The biopharmaceutical sector in Deqing started its development in 1980’s.The biopharmaceutical industry base of Deqing county was named as theState Torch Program Deqing biopharmaceutical industry specialty base andthe state technological innovation base for biopharmaceutical industry bythe state ministry of sci-tech and the ministry of commerce in August 2008and September 2009. In September 2010, the provincial government listedthe industrial cluster of Deqing’s biopharmaceutical sector into the modelzones in Zhejiang province where the massive economic are transformedand upgraded to modern industrial cluster.

Project ProgressIn order to forge a biopharmaceutical valley in Yangtze River Delta, Deqingcounty plans to set up a biopharmaceutical industry park at the northeasternpart of Deqing Economic Development Zone, covering a planned area ofabout 10 km2.

Project ProgressThe project proposal – the development plan for the provincial-levelhigh-tech industrial base for general aviation in Deqing county passedthrough the evaluation and review on Nov. 24, 2011. The title of DeqingGeneral Aviation High-tech Industrial Base was granted in 2012. Theairport site selection and runway design have been approved, and now it’sunder construction.



Deqing Provincial-level High-tech Industrial Base for General Aviationcovers a total area of about 20.5 km2, of which an area of 17.5 km2 is sitedin the southern part of Neighboring Hangzhou Industrial Park in Deqingcounty. Now the leading team works to promote the general aviation airportconstruction in Deqing, vigorously introduce and cultivate themanufacturing and service enterprises related to general aviation industry,and promote the industrial development such as aircraft sales, maintenanceand service and R&D etc.

The land which meets the requirements of three supplies and one leveling isavailable, able to be provided to the companies that are settled in theindustrial base. In order to integrate with Hangzhou City more closely and optimizeregional distribution and foster the next economic growth pole in thecounty, Deqing county government proposed new measures to promote theindustrial agglomeration. The construction of the neighboring-Hangzhouindustrial area can facilitate the separated development area to transform itsfunctions from single to multiple functions and diversity, and furtherintegrate and utilze the existing resources and accelerate the countyeconomic transformation and escalation, and enhance the comprehensivestrength of the regional economy.

Project Progress Roland Berger Strategy Consultants finished its strategic planning for thisproject in September 2009, while in December 2009 Zhejiang ProvincialInstitute of Urban and Rural Planning and Design completed the overallplan for the neighboring-Hanghzou industrial park. After that, the roaddesign, engineering feasibility study and preliminary design have beenengaged. The construction of the infrastructure facilities kicked off in 2010.



The neighboring-Hanghzou industrial area covers a total planned area of41.47 km2. The central area of the equipment manufacturing industrial parkcovers an area of 35.3 km2. For the purposes of developing strategic newindustry and high-tech industry, the industrial area has planned an area of17.5 km2 newly to develop general aviation industry and buildprovincial-level high-tech industrial base.

The state has put the development of geographical information industry intothe twelfth five-year development plan. The provincial government has ahigh regard to the development of geo-information industry as well. Inorder to grasp the important opportunities for the development ofgeo-information industry, and taking into account of high demands forgeo-information technology in the future, abundant private capitals inZhejiang and other advantages, Zhejiang Provincial Department of Surveyand Geo-information and Deqing County Government jointly proposed toset up Zhejiang provincial geo-information industrial park in May 2011.The project will be settled in the kernel area of Sci-tech New City inDeqing, and built in three phases with a planned area of 1970 mu. The firstphase covers a land area of 508 mu.

Project Progress The construction of the industrial building on state remote sensing landblock was completed in October 2014, and now the companies have movedinto the building and put into operation. It is anticipated that ZhengyuanInformation Industrial Building will finish in the end of 2015. Its roof hasalways been built. The other buildings – IC Technology Building,Geo-information Industry Incubation Building and Technology TransferCenter Building, are under construction. Their main structures and roofsplan to be completed in the end of 2015. The other projects, ZhongchuangTechnology Park, talent dormitory, the permanent venue for UN GlobalGeo-information International Forum as well as other 18 projects forgeo-information innovation teams, will begin to implement in the mid of2015.

The selected site of the healthcare service base project lies inShengjia Lake in the western part of Taihu Lake, where it is surrounded byShengjia Lake and Pearl Lake and enjoys easy access. Project Progress The overall planning of the project is underway.



The land for the project planning covers a total area of 2,975 mu, in whichthe wetland park and agricultural sight-seeing park are 1,638 mu, with atotal investment of about RMB 5 billion. The Large Department Store Project, located in the north side of thecommercial square, covers a total building area of 32,000 m2, with fourfloors and underground parking lot. It is proposed to introduce the famousinternational and domestic brands.The Fine Hotel Project, located in the central part of the commercial square,connects with Wu-mart supermarket and covers a total building area of7,000 m2, with underground parking lot.The Restaurant Street Project, located in central part of the square,neighbors large supermarket Wu-mart, International Amorous FeelingsCommercial Street, large shopping mall, covers a total building area of10,000 m2, dividing into three independent five-story buildings. Thisproject will fill the gap for specialty restaurant service in the region andsatisfy the needs from the middle and high end customers.


The project developers will establish their own business operation andmanagement companies. The real estates can be leased or sold.


The commercial square is a key service sector project strongly supported bythe local government.

Project Progress The overall plan and proposals for the project have been completed. Part ofthe functional areas and landscape facilities has been built. Now the resortwelcomes 600,000 tourists annually.



The project includes recreation and sightseeing, restaurants, sports, outwardbound training, healthcare, mountain residences etc. The development areasare in the south outskirts of the county town, including territories ofTianhuangping Town and Shanchuang Village etc. The total investment forthe project amounts to RMB 1.5 billion with the construction period of 3 –5 years.

The Mt. Miaofeng scenic spot is located in the southwest of Huzhou Citywhich is the gold intersection of Shanghai, Hangzhou and Anji. The projectsite is 8 kilometers away from the downtown, 15 minutes’ drive to Huzhouexit of Hangzhou-Nanjing Expressway and 20 minutes’ drive to Huzhouhigh-speed railway station. The Mt. Miaofeng boasts a favorable ecologicalenvironment with the forest coverage rate of 70% above, so it is called asthe natural oxygen bar. The overall atmospheric and water environmentconditions are superior, the temperature all the year around is moderate,annual average temperature 16 ℃ , annual average rainfall 1050 - 1850mm. At least 300 days or more in a year are suitable for tourism. The forestresources in the mountain are rich and the local produces such as tea,bamboo shoots, peaches, wild vegetables and pure natural green productsare very popular. Meanwhile, the Mt. Miaofeng was known for its profoundhistory. The tea culture, religious culture and jurist culture have a longhistory in this area. The sage for tea in Chinese history Lu Yu and thefamous modern jurist Shen Jiaben used to make their homes in this area andwrote their great works.

Project Progress

The local government has invested 100 million yuan totally in constructionof the infrastructure facilities for Mt. Miaofeng Scenic Spot. The220-kilovolt substation in the scenic spot will ensure the power supply. Thewater supply and sewage treatment in the project site have been a part ofthe piping network of Huzhou city. The gas supply station has been set upnearby the site.



The project covers a planned area of 8,500 mu with a total investment of820 million US dollars. The investment and development items includeculture and tourism, commercial real estate, high end healthcare and elderlycare etc.

New energy automobiles industry is one of the four strategic new industriespromoted by Huzhou Development Zone, covering auto bearings, enginecomponents and auto generators etc. Now there are a number of importantcar and components makers gathering in the zone, including Enchi Cars,Baicheng Buses and Microvast Dynamics etc.




The industrial park for new energy automobiles and parts covers an area of150 mu, with a total investment of 70 million US dollars. The park willfocus on new energy automobile assembly, key component production. Theobjectives are to build a comprehensive international industrial parkincluding vehicle manufacturing and assembly, key component production,technology R&D, logistics, commerce and service.
