Ombudsman: Sumagot Kayo!
Nag-utos na ang Ombudsman sa lahat ng opisyal
ng siyudad na sumagot sa mga liham ng Katipunan.
Sa isang liham na ipinadala ni Director Marlyn
Galvez, ng Public Assistance Bureau, Office of the
Ombudsman kay Mayor Florencio Bernabe, Jr.
inatasan ang huli na kagaad na sumagot sa anumang
liham o kahilingan sa impormasyon ng Katipunan ng
mga Mamamayan ng Bagong Parañaque. (Kopya ng
liham sa pahina 4).
Sinabi ni Ombudsman Galvez na ang kawalan ng
aksiyon sa mga sulat ay paglabag sa mga probisyon
ng R.A. 6713, o ang Code of Ethical Conduct of Public
Officials and Employees.
Hanggang sa sinusulat ito ay di pa rin sumasagot si
Mayor Bernabe sa mga katanungan ng Katipunan
patungkol sa kakulangan ng silid-aralan sa siyudad.
Ayon sa Katipunan, sa ilalim ng Local Government
Code, Sec. 99 ang mga local school boards ay may
kapangyarihan na atasan ang City Treasurer na
maglabas ng pondo mula sa Special Education Fund
na naaayon sa badyet na inaprubahan nito.
Ayon pa rin sa pag-aaral ng Katipunan, ang city
school board, sa ilalim ng LGC Sec. 98, sub sec 2, ay
binubuo ng City Mayor at City Superintendent of
Schools bilang co-chairmen, at ang mga miyembro ay
ang Chairman ng education committee ng
Sangguniang Panglungsod, ang City Treasurer, ang
kinatawan ng pederasyon ng mga Sangguniang
Kabataan na nasa Sangguniang Panglungsod, ang
Pangulo ng City Federation of Parents-Teachers
Association, ang halal na kinatawan ng mga
teacher’s organizations sa siyudad, at ang halal na
kinatawan ng mga non-academic personnel ng mga
pampublikong paaralan sa siyudad.

Dinudumog ang mga A-L.O.V.E.R.S seminar na idinadaos ng
Katipunan araw-araw. Ang ibig sabihin ng A-LOVERS ay Advocacy-
Leaders of Valuable, Efficient, Reliable Services.
Ang mga seminar na ito ay pagpapakilala o orientation sa mga
miyembro at gustong mag-miyembro sa Katipunan ng Mamamayan
ng Bagong Paranaque, Inc.
Dito ay napag-uusapan at inilalahad ang mga suliranin dito sa
siyudad at mga sagot na solusyon sa mga suliranin na matagal ding
pinag-aralan ng Katipunan. Nariyan din ang pagtuturo sa mga
mamamayan kung paano ang pagkilatis sa mga namumuno at
gustong maging leader hindi lang dito sa siyudad, kundi pati na sa
buong bansa. Apat na K ang kailangan: Karunungan, Karanasan,
Kakayahan at Karangalan o Konsensiyang Pambayan.
Si Ka Ding Wenceslao, founding chairman ng Katipunan, ang
nangungunang resource person sa mga seminar na ito. Ang lawak ng
kanyang kaalaman, pagaaral sa ibang bansa at eksperiensya ay
naibabahagi niya, naipapaliwanag at nakukumbinse niya, ang mga
nakikinig. Panahon na, sabi ni Ka Ding, ng tunay na pagbabago sa
ating pulitika, at ang susi ng pagbabago ng lipunan ay ang mga
mamamayan at mga lider o katiwala ng bayan. Ang mga kabataang
kasapi ng Katipunan ay kasama na rin na nagbibigay ng seminar at
nagpapaliwanag ng mga layunin ng organisasyon.
Makabuluhan at masaya ang mga seminar na ito. Maraming
natututuhan ang mga dumalo at ang kanilang mga problema ay
nasosolusyunan – maging ito ay sa kalusugan, hanapbuhay,
pulitika, kapayapaan at pati na mga problema sa kani-kanilang
araw-araw na pamumuhay. Tigilan ang pagkaawa sa sarili, di
makukuha ang liderato sa pamamagitan ng pagmumura
pakikipagaway. Pagaralan muna ang problema.
Ang mga seminar na ito ay unang hakbang sa paglilinaw ng mga
suliraning pambayan. Ika nga: Alamin muna ang problema,
kilalanin ang sariling kakayahan, at magbigay ng solusyon sa bawat
problema. Ito ang paniniwala namin sa Katipunan! TL
SAKAL O KASALL? RAFFLE NG KATIPUNAN...
Sa mga KATIPUNERO ng KMBPI: Matatapos po sa March 20 ang unang yugto (Phase1) ng ating kampanya upang mapalawak ang programa ng BAGONG POLITIKA ng Katipunan. Lahat po ng mga kasapi ng KMBPI na nakatala na sa ating "membership book at naka sama sa A-LOVERS Seminar" sa March 20, 2010 ay pwedeng lumahok sa ating palarong "SAKAL O KASALL"... Isa sa mga regalo na nasa loob ng Kahon ng KASALL ng KMBPI ay isang TICKET para sa RAFFLE na gagawin sa Marso. Ang unang premyo ay Bakasyon sa Boracay (Three days and two nights) para sa dalawang tao, kasama ang ticket sa eroplano, hotel at pabaon.Ikalawang Premyo ay bakasyon sa Baguio City (bus trip), libre hotel at may pabaon pa. At marami pang iba! Ang mga sumusunod na premyo na nalikom na sa kasalukuyan ay 100 sets ng electric fans, plantsa at iba pang aplayans. Katipunan ng Mamamayan ng Bagong Paranaque, Inc.
Ang simpleng sagot: Masaya dito at kasama namin
ay kapwa kabataan at may puwang para sa amin!
Mula naman sa puso at mas malalim na sagot:
Mahal namin ang Paranaque, ito ang aming siyudad,
kami ang humuhubog dito, kami ay may responsi-
bilidad sa pagbabago at kami rin ang bagong pag-asa!
Maraming oportunidad ang ibinibigay sa amin ng
Katipunan.
Una, ay ang training na nakukuha namin sa pag-iisip
at pagsulat, pakikipag-usap sa mga tao, pagbubuo ng
mga proyekto, pagiimplement ng mga proyekto,
pagkilos ng sama-sama at pagunawa at pagtatanggol
sa aming mga karapatan bilang kabataan.
Ikalawa, nagkakaroon kami ng kabuluhan dito sa
Katipunan, importante kami sa organisasyon at
nabibigyan kami ng pagkakataon para maging respon-

sable sa aming mga pamilya at sa lipunang aming
ginagalawan. Nakikilala namin ang aming sarili, ang aming
kakayahan at potensyal.
Ikatlo, ang mga training pangkabuhayan na ibinibigay ng
Katipunan ay malaking tulong sa aming paghahanap ng mga
proyektong pangkabuhayan (livelihood). Libre ito at
magagamit.
Ikaapat, sa halip na bumarkada at mag-istambay sa kanto
natuturuan kaming gumamit ng Internet at iba pang
makabagong mga gadyets para sa dagdag na kaalaman at
maaari ding gamitin para sa edukasyon.
Ikalima, makabuluhan ang bagong pulitika na programa ng
Katipunan. Nariyan ang pagkilatis sa mga tunay na leader at
ang halaga ng transparency at pagkakaroon ng konsensiya
para sa bayan. Na-appreciate din namin ang kahalagahan ng
buwis na ibinabayad ng aming mga magulang sa gobyerno.
Ito pala ang dugo ng bayan, ang bumubuhay sa pamahalaan,
at dapat lang na pangalagaan ng mga katiwala ng bayan,
hindi ibulsa!. AJO

Dental Mission sa Baclaran-Boyet Aguilar
Ang Katipunan ay nagsagawa ng Dental Mission sa Baclaran noong
Marso 20, 2010. Ito ay dinaluhan ng mga miyembro ng Katipunan na
nanggaling sa Area 1 hanggang Area 6.
Ginanap ang nasabing mission sa lugar ng J. Correa St. corner L. Gabriel
St. Marami ang nagsipuntahan at mahigit 60 katao ang napatingnan at
nabunutan. Sa katunayan, namangha ang mga dentista sa tapang na
ipinakita ng mga taga Baclaran dahil meron nagpabunot ng 11 na ngipin,
ang iba ay 6 na ngipin at ang average ay mga 2 ngipin ang ipinabunot. Sagot
naman ng mga pasyente, magaan naman daw ang kamay ng mga dentista
kaya hindi nila ininda o wala silang nararamdaman na sakit sa pagbunot.
Sadyang magagaling ang mga dentista na nagsagawa ng dental mission
kaya gamay na nila ang mga pasyente sa Unang Distrito ng Paranaque!

Goiter Seminar na ginanap sa Aseana Business Park noong January 26, 2010 na
pinangunahan ng ating magiting na si Dr.San Luis (nasa kaliwa). Ito ay dinaluhan ng
20 katipunero na nais mag pakonsulta patungkol sa kanilang goiter. Abangan ang
pag bisita ng Katipunan sa inyong lugar para sa libreng konsultasyon ukol sa Goiter.

Ang Katipunan, ay PRO GOD, PRO ENVIRONMENT,PRO GOOD GOVERNMENT and PRO GOOD BUSINESS. Batay sa pakikipagusap sa mga taong bayan sa mga barangay ng Baclaran , Don Galo, La HuertaSan Dionisio,Sto.Niño, Tambo at Vitalezpo namin na bigyang ATENSIYON ang mga sumna mga mahabaang (long term) suliranin ng KABUHAYAN at KABAHAYAN ng 1st district ng Paranaque City. Tutulong din kami makahanap ng solusyon sa mga sumusunod na maikliang (short term) suliranin ng bawat Barangay. 2010. SULIRANIN (01) KAKULANGAN NG SILID PAARALAN. Ang mga kabataan ay papasok uli sa Hmakapagaral. Sabi ng mga magulang at mga guro na kulang daw ng classrooms...Para makatulong, Katipunan po nagpanukala sa Mayor at mga konseho noong Enero 2010 na ang mga kasapi ng Katipunan ay handang magpagawa ng walong classrooms (isa bawat barangay) Handa po ang mga kasapi na itulak ang kanilang taxpayments para sa taon 2010 upang maipagawa ang mga classrooms bago mag tag-ulan. Nagpagawa na po kami ng mga plano na dumaan na sa Deped at pondo na po kami at handa kaming magumpisa. sagot ang Mayor at ang konseho kaya kami po ay nagreklamo sa Ombudsman dahilan sapagsagot sa mga sulat ng mamamayan sa loob ng 15 araw ay paglabag sa batas (sec.5-A, R.A. 1619). 2010 SULIRANIN (02) BASURA. Nagreklamo po ang mga maybahay ng BBaclaran, sa pangunguna ni Gng.Madelyn Francisco naaantala ang pagtatanggal ng basura sa kanilang kapaligiran. Bumabaho daw ang lugar at baka magkasakit ang kanilang mga anak. Sinulatan po ng Katipunan angBarangay Chairman at inilantad ang problema.naman po ang basura. Dahil po sa aming karanasan, naisipan po namin na hingin sa kalihim ng Konkopya ng kontrata upang malaman ang pananagutan ng contractor at para mapag-aralan kung paano makataong bayan sa milyon-milyong gastusin ng basura. to provide long term solutions to the twin problems of KABUHAYAN AT
KABAHAYAN in the First District of Parañaque to avoid double benefits; we
will “not” include the beneficiaries of the proclamation in our program.
Fishermen’s plight:
local government of Parañaque are conducting a campaign to remove
informal dwellers from their property. The basic complaint of some of the
affected Fishermen is that the proposed relocation site being offered by the
city is in Antipolo. Considering there is no sea in Antipolo, how do we expect
the fishermen and their families to survive in the mountains? As a fisgerman
told me… we will follow the government wants because we have no
alternative “nakahawak kami sa patalim”
in Parañaque because fishing is our only source of livelihood.

policy why don’t we
create an island thru land reclamation methodology within the
mandated area of PRA?
Let’s call the project: PRA’s Fisherman’s Island “ANG PULO NG
MANDARAGAT” The land reclaimed will be leased or sold over the
long term to the fisherman’s housing cooperative that we shall
organize from among the members of the Katipunan. In this manner
the relocated fisherman will have access to their main source of
livelihood “ang dagat”
The proposed PRA/Katipunan Joint Venture
social housing units ont the 5 has island in line with National
Government’s Social Housing Program. The housing wil be sold or
leased to the fisherman to ensure the long term viability of the

Juan. Perhaps they have an idea where the site supposedly donated by the
PRA is situated.
Senior Citizens Request: In line with the government’s policy of assisting
senior citizens, is it possible for PRA to lease or donate a piece of land to the
senior citizens wherein they could put a geriatrics clinic on it that could
service the senior citizens of Parañaque? We were informed by our members
that the area being used as a hospital in Barangay Tambo was leased by PEA.
Could we find out the terms and conditions of the long term lease?
List of Beneficiaries: May we request for a list of the beneficiaries of the
executive proclamation no. 964. We are implementing a program that seek
to provide long term solutions to the twin problems of KABUHAYAN AT
KABAHAYAN in the First District of Parañaque to avoid double benefits; we
will “not” include the beneficiaries of the proclamation in our program.
Fishermen’s plight: Currently the Philippine Reclamation Authority and the
local government of Parañaque are conducting a campaign to remove
informal dwellers from their property. The basic complaint of some of the
affected Fishermen is that the proposed relocation site being offered by the
y is in Antipolo. Considering there is no sea in Antipolo, how do we expect
the fishermen and their families to survive in the mountains? As a fisgerman
told me… we will follow the government wants because we have no
alternative “nakahawak kami sa patalim”…but the next day we will be back
in Parañaque because fishing is our only source of livelihood.
Fisherman’s Island: Perhaps we could consider a more practical, long
term and fair option. In line with the government poverty alleviation
policy why don’t we form a joint venture (PRA/Katipunan) that will
create an island thru land reclamation methodology within the
mandated area of PRA?
Let’s call the project: PRA’s Fisherman’s Island “ANG PULO NG
MANDARAGAT” The land reclaimed will be leased or sold over the
long term to the fisherman’s housing cooperative that we shall
organize from among the members of the Katipunan. In this manner
the relocated fisherman will have access to their main source of
livelihood “ang dagat”
The proposed PRA/Katipunan Joint Venture shall build suitable

those who are in need and deserving. In this light, I am with you
one hundred percent in whatever future endeavors/plans in
support of the association’s advocacy.
However, as far as the question whether I would allow or not
the proposed bonus/incentive for deserving public school
teachers and construction of classrooms within public schools in
the 1st District of Parañaque City, I am not that kind of person
who will get in the public service especially for the benefit of
my constituents.
Unfortunately, this is not a matter of simple yes or no. It is
note worthy to mention that neither, my or my office’s consent
and disapproval would hold any bearing in the subject
proposals. It is quite clear that the execution, implementation
and more importantly, the success of said proposed projects are
not within the ambit of my office as councilor of the City of

Katipunan considering we are advancing funds intended for the real estate
tax payments.
What is important are not the billboards claiming political credits
but the classrooms that have to be built by June 2010 so that the
parents, teachers can perform their GOD given functions and the
school children will be educated as required by law.
We strongly suggest that you sponsor a resolution leading to the approval
of the project proposal to built classroom, so that the proposal could be
discussed, debated and voted upon by the City Council.
