Introduction

The French School of Singapore has a history, culture and tradition of solidarity!

Since 1967, a “small French school abroad” has operated in Singapore, managed by an association of

parents. In 1980, a number of French companies provided the funds required to finance the creation of a

quality French school in Singapore.

Today, the French School of Singapore has close to 2,800 students and over 350 staff. Renovations have

been carried out to meet the demand resulting from the success of the institution, and to help

accommodate 3,400 students in the heart of the “Ang Mo Kio” area, in a first-class campus of over 54,000

m2.

The French School of Singapore embodies the excellence of French education in Singapore!

Each year, the outstanding results demonstrate that the training offered builds on a harmonious balance

between a demanding scientific component and a linguistic, literary and cultural component, leveraging

the diversity of the students’ nationalities as well as local resources.

The French School of Singapore has a social commitment!

The primary mission of the French School of Singapore is to facilitate the success of all students, including

those with learning difficulties, through the practice of learning excellence. A personalised education and

support structures enable achievement of this objective. “Excellence for all” is also found in our

commitment to maintain the tuition and school fees at a lower level compared with other international

schools in Singapore.

In this context, fundraising supports the core mission of the French School of Singapore of providing a

high quality education and welcoming students in a first-class environment while affirming a social

commitment.

Code of Ethics for Fundraising As part of its fundraising, the French School of Singapore (hereinafter “LFS”) bases itself on the

International Code of Ethics of the AFP, “Association of Fundraising Professionals”.

Individuals and companies who represent the LFS, under a contract of employment or otherwise, as part

of its fundraising (hereinafter “THE REPRESENTATIVES”) must strictly adhere to this code and comply with

the associated norms and standards.

The code of ethics of the French School of Singapore for fundraising is based on the following key

principles:

1 Honesty, Respect, Integrity

Representatives act honestly and sincerely in order to ensure public confidence and avoid misleading

donors and beneficiaries of donations. They shall ensure that the intention of the donor is respected in

the allocation of funds collected.

2 Empathy

Representatives care about the interests and well-being of all those affected in the context of their mission,

respecting privacy, freedom of choice and interests of the donors as well as beneficiaries.

3 Transparency

Representatives provide clear and precise information about the work they do, make understandable and

verifiable accounts regarding the allocation of the donations in accordance with all laws and regulations

in force as part of their fundraising activities.

Norms & Standards of Application Representatives must adhere to the values of the code of ethics for fundraising but must also comply with

the norms and standards of application that follow.

1 OBJECTIVES OF THE FUNDRAISING

The purpose of the LFS is to provide an education that complies with the French school curriculum. It

provides training for French students residing in Singapore, as well as many francophone for whom French

is not necessarily the mother tongue, and also non-francophone students. Fundraising supports the core

mission of the LFS of providing a high quality education and welcoming students in a first-class

environment while affirming an ethical and social commitment.

In this context, the three objectives of the fundraising of the LFS are the following:

1 Academic: Directly support the mission of the LFS by contributing to the projects of the school in

the fields of sports, literature, science and art, such as sporting or cultural events

2 Development: Partner in the key development projects of the LFS, such as the growth and

renovation of the campus

3 Social: Assert one’s social responsibility by contributing to a social fund intended to support the

students of the LFS who are in financial difficulty in continuing their schooling

2 SUPPORTING THE LFS

The French School of Singapore aims to contribute to the training of responsible, civic-minded individuals,

and enhance the acquisition of knowledge prescribed in its educational program. Philanthropy helps the

LFS to achieve these goals.

Donations can be made directly or through programs offered in the various philanthropic areas provided

by the LFS.

2.1 PHILANTHROPIC AREAS The French School of Singapore provides donors with several envelopes, to which donors can contribute

according to their own objectives and preferences through engagement programs. The projects that

compose the different envelopes are selected and prioritized annually by the management of the LFS.

2.2 ENGAGEMENT PROGRAMS Donors, individuals and companies, can engage in the philanthropic areas of their choice and through the

engagement programs proposed, such as:

Direct Donation

Architectural Sponsorship “Naming”

Purchase of Founder’s Option (hereafter “ODF”, Option de Fondateur)

Event Sponsorship “Sponsoring”

Matching Gifts

2.2.1 Direct Donations

Donations can be made directly in one or more philanthropic areas listed in section 2.1 and through means

of transfer of funds authorized by the LFS in section 2.3.

2.2.2 Architectural Sponsorship “Naming”

Under the control of the Executive Council, the LFS shall explore the possibility to name an architectural

element on campus after the donor, in accordance with the amount of the donation and according to the

sponsorship agreement and contract.

2.2.3 Purchase of Founder’s Option (ODF)

The LFS provides companies the opportunity to acquire securities that, beyond the contribution to one or

more specific envelopes, confer the following rights and benefits:

Participation in the governance of the LFS through voting rights (college of companies) at

General Meetings

Priority for registration of children when there is a waiting list

Exemption of annual registration fees per student

2.2.4 Exemption from advance payment of school fees per Event Sponsorship “Sponsoring” student

The LFS provides the opportunity for companies to sponsor events of LFS as well as sports teams according

to the sponsorship agreement and contract.

2.2.5 Matching Gifts

The LFS establishes programs for matching gifts in partnership with companies to encourage individuals,

employed or not, to contribute financially to the school. A company could, for example, commit to double

the donations made by its staff members to enhance the impact of the contributions according to the

partnership agreement and contract.

2.3 TRANSFER OF FUNDS Transfer of funds to the LFS can be made using the following means:

1 Checks: Checks must be written to the “Lycée Français Development Fund”

2 Bank transfer: Bank details for transfer are in section 7.2.

3 Online (Credit Card): An “online” form for electronic donation is available on the page dedicated

to fundraising on the LFS website

3 DONOR RECOGNITION

Since the creation of the LFS by an Association of Parents in 1967, companies as well as individuals have

contributed consistently to the financing and management of the Lycée. With the financial support of

donors and the efforts of volunteers, the LFS can continue to maintain and constantly improve the

educational environment of its student population. The LFS recognizes the fact that every donation makes

a difference.

The table in section 7.1 shows the different levels of recognition towards all the donors to the institution.

3.1 GREAT BOOK OF BENEFACTORS OF THE LFS The “Great Book of Benefactors” of the LFS is an electronic register accessible on the LFS website that lists

all LFS donors, individuals and companies, on an annual basis.

The LFS commits to obtaining the explicit consent of the donor prior to its listing in the register in

accordance with the norms described in section 6.1 Confidentiality.

3.2 “EMPREINTES” “Empreintes” is a commemorative artwork that the LFS intends to create and exhibit in the LFS campus in

order to honor the donors who have contributed substantially to the development of the institution.

4 TAX STATUS & CONDITIONS

The French School of Singapore is a not-profit institution since July 31, 1987 as well as its trust, “Lycée

Français Development Fund” since June 16, 2009. This status allows the LFS to solicit donations but not to

offer tax deductibility for the donations received.

5 SOLICITATION & USE OF DONATIONS

5.1 AUTHORIZATIONS Representatives must indicate their adherence to the code of ethics by signing and be formally authorized

by the French School of Singapore before they can collect funds.

The authorization procedure, the conditions and the departments involved as well as the format of the

authorization shall be decided and communicated by the management of the LFS.

The authorization to raise funds issued by the LFS to the representative must, in particular, contain the

following information:

- Place and date of the Fundraising event

- Percentage of donations handed over to the organization

- Time period within which donations shall be handed over to the organization

- Rates for the representative, if applicable

5.2 SOLICITATION OF DONATIONS The following rules must be observed when soliciting donations:

Donations must be voluntary and shall not give rise to costs that are not proportional to their

value

Donations must comply with the aims and objectives of the LFS as explained in section 1 and

achieved by the means explained in section 2

Fundraising is always done for a specific purpose, independent of the representative’s

financial benefits

5.3 ALLOCATION OF FUNDS The following rules must be observed when allocating donations:

Donations shall be transferred into the LFS funds according to the donor's wishes, if expressed,

in accordance with the objectives described in section 1.

In the event that the project selected by the donor is already funded, then the management

of the LFS decides on the final allocation of donations

The management of the LFS decides on the final allocation of donations to the various funds

of the LFS if the donor has not expressed a choice

Within the context of social funds, the allocation of LFS funds to the final beneficiaries shall

be made according to allocation conditions previously defined by the management of the LFS

6 SECURITY, CONFIDENTIALITY & COMPLIANCE

The security of all the registers that relate to the activity of fundraising must be guaranteed in accordance

with the laws and regulations in force in Singapore and with the best practices of information security

adopted by the management of the LFS.

6.1 CONFIDENTIALITY The following rules must be observed to ensure the confidentiality of information:

Compliance with the LFS data protection policy laid down by the Personal Data Protection Act

(PDPA)

The LFS must obtain the explicit consent from donors for data to be collected, used or

transmitted

The LFS is committed to implement the appropriate measures to ensure the security of

personal data entrusted to it

The LFS shall only share personal data for non-commercial purposes and within the

framework of agreements to ensure the respect of data by third parties

Access to data and registers listed in section 6.3 must be explicitly regulated by the

management of the LFS

The LFS must obtain the explicit consent from its donors before publicly displaying their names

either within its community or outside the LFS

6.2 COMMUNICATIONS & MEDIA The following elements should be respected during the communications related to fundraising:

The communication during the promotion of activities related to the fundraising of LFS are

placed under the responsibility of the Communications Department of LFS.

All communications related to the treatment of the files in connection with the donations, the

donors or the beneficiaries should be the object of explicit agreement of the persons

concerned and are under the responsibility of the Fundraising Committee.

6.3 DATA & REGISTERS The registers related to the fundraising of LFS must be listed and the departments responsible must be

formally designated by the LFS Direction.

6.4 REPORTING While declaring the results of the activities related to the fundraising, LFS must use accounting methods

which are precise and its content conform to those adopted by LFS and according to the rules and

regulations listed under section 6.3.

LFS must ensure that all income sources are correctly managed and provide the accounts periodically

regarding the way they are allocated and managed.

6.5 COMPLIANCE WITH THE ETHICAL CHARTER All the representatives, individuals and companies, who represent the LFS as part of its fundraising must

strictly adhere to this code and comply with the associated norms and standards. A violation of these

norms shall require disciplinary action for the mandatory in question. This includes the interdiction of all

fundraising activities for or on behalf of the LFS.

6.6 COMPLIANCE WITH LAWS & REGULATIONS The existing laws and regulations in Singapore must be respected in all activities related to the fundraising

of LFS.
