In Korean, the word “culture” is written with the Chinese characters for “literature 文” and “change 化”. The core of culture goes along with three notions: change, communication, and peace. Culture is the aggregation of the historical achievements made by humans through their efforts to secure better living conditions. Culture can bring the true happiness to people with changes agreed by the people through rich communication. The cultural society created by such changes would be likely based on the peace among people understanding the virtue of the diversity.

Many would agree that in Asia, particularly in these days, people want more of such change, communication for the peace. With aim of promoting such communication and change for the cities, we jointly hold the Asia Cities Culture Forum 2017.

Today, the cultural policies of cities face serious challenges caused by the rapid changes that the globalized system and technological development are bringing about. Over the last decade, social problems such as population aging, widening gaps between classes, and the stagnation of social growth and satisfaction with life have emerged as new agendas to be addressed by cities. However, while the new chance of growth by the rapid technology developments promises prosperity, there is also fear that humans will become obsolete in the future. What role can culture and art play in addressing such challenges?

We, as public policymakers, must deal with such complex problems involving the growth of cities, restoration of communities, and promotion of citizens’ happiness in the end. Those are related issues to restore the vitality of cities. As an answer to those problems as well as a goal of city policy, the vitalization of culture in everyday life should be considered.

From a distance, we can see a big picture.

But up close, we can find the right answer out of the diverse cases.

As countries around the world have similar social structures, the problems mentioned above have also manifested in similar forms, which is now taking shape as a global trend. However, upon closer examination, it is clear that the impact of such a problematic trend on people’s lives goes by the context and regional characteristics of each society. In particular, since the culture of the society is built on people’s daily life, it should be interpreted in context of that society and the region. In that context relevant cultural policies would be established.

If people take a big picture, Asia is only seen as a single landmass. But if they come into and take a closer look, they will find out that Asia is an aggregation of numerous diverse and unique cultures. The Asia Cities Culture Forum 2017 is organized to share the cases and contexts of Asia Pacific cities that have regained their vitality through the restoration of culture in people’s everyday lives. Cases of citizen-led creation and enjoyment of culture in different contexts will be focused.

By reflecting on the diversity, we will make progress all together.

Seoul Station, built in 1925, was a landmark of Seoul and a symbol of modernization. However, because the railway blocked off the eastern and western neighborhoods surrounding the station, it caused an inconvenience to the public. In 1970, at the peak of industrialization, an overpass was built at Seoul Station to solve the traffic issue. Both the overpass and the station itself became the symbolic structures of Seoul, being the first image greeting passengers traveling from other regions into the capital city by train.

In the years following completion of the overpass, an overwhelming increase in the amount of traffic in the late 1990s raised safety concerns. Despite continued efforts to meet safety standards, the overpass was shut down after receiving a safety rating of “D”. Removal of the overpass was argued.

However, in 2014, the original plans for the removal of the overpass were changed into the “Seoullo 7017 Project”, with concept of “connecting and urban regeneration for pedestrians”. The name Seoullo 7017 implies the rebirth of the original 17 meter-high overpass from 1970 in 2017, and the transformation from a road for vehicles into 17 roads for pedestrians.

The transformation of “old roadway” into a “new walkway” tells us that old facilities can turn into a space for people instead of being simply torn down. It should be taken in as a new perception of urban regeneration.

Gusan-dong Library VillageSeoullo 7017

<Gusan-dong Library Village> is a library in Eunpyung-gu, north-west of Seoul. Its establishment was initiated by the community of village residents in 2011, and was finished by funding through the participatory budget system of SMG. Moved by citizens’ campaign to build the library for the local community, Eunpyung-gu authority purchased several old houses in the middle of Gusan-dong in 2012. And a very unique construction design to covered and merged those houses was adopted. As a result, the village-like library building could preserve the old houses and also be the symbol of the culture of community. Now the library is operated by the cooperative formed by village citizens.

The building of the Gusan-dong Library Village also bears great architectural meaning. The library building is composed of eight old houses that were renovated keeping their original styles intact. So village’s original atmosphere could be preserved inside of the building. The old alleyways were turned into bookstands, and living rooms into gathering places for visitors. The old houses’ outer walls have been left untouched, now comprising the inner wall of the library. In 2016, the building won the Public Building Award and the Seoul Architecture Award.

The library has no designated reading room. Visitors can sit and read wherever they like. It also provides with the facilities for recording, performance, and gathering to encourage the active participation in the culture by the village people, especially by the young.

The Gusan-dong Library Village is operated and managed not solely by the Eunpyeong-gu government officials but also by local residents, grassroots community, and cooperatives. Their joint efforts created the library as a power house of the community.

Seoul Street Arts Creation Center

- Keywords for discussion : Re-use of disused facility, Street arts, Artist residency program

The Seoul Street Arts Creation Center is located in the former Guui Water Intake Station complex, a valuable piece of modern cultural heritage. When it was decommissioned after the construction of a new water intake station, the idea was born to turn it into a new cultural space while preserving its industrial heritage. It was an ideal space for both street arts and circus, providing a large, high-ceilinged space (the equivalent of two stories) for practicing and performing circus routines, as well as a large outdoor space for street arts.

The project began in 2012, with an inquiry into the Guui Water Intake Station site. In 2013 there was an open-studio event which tested the suitability of the buildings and site for use as a venue for street arts and circus. After renovation, the site opened as the Seoul Street Arts Creation Center in 2015. The center now has two main spaces. The former Water intake station 1 has a large main hall and an area devoted to set production. Water intake station 2 has a practice room and a video production room. There is also a large outdoor space that is available for practice of outdoor performances.

The Seoul Street Arts Creation Center is a creative space which supports street arts and circus projects, and provides education for the artists in these fields. Work created in and supported by the center will have a higher chance of being presented and shared at cultural events such as city festivals.

The center is designed not only to support professional artists, but also to raise public awareness of these art forms and provide the opportunity for new cultural experiences. It will serve as a base for exchanges at home and abroad as Korea’s first – and Asia’s only – specialised creation center for street arts and circus.

Seoul Art Space_Sindang - Keywords for discussion : Revitalization of old market place, Space for young artists

The Seoul Art Space_Sindang is a complex of 40 more studios for craft artists. As a part of culture-led regeneration project, SMG renovated the vacant shops in the underground arcade of Jooang Market which was built in 1971 at Sindang-dong.

Raw fish restaurants and shops for blankets and Hanbok (Korean traditional costume) featuring the arcade have lost their competitiveness against the department stores and shopping malls in the vicinity. In 2009, by the new policy of SMG to build Seoul Art Space, fifty-seven empty shops in the underground arcade was renovated into the creation space for young handicraft and design.

Seoul Art Space_Sindang provides not only the creation spaces for young creators but also the vitality for the market and the vicinity. SFAC organizes series of community art projects connecting the artists and people in the market.

Sewoon Arcade is located in the center of Seoul, and is not only an architectural treasure, but also a cultural and industrial complex keeping the history of city's urbanization and industrialization. Recently during the renovation they also excavate relics of the Joseon Dynasty.

In 1968, the plan to build Sewoon Arcade was introduced as part of Seoul’s urban development project. Sewoon Arcade was the very first case of residential-commercial mixed-use building in Korea. It is a one kilometer-long mega complex building stretching from Jongmyo Shrine(UNESCO Heritage) to Namsan Mountain. In Korean, the name of the arcade has meaning of “the place where all energy in the world gathers”. At that time it became a landmark in Seoul, even equipped with elevators, which were hard to come by in the 1960s in Korea. From the 1970s to the early 1980s, Sewoon Arcade was regarded as the hub of the electronics and manufacturing industries due to its abundance of electronics, devices, and machinery.

With the passing of time, manufacturing began to lose popularity and the center of urban development started to shift. As a result, this arcade and its neighborhood lost the fame in the 1990s and 2000s, and were deemed as an eyesore at the heart of Seoul. Mayors of Seoul tried several revitalization projects on Sewoon arcade since 2008.

Sewoon Arcade

Now the project <Again, Sewoon> is in its progress. It focuses on regeneration of Pedestrian, Industry, and Community. The project is divided into two stages, until the completion in 2020. In September 2017, the first stage was completed. A one kilometer-long walkway connecting buildings in the arcade complex was created to make this area more accessible to the public. Sewoon Makers Cubes for start-ups were open along the walkway. “Maker City” is new vision of Sewoon Arcade.

Mijin NAMManager of Research & Development Team, Seoul Foundation for Arts and Culture

Mijin Nam is currently the manager of Research & Development Team at Seoul Foundation for Arts and Culture (SFAC). She has been working for SFAC since its establishment in 2004, in the departments of Seoul Arts & Culture Education Center, arts education and planning & coordination and etc. Before joining SFAC, she worked for the Korea National University of Arts as a program coordinator of dance performances and KNUA Dance Company. She holds a Ph.D in Education from Kyunghee University and she also studied Arts Management at Korea National University of Arts. She is eager to learn and share more about cultural diversity, multicultural education, social cohesion and bonding through arts education and community arts, and social integration in the pre- and post- unification of Koreas.

Seunghyun PARKDirector of Community Arts Division, Seoul Foundation for Arts and Culture

Seunghyun PARK recently served as Executive Director of Performing Arts of the Sejong Center for the Performing Arts, one of the best theatre in Korea. Now, he is currently working in the performing arts and culture area. In particular, he has long been involved in various activities related to community arts. He also found 1,000 community arts clubs and accomplished the 'Sarangbang Culture Club Network' in Seongnam. Park started Community Arts Festival from 2014 while he was in Sejong Center. It was developed and shown internationally in 2017 as the name of the Seoul International Community Orchestra Festival(SICOF). A total of 4,400 citizens from 31 countries participated as players in SICOF2017. Also, through online audition for worldwide citizens, it was created Seoul International Community Orchestra(SICO) composed of 63 people from 29 countries. These 63 people announced the 10 Agendas of Seoul Community Arts Declaration, along with the establishment of SICO on September 21.

Hae-bo KIMDirector of Management and Planning Division, Seoul Foundation for Arts and Culture

Hae-Bo Kim is currently the director of Managing & Planning Division at Seoul Foundation for Arts and Culture (SFAC). He has been working at SFAC since 2004, dealing with the business of research and policy development, arts supporting, Seoul Art Spaces, Seoul Theater Center, festival production, and etc. Before joining SFAC, Hae-Bo worked for the Korea Science Foundation dealing with science promotion programs, especially Sci-Art projects. He also worked for SamulNori Hannullim, one of the most famous Korean traditional percussion troupe, and for Moochon, the theatre company. Hae-Bo holds a Ph.D in Sociology from University of Seoul. He also studied Arts Management at Chugye University of the Arts and physics at POSTECH. He is keen to exchange and learn more about “legitimacy of cultural policy”, “trade of the culture in cultural capitalism”, “future of culture as algorithm, “change of public policy in the view of the neo-institutionalism”, “future of science and human society”, and himself.

Chulhwan JOOCEO of Seoul Foundation for Arts and Culture

Chulhwan Joo has served as president of the Seoul Foundation for Arts and Culture since 2016.

Holding a Ph.D. in Korean Language and Literature, he has proven to be a versatile creator as a music composer, writer, educator, and TV program director. Joo has produced a program that mainly deals with youth culture and won the great popularity and prestigious awards. He had been recognized as one of the most distinguished producer director. Also, he has become one of the few TV program director in Korea whose names are widely known among viewers. In 2007, Joo became the first CEO of OBS Gyeong-in broadcasting corporation and in 2010, he led the launch of JTBC, recently the most remarkable broadcasting corporation in Korea. Joo taught at Ewha Womans University since 2000 and in the Department of Cultural and Contents of Ajou University since 2014. He has also authored 15 books and released 2 music albums as a sing-a-song writer.

Dr. Marina Guo is a cultural entrepreneur, academic and strategist based in Shanghai China. She is the founder & President of Huashan Multiversity and Vice Director, John Howkins Research Center on Creative Economy, Shanghai Theatre Academy. She serves as the Rotating Chair for China Innovation Service Alliance for Culture & Technology. She is guest faculty at Berlin School of Creative Leadership and is sitting on the Board of Director, American Institute of Performing Arts. Marina is the author of Creative Transformation (China Economic Press 2011) studying the potential of the creative economy in China. Marina was recognized as a future leader by the Australian government as Australian Endeavour Award. She was granted Creative Leaders Award at China Creative Industries Award.

The China Innovation Service Alliance for Culture and Technology

The China Innovation Service Alliance for Culture and Technology is a NGO and a national initiative funded by Ministry of Science and Technology, P.R. China. The Alliance offers a range of innovation services in cultural project development, talent development, investment and international collaborations to enhance a robust inter-industry development and regional economic growth. The Alliance aims to develop an industry-academia integrated service platform for technological innovation and its commercialization in addition to institutional innovation and talent development. The Alliance took a leading role in urging technology-led and innovation-driven sustainable cultural development.

Huashan Multiversity

Huashan Multiversity is a vocational education and training institute on cultural leadership and creative entrepreneurship for professionals and executives with a recent focus on cultural tourism development. It serves as the a public learning platform and think-tank for the convergence of culture and technology in regional socio-economic development.

Changhyun LEEChairperson of Cultural Policy Committee, Seoul Foundation for Arts and Culture; Professor of Kookmin University

Changhyun LEE received his Ph.D. in communication from Seoul National University in 1993. During military regime in the 1980s in South Korea, Lee has participated as a resistance cultural movement within the university, and since then he has continuously expressed interest in the role of media and culture in social movements in South Korea. Lee has concentrated his research objectives in applying media and communication studies among social issues as a tenured Professor at the Kookmin University. Additionally, Lee has served as a board member of the Korean Broadcasting System to promote bilateral partisanship as a public organization. Lee was also appointed as the President of the Seoul Institute, the urban planning think tank of the Seoul Metropolitan Government, where Lee applied his communication expertise to various social issues. Lee has established new urban planning models by citizen participation to solve urban issues by opening opportunities for communication. In 2015, Lee has created METTA, Megacity Think Thank Alliance among major cities such as Beijing, Shanghai, Singapore, and Ho Chi Minh City. Lee has organized the One Man Demonstration Association with I'm Ok Sang, South Korea’s famous resistance artist. Lee had established Social Curating Association in the effort to solve social problems by interdisciplinary approach of social art and liberal studies.

Seoul Foundation for Arts and Culture(SFAC)

Seoul Foundation for Arts and Culture was established in 2004 to enhance the quality of life of Seoul’s citizens, and increase the city’s competitiveness, by deeply instilling culture and the arts in the daily life of the local population. To accomplish its mission, the foundation carries out various initiatives of arts support program, culture & arts education, public-arts projects & festivals, and a cultural welfare program. It also operates cultural facilities such as Seoul Art Spaces, Namsan Arts Center and Seoul Theater Center.

Institute for Cultural Industries, Shenzhen University

Established in May 2009, the Institute for Cultural Industries (SICI) is the first multi-disciplinary research institution of Shenzhen University (SZU) and a Key Research Base of Humanities and Social Sciences in Guangdong Province. It also holds the National Research Centre for Cultural Innovation in Shenzhen University since 2013. The main research areas of SICI include: new forms of cultural industries (CI), regional CI development and CI policy & IPR. The mission is to ‘vigorously engage in CI research, build a platform for academic-industry exchanges, and serve local economic growth’ not only in Shenzhen, but also in other parts of China. It is credited as one of the top three among the CI research centres in China.

SICI has conducted over 30 research projects granted by National Social Science Foundation (China), Ministry of Education, and Ministry of Culture etc, and over 50 projects commissioned by local governments and cultural companies. It organizes an annual Cultural and Technological Innovation Symposium since 2012, based on which the Bluebooks of Culture and Technology are published. It has also sponsored the activities of China (Shenzhen) International Cultural Industries Fair (SZU Venue) since 2008.

SICI is dedicated to strengthen the international cooperation and has established strategic partnership with Queensland University of Technology, Curtin University, WCCF and KEA European Affairs.

HAN Han

Associate Professor HAN Han is the deputy-director of Information and Publishing Department, Institute for Cultural Industries, Shenzhen University, China. He had worked in Chinese Academic of Sciences (Postdoctoral & Associate Professor) and the University of North Carolina at Chapel Hill, US (Visiting scholar), and has published 16 books (in Chinese or English) in the field of literature.

LI FengliangDirector of Institute for Cultural Industries, Shenzhen University; Director of National Research Center for Cultural Innovation in Shenzhen University

Professor LI Fengliang is the Vice-Chairperson of University Council, Southern University of Science and Technology, Shenzhen; dean of Institute for Cultural Industries and director National Research Center for Cultural Innovation in Shenzhen University, China. He is supported by the “Ten Thousand Plan”, the National High Level Talents Special Support Plan and won the “Shenzhen Outstanding Talent Award” in 2015. He holds concurrent posts of Deputy Director of Committee of Experts for China Association of Trade in Services, member of Committee of Experts for China Cultural Industry Cooperative, and Vice Chairman of Cross-Strait Cultural & Creative Industries Research Alliance.

Specializing in literary and arts theories, cultural and creative industries and urban culture studies, he has been in charge of over 10 projects at national, provincial or ministerial level, with over 20 published books, over 100 academic papers and 200 cultural reviews to his credit. He was a visiting scholar at University of Southern California (2007-2008).

WEN Wen

Dr. WEN Wen is a lecturer and director of the Project Development Department of the Institute for Cultural Industries, Shenzhen University, China. Her main research interests include creative economy and maker culture. She is the chief researcher of National Social Science Grant China project “The Development of Maker Culture in Constructing Innovative Cities in China” (2015-2018) and Guangdong Provincial ‘Twelfth Five-year’ Plan Programs on Philosophy and Social Science project “The Urban Creative Scenes” (2015-2017). Her work has been published in “International Journal of Cultural Studies, Cultural Science Journal and the International Journal of Cultural and Creative Industriess”. She is the co-author of “Creative Economy and Culture: Challenges, Changes and Futures for the Creative Industries” (Sage, 2015).

Iris ChenAssistant Manager, Arts and Heritage Division, Ministry of Culture, Community and Youth

Iris Chen is currently in the team overseeing Performing, Visual and Literary Arts at MCCY, which looks into formulating arts policies for Singapore through working closely with arts and related agencies, the arts community and other stakeholders. Prior to MCCY, Iris helmed portfolios in community engagement in National Arts Council, managing strategic partnerships with community partners and curating arts programmes to promote active citizenry and participation in the arts. With varied experiences both in the Ministry and the Council, Iris is able to contribute and share her perspectives on policy formulation and implementation in the arts, as well as the impact of the arts on the cultural landscape in Singapore.

Tan Sin NahDeputy Director(Community Engagement & Partnerships), Engagement & Participation, National Arts Council, Singapore

Tan Sin Nah is the Deputy Director of Community Engagement and Partnerships at the National Arts Council overseeing the Arts and Culture Nodes partnership network and various strategic arts partnerships with community partners and agencies. She also oversees the twice-yearly Arts in Your Neighbourhood season which aims to provide enriching arts experience to the community and the annual Silver Arts Festival which collaborate with artists, arts organizations and community partners to integrate the arts into the lifestyles of seniors through performances, workshops and activities.

She has previously helmed portfolios in the Council including overseeing the development of the performing arts sector which entails formulating and implementation of strategic initiatives and policies, administration of financial assistance tools and support to arts companies and artists as well as promotion of artists, companies and their works both locally and overseas. She was also involved in the Singapore en France Festivals in 2010 and 2015 as well as various ASEAN projects and arts and cultural exchanges with international partners.

Michelle YeohManager (Community Engagement & Partnerships), Engagement & Participation, National Arts Council, Singapore

After a stint in the non-profit sector, Michelle Yeoh joined the National Arts Council in 2014. Michelle is part of the Community Engagement & Partnerships team that is responsible for driving the Arts and Culture Nodes initiative and overseeing strategic partnerships with various community partners. She also plays a key role in curating and programming for the twice-yearly Arts in Your Neighbourhood festival, working with both local and international artists and arts groups to curate meaningful programmes for the community.

Bridget SmythDesign Director, City Design, City of Sydney

For the past 26 years Bridget Smyth has pursued a career in urban design/architecture on major public domain and infrastructure projects in Australia and the USA. Joining the City of Sydney in 2001, Bridget is the Design Director and manages a range of urban design, strategic and special projects, including the development and implementation of the Sustainable Sydney 2030 vision. Prior to this role, Bridget was Director Design (1996-2001) for the Sydney 2000 Olympics and from 1990-1996 she was Senior Urban Designer on the Central Artery Tunnel Project (the ‘Big Dig”(US$14.5 billion) in Boston, Massachusetts USA. Bridget holds a Masters Degree in Design (Urban Design) from the Graduate School of Design, Harvard University and a Bachelor of Architecture (Hons) and a Bachelor of Planning and Design from the University of Melbourne. Bridget is the recipient of numerous awards including the 2016 AIA President’s Award, the 2014 AIA Marion Mahoney Griffin Award. Bridget is an adjunct professor at the UNSW Faculty of the Built Environment and University Technology Sydney.

Lisa ColleyManager, Research, Strategy & Corporate Planning, City of Sydney

Lisa Colley is Manager of Cultural Strategy at the City of Sydney. Prior to starting at the City in February 2016 she was the Director of the Creative Industries Innovation Centre, an Australian Government funded program supporting the business of creative enterprise. Her previous roles include Director Exhibitions and Events at the University of Technology Sydney, Manager New Media Arts Board and Executive Director Communications Policy and Research at the Australia Council for the Arts. She is a founding member of the Institute for Creative Health, the organization that led the development of the National Framework for Arts and Health endorsed in November 2013 by Ministers of Health and Ministers of the Arts in every Australian state and territory.

YOSHIMOTO Mitsuhiro began his career as an architect in 1981, after studying urban planning at the Graduate School of Waseda University. He became a consultant and researcher in cultural fields in 1985 and studied arts administration at Columbia University in 1997. Since 1985, he has been engaged in international studies on cultural policy and creative city development, research on the management and evaluation of cultural organizations, master planning for cultural institutions and consulting for public art projects. Mr. Yoshimoto is also the editorial supervisor of ‘Creative City of EU and Japan’. He is currently Director of the Center for Arts and Culture at NLI Research Institute, a member of the National Cultural Policy Committee, Board Member of Arts Council Tokyo and Board Member of the Association for Corporate Support of the Arts, Japan. In 2014, Mr. Yoshimoto was appointed to be a member of Tokyo Council for the Arts and Culture as well as Chairman of the Council’s Committee for Cultural Program of Tokyo 2020 Olympic and Paralympic Games.

NLI Research Institute

NLI Research Institute has been engaged in a variety of arts and cultural projects since its foundation in 1988 by Nippon Life Group. These include international studies and proposals on cultural policy, creative city development and creative industries; research on the management and evaluation of cultural organizations, master planning and consulting for cultural institutions and art initiatives. The Institute has also been involved in the development of the National Art Center Tokyo, Tokyo Opera City, Setagaya Public Theater and Iwaki Performing Arts Center. The Institute served as consulting firm for the artwork projects of the Tokyo International Forum, as well as the new headquarters building of Dentsu Inc. These projects rank among the top cultural developments over the past two decades in Japan.
