Increased government commitment to improving regulation for entrepreneurship. Evidence could include: A written strategy document

outlining policies to come Public announcement from the

executive office of a commitment to improve regulation for entrepreneurship

Creation of new government ministry / minister / taskforce focused on entrepreneurship regulation

Implementation of policies that improve regulation for entrepreneurship. This could be measured using wide range of indicators, depending upon the policy implemented. Examples include: Adoption of a policy i.e.

passing a policy into law that improves regulation for entrepreneurship

Enforcement of the policy i.e. by banks, the judicial sector

Feedback from entrepreneurship stakeholders that regulation has improved. We would recommend using the World Bank Doing Business study index indicator – Distance to Frontier. Governments would be aiming for a reduction in the distance to frontier as their policies are created and implemented. Governments can also conduct qualitative research (which could include interviews or focus groups) with key entrepreneurship stakeholders to better understand the impact that policies are having. Lawyers that work with multiple growing businesses, and serial entrepreneurs would be good people to interview. The sample should include participants from mixed sectors, backgrounds and geographies to verify that any changes have been seen across beneficiary groups.
