INTRODUCTION

LIPOR along with its Associated Municipalities has been

acting as a catalyst for change, using a range of policies,

programs, and actions to promote and encourage the

advancement of LIPOR’s intervention area towards a more

sustainable future .

LIPOR’s Waste Prevention Strategy

Considering the importance of Prevention in waste

management, LIPOR took on three fundamental issues:

✓ Changing processes to eliminate waste at the

production stage

✓ Reducing waste at source, enhanced by a change of

mentality

✓ Reusing products in order to increase savings

ACTIVITIES REPORT - LIPOR WASTE PREVENTION WORKING GROUP – 2016

The project aims to increase the practice of home compostingin households with garden, through adequate training andmonitoring.

Until december 2016 were implemented 11.166 homecomposters (including home composters in households,institutions and schools; community composters or wormcomposters)

In 2016 were developed several activities:

✓ Launch of the communication campaign “Compostagem Láem Casa”;

✓ Contacts with different entities in order to set up courseslocally;

✓ Home composting training courses;✓ Awareness stands;✓ Monitoring visits;✓ An annual survey among participants to determine the

average weight of “Horta da Formiga” bin;✓ Effectiveness analysis study (2007-2008) in partnership

with Minho University. The study revealed that more than90% of the project participants still make homecomposting.

ACTIVITIES REPORT - LIPOR WASTE PREVENTION WORKING GROUP – 2016

“ORGANIC FARMING”

Organic farming intends to promote a more sustainablebehaviour in the population of the eight municipalities: achange of attitude towards the environment, consideringthe respect for nature, ecosystems, soil and also for thefuture generations.

In 2016 were distributed 1.656 plots that allow families toproduce sustainably their own fruits and vegetables. Inaddition they can make home composting and use theproduced compost in their plots. Within this scope thereare in operation more that 1.440 composters (individualand shared).

In the eight municipalities there are 50 kitchen gardens,constituted by institutional, social and subsistence gardens,making a total organic farming area of 111,224 m2.

6 YEARS OF “NATURAL GARDENS”

Since 2010 Natural Garden Project promotes sustainability andbiodiversity in the gardens (public and private) located in Lipor’sassociated municipalities.

There are already 71 institutions that have decided to promotenature and biodiversity in their gardens, reducing at the sametime the costs with the maintenance of their green spaces.

In 2016 we worked with several institutions such as: Red Cross –Matosinhos; Association Kastelo; Escola de Hotelaria e Turismo doand Association Casa do Caminho that in partnership thevolunteers of SAGE company has developed the kitchen gardenand the garden of the institution.

Specific innovative information boards were developed for Lipor'sgreen spaces.

Natural Garden also disseminate sustainable gardening techniquessuch as the introduction of efficient microorganisms in homecomposting, through the study of the advantages of theseorganisms.

A natural technique was also applied to degrade poplar stumpsnear Lipor’s Organic Valorisation Plant: with the application ofmushroom mycelium it was possible to start this degradation(which will take place over the next years) which, besidesdegradation, will result in tasty mushrooms (Pleurotus ostreatus).

GARDEN WASTE QUANTIFICATION STUDY

“How much (garden) waste does a garden produce?”

This study aims to answer this question.

The results were the following:

• There are differences between the production of garden wastein small gardens (<45m2) and in big gardens (>150m2).Smaller gardens have a bigger production of waste per squaremeter (kg/m2/year) than larger gardens;

• A garden with more than 300m2 produces more than300 kg of garden waste per year;

• A 300L composter serves up to 300m2 and requires approximately 150kg/year of garden waste for its suitableoperation;

This study concludes that home composting has a great potential for diversion of organic waste from incineration orlandfill. The estimated value is about 500kg of organic waste per year.

STUDY – FOOD WASTE MAPPING IN LIPOR AREA

In order to evaluate the impact of food waste in its influence area,Lipor carried out a study in partnership with the Faculty ofEngineering of the University of Porto.

Development of 2 master's degree thesis:

• “Study of the food surplus from the production and distributionsectors in Lipor intervention area”• “Study of the Redistribution network and destination of foodsurplus in Lipor intervention area”

PARQUE DO GORGOLITO

COMMUNITY COMPOSTING IN A RURAL AREA

LOCATION: SÃO PEDRO DE RATES (PÓVOA DE VARZIM)

Gorgolito Park is located in São Pedro de Rates, the park aims to promote garden waste composting. The produced compost is used in the gardens and green spaces of this parish. The park also allows the selective collection of plastic, wood, textile, among other types of waste.

During the year, 68 users (individuals and companies)used this infrastructure to dispose their waste.

ELECTRIC COMPOSTER

INSTITUTIONAL COMMUNITY COMPOSTING

LOCATION: HOSPITAL MAGALHÃES DE LEMOS (PORTO)

Hospital Magalhães de Lemos accepted Lipor’s invitationto receive at its facilities the electric composter. Theequipment started to operate in this new location inOctober 2016.

This is a friendly user equipment with innovative features,that allows the valorisation of biowaste at source, helpingto prevent its production. The result of the process is theproduction of a natural compost to use in the green spacesof the institution.

RLAB

This project is a partnership between Lipor and ERP

Portugal, that aims to create new possibilities for waste

management. RLab is designed to be an innovative project

and to enhance awareness of the need to manage waste,

particularly WEEE.

It consists of a reuse lab that promotes reuse and

recovery of electrical and electronic equipment, as well as

research and development..

In 2016 were developed the following activities

✓ 88 Recovered Equipment;

✓ Training addressed to trainnees of Santo António

Educational Centre;

✓ Training addressed to 4 trainnees of Baguim do Monte

High School

✓ In 2016:

- 4 donated equipment;- 12 internally reused equipment.

REUSE CENTRES

Development of a pilot project of a Reuse Centre – space dedicated to the promotion of repair/recovery/reuse and recycling

of waste.

The main goals of the project are:

• Development of circular economy and social economy practises;

• Development of local partnerships based on transparency and cooperation with the stakeholders.

In 2016 were developed the following activities:

LIPOR REUSE CENTRE:

• Technical visits , with the support of ORDIF, to 3 Ressourceries located in the Paris Region;

• Proposal presentation for the creation of a Reuse Centre in Conde Ferreira Hospital.

COLABORATION PROTOCOL LIPOR / INSTITUTION “ENTRAJUDA”

• Draft collaboration protocol between LIPOR and Institution ENTRAJUDA, whose purpose is to support the structuring of

Dar e Receber network in Porto Region;

• Contact with Porto Municipality (Municipal Department of Social Development) in order to integrate the Municipality in

the Protocol, being responsible for the provision of physical space for the implementation of Dar e Receber centre.

• Development of an Environmental Impact Calculator, a tool that focuses on the end of life of the products, allowing to

calculate the amount of CO2 avoided when recovering / reusing a product, in place of send it to destruction.

COLLECTION OF GOODS FOR REUSE - PILOT TEST (FORMIGA DROP OF SITE):

Collection of goods for reuse at Formiga Drop off site. The goal was to assess the

quantity and quality of the received material. The initiative was launched at

European Prevention Week on 21 November running until 31 January 2017. This

initiative was linked to EcoShop - a gift card that benefits the user - and all the

collected goods were sent to reuse through Semente (Lipor Volunteers

Association).

• Evaluation of conditions for theimplementation of a reuse centre in JoaquimUrbano Hospital facilities;

• Signature of Collaboration Protocol ;

• Apply for funding - Urban Innovative Actions.

LIFE CICLE ASSESSMENT IN WASTE MANAGEMENTAPPLICATION TO INTERNAL PROCESSES

The pilot project was finished at the beginning of the year 2016 (Final

Report and its presentation). Now we intend to apply the LCA tool to other

internal processes.

During the first semester of 2016, was studied the applicability of

improvement suggestions that resulted from the pilot study applied to

“Cemeteries Green Waste Recovery Process “. The data used in this study

were updated (data 2016).

During the second half of the year occurred the diagnosis phase and was

evaluated the feasibility of the application of this tool to other internal

processes. It was choosen the organic valorisation process , with a special

focus on the use of Nutrimais (organic compost) in the soil. This study will

start in the next year.

EDUCA – PROJETO LIPOR GERAÇÃO+ (PLG+)

During 2016, Lipor Geração+ Project obtained very good results, with a significant progress in the attribution of “Coração

Verde” certificates, a significant decrease in the amount of waste incorrectly deposited, a reduction of mixed waste and

an increase of recyclable waste sorting.

The following table presents the obtained results:

education bodies. The project managers had been regularly invited

to participate in national events in this area.

LIPOR TV – TOWARDS CONSUMPTION

Lipor TV is an interactive tool that aims to promote the theme of sustainability. This activity is available for all types oforganizations interested in the promotion of sustainable consumption and waste prevention among their target audiences!

POLITROCAS –2ND HAND MARKET

During 2016 this partnership between Lipor andBaguim do Monte Parish Council, resulted in 3 newevents with many enthusiastic participants thatcontributed actively to the circular economy!

REU2ARTE – REUSE WORKSHOPS

With a further year in the world of Reuse, this projectinvolved 1020 participants in a total of 36 workshops.These activities took place in several places, such asSchools, Lipor Academy, Town Councils and in the Beachesduring the summer period. The aim was always thedissemination of waste reuse principles and the extensionof the materials life cycle.

SUSTAINABLE PUBLIC PROCUREMENT

LOW CARBON PROCUREMENT

Continuing Lipor's strategy to reduce Carbon Emissions and to

improve Energy Efficiency was awarded the procedure for the

acquisition of 100% Renewable Energy for Lipor II facilities.

In the context of Low Carbon Procurement was awarded the

procedure for leasing of used vehicles, including vehicles with

CO2 reduction, for Lipor’s fleet.

At the beginning of 2017 we expect to open a procedure for the

rental of new vehicles.

Regarding Sustainable Procurement, in 2016 there was a decrease

in terms of contracts and procedures. There was also a continuity

of extended procedures, allowing to generate financial and

administrative savings, namely in the acquisition of awareness

material, cleaning and hygiene products, among others.

Concerning the articles, was favoured the acquisition of

waste collection bins made with recycled material.

At the end of the 2nd semester it was foreseen the

possibility of opening an extended procedure for the

provision of catering services in which it is intended to

promote the use of local products and to avoid food

leftovers, donating it through Semente - Lipor’s

Volunteers Association.

At the beginning of 2017 will be opened a tendering

procedure, also including sustainable requirements for the

acquisition of cold and hot drinks.

EUROPEAN WASTE WEEEK REDUCTION -EWWR

AWARDS CEREMONY OF THE EWWR 2015

The Conference and Awards Ceremony of the EWWR 2015

took place in Brussels (Belgium) on the 11th of May.

VIII EUROPEAN WASTE WEEEK REDUCTION

In 2016, took place the 7th edition of EWWR, with localcharacter but with impact across Europe. The theme of thisedition was Reducing Packaging Waste: Use less packaging!

Main Goals:

- To raise awareness about waste reduction, product reuseand material recycling strategies, and related EuropeanUnion and Member States policies;

- To promote sustainable waste prevention actions acrossEurope;

- To highlight the work accomplished by EWWR participants,through real examples of good practises;

- To mobilise and encourage European citizens to changetheir behaviour through real examples of good practises;

- To assess the impact of consumption in climate change andin environment in general.

In order to motivate the participation of potential Project Proponents and help them in the definition and submission of actions, Lipor held a "Training Program for EWWR 2016" on September 27th. This initiative was attended by 34 participants.

EWWR 2016 took place from 19 to 27 th of november. Lipor was Organizer in its influence area, ensuring the inscriptions and validation of the actions proposed by the different categories of Proponents. In this edition, were registered 143 actions in all categories of Proponents.

LET’S CLEAN UP EUROPE!

Between 06 and 08 may took place the campaign “Let’s

Clean Up Europe!”

“Let’s Clean Up Europe!”, intends to bring together Clean

Up initiatives implemented over Europe. The goal is to

have a Europe-wide clean-up event that takes place on

the same day all over the continent; involving and

reaching as many citizens as possible.

In 2016, at Lipor area were registered 05 clean up

actions.

WASTE PREVENTION COMMUNICATION PLAN

The goal is to disseminate information about Lipor's

prevention projects as well about the EWWR. For this purpose

was designed a communication plan based on the following

communication supports:

✓ Internal: Intranet, Internal Bulletin; Corporate TV; E.News,Mobile and Site www.lipor.pt (Prevention area)

In terms of news published in media, in 2016 were

published 230. The degree of execution was 100,0% ☺

CONCLUSION

This report presents waste prevention projects and initiatives

developed not only by different areas of the organization, but also by

waste prevention working group.

In general and in the period under review, the Waste Prevention

Activities Plan presents an execution of 90%, with the predefined

target being achieved.

It should be noted that in 2016 were held 10 meetings of the waste

prevention working group.

In addition to the projects and initiatives mentioned throughout this

document, were also developed other activities / initiatives such as:

✓ Translation of 2015 Activities Report (English and Portuguese

versions) published in E.News and Lipor website;

✓ Translation of various documents within the EWWR;

✓ Provision of clarifications and information about waste prevention

projects;

✓ Participation in the Conference and Awards Ceremony of the

EWWR 2015 that took place in Brussels on the 11th of May

✓ Drawing up Waste Prevention Activities Plan and Indicators and

Targets Map, broadly aligned with Lipor’s Strategic Plan 2015-

2020.

Annex 1 presents the indicators and targets map with the

projects/initiatives degree of execution. Annex 2 shows the Waste

Prevention Group's Activities Plan for 2016.
