt in Ausführungen über Aktienbewertung in der normativ ausgerichteten Literatur. Sie müssen aus den Empfehlungen über für sinnvoll erachtete Verhaltensweisen erschlossen werden. Nach der nur implizit vertretenen Auffassung der älteren Literatur gibt es temporäre Ungleichgewichtslagen, die als solche erkannt werden können: Kursänderungen lassen sich prognostizieren. Die neuere Literatur behauptet explizit, daß das nicht möglich sei. Ob erkennbare Ungleichgewichtslagen bestehen, hat für Anleger doppelte Bedeutung: Es wäre gegebenenfalls bei der Bestimmung optimaler Analgestrategien zu berücksichtigen, und es ließe ein Urteil darüber zu, welcher Aufwand der Informationsbeschaffung vor der Anlageentscheidung optimal wäre.
(2) Daneben sollten durch die Behandlung einer Sachfrage methodische Überlegungen exemplarisch verdeutlicht werden. Die Aktienkurstheorie zeigt, wie eng positive und normative Theorien verbunden sind. Positive Aussagen gehen nicht nur in die Ermittlung von Daten für Anlageentscheidungen ein, sondern sie bestimmen auch die Kalkülstruktur. Normative Theorien sind eine unverzichtbare Hilfe bei der Aufstellung und bei aer Beurteilung positiver Theorien. Positive Theorien lassen sich nicht nur durch die Erfahrung überprüfen. Andere Kritikinstrumente sind oft sogar einfacher und wirkungsvoller einzusetzen. Der Geltungsbereich einer kritizistischen Methodologie ist daher weiter, als oft angenommen wird.
(3) Die Literatur zur Fundamentalanalyse erweckt den Eindruck, der "innere Wert" einer Aktie sei ein Grenzpreis. Das kann aber nicht akzeptiert werden. Bei der Bestimmung des "inne-

ren Wertes" werden in der älteren Literatur gerade die zwei für die Investition in Aktien charakteristischen Sachverhalte übersehen: Aktien müssen als Bestandteile von Portefeuilles - und nicht isoliert - bewertet werden. Und wenn es die in der Fundamentalnalyse axiomatisch vorausgesetzten Ungleichgewichte gibt, müssen sie
bei der Bestimmung des Grenzpreises erfaßt werden.
(4) Die Bestimmung des "inneren Wertes" ist daher eher als eine Art der Kursprognose zu verstehen: Der "innere
Wert" ist ein mittelfristig erwarteter Kurs. Wer mit Hilfe der Fundamentalanalyse Kursänderungen prognosti
zieren zu können glaubt, muß erwarten können, daß seine Schätzung des zukünftigen Kurses besser als die der anderen Marktteilnehmer ist und daß die anderen ihre falschen Schätzungen revidieren werden. Der Anspruch der Fundamentalanalyse ist daher "elitär".
(5) Die Literatur zur Fundamentalanalyse geht von der Grundannahme aus, daß Kurse und "innere Werte" differieren können. Sie übersieht aber, daß die damit implizit als erkennbar angenommenen Kursänderungen antizipiert werden können. Sie ist in ihren Grundannahmen entweder logisch inkonsistent oder sie enthält die starke implizite Behauptung, daß der Antizipationsmechanismus an der Börse nicht funktioniert.
(6) Die explizite Berücksichtigung der Möglichkeit der Antizipation stellt die Funktion der Aktienanalyse in Frage. Fundamentalanalyse als Methode der Kursprognose lohnt sich
für den einzelnen Anleger nur, wenn er damit rechnen kann, bessere SChätzungen als andere aufstellen zu können. Wenn

das alle erwarten, unterliegen sie einer Illusion. Bei erwartetem Gleichgewicht lohnt sich Aktienanalyse nicht. Wenn sie aber deshalb von allen unterlassen würde, wäre nicht mit Gleichgewicht zu rechnen. Gleichgewicht ist ein "öffentliches Gut", Fundamentalanalyse ist eine Methode, es zu "produ
zieren" •
(7) Die Technische Aktienanalyse ist eine Sammlung von
Methoden ohne einen theoretischen Unterbau. Für die rein pragmatische Zielsetzung der Kursprognose könnte auf diesen verzichtet werden. Auf empirischen Gehalt kann dagegen nicht verzichtet werden. Die Technische Analyse enthält nur Leerformeln. Sie ist daher auch praktisch völlig nutzlos.
(8) Die Random-Walk-These besagt, daß der gegenwärtige Kurs die beste Schätzung zukünftiger Kurse ist. Sie ist gut bestätigt, wenn auch die Befunde, gegen die keine Einwände erhoben werden können, sich nur auf sehr kurze Intervalle beziehen. Die Random-Walk-These ist im Verlauf der Diskussion wesentlich abgeschwächt worden. Doch die Änderungen ließen die Implikationen bezüglich der Möglichkeit, mit der Technischen Analyse Kursänderungen zu prognostizieren, unberührt.
(9) Die Diskussion um die Random-Walk-These macht die Schwierigkeiten empirischer Forschung deutlich: Empirische Untersuchungen können immer nur Antworten auf sehr bescheidene Fragestellungen geben. Und selbst diese Anworten sind von dem verwendeten Datenmaterial, von der statistischen Methode und von der Formulierung der Hypothesen stark abhängig.
(1ü)Die Random-Walk-These muß über das hinaus erweitert werden, was empirisch belegt ist, wenn sie theoretische und praktische Bedeutung haben soll. Die Verallgemeinerung ist möglich: Wenn viele Spekulanten um die Ausnutzung von Ungleichgewichten konkurrieren, sind Kursänderungen nicht vorhersehbar. Die Verallgemeinerung führt zur These von der Kapitalmarkteffizienz. Diese impliziert, daß die Fundamentalana-lyse als Methode der Kursprognose nutzlos ist: Es gibt kei-ne allgemein bekannten Sachverhalte, deren Berücksichti-gung die Prognose von Kursänderungen erlauben würde.

ne Effizienzthese ist noch nicht umfassend und scharf geprüft worden. Doch die bisherigen Untersuchungen zeigen, daß es jedenfalls keine erkennbaren groben Ungleichgewichtslagen gibt. Die empirische Prüfung der Effizienzthese ist problematisch, weil sie die Geltung einer anderen Theorie, der Kapitalmarkttheorie, voraussetzt. Diese Voraussetzung ist vermutlich nicht erfüllt.
(12) Die Effizienzthese besagt nur, daß Kursänderungen
nicht prognostiziert werden können. Nur in diesem bescheidenen Sinne sind aktuelle Kurse "richtiger" Ausdruck aller verfügbaren Informationen. Es ist daher überflüssig, sich zum Zweck der Kursprognose zu informieren. Aus anderen Gründen ist es dagegen geboten. Die These ist schwächer, als es ihre Gegner glauben. Sie reicht aber aus, um der in der älteren Literatur enthaltenen Ungleichgewichtsthese entgegenzutreten. Als Ergebnis der Arbeit kann festgehalten werden, daß die Effizienzliteratur die Beweislast auf die verschoben hat, die Ungleichgewichtsbehauptungen aufstellen.
