ELL STATUS IS CORRECT When a family has correctly indicated a
language other than English in the child’s home or background, and the child has been found to qualify for ESL services based on KMODEL or WAPT screening, Wisconsin state law requires yearly assessment for English Language Proficiency.
http://docs.legis.wisconsin.gov/code/admin_code/pi/13.pdf#page=2
There is no “opt out” clause that would allow families to choose to remove their child from this mandatory assessment.
