Ⅰ. 러시아
1. 석유산업정책
○ 푸틴정권의 석유산업정책은 정책기조인 ‘강한 정부’와 ‘집권 장기화’
추진과 연결되어 정부통제 강화, 국영기업 중심의 산업구조 개편으로
나타나고 있음.
- 1990년대 시장주도의 경제개발 방식에서 정부주도의 방식으로 전환
하고, 정부의 역할과 기능을 강화
- 에너지 기업의 독점해체 작업을 사실상 중단하고 국영기업(로스네프
츠, 가스프롬, UES of Russia)을 중심으로 에너지 산업 재편
- 국영 석유기업인 Rosneft를 세계적인 메이저 기업으로 성장시키기
위해 정부차원에서 적극적으로 지원
○ 러시아 정부는 석유자원의 해외수출을 통해 벌어들인 외화자금에 세
금을 부과하여 경제발전, 소득수준 향상, 사회간접시설 건설 등의 재
원으로 지출하려고 함.
- 원유와 석유제품에 대해 지하자원채굴세, 수출세, 물품세 등을 부과
하고 있으며, 조세부담이 큰 수출세율은 국제유가와 연동되어 조정
- 국제 유가변동에 따른 거시경제 불안정 가능성을 예방하기 위해 안
정화기금을 운영

- 석유기업들의 해상 광구의 탐사・개발 활동을 촉진시키기 위해 동 부
문의 투자 사업에 대해 조세감면 혜택 제공
○ 외국자본의 대러시아 에너지자원 개발 진출을 제한하는 자원민족주
의 정책 추진을 지속・강화
- 외국기업에게 제공되었던 각종 특혜제도 철폐
- 지하자원법, PSA법 개정을 통해 러시아내에서 외국기업 주도의 자
원개발 사업 추진 불허
- 기존에 외국기업 주도로 추진되고 있는 개발사업에 대해 각종 행정
규제를 강화하고, 이를 통해 개발권을 러시아 기업에게 이양하도록
압력 행사
2. 수급 현황과 전망
○ 1990년대 말부터 가시화되었던 러시아 석유매장량 증가세가 최근 들
어 정체 현상을 보이고 있음. 주요 원인은 다음과 같음.
- 신규매장지의 경우 개발 여건 악화에 따른 생산 비용 증가
- 자원민족주의 정책 강화에 따른 대러시아 외국인투자 증가세 주춤
- 석유기업에 대한 과중한 조세부담과 시장에 대한 정부간섭 강화로
민간부문의 투자 부진
○ 현재 신규 매장지역으로 동시베리아지역, 사할린지역, 티만-페초라 지
역, 카스피해지역, 캄차트카지역 등에 대한 활발한 탐사・개발이 이루
어지고 있음.
- 그러나 현재와 같이 개발부문에 대한 러시아 국내 투자여건이 좋지
않은 상황에서 탐사단계가 곧바로 개발 및 생산단계로 이어질 지는
의문

○ 고유가 상황에서 러시아 석유의 해외 수출은 전년대비 12% 증가하였
음.
- CIS역외 지역에 대한 수출은 증가하는 대신 역내 지역에 대한 수출
은 감소
- 동시베리아・극동지역에 대한 유전개발이 이루어지면서 아・태지역으
로의 수출도 증가 추세
- 러시아 산업에너지부는 2020년까지 대 아・태지역 석유수출 비중을
현재 3%에서 30%까지 증대시킬 계획
3. 수송체계
○ 러시아 석유산업 발전에 있어서 가장 커다란 걸림돌 중에 하나가 바
로 수출용 수송인프라 부족임.
- 현재 원유의 해외 수송은 주로 파이프라인과 원유수출 항구를 통해
서 이루어지고 있으나 수송물량에 비해서 이들 시설이 턱없이 부족
한 실정임.
- 석유기업들은 국내시장과 해외시장간의 가격차이로 인해서 국내공급

보다 해외수출을 더 원하고 있음. 그러나 수송인프라 부족으로 인해
원하는 만큼 해외수출을 하지 못하고 있음.
○ 러시아 정부는 파이프라인망 관리・운영에 있어서 독점적 권한을 국
영기업인 트란스네프츠에게 부여
- 트란스네프츠는 정부의 지시를 받아 해외 원유수출 물량을 통제함으
로써 러시아 국내의 원유수급을 조절
○ 러시아내 석유제품 파이프라인망도 국영기업인 트란스네프츠프로덕
트에 의해서 독점적으로 관리・운영되고 있음.
- 석유제품의 국내외 수송은 철도와 파이프라인을 통해서 이루어지지
만, 고품질 석유제품의 수송은 수송과정에서 다른 석유제품과 혼합
되는 것을 막기 위해 주로 철도로 행해지고 있음.
○ 러시아내 원유 및 석유제품 파이프라인망이 국영기업에 의해 독점화
되어 있는 관계로 운영의 비효율성과 불투명성, 대규모 민간 투자자
금 확보 제약 등의 문제점을 갖고 있음.
- 러시아 정부와 국영 수송기업들은 수출용 수송노선을 확충하기 위한
사업을 우선적으로 추진
- 투자자금은 정부 재정, 수송 요금, 해외신용 등을 통해서 마련되고
있음.
- 러시아 국내 및 해외 민간 기업들의 지분참여를 통한 투자진출은 가
능한 허용되지 않고 있음.
○ 현재 우선적으로 추진되고 있는 투자 사업은 수출수송 능력을 확충
하는 것임.
- 석유수출터미널(발틱해, 흑해, 태평양연안, 북극해 연안 등)까지 파이
프라인 확충 또는 신규건설

4. 석유기업
○ 2005년 석유기업별 원유생산을 보면, 루크오일이 87.84백만 톤으로 계
속해서 부동의 1위 자리를 차지
- 국영기업인 로스네프츠는 유코스 자회사였던 유간스크네프츠가스를
매입하면서 2005년에 74.42백만 톤의 원유를 생산하여 과거 7위에서
3위로 상승
- TNK는 BP와 50:50으로 TNK-BP를 설립하면서 BP의 선진 탐사・개발
기술을 지원받아 원유생산 증대 실현
○ 러시아 수직통합형 석유기업들은 기존 매장지의 고갈에 따른 매장량
감소 추세를 극복하기 위해 독립계석유기업 매입, 기존 매장지에서의
원유 회수율 증진, 신규 매장지 탐사・개발 활동 촉진, 그리고 석유정
제부문의 경쟁력 향상 등을 추진
- 석유자산 증대를 위한 투자자금 마련을 위해 적극적으로 해외 금융・
자본시장에 진출
- 러시아 국내외 지역에서 경질 석유제품에 대한 높은 수요 증가세를
감안하여 정제시설 현대화 및 고도화 사업 추진
○ 1990년대 초 민영화 추진으로 형성되었던 10개 수직통합형 석유기업
구도는 현재 3강-2중-1약 체제로 되었으며, 장기적으로 3강 또는 2강
체제로 재편될 것으로 예상
- 민간기업인 루크오일과 국영기업인 로스네프츠, 가즈프롬 네프츠는
세계적인 메이저 기업으로 성장하기 위해 노력
・ 가즈프롬은 시브네프츠를 인수하여 가즈프롬 네프츠로 석유산업에
본격적으로 진출

・ 사실상 청산과정을 밟을 것으로 예상되는 유코스는 로스네프츠에
흡수될 것으로 보임.
・ 현재 슬라브네프츠는 실질적으로 가즈프롬 네프츠와 TNK-BP에
분할 경영되고 있음.
- 만약 장기적으로 로스네프츠와 가즈프롬간 통합이 다시 추진된다면
러시아 석유산업은 1개의 민간기업(루크오일)과 1개의 국영기업(로스
네프츠/가즈프롬) 체제로 재편
- 2중에 속해 있는 수르구트네프츠가스와 TNK-BP는 장기적으로 로스
네프츠 또는 가즈프롬 네프츠에 통합될 가능성도 있음.
- 1약에 속하는 타트네프츠는 일정 지역에 국한되어 활동하는 독립계
석유기업으로 남거나 아니면 다른 기업에 흡수될 것으로 보임
5. 동북아지역내 협력사업
○ 석유부문에 한-러간에 현재 논의・추진되고 있는 협력 사업은 다음과
같음.
- 서캄차트카 해상광구 탐사 사업은 상업성 확보시 2009년부터 개발・
생산단계로 진입
- 캐나다 기업과 협력하여 추진 중에 있는 캄차트카 육상 유전 사업은
2008년 이후부터 탐사사업 추진
- 2007년 중에 실시 예정인 사할린-Ⅲ내 Kirinsky광구 입찰에 로스네
프츠와 컨소시엄을 구성해서 참여하는 것을 러시아측과 현재 논의
중에 있음.
- 장기적으로 동시베리아 지역내 유전 개발 사업에 러시아 기업과 협
력하여 참여하는 것을 추진
- 2008년 동시베리아-태평양 1단계 송유관 건설 사업이 완료되면 2009

수송, 원자력 등에 걸친 광범위한 에너지 협력사업 추진에 합의
- 양국 에너지 국영기업은 전략적 제휴를 통해 상・하류부문의 교차투
자 합의
- 러시아는 중국에 대해 60~80bcm의 대규모 가스공급 약속
- 동시베리아・극동지역에 잉여전력을 중-러간 송전선을 건설하여 중국
에 공급
- 중국의 원자력 발전 사업에 러시아 기업들이 참여하기로 합의
Ⅱ. 중 국
1. 석유수급상황
○ 원유 1차 정제량은 2000년의 2.1억 톤에서 2005년 약 2.85억 톤으로
증가되었음. 2004년 중국의 석유제품 생산량은 16,383만 톤으로 그중
휘발유는 5,250만 톤, 등유는 971만 톤, 경유(diesel)는 10,162만 톤이
었음. 석유제품 총소비량(생산량+수입량-수출량)은 16,144만 톤으로
그중 휘발유는 4,709만 톤, 등유는 1,062만 톤, 경유는 10,373만 톤이
었음.
○ 2005년 석유제품 생산량은 전년 동기대비 6.2% 증가한 17,400만 톤이

었고, 총소비량(생산량+수입량-수출량)은 전년 동기대비 3.68% 증가한
16,760만 톤이었음. 그 가운데 휘발유과 경우의 소비량은 각각 5,405
만 톤과 11,062만 톤에 달함.
○ ‘제 10차 5개년 경제계획’기간 동안 중국 석유산업은 ‘동부지역 안정,
서부지역 개발, 해양지역 가속화’의 발전전략을 통해 국내 석유 생산
량을 증대시키는데 노력해왔음. 원유 생산량은 2000년의 1.63억 톤에
서 2005년 1.81억 톤으로 연평균 2.5% 증가함.
○ 중국의 각 관련 연구기관의 연구결과를 종합해보면, 중국의 원유 생
산량 최고 성수기는 2010~2015년 전후로, 최대 산유량은 2억 톤 정
도에 이를 것으로 전망되며, 2020년에는 1.9~2.0억 톤가량을 유지할
것임.
2. 석유산업 현황
○ 2000년 중국 석유․가스 자원평가 결과에서는 중국의 석유 부존량은
이론상 약 1,021억 톤에 이를 것으로 추정하고 있음. 기술과 경제적인
조건들을 종합적으로 분석해보면 최종적인 석유 가채량은 140~160억
톤 정도에 이를 것으로 보임. 2004년 말까지 누계된 석유지질 확인
매장량은 247억 톤으로, 자원 확인율이 24%에 불과해 확인매장량은
향후 더욱 크게 증가할 전망임. 누계 확인 가채매장량은 67억 톤이며,
70~90억 톤 가량의 가채 매장량이 더 발견될 것으로 기대됨. 잉여가
채 자원량은 24억 톤, 가채년수(reserve-production ratio)는 14년임.
○ 2004년 말까지 중국의 원유 1차 정제능력은 3.14억 톤에 달했고, 원유
정제량은 2.7억 톤, 휘발유․등유․경유 3가지 종류의 석유제품 생산
량은 총 1.6억 톤을 기록하여, 국내 시장 수요량을 기본적으로 충족시
킴. 중국의 원유 1차 정제능력은 세계 제 3위 수준이며, 정유기술은
기본적으로 자체 개발을 통해 국내에서 확보하고 있음.

○ 현재 중국 원유정제 산업의 특징을 살펴보면, 첫째 기업분포가 분산
되어있고 그 규모가 매우 작음. 둘째, 전체적인 기술수준이 낮고, 혁
신능력이 뒤떨어져있음. 셋째, 국내 석유 자원이 부족하고 석유제품
수급구조가 비합리적임.
○ 중국이 해외에서 지분을 가지고 있는 잉여 가채 매장량은 6억 톤 이
상이며, 원유 생산 능력은 3,000만 톤을 초과, 천연 가스 생산능력은
35억 ㎥를 넘어섬. 3대 중국석유회사는 해외 석유․가스 탐사개발에
참여함과 동시에 해외 기술 서비스 범위를 계속 확대시킴. 또한 중국
정부는 국내 석유 기업들이 ‘적극적인 시장 개척, 신중한 정책 결정,
안정적 발전 도모’이라는 방침을 수행할 수 있도록 적극 장려하고 있
음.
○ 중국 석유천연가스공사(CNPC) 은 석유와 천연가스 상․하류 사업과
석유가스유전 건설기술 서비스, 석유물자설비 제조 및 공급 등 업무
를 포괄하는 통합형 에너지 회사로, 전 세계 50대 석유회사 가운데 9
위를 차지하고 있음. CNPC는 일일 원유 219만 배럴 이상, 천연가스
28억 입방피트, 가공 원유량 180만 배럴을 공급하고 있음.
○ 중국석유화공집단공사(Sinopec)의 주요 업무를 살펴보면, 실물 투자와
투자 관리, 석유천연가스 탐사, 채굴, 수송(파이프수송 포함), 판매 및
종합 이용, 석유 정제, 휘발유 및 등유, 경유 제품의 도매, 석유화학공
업 및 기타 화학공업 제품의 생산, 판매, 보관, 운송이 있음.
○ 중국해양석유공사(CNOOC)는 중국에서 3번째로 큰 국가 석유 기업으
로서, 주로 중국 해역에서 대외 합작을 통한 해양 석유 및 천연가스
자원을 개발하고 있음. 해양 석유․가스 부분에서는 가히 중국 최대
의 생산기업이라 할 수 있음. 최근 몇 년간 구조조정과 자본 운영, 해
외 합병과 석유 상․하류 업무 통합화라는 전략을 성공적으로 시행
해오면서 획기적인 발전을 이룩했음.
○ 중국은 수송관을 중심으로 한 석유 수송 시스템을 구축했고, 서부 원

유의 동부 수송, 북부 원유의 남부 수송 등 석유 수송관의 기본 구조
가 화북, 중부, 동북, 서북 지역에 이미 형성되었음. 2005년 현재 중국
원유 수송관을 통해 총 수송량의 70% 이상의 원유를 수송하며, 철도
를 통한 수송은 10%정도, 수로 수송은 20% 이하 수준인데 이처럼 현
재 수송관을 통한 수송 비율이 날로 커져가고 있음.
○ 중국은 1998년 석유 업계에 대해 전략적 성격을 지닌 개편과 구조조
정을 실시하였는데 석유 상․하류 부문, 국내외 무역 및 생산․판매
를 통합하는 원칙 아래, CNPC, Sinopec 2개 그룹을 설립함. 기존의
성(省)급 석유회사가 모두 위의 두개 회사로 흡수됨으로써 이들 기업
의 규모는 한층 증대되었을 뿐 아니라, 생산과 판매의 통합 부분에서
우위를 점할 수 있었음.
3. 석유산업 정책 및 제도
○ 중국 정부는 법률에 근거, 해외 기업의 육상 및 해상 석유자원 개발
및 투자 활동, 이윤과 기타 합법적 권리를 보호함.
○ 육상 석유 자원의 대외 협력 개발은 중앙 및 지방의 이익을 모두 보
호하는 원칙을 준수하여야하며, 석유가스전 소재지의 자본으로 상업
적 개발 가치를 지니는 석유가스전에 투자를 진행하는 방식을 통해
현지 이익을 적절히 보호함.
○ 국가는 해양 석유 자원에 대해 합작 개발한 외국 기업의 투자 및 수
익분은 징수하지 않음. 단, 특수한 상황이 발생할 경우 일정부분 징수
할 수 있음.
○ 석유 및 천연가스 수송관의 정상적인 운행을 보장하고, 공공 안전을
보호하기위해 중국 정부는 1989년 를 발표함.
○ 석유 석화 산업의 개혁 심화 및 원유 자원의 합리적 이용, 생태환경

의 보호, 정유 산업 구조와 제품 구조의 개편 그리고 통일된 시장 유
통 질서를 확립하기 위해, 중국 정부는 1999년 를 발표함.
○ 2001년 중국 정부는 를 발표함.
이 통지에서는 국제 시장 가격에 근거한 국내 석유 가격 조정 계획
을 명확하게 제시하고 있음.
○ 석유의 안정적인 공급을 위해 중국은 전략비축유 시스템을 도입함.
‘국가 전략 비축유를 통한 국가 에너지 안보 확립’은 이미 국민 경제
와 사회 발전을 위한 제 10차 5개년 경제 계획에 포함되었으며, ‘2005
년까지 중국의 석유 비축 능력의 800만 ㎥, 원유 600만 톤 목표수준
도 제시됨.
4. 석유산업의 당면과제와 대책
○ 석유매장량과 생산수준의 적절한 유지가 어려우며, 석유 수급 불균형
이 심화되고, 자원 수입 의존도가 높아지고 있음.
○ 경제 글로벌화와 석유 업계의 대규모 구조조정으로 중국 석유 회사
들의 대외경쟁 상황 심화.
○ 중국 석유 산업은 앞으로 시장화, 국제화, 저(低)비용화를 추구하고
기술 혁신과 함께 석유의 매장과 채굴 구조를 개선하며, 원유와 천연
가스의 균형 개발, 해외 유전과 국내 유전의 균형, 중국 1차 에너지
소비 구조의 혁신 등을 위주로 구조 조정도 실행할 방침임.
○ 적은 경제 비용으로 석유를 장기간 안정적으로 확보함으로써 국민경
제의 지속가능한 발전을 실현해야함. 이를 위해 ‘국내를 거점으로, 해
외 자원 개발, 탐사 강화 및 합리적 개발, 자원 절약과 비축 기지 건

설’이라는 발전 방침도 지속적으로 견지해나갈 계획임.
○ 해외 석유가스 개발은 ‘리스크 분산, 투자 안전 확보, 최대 이윤 회
수’라는 원칙에 입각하여 탐사 개발 방식을 확립하고, 전략적 선택
지역을 확대해나갈 계획임.
Ⅲ. 일 본
1. 석유수급 및 교역 현황
○ 세계 제2차 대전이후 급속한 경제성장을 이룩한 일본은 1990년대까
지 고속성장을 계속하여 왔음. 그러나 부동산 버불 붕괴 후 1990년
에서 2004년 사이 일본의 경제는 연평균 1.1%의 성장율을 보임. 2005
년에서 2030년 사이의 예상 경제성장률은 연 1.46%로 전망됨.
○ 일본의 인구는 경제 호황기인 1965년에서 1973년 연 1.3%의 증가세
를 보이다 점차 감소하여 1990년에서 2004년 사이에는 0.2%의 증가
세를 나타냄. 일본의 인구는 청체상태를 계속유지하다 수년 후에는
감소할 것으로 전망됨.
○ 이미 경제개발이 거의 완료된 일본의 경제는 완만한 저성장을 계속
할 것으로 보이며, 경제활동의 증가는 대부분 서비스 부문에서 이루
어 질 것임.
○ 일본의 총 일차 에너지 수요는 1980년 346 Mtoe에서 2030년 586
Mtoe로 증가할 전망임. 석유는 미래에도 가장 중요한 에너지원으로
남을 것임. 그러나 일차에너지 비중은 2002년 기준 52%에서 2030년
에는 약 42%로 낮아질 것으로 보임.
○ 원별 믹스를 보면, 에너지 안보와 환경문제의 영향으로 석유와 석탄

의 비중은 감소하고, 천연가스, 원자력 및 신재생에너지의 소비가 증
가할 것으로 보임.
○ 일본의 에너지 소비는 절대량에서는 산업부문과 수송부문이 선도하
고 있으며 증가율 면에서는 상업부문의 에너지 소비가 앞설 것으로
전망됨.
○ 2006년 아시아태평양에너지연구센터(APERC)의 2006년 장기 에너지
전망에 따르면, 최종에너지 수요는 1980년 216 Mtoe에서 2030년 397
Mtoe로 약 두 배 가량 증가할 것으로 전망됨.
○ 석유의 경우 발전과 수송부문이 주요 소비처가 되고 있음. 향후 약
30년간 추가적인 석유수요도 주로 발전부문과 수송부문에서 발생할
것으로 보임. 발전 연료로서 석유의 비중은 원자력과 천연가스의 확
대와 석탄의 사용으로 감소할 것임.
○ 에너지 부문의 투자는 전력부문에 집중될 것으로 보임.
○ 다른 서방 선진국과 비교 에너지 소비가 완만히 증가하고 있는 일본
의 경우도 교토의정서상의 온실가스 감축의무를 달성할 가능성은 전
혀 없는 것으로 판단됨. 일본의 에너지 소비, 특히 석탄 등 화석연료
소비가 꾸준히 증가하였기 때문에 온실가스의 배출량도 지속적으로
증가하여 왔음.
○ 제1차 석유위기 이전의 10년간, 일본의 석유 수요는, 연율 19.1%로
급속한 증가를 계속했음. 두 번에 걸친 석유위기를 경험한 일본은
에너지 절약과 대체 에너지의 개발을 적극적으로 추진하여, 1980년부
터 1985년에는 석유 수요가 연율 3%로 감소했음. 1992년 이후, 버블
경제의 붕괴와 일본 경제의 침체, 연료 전환과 제조업의 해외 이전으
로 석유 수요는 연율 0.6%로 느리게 증가하고 있음.
○ 일본의 석유 소비의 제품별 구성비를 보면 과거 중유가 석유 제품
소비의 50%이상을 차지하고 있었지만, 이후 지속적으로 감소하여

2004년에는 24%로 낮아졌음. 한편, 수송용 연료인 가솔린이나 경유
와 석유화학의 원료로서 사용되는 나프타의 비중은 각각 10% 정도로
확대되었음.

○ 2004년의 국별 원유 수입 비중은 사우디아라비아가 27%로 가장 높
고, 아랍 에미레이트 연방이 25%, 이하 이란 15%, 카타르 9%, 쿠웨이
트 8%, 인도네시아 3%, 오만 3%로 나뉘어져 있음.
○ 석유위기를 거치면서 도입선에 대한 변화가 있었음. 1980년을 기점
으로 국제적인 석유회사를 통한 도입 방식에서 자국의 국영회사와
산유국을 직접 연결하는 방식으로 변화하였음.
○ 일본은 원유뿐만 아니라 석유제품의 수입과 수출도 활발히 하고 있

면에 접어들었음.
○ 1996년에 특석법이 폐지되어 석유산업의 경쟁이 심화됨. 석유 업계
내에서는 물류의 제휴나 인원 삭감, 합리화를 계속해 나가고 있음. 수
입 자유화를 포함하는 규제완화 조치의 시행으로 기존의 정제·원매회
사 이외의 종합상사, 대기업 유통업자, 외자계 기업이 새롭게 급유업
에 진출하여 가격 경쟁이 격화됨.
○ 석유 제품 가격은 특석법 폐지의 검토가 개시된 1994년 초 이후, 시
장 자유화에 따른 경쟁의 심화로 가솔린을 포함한 모든 석유 제품
가격이 큰 폭으로 떨어졌으나 최근 국제 원유가의 상승으로 재상승
하였음.
○ 일본의 석유유통은, 석유 정제업, 제품의 매입과 도매를 실시하는 석
유원매(元賣), 특약점, 판매점, 서비스 스테이션으로 불리는 급유소로
부터 구성됨. 석유원매기업 안에는, 정제업을 겸업하는 사업자가 7
사, 정제 전업(專業) 사업자가 11사가 있음.

○ 일본의 석유 수송은 대부분 지역적으로 분할된 해안도시 중심으로
이루어지고 있음. 석유 수송은 주로 트럭과 선박에 의해서 이루어지
고 있음.
○ 석유 산업의 국제 경쟁력의 향상과 석유 산업의 활성화를 도모하기
위해 일본에서는 1987년 이후 석유 산업에 대한 규제완화 조치를 단
계적으로 진행했음. 석유 산업의 제도 개혁은 2002년에 완료됨. 지금
까지의 제도 개혁은 1993년까지의 제1차와 1996년 이후의 제2차로 크
게 나눌 수 있음.
- 제1차 제도개혁의 단계에서, 생산, 판매의 일부에 경쟁이 도입되었
고, 제2차 제도개혁을 통해 석유제품의 수입자유화를 단행하였음.
○ 석유부문의 대외협력은 APEC, ASEAN plus 3, 국가간 양자 협약
및 민간 기업을 통해 추진하고 있음. 주로 석유자원의 확보, 석유제품
거래의 활성화 및 공동비축에 관한 협력이 이루어지고 있음.
3. 석유산업 정책 및 제도 분석
○ 일본은 에너지(특히 석유)의 안정적 확보와 석유 대체 에너지의 개발,
에너지 절약을 에너지 정책의 핵심과제로 다루어 왔음.
○ 에너지 정책의 기본 목표(3E)에 새롭게 더해진 경제 효율성의 향상과
환경보전의 필요성은 세계경제의 글로벌화에 따른 일본 기업의 국제
경쟁력 확보 및 지구 온난화 문제에 대한 대응이라고 하는 국제적
의무를 에너지 정책에 포함시키기 위해 설정되었음.
○ 에너지 소비에 따른 온실 가스 배출 삭감은 쿄토 의정서의 발효에
직접적인 영향을 받는 에너지 기업뿐만 아니라 일본 사회 전체가 부
담하여야 할 국제적 의무가 되었음. 그러나 2002년에 에너지 소비에
따른 온실 효과 가스 배출량이 기준 년도 배출량과 비교 이미 10.2%
를 초과하고 있어, 목표 달성에는 한층 더 노력이 필요하다고 봄.

라서 세금은 소비자 가격의 36%임. 가솔린이 경유에 비해서 세율이
12%정도 높은 편임.
○ 가솔린, 등유 및 경유의 유통마진의 크기는 경유, 가솔린, 등유의 순
임.
○ 2005년 현재 총 석유 비축 중 민간 비축은 74일분 이고 국가비축은
92일로 총 166일분을 유지하고 있음. 민간 비축분 중 원유는 21.3 백
만 KL이고 석유제품은 18.8 백만 KL 임. 정부 비축은 전량 원유이
며 51 백만 KL에 달함.
4. 시사점
○ 일본 석유산업의 문제점은 높은 자주개발 목표의 추진, 고비용 에너
지 비축 및 대체에너지의 부재 및 주변국과와의 협력 부재를 들 수
있음.
○ 동북아 지역의 석유수급에 가장 큰 영향을 줄 수 있는 중국, 일본과
한국이 서로 협력 관계를 유지 발전시킨다면 해외 상류부문 공동진

출, 공동 구매 및 비축을 통한 석유의 수입단가 저감 및 제품의 지역
시장 활성화를 극대화하여 효율적으로 역내 산업을 발전시킬 수 있

문제 및 북한 문제, 영토 분쟁을 포함하는 정치 외교적 갈등이 해소
되어야 함.
Ⅳ. 몽골
1. 석유수급 및 교역 현황
가. 경제개관 및 주요 에너지 지표
○ 몽골은 구리, 석탄, 몰리브덴, 주석, 텅스텐, 금 등 에너지 및 광물 자
원이 풍부하게 매장되어있는 나라로서 이들의 생산이 전체 산업제품
생산에서 높은 비중을 차지함.
○ 연간 GDP 성장률은 2002년 4.0%에서 2005년 11.0%로 증가함.
나. 석유생산, 소비 및 교역 추이
○ 몽골은 광활한 영토에도 불구하고 인구가 260만에 불과하여 세계에
서 인구밀도가 가장 낮은 나라 중 하나이기 때문에 아직까지 석유의
소비가 그리 많지 않고, 석유의 생산 또한 많지 않아 석유산업이 활
성화되지 않음.
○ 석유 상류부문 주요 기업인 Petrochina Daquing Tamsag Mongolia,
LLC와 Dongsheng Jinggong Mongolia가 1998년부터 2006년 8월 말

정하고 있으며, 국내 석유제품 소비가 2010년 까지 약 67만 톤까지
꾸준히 증가될 것이라 예상함.
2. 석유산업 동향 및 전망
가. 석유 상류부문 현황
○ 1992년 몽골 퇴적분지는 몽골-미국-영국의 공동조사에 근거하여 석유
부존 유망지를 중심으로 25개 탐사구역으로 나뉘어졌으며, 이에 따라
국제 공개입찰을 실시함.
○ 1993년 이래 몽골은 총 13,800Km에 달하는 지역에서 2차원 지진탐사

(seismic prospecting)가 실시되었으며, 472Km2에 달하는 지역에서 3
차원 지진탐사가 실시되었음.
- 61개 유정과 15개 석탄층 메탄정(coal-bed methane well)이 시추되
었으며, 20개 탐사유정이 유전평가를 받음.
- 석유탐사작업에 1억5천2백5십만 달러가 투자되었으며, 2006년 말까
지 2억7천만 달러가 투자될 것으로 추정됨.
○ 1995년 캐나다의 Sproul International은 Zuunbayan과 Tsagaan Els
매장지에 149.8 백만 배럴의 석유가 매장되어 있을 것이라고 추정했
으며, 러시아의 Tatneft사는 Dornogobi분지에 45,400km2를 탐사한 결
과 298.8백만 톤 혹은 21억 배럴의 원유가 매장되어 있다고 분석함.
나. 석유 하류부문 현황
○ 거의 전량의 석유제품을 수입에 의존하는 몽골은 국영기업인 NIC가
수입․판매를 담당해 왔으나 1990년 이후 일부가 민영화 되어 현재
NIC의 비중은 약 20% 정도에 불과함.
○ 몽골은 석유제품 공급원의 확대를 위해 몽골 내에 정유소를 건립하
여 국내․외 원유를 정제하고 이를 소비자에게 공급하는 방안을 고
려하고 있음.
다. 석유 관련 정부기관
○ 몽골의 석유산업 관련 주요 기관으로는 에너지 부문 정부 정책을 수
립하는 연료에너지부(Ministry of Fuel and Energy), 운영면허 발급 및
실행을 관리․감독하는 에너지규제청, 석유관련 정책 이행 기관으로서
몽골 석유부문 관련 제반문제와 외국 정부 및 기관들과의 협력 등을
담당하는 광물석유청(Mineral Resources and Petroleum Authority of
Mongolia, MRPAM)으로 구성됨.

○ 도로를 통한 원유수송의 경우, Tamsag 퇴적분지의 Petrochina
Daquing Tamsag Mongolia 생산지에서 중국까지 수출하는데 6대의
18개-바퀴 트럭을 이용함.
3. 석유산업 정책 및 제도분석
가. 석유정책
○ 1991년 몽골 석유법이 의회에서 비준되었고, 정부가 석유법 시행 규
정을 채택됨으로서 석유탐사개발을 위한 법적 기반을 마련했음.

가하는 석유제품 수요에 대응하여 지속적이고 안정적인 공급 확보를
목적으로 “2010년까지 석유부문 가이드라인” 결의안을 승인함.
나. 석유세제
○ 석유 처리공정과 관련하여 계약자가 수입하는 모든 원자재와 설비에
부과되는 관세, 부가가치세 및 기타 조세를 면제함.
○ 석유 할당 몫에서 발생하는 계약자의 수입을 소득세에서 면제함.
○ 석유류에 대한 세금은 석유제품의 50% 이상을 차지하는 수송용 연료
에만 부과되는데, 제품 수입금액의 약 20%를 특소세로 부과함.
다. 석유 투자환경
○ 석유탐사계약의 주된 형식은 생산물분배계약의 형태임.
○ 몽골 석유법에 따르면 계약자의 탐사기간은 5년이며, 두 번의 연장이
가능하고, 연장기간은 각각 2년이었으나, 2004년 몽골정부 결의안에
따라 추가적으로 5년 동안 탐사기간 연장의 가능성이 열림.
○ 개발 작업 기간은 20년이며, 최대 5년 단위로 두 번의 연장이 가능함.

인프라 개발이 저조함.
- 긴 겨울과 짧은 여름의 특성을 지닌 기후조건으로 인해 연중 탐사가
능 기간이 상대적으로 짧음.
나. 석유산업의 개발전략
○ 2004~2010 동안 단기 계획에 따르면 몽골은 울란바타르의 저장시설
보수, 동부 Aimag에 토핑플랜트(topping plants)의 개발, 특별 투자법
률 제정, 수송법 제정/모니터링의 재검토, CO2를 적용하는 석유회수

있어 몽골 고유의 전문성 개발 등을 계획하고 있음.

위한 분배네트워크 개발, 전략석유비축 시행, 석탄 가스화/가스액화
기술 개발 및 적용, CO2를 이용한 석유회생강화법 실행 등을 목표로
하고 있음.
○ 몽골은 장기계획(2020년 이후)을 통해 바이오디젤과 에탄올 생산을
추구하고 있음.
Ⅴ. 북 한
1. 석유산업
○ 북한의 정유설비는 봉화화학공장과 승리화학공장 등 두 개의 정유공
장으로 대표됨. 원유수입도 두 개의 정제공장과 직접 연관되어 있고,
원유저장 시설도 정유공장에 함께 가지고 있으며 별도의 저장시설은
없는 것으로 알려짐.

연결하고 있으며 랴오닝성 무순(撫順) 과 단둥(丹東) 등 중국영내 2곳

- 북한으로 가는 송유관은 다칭유전과 요녕성 다롄(大連)을 연결하는

어져 있으며 철령에서의 연장은 약 400km로 철령 분기점에서부터
치면 중국 영내 길이가 약 260km, 북한 영내가 약 135km임. 석유비
축탱크는 12만㎡이고 직경 377㎜와 219㎜의 파이프라인이 2개 있음.
- 1990년대 중반 이후부터는 사실상 원유의 전부를 중국으로부터 공급
받고 있는 실정으로 보임. 2004년 북한의 총 원유도입은 61.3만톤으
로 그 가운데 86.8%인 53.2만톤이 중국으로부터 도입되었음.
○ 북한의 화학산업은 전통적으로 풍부한 석탄자원을 바탕으로 석탄계
열의 기초화학 위주로 발전해 왔음. 그러나 70년대 초반 한국의 중화
학공업 성공에 크게 자극을 받은 데다 자체적인 석유화학 조성의 필
요성이 제기됨에 따라 북한은 승리화학, 봉화화학, 남흥청년화학공장
을 기반으로 하는 석유화학 산업으로의 전환을 시도함.
- 남흥청년화학연합기업소는 나프타분해공장과 에틸렌 공장 등 7개의
계열공장을 보유한 북한 유일의 석유화학 콤비나트임. 1976년 산화
에틸린(EO), 에틸렌글리콜(EG), NCC, 폴리아크릴로니트릴 등의 공
정이 완공됨. 주요 생산품은 요소 등 화학비료와 LDPE, AN 등 석
유화학제품(요소비료 40만톤, 탄산소다 9만톤, 종이 3만톤, 판지 1만
톤, 펄프 4만톤의 생산능력 보유)으로 봉화화학공장으로부터 나프타
를 공급받고 있으며, 전력은 청천강화력발전소로부터 공급받고 있음.
2. 석유 수출입

○ 1988년 이후 북한의 석유류 수출실적을 분석한 결과 북한이 수출한
나라는 모두 33개국으로 나타남.
- 일본과 중국에 대한 수출이 전체 수출실적의 96.5%를 차지하고 있
고 이외에 브라질 및 태국을 합한 4개국에 대한 수출 실적이 전체의
99.1%를 차지하고 있음.
- 1988년부터 2004년까지의 기간 동안 북한이 해외 수출한 석유제품의
총량은 499.2천톤으로 집계됨. 수출한 석유제품은 휘발유 161.8천톤,
등유 37톤, 경유 331.5천톤, 중유 197.1천톤 등으로 집계됨.
○ 북한은 1992년부터 2004년 사이에 총 9개 산유국으로부터 총 1천 37
만톤의 원유를 수입해온 것으로 나타남.
- 최대 수입실적은 1992년의 107만 6천 톤이고, 최소 수입실적인 2003
년의 57만 4천 톤으로 파악되고 있으며, 거의 대부분이 중국으로부
터 수입하고 있음. 2004년의 수입실적은 2003년 실적에 비해 크게
증가한 92만 2천톤을 기록함.
○ 북한은 1988년부터 2004년까지 12년간 9개 산유국에서 총 249만
2,052톤의 석유제품류를 수입해온 것으로 나타남.
- 대부분은 중국으로부터 수입하고 있으며, 전체 수입량의 43.5%를 중
유가 차지함.
- 수입 제품들은 휘발유, 경유, 등유, 중유 등의 에너지유와 루브리컨
트, 왁스, 타르, 피치, 비투멘 등의 비에너지유, 프로판, 부탄 등의 석
유 가스류 등으로 다양함.
3. 석유 수급
○ 북한의 일차에너지 공급구조는 석탄과 수력 위주로 구성되어 있어
2004년의 경우 석유는 전체의 7.4%를 점하는 수준에 그치고 있음.

- Russian government plans to call for bids on Sakhalin-Ⅲ blocks
in 2007. Korean oil companies want to be a bidder for the
auction jointly with Russian national company, Rosneft.
- In the long term Korean companies may be able to participate in

Russian oil companies. They need more cooperation with Russian
companies.
- If East Siberia and Pacific Ocean Pipeline will be completed in
2008, Korean companies is expected to import Russian oil in
Kozmino oil exporting terminal.
- Korean companies can take part in construction projects of oil
pipeline, Kozmino terminal in the Pacific Ocean, new refining
facilities, and modernization project of existing refining facilities.
- Korea-Russia's partnership can be a good momentum for Russia's
market expansion in the Asia-Pacific region and Korea's energy
security enhancement.
○ During the Sino-Russian energy summits in March 2006, both
countries concluded comprehensive energy cooperation projects
concerning oil, gas, atomic energy, electricity transmission, pipeline
transportation etc.
- State-owned companies of both countries concluded strategic
alliance, in compliance with which they will proceed collaborative
development projects.
- Russia promised the PNG supply about 60-80 bcm per annum to
China.
- The Sino-Russian electric companies agreed to proceed the project
of suppling surplus electricities in East Siberia and Russian far
east region to China.
- They agreed that Russian companies would take part in the
Chinese construction project of nuclear power station.

1. Oil Demand and Supply
○ In 2005, primary oil refining amount is increased up to 285 million
tons from 210 million tons of 2004. Total oil consumption in 2004
is 16.1 million tons, which is composed of gasoline 4.7 million,
kerosine 1.1 million and diesel 10.4 million. Also In 2005 total oil
commodity production is 17.4 million tons and consumption is 16.8
million ton.
○ During 10th 5 year economic planning period, China's oil industry
has been developed through East stability, West development,
Coast rapid-growth policy.
○ In the forecast, China's oil production is expected to be 200
million tons as the peak between 2010 and 2015.
2. Current Status of Oil Industry
○ China's oil reserve amount is estimated as 14-16 billion tons and
exploitable amount is around 7 billion tons in 2004. And
reserve-production ration is 14 years.
○ In 2004 China's oil refinery capacity is 314 million tons , which
satisfies the domestic demand and composed of gasoline, kerosine,
and diesel.

○ China's oil refinery is small in the scale, has a low level of
technology and a unstable demand-supply structure.
○ China's oil exploration and development has been done through 3
Chinese major enterprises and national strategies of aggressive
development of foreign market, conserved policy measures, step-by
step development policy.
○ CNPC is the largest energy company in China and is the
integrated energy company whose business fields are encompassing
the upstream and downstream oil-gas sector, the oil-gas field
construction service, oil-gas equipment.
○ Sinopec's main business fields are exploration, development,
transportation, distribution, refinery, and petro-chemical production.
Also it deals with investment management related to energy
market.
○ CNOOC is the energy exploration company focusing on off-shore
oil exploration through joint venture with foreign companies.
Through the instensive resturcturing and M&A, it has been
developed into internationally competitive oil-gas company.
○ China's oil transportation system has been developed by the
pipeline networks, which consist of northern, middle, northeastern,
northwestern network. In 2005, 70% of oil transportation is
implemented through pipeline networks.
○ In 1998, there were a huge restructuring among companies in oil
industry, then CNPC and Sinopec were established. By this,
China's oil industry could be more efficient and effective in
production and distribution.

○ On-shore oil development with foreign companies needs to
produce benefits for both of central and local government. The
investment need to be implemented for the protection of local

4. Challenges and strategies to oil industry
○ There has been the decline in oil production and more
disequilibrium of demand and supply and the higher oil import
dependency.

○ Chinese oil companies are facing more intensive competition due
to more globalization and huge scale restructuring.
○ China's oil industry will pursue to be market-oriented, globalized,
lower-cost and will balance between oil and gas development and
between investment on domestic and oversea oil reserves. Also the
consumption pattern change will be sought.
○ Through the securing stable long-term oil supply, China will
pursue more aggressive oversea oil development and conservation,
stockpiling policy.
○ Risk spread, less secured investment, and optimal profit gain will
be the main strategies for China's oversea oil and gas
development. Also the development area will be enlarged
according to above strategies.
Ⅲ. Japan
1. Oil demand and supply balance, and trade
○ Since the end of WWII, Japan's economy grew fast until 1990s.
However, the growth rate slowed down to 1.1% per annum
between 1990 and 2004 resulted from the burst of real estate
bubble. For the future up to 2030 the growth rate is projected to
grow at 1.46% per annum.
○ Between 1965 and 1973 Japanese population had increased at 1.3%
per year. Since then it slowed down to 0.2% on average between

1990 and 2004. Japanese population is likely to fall in absolute
number after stabilizing for a few years in the future.
○ Japanese economy will grow only slowly because it already went
to a maturation stage. Thus service sector would lead economic
activities.
○ Japan's total primary energy demand will go up from 346 Mtoe in
1980 to 586 Mtoe in 2030. Oil will remain as the dominant fuel in
the future, but its share in terms of TPES is projected to down
substantially from 52% in 2002 to 42% in 2030.
○ In terms of energy mix, the shares of coal and oil in TPES will be
lowered as those of nuclear, new and renewable energies and
natural gas would increase due mainly to energy security and
environment concerns.
○ In absolute terms, Japan's energy consumption has been led by
industry and transport sectors while the commercial sector's energy
consumption will grow fastest.
○ According to the APERC' Energy Demand and Supply Outlook
2006, the final energy demand is projected to increase form 216
Mtoe in 1980 to 397 Mtoe in 2030.
○ Transport and power sector are and will remain the main
consumers of oil for the next 30 years. However oil in power
generation will be displaced by nuclear, natural gas and coal.
○ The major portion of energy investment will be used for power
sector.
○ Although energy consumption in Japan is increasing at a relatively
slow pace compared to other developed countries, Japan won't be

able to meet its Kyoto target because of the robust growth in
fossil fuel consumption.
○ For ten years prior to the first oil crisis, Japan's oil demand had
gone up quite rapidly at 19.1% per annum. After two major oil
crisis, Japan's oil consumption dropped quite drastically owing to
energy conservation policies and development of alternative energy
source. In fact between 1980 and 1985 oil consumption had fallen
at 3% per year. Since 1992 oil demand has been growing at a very
slow rate of 0.6% per annum because of the long economic
downturn that spurred the relocation of manufacturing facilities
and plants.
○ In the past heavy oil took up more than 50% of the total
petroleum product consumption. However, of late, its share has
declined quite substantially to 24% as of 2004. On the contrary,
shares of gasoline, diesel and naphta has gone up to more than
10%.
○ By 2004, oil share in TPES has dropped to 51% in 2004.
○ Domestic oil production in Japan from Niigata and Akita
prefectures amounts to mere 0.7 M toe that is equivalent to 0.3%
of the total demand. The rest 99% has been imported from foreign
countries, in particular about 89% was from the Middle East as of
2004.
○ During the 1980s the oil dependency rate on the Middle East was
69%. But the rate has gone up to more than 80% recently while
the dependency rate on the Southeast Asia went down from 17%
in 1985 to 6% in 2003.
○ In terms of oil import by country, Saudi Arabia topped the list in

2004 sharing 27% of the total crude import into Japan, followed by
UAE 25%, Iran 15%, Qatar 9%, Kuwait 8%, Indonesia 3%, and
Oman 3%.
○ Two major oil crises led to diversification of import sources and in
parallel, Japan started mobilizing its own national oil company to
handle oil import directly with oil producing countries rather than
going thorough oil majors.
○ Japan is trading not only crude oil, but also petroleum products
including kerosene and Bunker-C. Recently Japan imported 250
million KL of kerosene.
2. Current Status and Future Prospect of Oil Industry
○ Experiencing the two major oil crises, Japanese government
established three governing principles for energy policies and
strategies: economic growth, energy security and environment
protection.
○ In additon the government set up three guiding criteria for future
energy policies: security, sustainability and stability of market.
○ For fear of supply disruptions because of the lack of indigenous
oil resources, Japan has invested a lot in overseas oil exploration
and development projects since 1960s. In 1980s large scale
investment was made in the Middle East. Currently Japanese oil
investment is shifting more toward Southeast Asian countries and
Australia. However there has been little investment in Russia.
○ The current trend is likely to continue at least for the time being
in view of the instable Middle East situation and Chinese

aggressive buyout of oil fields around the world.
○ Japan's demand for petroleum products looks as if saturated as the
population and economy have sluggish growth.
○ In 1996 Special Petroleum Law was abolished to bring competition
into oil industry. As a result, various cost saving measure have
been adopted by the industry including cooperation in logistics,
and layoffs. Regulatory reform encompassing import liberalization
prompted new entry of trading companies, wholesalers and foreign
companies into oil distribution business.
○ Petroleum product prices fell sharply after the Special Petroleum
Law was repealed because of the intensified competition. However
in recent years, these prices have gone up significantly due to the
high world oil prices.
○ Japan's oil industry has many stakeholders including refiners,
product wholesalers, retailers and service stations. Currently there
are 11 pure refiners, and 7 refiners/importers.
○ Ships and trucks carry most oil in Japan because major cities are
located either at the port or close to a big port. Considering the
location of major cities and availability of maritime transportation,
there is little need for oil pipelines.
○ In order to improve international competitiveness and expansion of
oil industry Japanese government has been implementing phased
regulatory reform policies since 1987. Oil industry reform was
completed in 2002 after two major reform drives had been carried
out.
○ At the first reform phase, competition was introduced at all levels

from refining to distribution and at the second phase, oil import
restriction was peeled off.
○ International cooperation in oil sector has been promoted by the
government in connections with APEC, ASEAN plus 3, government
level bilateral agreement and private sector involvement. The main
areas of cooperation involves security of oil resources, facilitation
of petroleum product trade, joint stockpiling.
3. Oil Industry Structure and Policies.
○ Japan put highest priority on security of supply, development of
alternative energy, and energy conservation.
○ Economic efficiency and environment conservation have been newly
added to the so-called 3E in order to cope with globalization and
climate change.
○ Kytoto protocol is a responsibility of not only the energy sector,
but also the nation as a whole. However it is highly unlikely that
Japan would fulfill its obligation laid out in the protocol in view
of recent energy consumption trend. For example, 2002 green
house gas emission already exceeded that of the base year by
10.2%.
○ Main pillars of Japan's oil policy are three folds: security of stable
supply, security of oil resources with strong resource diplomacy,
and efficiency and competitiveness improvement of oil industry.
○ As of 2005 Japan maintained oil stockpile equivalent to 166 days
of net imports: 74 days of net imports by private sector and the
rest by the government.

4. Implications
○ There are three major challenges in Japan's oil industry: too high
target of self-sufficiency thorough overseas E&D, high cost of
stockpile and lack of cooperation with neighboring countries.
○ There are a great deal of opportunities from cooperation in oil
sector in the region. For example, joint oil exploration in
Northeast Asia and joint stockpile and purchase can significantly
reduce cost of supply.
○ However the current political stalemate with regard to the
Yasukuni shrine issue, North Korea and territorial dispute between
China must be resolved for the large scale oil cooperation in
future in the region.
Ⅳ. Mongolia
1. Petroleum supply/demand and trade
A. Major economic indicators and energy indicators
○ Mongolia has extensive mineral deposits; copper, coal, molybdenite,
tin, tungsten, and gold account for a large part of industrial
production.
○ Annual GDP growth rate was 4.0% in 2002 and 11% in 2005.

B. Petroleum supply/demand and trade
○ Because Mongolia is one of the sparsely populated countries with
a population of 2.6 million, oil consumption is very low.
○ By the end of August 2006, Petrochina Daquing Tamsag Mongolia,
LLC and Dongsheng Jinggong Petroleum Mongolia produced total
1.2 million barrels of the crude oil from their contract areas.
- Mongolia exports the majority of crude oil to China because of its
lack of the refinery. The whole quantity of petroleum products is
imported for domestic consumption.
- Crude oil exports had been increasing steadily by 2004, since then
the increase in export is insignificant.
○ By the end of 2005, Mongolia was importing over 560,000 tons of
petroleum products which is a decrease of 3.3% compared to
582,000 tons in 2004
- Mongolia imported 81% of total petroleum products from Russia,
12% from Kazakhstan and 8% from China.
○ The majority of Mongolian demand for petroleum products is
supplied from Russia, leaving the country dependent on mostly
one market source.
- The Mongolian authority have had to carefully manage the supply
of oil products, as well as to seek for stable sources and plan to
set up legal structures that are likely to encourage investment.
○ In 2006, the Mineral Resources and Petroleum Authority of
Mongolia estimated that import of petroleum products is expected
to be 600,000 tons and domestic consumption of petroleum

products will increase steadily to 670,000 tons by 2010.
2. Analysis of Petroleum industry trends and perspectives
A. Current situation of upstream industry
○ Since 1992, Mongolia’s sedimentary basins, prospects for petroleum,
were divided into 25 exploration blocks for international open
bidding.
○ Since 1993, 13.8 thousand straight kilometers of 2D seismic and 472
square kilometers of 3D seismic were acquired.
- 61 petroleum exploration wells and 15 coal bed methane wells
were drilled and 20 petroleum exploration wells are being tested
for production.
- 152.5 million USD has been invested in petroleum exploration
operations. The investment in Mongolian petroleum sector will
reach 270 million USD by the end of 2006.
○ In 1995 Canadian Sproul International has estimated the oil
reserves of Zuunbayan and Tsagaan Els deposits to be 149.8
million barrels, however, the Russian Tatneft company explored
45,400 square km area at the Dornogobi basin and reported the
reserves to be 298.0 million tonnes or 2.1 billion barrels.
B. Current situation of downstream industry
○ Almost all petroleum products are depended on import in
Mongolia. NIC, a government affiliated enterprise in chare of

import and sale, compromises about 20% at present after partial
privatization in 1990
○ To secure supply sources of petroleum products, Mongolia plans to
construct refineries in Mongolia, which process domestic and
imported crude oil, and supply it to consumers.
C. Petroleum related government organization
○ Major government agencies related to the petroleum industry are
following: Ministry of Fuel and Energy is in charge of making
policies on energy sector; the Energy Regulatory Authority is
responsible for issuance of operating licences and supervision of its
implementation; the Mineral Resources and Petroleum Authority of
Mongolia (MRPAM) is responsible for implementation of petroleum
policies and cooperation with foreign countries and entities in this
sector.
D. Petroleum transportation system in Mongolia
○ Oil and petroleum products are transported by railway and truck
and no oil pipeline is at present.
○ As a landlocked country with Russia to the north and China to
the south, Mongolia cannot enter the sea, therefore has no harbors.
○ Mongolian Railways(MR), which is a railway monopoly, manages
the entire railway network in Mongolia, which comprises a total
length of 1,813 km of track.
○ The railway system consists of the main north-south line extending
1,111 km; the northeast line extending 200km from Choibalsan city

through Dornod province to Ereentsav port (a Russian border);
and 4 branch lines. Entire railway is a single line with a
broad-gauge railroad and conditions on railway infrastructure are
obsolete and poor.
○ In the case of road transportation of crude oil, six 18-wheel trucks
(one shown inset) are used to export oil from Petrochina Daquin
Tamsag Mongolia's operations in the Tamtsag Basin to China
3. Analysis of petroleum industry policies and systems
A. Petroleum policies
○ In 1991, the Petroleum Law of Mongolia was ratified by the
Parliament and the Regulation for implementing the Petroleum
Law was adopted by the Government of Mongolia.
○ The Government policy in the petroleum sector is aimed at 1)
developing the petroleum exploration potential of Mongolia, 2)
increasing production and 3) fully supplying oil products from a
domestic oil refining industry based on domestic resources and
mutually beneficial cooperation with potential international oil
companies.
○ The Petroleum Products Law was ratified by the Mongolian
Parliament on July 1, 2005. This Law provides a legal base for
state regulation and supervision on petroleum products supply,
refining operations, safety and issues of petroleum reserves of oil
companies in order to ensure stable supply of petroleum products.
○ In 2002, the Government of Mongolia approved the Resolution

"Guidelines for Petroleum Sector until 2010". The directive
guideline shall be based on the following concepts: 1) to intensify
oil prospecting that would increase resources and mining volume.
2) to establish factories for oil processing, 3) to create a condition
for reliable and consistent supply of petroleum products.
B. Petroleum related tax system
○ All materials and equipment necessary to conduct petroleum
operations, imported by contractors, are exempt from all customs
taxes, value added taxes and excise taxes.
○ The earnings of contractors from their share of petroleum are also
exempt from income taxes.
○ Tax on petroleum products is levied on only transportation fuel
whose share is 50% of total petroleum products, and the tax rate
is 20% of the import price.
C. Investment environment in petroleum industry
○ The main form of petroleum exploration and development
contracts is a production sharing contract (PSC).
○ In accordance with the Petroleum Law of Mongolia the term of

times, by two years extension term each. According to the
amended Petroleum Law of Mongolia of 2004, investors have new
possibility of an additional extension of the exploration term for 5
years with regard to the Contract Areas.
○ The term of development operation might be up to twenty years

and may extend for two times, by not more than five years
extension term each.
○ According to the Foreign Investment Law of Mongolia, investors
can be protected by Stability Agreement depending on the amount
of investment. This protects the contractor from any changes of
taxation policy and guarantees a stable fiscal environment.
4. Development strategies in petroleum industry
A. Problems in petroleum industry
○ The majority of petroleum products consumed by Mongolian is
supplied from Russia, leaving the country dependent on mostly
one market source.
○ In progress of upstream and downstream development, Mongolia
faces with following problems.
- The petroleum industry sector in Mongolia is lack of financial
resources and technologies to conduct proper exploration and
production. Oil exploration involves a lot of risk and needs a
large scale of finance, but the government does not have an
ability to support it.
- Mongolia is lack of human resources with specialties in the field.
- Infrastructure on electric power supply, roads, other transportation
systems and other services which are essential for oil production
is not developed well.
- Due to a climatic condition with long winter and short summer,

exploration term is of short duration all the year round.
B. Development strategy of petroleum industry
○ According to the short term plan 2004-2010, Mongolia plans for
mending storage facilities at Ulaanbaatar; development of topping
plant in eastern Aimag; enacting special investment legislation and
transporting legislation; analysis of application of Enhanced Oil
Recovery using CO2; and development of indigenous Mongolia
source of expertise.
○ According to the medium term plan 2010-2210, Mongolia plans for
development of distribution network to serve the Rural Aimags;
development of strategic oil stockpiles; development of coal
gasification/gas-to-liquids; specialized product plant; and
implementation of enhanced oil recovery using CO2.
○ The long term plan beyond 2020 of Mongolia envisions a plan for
production of bio-diesel and ethanol.
Ⅴ. DPRK
1. Petroleum Industry
○ The most large refining facilities in operation in DPRK are
Bongwha Chemical Factory and Seungri Chemical Factory, which
are closely linked with DPRK's crude oil import and have their
own crude oil storage facilities. It is reported that there are no

Current Status of Refining Facilities in DPRK

○ DPRK has 'North Korea-China Friendship Oil Pipeline' constructed
and operated to be supplied with crude oil and petroleum
products from China. 'North Korea-China Friendship Oil Pipeline'
is laid between Daching oilfields in Heilongjiang, China and Anjoo
in DPRK, connected with 3 refineries. Two of them are located at
Fushun and Dandong in Liaoning, China, while the other one at
final destination in DPRK.
