THE AFRICA MINING VISION

Africa Mining Vision• Adopted by the AU Heads of State and Government in
February 2009 as the key continental framework to promote mineral resource- based development and structural transformation on the continent;
• Its main goal is to create a“Transparent, equitable and optimal exploitation of mineral resources to underpin broad-based sustainable growth and socio-economic development”
• AMV as strategy for integrating mining sector into broader social and economic development processes: African conceived, owned, and operationalized.
African Mining Vision – goals and pillars
Creating a mining sector that:
i) is knowledge driven and conceived as a key component of a diversified, vibrant and globally competitive industrializing African economy.
ii) effectively garners and deploys resource rents and (that) is healthy, inclusive, environmentally friendly, socially responsible and appreciated by all stakeholders and surrounding communities.
iii) catalyses and contributes to broad-based growth and development through upstream, downstream, side-stream and infrastructure linkages.
African Mining Vision – goals and pillarsiv) increases the level of investment flows into mining and
infrastructure projects to support broad socio-economic development.
v) Harnesses the potential of artisanal and small scale mining to stimulate local national entrepreneurship and advance rural socio-economic development;
vi) Capitalizes on the mutually beneficial partnership between State/private sector/ CSOs and other stakeholders.
AMV- Action Plan The Action Plan was also approved by AU policy organs in 2011. It
includes the following clusters:
i) mineral rents and management; ii) geological and mining formation systems; iii) human and institutional capacities; iv) artisan and small scale mining; v) mineral sector governance; vi) research and development, vii) environmental and social issue; viii) linkages and diversification; and ix) mobilizing mining and infrastructure investment

• Mainstream the AMV and its principles into mineral policies and regulatory frameworks across Africa
• Progress• Prepared “A Country Mining Vision Guidebook: Domesticating the Africa Mining
Vision” in October using BookSprint• AMDC initiated strategic planning with Lesotho
• This work will ensure alignment of the legal and regulatory framework for the mining sector with the new Minerals and Mining Policy
• Plans• Mission to Lesotho to present the annotated outline of the new minerals legislation
to the Ministry of Mines and others• Initiating gap analysis of East African minerals legislation in relation to the AMV• Undertaking a study of IFF and its impacts on minerals revenues in the minerals
sector in Africa, in partnership with ECA/MPD
Geology & min info systems
• Purpose• Improve geological and geospatial information and its use in mining and broad
development processes in Africa
• Progress• Prepared a report on geological survey organisation capacities• Convened an Expert Group and Consultative Meeting on Geology and Mineral
Information Systems in Africa in July• Supported the Consultative Meeting on AMGI in October
• Plans• Coordination of international initiatives under the AMV• Geological capacity development
• Metalogeny training in Ethiopia, Lesotho establish its XXX, Niger training of their geological survey organisations, Mozambique training of their geological survey organisation, Sierra Leone XXX
Governance & participation
• Purpose• Strengthen stakeholder participation in governance processes in order to
provide balance and equity in the mineral sector
• Progress• Engagement with the private sector towards an AMV compact (e.g.
dinner dialogue at Mining Indaba)• Progress has been made on CMVs in:
• Lesotho, United Republic of Tanzania, Ghana, Guinea, Guinea Bissau, Ethiopia
• Plans• Study on leveraging the AMV for regional cooperation in mineral
resource governance• Meeting with African Chambers of Mines and other business leaders in
Africa towards an AMV compact
Artisanal & small scale min’g
• Purpose• Strengthen capacities of ASM operate viably with minimum environmental and
social damage
• Progress• The AMDC recruited a consultant who is looking at ASM across a number of
countries and reviewing the legal status and underlying issues in each of these countries
• Together with the African Centre for Gender (ACG), the AMDC has commissioned research on gender and mining including ASM and policy related issues
• Plans• Recruit staff to lead activities in this workstream• Expert Group Meeting and review of study results• Communication of results to governments and stakeholders
Linkages inves’t & divers’ion
• Purpose• Promote linkage development between the mining and other
economic and social sectors through knowledge creation, greater domestic financing and an integrated approach to mineral development
• Progress• The AMDC has recruited a consultant and initiated plans for
developing a compact with the private sector
• Plans• Recruit staff to lead activities in this workstream
Human capital & inst. cap’y
• Purpose• Build capacities in the African mining sector through strengthened
delivery of, and access to, quality education, training and short term courses on the mineral value chain
• Progress• The AMDC supported three short courses conducted by the by the
African Institute for Economic Development and Planning (IDEP). • These training courses consisted of: Mineral Policy and Contract
Negotiations for Parliamentarians and Civil Society Members; Mineral Economics; and, Mineral Governance.
• Plans• Support capacity development in the areas of policy, regulation and
legislation, geology, governance, ASM, linkages and beneficiation
Communications & advoc’y
• Purpose• Strengthen awareness, understanding, capacities and
ownership of the AMV and its Action Plan, and the activities of the AMDC amongst African and international constituencies
Administrative support
• Purpose• Ensure the efficient and timely functioning of the AMDC as a
service provider to member States
Country Mining Visions• Objective
• Help member states domesticate the AMV at the national level through a multi-stakeholder consultative process with a view to formulating a shared vision on the mineral resources exploitation can promote broad-based development and structural transformation

• Lesotho• Lesotho is the first significant example of national level engagement on CMV related processes
regarding policy and licencing
• Other countries• Other countries that the AMDC is engaged with on CMVs include Mozambique, Ghana,
Tanzania, Guinea (Conakry), Guinea Bisau, and Ethiopia
• Other• The AMDC has also had contact with Eritrea (a field visit) and Burundi (spoke about the AMV)
African Mining Legislative Atlas (AMLA)
• Designed to collect information on minerals policies and legislation• Originally conceived as knowledge base
• Has transformed into template for mining law• Will be used as a precondition for World Bank funds related
to mining• Does this mean countries answer to the World Bank or to the
AMV/CMV
Strengthening Assist’ce with Complex Contract Negotiations (CONNEX)
• The initiative provides• “Extended and concrete expertise for negotiating complex commercial contracts”
• An initiative of the G7• Set up a facility consisting of top negotiators to help African countries to better
negotiate minerals contracts
• African capacity• There is a need to have capacity development coupled with such initiatives• Can the initiative show a preference for utilising African negotiators?
• Development• Contracts have gone beyond fiscal conditions to include development dimensions –
this needs to be present in any such initiatives
• Interests• Is there a conflict of interest having negotiators from the countries from which the
companies are based? Is there a better alternative?
African Minerals Geoscience Initiative (AMGI)
• An initiative of the World Bank• Several consultations on AMGI have been organised by the AMDC and
AUC
• Is AMGI AMV compliant?• Will AMGI plan to improve GSO capacities?• Will AMGI follow AMV related geology and mining information standards?• Will AMGI show a preference for supporting countries that are complying
with the AMV in the areas of governance, policy and licencing, linkages and beneficiation?
• Or will the AMGI act in isolation? • In which case it is not AMV compliant• The AMV is not about getting more geological information• It is about getting better development outcomes
Gender and Mining• The Africa Mining Vision (AMV) foresees a mining sector that is safe, healthy,
gender and ethnically-inclusive, environmentally friendly and socially responsible.
• When outlining specific actions that need to be undertaken, the AMV includes an objective on progress towards gender equity and the empowerment of women.
• The national level recommendation on the implementation of the AMV, pinpoints the empowerment of women through integrating gender equity in mining policies, laws, regulations, standards and codes.
• At the Regional Economic Commission (RECs)’ level, it recommends the adoption and implementation of sub-regional gender charters for the mining sector, while the continental level recommendation centres on the adoption and implementation by the AUC of continental gender charters for the mining sector.
Gender and Mining• Progress• AMDC has partnered with ACG to work on a Gender and Mining research
project aimed at supporting the operationalisation of the African Mining Vision as a key pathway to the attainment of equitable, gender-responsive and sustainable development. The outputs from this exercise are:
• A Compendium showcasing experiences of women artisanal and small scale miners, highlighting opportunities and challenges as well as financial mechanisms that exist;
• An accompanying report on mining legislations and their implications for artisanal miners addressing gender dimensions and implications;
• Policy recommendations for a framework to address women’s economic empowerment in the artisanal mining sector
Gender and MiningRegional Sharefair on Gender Equality in the Extractive Industries - September 2015- Nairobi
• AMDC participated in co-organsing with UN Women and other partners a Sharefair bringing together civil society, private sector and policy makers to discuss and consult on key gender-specific impacts of the extractive industries, as well as the opportunities and barriers facing women in the sector in Africa. • The Sharefair was the first of its kind and was a solutions-
oriented event where evidence and best practices of gender integration in the EI sector were presented
Gender and Mining• UN Women in partnership with Kenyatta University has
established the Africa Centre for Transformative and Inclusive Leadership (ACTIL) which seeks to raise transformative leaders and build the leadership competencies of upcoming and existing leaders, especially women and youth in politics, business, government and society to drive accelerated, equitable and sustainable development within the environment of increasing challenges and complexities, influenced by both local and global developments.
