Ky sht nj program katr vjecar me fokus krye-sor pyjet dhe kullotat komunale , rritjen e kapac-iteteve dhe fuqizimin organizativ dhe institucio-nal. Projekti konsolidon, replikon dhe sht vazh-dim i investimeve t mparshme n sektorin e buri-meve natyrore dhe pyjore n Shqipri. Ky pro-gram do t zbatohet nga Organizata CNVP-Bash-kojm Vlerat e Natyres me Njerzit dhe financo-het nga Qeveria Suedeze npermjet AgjensinSuedeze pr Kooperim dhe Zhvillim Ndrko-mbtar (Sida). Suedia ka dhn nj kontribut mjaftte rndesishm n promovimin e menaxhimit t

decetralizuar t burimeve natyrore n Shqipri, dheme konkretisht per pyjet dhe kullotat komunale. Pro-grami do t mbshtes fuqizimin e organizatave t sho-qris civile, promovimin e prfaqesimit m t mirdhe llogaridhenien n sektorin pyjor, promovimin epolitikave, kuadrit ligjor dhe institucional per menaxh-mit t qendrueshm t pyjeve dhe kullotave komunaleduke kontribuar keshtu drejt nj zhvillimi m t bara-bart dhe t qendrueshm. T gjitha kto perkojnme synimet e Shqipris pr integrimin Europian.Programi do t promovoj prmirsim t vendim-marrjes s decentralizuar, planifikim dhe implemen-

tim aktivitetesh n pyjet dhe kullotat komunale nmbshtetje t nj zhvillimi ekonomik gjithprf-shirs. Projekti do t mbeshtes m tejrregjistrimin e pyjeve dhe kullotave si prona tekomunave dhe n vecanti do t mbeshtes har-tografimin me pjesmarrje sipas perdoruesve tradi-cionale n nivel fshati, e cila konsiderohet si thel-bsore per zhvillimin ekonomik dhe qendruesh-merin e procesit t transferimit. Pyjet pr ZhvilliminEkonomik Lokal, 2014-2018Ky sht nj program katr vjecar mefokus kryesor pyjet dhe kullotat komu-nale , rritjen e kapaciteteve dhe fuqiz-imin organizativ dhe institucional. Pro-jekti konsolidon, replikon dhe sht vazh-

dim i investimeve t mparshme n sek-torin e burimeve natyrore dhe pyjore nShqipri. Ky program do t zbatohet ngaOrganizata CNVP-Bashkojm Vlerat eNatyres me Njerzit dhe financohet ngaQeveria Suedeze npermjet AgjensinSuedeze pr Kooperim dhe ZhvillimNdrkombtar (Sida). Suedia ka dhnnj kontribut mjaft te rndesishm npromovimin e menaxhimit t decetrali-zuar t burimeve natyrore n Shqipri,dhe me konkretisht per pyjet dhe kullotatkomunale. Programi do t mbshtesfuqizimin e organizatave t shoqriscivile, promovimin e prfaqesimit m tmir dhe llogaridhenien n sektorin py-jor, promovimin e politikave, kuadrit lig-jor dhe institucional per menaxhmit t

qendrueshm t pyjeve dhe kullotave ko-munale duke kontribuar keshtu drejt njzhvillimi m t barabart dhe t qen-drueshm. T gjitha kto perkojn mesynimet e Shqipris pr integrimin Eu-ropian.Programi do t promovoj prmirsimt vendim-marrjes s decentralizuar, plan-ifikim dhe implementim aktivitetesh npyjet dhe kullotat komunale n mbsh-tetje t nj zhvillimi ekonomik gjithprf-shirs. Projekti do t mbeshtes m tejrregjistrimin e pyjeve dhe kullotave si pro-na te komunave dhe n vecanti do tmbeshtes hartografimin me pjesmarrjesipas perdoruesve tradicionale n nivelfshati, e cila konsiderohet si thelbsore

per zhvillimin ekonomik dhe qendruesh-merin e procesit t transferimit. Brendakuadrit t sigurimit t s drejts mbi toknprojekti do t mbeshtes nxitjen e prak-tikave pr menaxhim t qendrueshm tpyjeve dhe kullotave, mbshtetje pr gru-pet specifike prodhuese dhe tardhurave t tyre, t mbeshtes dheadresoj cshtjet e nj mjedisi politik dheligjor favorizues si dhe mbshtetje prarritjen e kapaciteteve t krkuara ngat gjith aktort e prfshire. Do t mbsh-tes gjithashtu rritjen e kapaciteteve dhet rolit t Federatave Rajonale dhe ko-mbetare lidhur me funksionimin e tyre,prfaqesimin dhe ofrimin e shrbimeve,njkohsisht mbshtetje pr funksion-imin e Shoqatave t pyjeve n komuna.

Objektivi kryesor i projektit sht:Pyjekomunal tqendrueshm qsigurojnprodhim m t lart, shrbime dhe tardhura pr komunitetet rurale. Kjo gjdo tarrihet permes 5 rezultateve te m-poshtme :

Rezultati 1: Menaxhim i prmiresuardhe i decentralizuar i pyjeve dhe kullo-tave komunale dhe sigurimi i t drejtavet pronsise/prdorimit n komunat esynuara; q prfshin:

-Kapacitete t prmirsuara t NJQV-vepr t menaxhuar PKK n bashkpunimme SHPPKK;-Sigurimi i t drejtave t pronesis prNJQV-te dhe sigurimi i t drejtave t pr-dorimit pr prdoruesit e PKK;-Baz t dhenash elektronike me hartakadastrale e lidhur me t dhna pr py-

jet si psh: biomasa, stokimi i karbonit npyje, biodiversiteti si dhe t dhena t tjera;-Rritja e eficences s aktoreve lidhur memenaxhimin e PKK permes grupeve kyc.

Rezultati 2: Rritje e funksionimit dhe qen-drueshmris s SHPPKK-ve, Federat-ave Rajonale dhe Federats Kombtare,q do t coj n rezultatet e mposhtme:-Struktura dhe funksionim i prmirsuar

Rezultati 3: Fuqizimi dhe zhvillimi i mte-jshm i zinxhirit t vlerave pr prodhimetpyjore dhe produkte te tjera jodrusore ,q do t coj n rezultatet e mposhtme:

Me dat 8 Tetor 2014, n ambientet eMuzeut Kombtar, Tiran u zhvilluambledhja e dyt e Komitetit Koordin-ues Kombtar lehtsuar nga Koalicio-ni Ndrkombtar i Toks dhe Federa-ta Kombtare e Pyjeve dhe KullotaveKomunale. Takimi u zhvillua nkuadr t zbatimit t Strategjis Ko-mbtare t Angazhimit pr Pyjet dhe

Kullotat n Shqipri.Komiteti Koordinues Kombtar shtngritur me qllim lehtsimin e nj dia-logu kombtar mes aktorve t ndry-shm t prfshir n qeverisjen e pyjevedhe kullotave n Shqipri si dhe krijimin e nj mjedisi t prshtatshm politik,ligjor dhe institucional pr t siguruart drejta mbi pyllin pr prdoruesittradicional.N takimin e dyt t Komitetit mornpjes prfaqsues t Parlamentit Sh-qiptar, Ambasads Suedeze (SIDA),Delegacionit Europian n Shqipri,Zyrs s Regjistrimit t Pasurive t Palu-ajtshme (ZRPP), Fondacionit Bash-kojm Vlerat e Natyrs me Njerzit(CNVP) dhe prfaqsues t organiza-

tave t shoqris civile si, FederatatRajonale t Pyjeve (Kor, Kuks, Fier),Shoqata Kombtare e Blegtorve(LEAA), Qendra e Studimeve dheKonsultimeve NATYRA, ShoqataNatyra Ndrkufitare (TWA) dheShoqata Herbal FriendsHapja e takimit u b nga z.Vezir Mu-harremaj (FKPKK) i cili i uroimirseardhjen t pranishmeve. Nfjaln e tij ai theksoi degradimin e shr-bimit pyjor sipas reforms s funditt marr nga Ministria e Mjedisit. Prsa i prket projektligjit pr pyjet dhekullotat, ai tha se duhet t vazhdojpuna pasi aktualisht ky projektligj kambetur n Ministrin e Mjedisit. Si-

-Integrimi n arsim i aspekteve t duhu-ra t menaxhimit t Pyjeve (pershireceshtjet gjinore).Rezultati 5: Fuqizimi i kuadrit institucio-nal, ligjor dhe politikave lidhur me pyjet

komunal me vemendje t vecant nparimet e qeverisjes s mir t tilla si :llogaridhnia, transparenca, sundimi iligjit dhe pjesmarrja/perfshirja sociale.Kjo do t coj n rezultatet e mposht-me:-Mbshtetje pr rishikimin e legjislacionitdhe politikave pyjore dhe energjis srinovueshme me qellim q ato t jenme mbshtetse pr prdoruesit e PKK;-Rritje e kapaciteteve t aktorve n nivelkombtar prmes prfshirjes s tyre ngrupin kyc kombtar;-Prditesim njohurish dhe shkmbimemsismesh dhe informacioni pr csh-tje specifike;-Federatat rajonale shfrytzojn rrjetetrajonale pr t ndar informacionet dhe

msimet n nivel qarku.

Prfituesit kryesor t projektit do tjen: prdoruesit lokal t organizuarn shoqatat e prdoruesve t pyjeve dhekullotave komunale, grupet prodhuesedhe grupet e grave, Federatat rajonaledhe kombtare t pyjeve komunale,njesit e qeverisjes vendore sidomosstaffi q merret me menaxhimin e pyjevedhe kullotave komunale n komunat eprzgjedhura.Projekti do t zbatohet n 24 komunat przgjedhura n 9 rajona t venditsi: Shkodr, Kuks, Dibr, Lezh, Ti-ran, Elbasan, Berat/Vlor, Kor dheGjirokastr.

Albora Kacani (FKPKK) bri nj pre-zantim mbi aktivitetet e zhvilluara ngaFederata n kuadr t zbatimit tStrategjis Kombtare t Angazhimit.

Deri tani jan zhvilluar 2 takime t KKK,3 takime rajonale pr projekt ligjin epyjeve dhe kullotave, sht hapur fush-ata ndrgjegjsuese pr shtjet gjinoreme moton EDHE UNE VENDOSdhe ka nisur identifikimi dhe hartografi-mi i prdoruesve tradicionale n fsha-tra pilot n Puk dhe Fier.Sipas programit t dits pjesa tjetr etakimit iu dedikua diskutimeve t hapu-ra mes antarve t komitetit. Pjes erndsishme e diskutimeve ishte sht-

ja e informalitetit q ekziston n pr-dorimin e pyjeve, eksportin e druve tezjarrit dhe qymyrit si dhe abuzimeve ngakompanit e shfrytzimit. Abuzime kame shfrytzimin e parcelave jasht kon-

trate dhe fuqin puntore. Kjo edhepr shkak t mungess s kontrollit ngaana e organeve shtetrore. Pr sa i pr-ket eksportit n Shqipri nuk ka shifrat sakta. Sipas burimeve jo zyrtare 600mij m3 dru zjarri dhe qymyr ekspor-tohen ndrkoh q n shifrat zyrtaredeklarohet vetm 10% e ksaj shifre.Pavarsisht nisms s fundit t marrnga Ministria e Mjedisit pr ndalimin eeksportit ai ende vazhdon n disa rre-the t Shqipris. Po ashtu, problemserioz paraqitet prerja e pyjeve. Aktual-isht Shqipria nga 1 milion ha pyje prod-hon rreth 1,5 milion m3 materialdrusor dhe shfrytzon rreth 4 milionm3. Pra pritet 3-4 her m shum serritja vjetore (vetm qarku i Kors si-

n dhmb deri n ditt e sotme njeriu me karakteris-tikat ilire dhe me trashgimi t asaj jete.Kosova sht vend shum i pasur me livadhe dhekullota. 15% e siprfaqes s prgjithshme t saj ose161.400 hektar jan t mbuluara me vegjetacion tbujshm n periudha t ndryshme t vitit. Nga kjohapsir 20 % ose nj e pesta gjendet pikrisht n ktkomun t vogl e t harruar.Komuna e Sharrit sht karakolli i Kosovs. Ajo shtri-het n nj lartsi mbi 1000 m mbi nivelin e detit. Aty kapak tok bujqsore, por siprfaqja me livadhe e kullotaarrin n 75% t territorit ose n rreth 32.000 hektar.Banort e ksaj ane pr kt arsye tradicionalisht janmarr me blegtori. N kullotat e pasura t ktyre hap-sirave, npr mijvjear, kan kullotur me dhjetramijra krer bagti, t cilat i kan lidhur banort aty,nga t cilt jan themeluar 37 vendbanime.Deri para nj shekulli kur edhe ky vend ka qen Sh-qipri dhe nuk ka pasur kufij, kto bagti kan dimru-ar n fushat e Selaniku, ku jan br kmbimet dhefurnizimet e dyanshme. Edhe sot m t moshuarit iprcjellin t gjalla rrfimet e baballarve t tyre prrrugn pes javshe t karvanve t cilt zbrisnin

rja e druve pasi gjendja sa vjen e rndohet. Prandaj rekomandohet q sam shpejt t gjendet nj balanc midis zhvillimitrural dhe turizmit ku mund t prfitojn s i komu-nitetet vendore ashtu edhe shteti.Pjes e diskutimeve ishte edhe reforma inst itucio-

nale e ndodhur s fundmi n Ministrin e Mjedis-it. Pr antart e komitetit sht shqetsuese situa-ta ku shum inxhinier e teknik pyjesh jan push-uar nga puna dhe zvendsuar me njerz jashtprofilit. N sektorin e pyjeve jan br shum re-forma, por ende nuk ka nj struktur t fort, pa-

varsisht mbshtetjes s dhn nga donator thuaj, sugjerimet e t cilve nuk jan marr parasy-sh. Sipas prfaqsuesit t Delegacionit Europiann Shqipri, z.Antoine Avignon, pr sektorin epyjeve nuk mungojn ekspertt, por mjetet. Ai sollidisa nga rezultatet e nj studimi t Montpelliespr pyjet komunal ku kan nxjerr se problemmbetet pronsia dhe t drejtat e pronsis. Poashtu, sipas studimit kalimi i pyjeve nga shteti tekkomunat nuk sht shoqruar me ekspertt dhefondet prkatse. Sipas Komitetit kjo situat du-

het t rishikohet n prputhje edhe me reformnadministrative ku njerzit e specializuar dhe mearsimin prkats t afrohen pran Shrbimit Py-

jor Shtetror dhe Njsive t Qeverisjes Vendoresi pronare t 44% t siprfaqes s pyjeve dhe kullo-tave t Shqipris.

Domosdoshmria e nj Inventari Kombtar prpyjet dhe lehtsimi i procedurave pr regjistrimine toks pyjore dhe kullosore pran ZRPP ishinpo ashtu dy rekomandime q dha nga Komiteti.Projekti i ri i Banks Botrore mbshtetur njpjes edhe nga Ambasada Suedeze q pritet tfilloj n fillim t

vitit t a rdhshmparashikon pr-fundimin e inven-tarit kombtar t

pyjeve dhe kadas-trs pyjore. Pr-faqsuesi i am-basads suedeze,z.Robert Nygrdinformoi t pran-ishmit q nj grantprej 10 milioneurosh do t jepetnga Suedia kuMinistria do tket nj fond prej 4 milion eurosh. Skema do tfunksionoj kt radh me thirrje pr aplikimepr Shoqatat e Prdoruesve t Pyjeve dhe Kullo-tave dhe organizata t tjera pr zbatimin e puni-meve t ndryshme si pyllzime, frutikultur, siste-me ujitse etj.. Struktura e dhnies s fondeve do

t quhet IPA Rural Development. Aspekti tjetrqe prmendi z. Nygrd sht bashkpunimi meZRPP pr inventarin total t pyjeve.Prfaqsues t Federatave t Pyjeve Kuks dhe Fierndan me komitetin disa nga prvojat e puns styre. Nj nga prvojat pozitive n Kuks sht q

Interesimi dhe pjesmarrja n ktfest ishte shum e lart, kryesisht banor ven-das, si edhe nga i gjith qarku i Kuksit e qarqet tjera t vendit, por edhe prfaqsues nga Ko-sova, Maqedonia e Mali i Zi.I ftuar n kt takimishte Presidenti i Republiks Bujar Nishani.Rrethi i Tropojs njihet n Shqipri pr sipr-faqen e konsiderueshme me pyje gshtenje, ndajdhe tashmn kt rreth sht kthyer n traditzhvillimi i Fests s Gshtenjs do vit. Fruti igshtenjs, sikurse dihet ka nj prdorim shumt gjer, duke filluar q nga prdorimi m i thjesh-t qsht pjekja apo zierja e tyre, e deri tereelrat e mblsirat, pa ln mnjan ktu edhemjaltin e mrekullueshm e kurativ t gshtenjs.Qllimi i ksaj feste sht promovimi i vleraveushqimore, shndetsore dhe ekonomike t frutitt gshtenjs. Bashkimi ndrmjet prodhuesve bn t unifikohetteknologjia e prodhimit dhe e prpunimit, t uletkostoja e trajnimeve dhe veprimtarive t prbash-kta, ulet kostoja e ertifikimit sepse nuk erti-fikohet do prodhues, por vetm nj mostrprfaqsuese e fermerve. N grupet e ferm-

shum fitimprures dhe nuk paraqetveshtiresi. Momentalisht mimi i njkilogrami fruta te freskta, sht 2 Euro,q sht nj mim shum i mir. Nganj hektar, mund t vilen n nj vitrreth 15 mij kg mjedr. Pra brendanje sezioni arrihet te relizohet nje vlererreth 30 mije Euro, ku vetem ne vitin epare kemi nje fitim 18 mije Euro perhaktar. Nje plantacion mjedre llogaritette kete jetegjatesi deri 15 vite. ka beneqe ne 14 vitet e tjera ( kur kryhen vet-em sherbime), fitimi neto do te jeteakoma me I madh. Kerkesat e tregutevropian per kete frut te prodhura bren-da standarteve te caktura jane shume tmedha. Eksportet bhen kryesisht nvendet e Bashkimit Europian, duke fil-luar nga Gjermania, Austria, Holan-da, etj. Mjedra si product I fresket ka

Forest for Local Economic

Development (FLED), 2014-2018This project relates to a four year col-

laborative programme of communal for-ests and pastures capacity building and

organizational strengthening. Theproject consolidate, replicate and buildfurther on earlier programs and invest-

ments to the forestry and natural re-sources sector in Albania. The project

will be implemented by CNVP Con-necting Natural Values and People and

financed by Sweden through Swed-ish International Development Cooper-ation Agency (Sida). Swedenhas made

an important contribution to promotemore effective decentralized manage-

ment of natural resources in Albania,more specifically to Communal Forestand Pastures (CFP).The project will

support strengthening of civil society

organizations, promoting better repre-sentation and accountability in the for-est sector, providing for a more enabling

policy, legal and institutional environment,sustainable management of forests andpastures, contributing towards more

equitable and sustainable development.These are in line with the stated inten-

tion of Albania for EU accessionThis project will promote improved de-

centralized decision making, planningand implementation for communal for-ests and pastures in support of more

inclusive economic development. Theproject will extend the registration of

forest and pastures as properties ofcommunes and in particular participa-tory mapping according to traditional

users at village level, which is consid-ered as crucial for economic develop-

ment and sustainability of the transferprocess. Within this framework of se-

cured land tenure the project will sup-port sustainable communal and forestmanagement practices, the support to

specific communal forests product val-ue chains and related income genera-

tion and address required supportivepolicy and legal environment and re-quired capacities of the different actors

involved. It will support the capacitiesand roles of the Federations at national

and regional level regarding their func-tioning, representations and service de-

livery as well as the functioning of theFPUAs at local level.The projects main objective is: Improved

decentralized and sustainable Com-munal Forestry providing increased

production, service and income to ru-ral communities. This will be achieved

through the following 5 outcomes:Outcome 1: Improved decentral-ized CFP area management and

secured property/user rights inexisting and new target

communes;which include: Improvedcapacities of LGUs to manage CFP ar-eas in collaboration with FPUAs;Se-

cured property rights at LGU level andsecured user rights for CFP users;

Online database with cadastral mapslinked to forestry related data such as:

biomass, forest carbon stock, biodiver-sity and other data;Strengthening thefunctioning of stakeholders related to

CFP management through regional coregroups (existing and new)

Outcome 2: Enhanced relevanceand sustainability of FPUAs, Re-

gional Federation and National Fed-eration, whichwill lead to the followingresults: Improved structure and func-

tioning of FPUAs, Regional Federationsand National Federation through nec-

essary institutional changes and dem-ocratic elections; Increased capacitiesof targeted FPUAs; increased service

delivery of targeted Federations; Im-proved civil society actions for anti-cor-

ruption issues in support of enhancedforest governance

The beneficiaries; the key groups andorganizations to be targeted by thisproject include: local users organized in

Communal Forest and Pastures Asso-ciations (FPUAs), their related produc-

er and women groups and their repre-sentative organizations of Regional and

National Federations of communal for-est and pasture users; local govern-ment units and especially the staff deal-

ing with CFP within identifiedCommunes.The project will be im-

plemented in 24 target com-munes of the 9 regions in Albania:

Shkodra, Kukes, Diber, Lezha, Ti-rana, Elbasan, Berat, Korca,Gjirokastra.

Besides the direct beneficiaries, theproject is cooperating with different

partners. These organizations are im-portant in the functioning of proper com-munal forestry. The project will howev-

er focus its capacity building on theproject beneficiary groups. In the inter-

est of the main stakeholders for com-munal forestry the other organizations

well managed forest followed short-ly afterwards.The Forest Stewardship Councilpromotes environmentally appro-priate, socially beneficial, and eco-nomically viable management ofthe worlds forests and, throughcertification, creates an incentive forforest owners and managers to fol-low best social and environmentalpractices. The growing demandfor FSC certified products tells for-est owners that businesses and con-sumers prefer products from wellmanaged forests.The purpose of this paper is toexamine the benefit arising fromimplementing the FSC system,from a conceptual perspective as

well as looking at its practical appli-

cation.A case study by WWF (WorldWide Fund for Nature) and CI-FOR (Center for InternationalForestry Research) is mentioned,concerning the social and environ-mental aspect, on benefit receivedby local population in Congo Ba-sin when a logging companyachieved the FSC certification. Thesocial performance of nine forestmanagement units (FMU) certifiedby the Forest Stewardship Council(FSC) has been assessed and com-pared with the performance of ninesimilar non certified FMUs inCameroon, Republic of Congoand Gabon. Results showed thatthe longer the certified Company

operated in the area, the deeperthe social relations with the neigh-boring population became. This,in itself, is conducive to an environ-ment in which there is less conflict

between the local population andlogging companies. Only aftercompanies decided to pursue cer-tification several practical social im-provements occurred. In particu-lar, in certified FMUs, the studyidentified better working and liv-ing conditions for workers andtheir families and more inclusiveand better governed institutionsfor negotiations between the localpopulation and logging compa-nies. Additionally, the study iden-tified a better managed and moreeffective benefit-sharing mecha-nism and innovative ways of deal-ing with problems related to in-fringement of customary uses.Concerning the economic aspect

we can see below some diagramsshowing the increased acreage ofFSC certified forests from 1997to 2013 in Italy and globally; thepositive trend clearly shows the in-creasing economic relevance of thecertification process along the

years.Beside its relevance in terms of

The meeting was held in the f rame-work of the implemen tation of theNational Engagement Strategy for For-ests and Pastures in Albania.The Natio nal Coordina tion and Consultative Co mmittee has been set upto facilitate a national dia logue amongthe different ac tors involved in thegovernance of for ests and pasturesin Alba nia and to build an enablingpolicy, legal and institution al envi-ronme t for securing traditional u serspasture and forest rig hts.The second meeting of the Com mit-tee was attended by r epresentativ esof the Al banian Parliament, SwedishInternational Development Cooper-atio n Agency (SIDA), EU Delega-

tion to Albania, Immo vable Proper-ty Registration Office (IPRO ), Con-nectin g Natural Values and PeopleFoundation (CNVP) and represen-tatives of civil society org anizations suchas Fores t Regional F ederations (Kor, Kuks , Fier districts), The Live-stock Entrepre neurs Association ofAlbania (LEAA), The Cente r ofStudies and Consultations NATURE, Trans b order Wildlife Associa-

tio n (TWA) an d H e r b a lFriends Assoc iation (Annex at-tached).The opening speech w as held by Mr.Vezir Muharremaj (NF CFPA) who

w elcomed the participants. In hisspeech h e emphasized the degrada-

tion of the sta te forest serv ice underrec ent reform taken by the Ministryof Environ ment. Speak ing aboutthe draft law on forests and pastures,he mentioned that the work s houldcontinue as currently t he draft is stillat the Minis try of Enviro nment. Ac-cording to him it is time to st op theongoing destruction of the forests.

Ms.Valbona Ylli (LEA) presentedth e purpose an d objectives of themeeting. The objectives of the m ee-ting were to discuss the sit uation ofthe forestry sector facing the c hangesdue t o administrative-territorial re-form and the forests and pasturesdraft law. Another objective was shar-

ing experience and information withthe members of the Committee onthe activities developed so far underthe National Engagement Strategy.Ms.Albora Kacani (NFCFPA)made a presentation on the activitiescarried out by the Federation in theframework of the National Engage-ment Strategy. Until now there areorganized two CCC meetings, threeregional meetings on the draft law of

forests and pastures. There waslaunched the awareness raising cam-paign on gender issues with the slo-gan "I decide as well" and it started theidentification and mapping of tradi-tional users in pilot villages in Pukaand Fier.

According to the program the rest ofthe meeting was dedicated to an opendiscussion among committee mem-bers. An important part of the dis-cussion was the issue of informalitythat exists in the use of forests, ex-port of firewood and charcoals as

well as the abuses by private forestcompanies. There are noted abusesin the exploitation of timber in par-cels outside the contract and with the

workforce. This is also due to the lackof control by state institutions. Thereexist no exact figures regarding theexport in Albania. According to unof-ficial sources 600 000 m3 of firewoodand charcoal are exported yearly

while the official figures stated only

10% of that figure. Despite the recentinitiative taken by the Ministry of En-

vironment to ban exports, it still con-tinues in some districts of Albania.In addition, a serious problem ap-pears to be the forest cutting. Cur-rently Albania from 1 million ha offorests produces about 1.5 millionm3 wood and exploits about 4 mil-lion m3. So it is cut 3-4 times morethan the annual growth (according

to some observations, in Kora dis-trict there are consumed yearly about250 000 m3 firewood for heating).Due to the aggravation of the situa-tion, the committee proposed theimmediate halt of export and cut-ting. If the export continues, apartthe loss of the forest area it contin-

ues the damage of the overall land-scape that nature offers for the de-

velopment of the mountain tourismsuch as the case of Lura NationalPark. Therefore it is recommend-able to find a balance between ruraldevelopment and tourism whereboth local communities and the statecan benefit.It was discussed also regarding theinstitutional reform which took placerecently in the Ministry of the Envi-ronment. For the members of thecommittee this is a serious situation

where forest engineers and techni-cians are fired and replaced with noeducation in forestry field .There

have been many reforms in the for-estry sector but it has still a weakstructure, despite the support givenby donors, whose suggestions arenot taken into account.

According to the EU delegation rep-resentative in Albania, Mr.Antoine

Avignon, in the forestry sector thereis a lack of tools and not experts. Hementioned some results of a studyfrom Montpellier regarding com-munal forests where it was report-ed that there are problems withownership and property rights inforests and pastures. According tothe same study the transfer of for-ests from the state to Local Govern-ment Units is not accompanied by

transferring the experts and fundsas well. According to the Commit-tee this situation should be re-

viewed in accordance with the ad-ministrative reform where special-ized people and with the relevanteducation should approach theState Forest Service and the LocalGovernment Units as the ownersof 44% of the forests and pasturesarea of Albania.

Two more recommendations giv-en by the committee were the neces-sity of a National Forest Inventoryand facilitation of procedures forregistration of forest and pastureland at Immovable Property Regis-tration Office ( IPRO). The new

World Bank project which will be

supported partly by Embassy ofSweden, is expected to begin earlynext year foresees the completionof the national forest inventory andforest cadastre. Swedish EmbassyRepresentative, Mr. Robert Nygrdinformed the comitte that a grant of10 million euros will be provided bySweden out of which the Ministry

will have a fund of 4 million.Thisscheme will work with "call for appli-cations" for Forest and Pasture Us-ers Associations and other organi-zations for the implementation of

various works such as afforestation,irrigation systems, orchards etc. Thegrant structure will be called "IPA

Rural Development". Another as-pect mentioned by Mr.Nygrd wasthe cooperation with IPRO for theforest inventory.Representatives of Kukes and FierFederations shared with the com-mittee some of their work experi-ence. A positive experience in Kukesis that 10 out of 24 Communes haveregistered the forests and pasturesin the IPRO offices. The Commit-tee encourages the continuation ofthis process all over Albania.

Another positive experience fromKukes is the establishment of the first

Agricultural Cooperative Society forthe chestnut trees. In the meantimein Fier, in the framework of the na-

tional engagement strategy, with theassistance of the Federation, startedthe mapping and identification ofproperties (land, forests and pas-tures) in Seman village.Speaking about the draft law on for-ests and pastures, the representa-tive of the Albanian Parliament, Mr.Besnik Bare, promised that soonthe Productive Activity, Trade andEnvironment Parliamentary Com-

mittee will organise a public hearingwith the stakeholders. According tohim the Productive Activity, Tradeand Environment ParliamentaryCommittee has created a good ex-perience because hearings ar-ranged by ministries are often orga-nised withouth involving all

stakeholders.He invited the mem-bers of civil society to insist more formeetings with the commission topresent their concerns and to exer-cise the appropriate pressure to stateadministration. He also suggestedthat civil society actors should havea more powerful voice in the me-dia. Mr. Bare said that all availabledata should be publicated, you mustinform the parliament and also findthe possibility to contact directly withthe prime minister. He said that theconcern of the Committee to haltthe export of firewood and charcoal

will be forwarded by him to the PrimeMinister.

In the framework of the discussionthere was highlighted the need to ad-dress urgent issues such as the draftlaw, the issue of ownership and rightsto forest and pasture which is still unre-solved, the issue of degraded lands thatare neither forest or agricultural landand the trend of treating the forest as aseparate share and not as part of ruraldevelopment. This relates to the rec-ommendation of the National Feder-ation that the Forests and Pasturesshould be under the Ministry of Agri-culture.

At the end of the meeting it was es-tablishment of a working group toorganize a meeting with the Ministerof Environment in order to address

the main identified issues The groupconsists of Mr.Vezir Muharremaj,Ms.Albora Kacani, Mr.Pal Cokudhe Mr.Rexhep Ndreu.The NFCFPA thanks the membersof the National Committee for the

valuable contribution given in thismeeting and hopes in their supportin future meetings for building a pe-riodic dialogue between governmentand civil society institutions.

a key role in the livelihoods of therural population (47% of the totalpopulation) by providing energy,food, employment opportunities

and ecosystem services.During the last 25 years the forestsin Albania have undergone sub-stantial socio economic changes.One of the important changes oc-curred is in the forms of owner-ship. Before '90 in fact only the stateownership was recognized. Cur-rently, as a result of the reformsstarted in 1996, about 44.5% of theareas' ownership (forests and pas-tures) have been transferred to thelocal government units called "com-munal forests". The residual 55%is split on private (5%) and state

forest (50%). These changes arealso reflected in the forest prod-ucts market which, due to the lackof quantity and quality products, isin a poor condition. Illegal export,

the poor implementation of lawsand the absence of rules, made the

internal market not competitivewith the European market.The transition period has been ac-companied by uncontrolled har-

vesting practices, illegal logging and

uncontrolled fires, leading to for-estry areas degradation.

Currently in Albania there is nocertified forest. Due to the abovementioned reasons, it is noteasy to talk about forest certi-fication in Albania. The social,

economic and environmentalbalances of sustainable forestmanagement are in fact hardlyrespected.To guarantee a l ong term s us-tainability of the Albanianforest and at the same timeto create additional compet-itiveness to the local loggingindustry, it is therefore rec-ommended to encourage theforests certification in all ar-eas where it is possible topromote and improve theirmanagement.
