3. National key R&D plan 国家重点研发计划


Focusing on major social welfare research in areas regarding people’s livelihood like

agriculture, energy resources, environment, health, and require long-term evolution;

Focusing on strategic, fundamental, prospective major science issues, major key generic

technologies and major international S&T cooperation regarding core industrial

competitiveness, overall independent innovation capability, and national security.

针对事关国计民生的农业、能源资源、生态环境、健康等领域中需要长期演进的重大社会公益性研究；

事关产业核心竞争力、整体自主创新能力和国家安全的战略性、基础性、前瞻性重大科学问题、重大共性

关键技术和重大国际科技合作等。

National key R&D plan is composed by several well-targeted and clearly defined key

specialized projects according to the need of major tasks, carries out a full chain of

innovative design as well as integration organization and implementation from basic

frontier to major key generic technologies and demonstration. As illustrated by the

following graph:

Main missions: evaluate S&T development strategy, layout and approval of S&T program (specialized project, funds) , key tasks and guidance, formation of the Strategy consulting and comprehensive review committee, selection of professional agencies, etc.

主要任务：负责审议科技发展战略规划、科技计划（专项、基金等）的布局与设置、重点任务和指南、战略咨询与综合评审委员会的组成、专业机构遴选等事项。

approval of joint meeting

Professional organization is responsible for project’s supervision; S&T administration and MoF also supervise project’s implementation and professional organization’s project management, spot check the condition of project and budget, and punish violations.
