Rice Resiliency Program (RRP) ng DA
Dahilan sa pandaigdigang pandemya ng Covid
-19, ang Department of Agriculture ay nagkaroon ng
pambansang programa tungkol sa “DA Plant, Plant,
Plant Program—Ahon Lahat, Pagkaing-Sapat (4Ps
ALPAS) na naglalayong mabigyan ng suportang pang-
agrikultura ang lahat sa sektor ng magsasaka upang
magkaroon ng sapat na kita at suplay ng pagkain ang
mamamayang Pilipino sa panahong ito.
Ang Rice Resiliency Program (RRP) ay isa sa mga
programa na ang layunin ay mabigyang-suporta ang
mga magsasaka ng palay sa pamamagitan ng
pagbibigay o pamamahagi ng libreng binhing palay
at pataba. Ang programang RRP ay binubuo ng
dalawang bahagi, ang Expanded Hybrid Rice at
Expanded Inbred Rice na may kaakibat na fertilizer o
pataba. Ayon sa DA, ang Expanded Hybrid Rice ay
para sa lahat na sakahan na may patubig (irrigated) at
ang Expanded Inbred Rice ay para naman sa mga
Sahod-Ulan (rainfed).
Ang lalawigan ng Camarines Norte ay mapalad
na mapabilang sa programang ito ang lahat ng
bayang sakop nito. Bago isinagawa ang programang
ito ay nagkaroon muna ng pagpupulong sa
pamamagitan ng virtual-zoom conference and lahat
ng municipal agriculturists, MAOs at ilang kawani ng
OPAg. Dito ipinaliwanag ang tamang proseso at
patakaran ng programa lalo tungkol sa RSBSA na isa sa
pinakauna at mahalagang requirement at ilang
papeles na kakailanganin sa programa. Nagsimula
ang RRP ngayong taniman ng Mayo hanggang Agosto
2020 sa pamamagitan ng pagbabahagi ng mga
binhing hybrid at certified seeds sa iba’t ibang bayan
kasunod ang pamamahagi na abonong urea.
Matagumpay na naisagawa ang program sa tulong
ng mga kawani ng MAO, OPAg at DA. Sa ngayong ay
inaasahan na magkakaroon ng magandang ani ang
mga magsasaka sa lalawigan ng Camarines Norte at
ayon sa impormasyon sa mga kinauukulan ang
programang ito ay ipinagpapatuloy sa sunod na
taniman at tatawagin RRP 2.

Ang Provincial Technology
Demonstration Farm (PTDF) ay isa sa
mga division ng Office of the
Provincial Agriculturist (OPAg) na
naglalayong gawing available ang
mga magagandang klaseng
pananim tulad ng bungang-kahoy;
sexually at asexually propagated.
Kasama rin sa mandato ang
magkaroon ng mga technology demonstration ng mga bagong
teknolohiya hindi lamang sa pagtatanim maging sa ibang sangay ng
agrikultura.
Dahil dito, nagkaroon ang Provincial Farm ng Organic Agriculture
Production Project. Nakapaloob dito ang pag-aalaga ng baboy. Ito ay
nagsimula sa isang (1) barako at siyam (9) na inahin na ni-request ng
naturang opisina sa
pamumuno ni Engr.

isang packet ng organic na baboy noong Pebrero 2020.
Sa kasalukuyan, ang mga buntis na baboy ay manganganak
simulang buwan ng Agosto. Samantala, bukas ang OPAg sa
pamamagitan ng Provincial Farm sa mga nagnanais na bumili ng baboy
na nagkakahalaga ng P1,800.00 hanggang P2,300.00.

Labin-dalawang samahan ng mga magsasaka ang tumanggap ng makinaryang palay thresher at hand tractor with trailer. Ito ay programa ng Department of Agriculture (DA RFO V) bilang tugon sa pangangailangan ng mga magsasaka upang mapataas ang kanilang aning palay. Isang malaking tulong lalo na sa panahon ng pandemya upang matustusan ang kanilang pangunahing pangangailangan.
Ang mga mapalad na samahan ay ang mga sumusunod: 1)Dakulang-Danao Irrigators Association (hand tractor w/ trailer at palay thresher); 2)Dalnac Farmers Association (hand tractor w/ trailer at palay thresher); 3)Man-ogob Rainfed Farmers Association (hand tractor w/ trailer at palay thresher); 4)Sta. Rosa Norte Farmers Association (hand tractor with trailer); 5)Batungal Irrigators Association, Inc. (palay thresher); 6)Ugnayan, Buklod Asosasyon ng San Roque (palay thresher); 7) Nagkakaisang Mamamayan Tungo sa Kaunlaran (palay thresher); 8)Singi Farmers Association (palay thresher); 9)Bagacay (palay thresher); 10)Samahan ng Mangingisda, Magniniyog at Magsasaka ng Basiad (palay thresher); 11)Gumaus Farmers Association (palay thresher) at 12)Samahan ng Magsasaka ng Brgy. Nagkaroon ng pagpirma ng Memorandum of Agreement kung saan nakapaloob ang mga karapatan ng DA at obligasyon ng tumanggap na samahan. Grant o bigay ang mga makinarya pero kasama sa counterpart ng recipient ay
ang pagsisiguro o pagtatayo ng bahay-silungan nito. Inaasahan na masisimulang gamitin ang palay thresher at hand tractor sa loob ng isang taon kung hindi, ay may karapatan ang DA na bawiin at ilipat sa ibang samahan na nangangailangan.
Lubos ang pasasalamat ng mga nasabing samahan
matapos nilang makuha ang kanilang makinarya at kanilang
ipinangako na agad nila itong gagamitin sa kanilang
pagpapalayan.

“Cooperative School on Wheels rolled again in the
Province of Camarines Norte”
Little Theater, Provincial Capitol - More than
100 participants from the registered cooperatives in
the province attended the Information Caravan
dubbed as “Cooperative School on Wheels”. This
activity was conducted through the collaboration of
the Cooperative Development Authority (CDA),
Provincial Government thru the Office of the
Provincial Agriculturist and Camarines Norte
Government Workers Multipurpose Cooperative
(CNGWMPC).
The activity aimed to provide the cooperatives
of the province with the latest updates from CDA
and other line agencies which provides support to
the cooperative movement.
During the activity, Ms. Sharmaine O.
Perfecto of DTI- Small Business Corporation
discussed to the participants the features of their

Patrocinio Collao I of the Department of Agriculture
Regional Office 5 presented the salient features of
the Sagip Saka Act which established the Farmers
and Fisherfolks Enterprise Development Program.

Atty. Emilio Escueta III discussed the New CDA

sa Kabataan: Programa, Oportunidad
Pangkabuhayan (KPOP) and their agency’s role in
EO 70 (End Local Communist & Armed Conflict)
were also presented by their staffs. The usual
guided workshop on reportorial requirements was
also conducted.
Because on the success of the yearly activity
in the entire region, the Coop School on Wheels will
be adopted at the national level and will be tagged
as “Biyaheng Kooperatiba: Hatid ay Serbisyo at
Kaalaman”.

Cooperatives in the province are not
exempted on the negative impact in the business
sector brought by the COVID 19 pandemic. Majority
of them suffer losses due to the limited business
transaction during the different stages of community
quarantine. But for them this is not a reason to close
their purse and not to help others.
Thirty-six (36) cooperatives in the province
showed their compassion to their members and to
the community by providing different services and
assistance. More than seven million pesos worth of
relief goods, cash assistance, medical kits, PPEs were
given by these cooperatives. Coop members, front
liners, hospitals, students, senior citizens, indigent
families were benefitted by their endeavors.
Also, aside from that amount, multimillion pesos
were distributed to members as Interest on Share
Capital and Patronage Refund (ISCPR) after the
Cooperative Development Authority issued a
memorandum circular for the early release of the
said fund.

provided their employees with their salaries and
other services like free meals and transportation for
those who needs to report to their office to provide
vital services like processing of loan applications
and selling of basic necessities.
As a service-based organization,
cooperatives strive to serve their members and the
community amidst the threat of the pandemic.
Truly the support of various agencies and the
Provincial Government thru the Office of the
Provincial Agriculturist in the development of
cooperatives in the province are not wasted for
they are the vital force in the economy and can be
relied to this trying times.
“Cooperatives are modest example to the
international community that it is possible to pursue
both economic viability and social
responsibility” (UN, 2012).

Inisyatibo ng MAFC Jose Panganiban na tumulong sa pagtatayo ng tent, na pansamantalang tirahan ng
mga nakaquarantine na PUMs.
MAFC patuloy na namamahagi ng butong gulay sa mga maliit na magsasaka
ng mga alituntunin ng Department of Health (DOH) at
ng Pamahalaang Panlalawigan laban sa
pandemyang dulot ng COVID-19. Malaki ang naging
epekto ng pandemikong COVID-19 sa kalusugan at
kabuhayan sa mga mamamayang Pilipino. Nang
magsimulang kumalat ang naturang virus sa lalawigan,
napilitan ang gobyerno na limitahan ang mga
paggalaw ng mga tao at ipatigil muna ang mga
operasyon ng mga negosyo upang makontrol ang
pagdami nito. Bukod pa rito, ang lahat ay apektado
sa krisis lalo na ang ang mga malilit na magsasaka at
mangingisda.
Ang Agricultural and Fishery Council (AFC)
Camarines Norte bilang isang pribadong sektor na
binubuo ng mga lider na magsasaka at mangingisda
ay patuloy na nagseserbisyo sa abot ng kanilang
makakaya upang makatulong sa pagsulong sa mga
programa ng Department of Agriculture at ng mga
Local Government Unit (LGU’s).

The Provincial Local Government Unit thru Office of the
Provincial Agriculturist received assorted vegetable seeds
from Department of Agriculture Region 5 under High Value
Crops Development Program headed by Regional
Coordinator Dr. Mary Grace Rodriguez since the beginning of
the Enhanced Community Quarantine (ECQ) in mid March.
Received a total 179.39 kilograms of assorted vegetable
seeds such as pechay, kangkong, tomato, ampalaya,
raddish, snap beans, sweet pepper, eggplant, hot pepper,
pole beans, pole sitao, okra, squash and baguio beans. These
vegetable seeds were distributed to all 12 LGU's in the
province. The LGU's repacked the seeds and were distributed
to all their respective barangays to farmers and household in
support to HVCDP Enhancement Program / Community Food
Gardening in connection with COVID-19.
The people of Camarines Norte raise appreciation in
agriculture and make the community quarantine period
productive and worthwhile. Some of them harvested their
vegetables as source of their food. Others shared their
produce to the community for free.

Ilan sa mga katangi-tanging gawa ng konseho
ay ang pagtulong sa pamamahagi ng libreng
butong gulay na naglalayong matugunan ang
sapat na supply ng pagkain sa bawat musipalidad,
pagtulong sa pamamahagi ng mga relief food
packs, pagtulong sa pagmonitor ng mga Persons Un-
der Monitoring (PUM’s) na mula sa ibang lugar, patu-
loy sa pagbibigay ng mga mahahalagang impor-
masyon tungkol sa mga programa ng Department of
Agriculture tulad ng Rice Resiliency Program, DA 4P’s
(Plant, Plant, Plant Program) Paghihikayat sa mga
maliliit na magsasaka at mangingisda na magpare-
histro sa Registry Survey for Basic Sector in Agriculture
(RSBSA) at FishR, pakikipag-ugnayan sa Inter Agency
Task Force (IATF) tungkol sa mga pangkalusugang
alintuntunin upang maibahagi sa mga kalapit baran-
gay at marami pang iba. Isinasaalang alang ng
AFC’s ang palagiang pagsuot ng face mask, face
shield, paghugas ng kamay at pagpapanatili ng 1
metro distansya sa mga tao sa bawat pagkilos
upang matiyak ang kaligtasan ng lahat. Naipapakita
ng Agricultural and Fishery Council (AFC) ang mga
katangi-tanging likas-kayang pagtulong at suporta sa
mga maliliit na magsasaka at mangingisda sa kabila
ng dagok o suliraning kinakaharap ng bansa dulot ng
COVID-19.

Pinangunahan ng OPAG-CN ang pagsasagawa
ng isang On-site Training on Integrated Nutrient
Management noong Marso 13, 2020 sa Barangay
Maulawin, Sta. Elena, Camarines Norte. Ang
aktibidad na katulad nito ay isa sa mga inisyatibo
ng OPAG-CN upang maiwasan nang magastusan
ang mga magsasaka para lamang makadalo sa
ganitong mga pagsasanay. Layuning nito, na
ipaliwanag sa mga magsasaka ang mga bagong
teknolohiya sa tamang pangangalaga ng mga
nutrients sa lupa. Itinuro din dito ang tamang pag
gamit ng Trichoderma Harzianum, gayundin ang
tamang paraan ng pagkuha ng ipapasuring Lupa.
Hinikayat din ni Mr. Jay Canaria, Provincial
INM coordinator, ang mga magsasaka na ipasuri
ang kanilang lupang sinasaka bago pa ito
mabungkal o mataniman, upang magkaroon sila ng
giya sa tamang paglalagay ng abono sa kanilang
mga pananim. Giit din nya, ito din ang magiging
basehan nila kung nagiging acidic na ang kanilang
lupang sinasaka, malalaman din nila kung anu-ano
pa ang mga macro-nutrients na nandoon sa
kanilang lupa. Aniya, ito din ay makakatulong
upang makatipid sila sa pagbili ng mga pataba na
gagamitin, sapagkat malalaman nila kung ano
lamang ang kailangang pataba, gaano karami at
kailan ilalagay para sa halaman na kanilang
itatanim.
Isa din sa mga naging highlight sa
pagsasanay na ito ang pagtatalakay ni Mr. Ador
ni: Jay Q. Canaria
Si Mr. Benjohn Agna (Opag Staff) & Mr. Jay Canaria (Prov’l INM Coordinator) habang ipinapakita ang tamang
pamamaraan ng pagkuha ng lupang ipapasuri.
Sanchez, patungkol sa pag gamit at benepisyo
sa Trichoderma Harzianum. Karamihan sa
mga magsasaka ay nabighani sa mga
benepisyo nito, ayon sa kanila makakatulong
daw ito sa kanilang pagtatanim, kung kaya’t
ilan sa mga magsasaka ay nagpalista upang
makahingi ng libreng Trichoderma upang
agad na itong masubukan.
Matapos ang pagsasanay ay nagpasa
ang mga magsasaka ng mga ipasusuring lupa.
Makalipas ang ilang araw ay kanila na ding
nakuha ang resulta ng pagsusuri, at
rekomendasyon kasabay na din ang kanilang
request na Trichoderma Harzianum.

In view of the continuous and rapid spread of
fall army worm in the province of Camarines Norte
especially on corn, the Office of the Provincial
Agriculturist lead by Engr. Almirante A. Abad and with
the help of the Department of Agriculture-Regional
Field Office V, Regional Crop Protection Center
headed by Mr. Giovanni Valenciano, conducted an
assessment and validation on affected corn farmers
at barangay Labnig, Paracale; Sta Cruz, Labo and
San Isidro, Daet, Camarines Norte.
Based from validation, only corn plants has
been attacked by this pest, more occurrence on
white corn, glutinous and Lagkitan variety. Moderate
attack on BT-corn and hybrid corn.
OPAg has established a massive information
dissemination to corn farmers about the pest.
Conducted both on field and thru radio broadcast
giving emphasis on the characteristics and control
measures on this pest, provision of pesticide to
affected farmers and installation of pheromone traps
to control this devastating pest (FAW).

Agriculture Region 5 ay namahagi ng mga

Ang mga pinamigay ay ang sumusunod: 2
unit Pump Irrigation System for Open Source
(PISOS), 1 unit ng Multi Purpose Cultivator, 20
pirasong plastic crates, 4 unit knapsack sprayer,
20 roll HDPE Pipe, 80 pirasong drum, 0.5 kilong red
hot seeds, 0.5 kilong hot pepper seeds at 330
kilong mani. Naipamahagi ang mga kagamitang
ito sa 30 mga organisasyon, cooperatives at LGU's
sa iba’t ibang bayan ng Camamrines Norte.

Teknolohiya sa pagtatanim ng mais, inilunsad
sa bayan ng Sta. Elena
Upang mapalakas pa ang produksiyon ng mais
sa lalawigan at mabigyan ng karagdagang
kaalaman sa pagsasaka, nagsagawa ng pagsasanay
sa teknolohiya sa pagtatanim ng mais ang Office of
the Provincial Agriculturist (OPAg) sa pamumuno ni
Engr. Almirante A. Abad. Ito ay ginanap noong ika-12
ng Marso, 2020 sa Brgy. Maulawin, Sta. Elena,
Camarines Norte na dinaluhan naman ng tatlumpung
(30) magsasaka mula sa nasabing bayan. Ang
pagsasanay na ito ay naglalayon na mahikayat ang
mga magsasaka na magtanim ng mais at bumuo ng
cluster sa bayan ng Sta. Elena upang
masimulan na ang 5 – Year Development
Plan na naaayon sa National Corn
Program ng Department of Agriculture.
Nagsilbing tagapagsalita ang mga
Agricultural Extension Workers ng OPAg na
Sina Cesar Miraña (Senior Agriculturist),
Ryan Villaflores (Agriculturist II), Ador
Sanchez (Agriculturist II), Engr. Jay
Canaria (Agriculturist II) at Mack Lennon
Quibral (Agricultural Technologist). Tinalakay
sa nasabing pagsasanay ang mga teknolohiya
mula pagtatanim hanggang sa pag-aani ng mais
tulad ng Good Agriculture Practices (GAP) on Corn,
Farm Record Keeping, Nutrient, Pest, Water
Management at iba pa.
Ang Pamahalaang Panlalawigan ng
Camarines Norte sa pamamagitan ng OPAg ay
patuloy na humihikayat sa ating mga magsasaka na
ugaliing makipag-ugnayan sa mga Agricultural
Extension Workers (AEWs) para sa mga pagsasanay
na tulad nito, maging updated rin sa iba pang mga
programang handog tulad ng mga
makinaryang pansakahan,
technical assistance
at iba pa.
