Background In 2017, MTBE production capacity in China

exceeded 17.5 million tons and the output reached

9.85 million tons. Compared with 2016, MTBE imports

declined again. The total import volume in January to

November was less than 200,000 tons and the export

volume was below 50,000 tons.

Alkylates production capacity has been

expanding as well. By 2017, China’s alkylates capacity

was close to 14 million tons and the output nearly

reached 7.5 million tons.

The latest China VI emission standard has set

stricter limitations on the olefin, sulfur and aromatic

contents. Under this trend, aromatic and

benzene-containing oils will lose market shares to

alkylates because alkylates are olefin-free,

aromatic-free and oxygen-free and immune to the

influence of alcohol additives. Alkylates have become

the best choice of blending stocks. What about the

development of alkylates in the future? How to deal

with problems like raw material source and market

share?

On Sep 13, 2017, 15 departments including the National

Development and Reform Commission, the National Energy

Administration and the Ministry of Finance jointly issued an

Implementation Plan on Enlarging the Production of Biofuel

Ethanol and Promoting the Use of Ethanol Gasoline for Motor

Vehicles. According to the plan, by 2020, ethanol gasoline for

motor vehicles will be used nationwide and by 2025, the country

will strive to realize large-scale production of cellulosic ethanol.

Advanced bio-liquid fuel technology, equipment and industry as a

whole will reach the international advanced level and a more

perfect market-oriented mechanism will be formed by then.

Ethanol gasoline for motor vehicles is made by blending a

certain percentage (currently tentatively scheduled for 10% in

China) of denatured fuel ethanol by volume ratio into gasoline

components free of MTBE and other oxygenated additives. It is a

new generation of clean and environmentally-friendly vehicle fuel

that is blended through specific process at designated gasoline

blending centers as per the national quality standard

GB18351-2004. Apparently, if ethanol gasoline is popularized

nationwide, it will have an unprecedented impact on the MTBE

market.

The pursuit of survival and change will be a theme of the MTBE industry in 2018. Enmore MTBE conference will be hold in Kunming, China during March 27-29, 2018.
