Based on monitoring of Bali Postat a number of banner installationpoints, last Monday (Mar 22), the num-ber of banner installation showed anincrease again. If previously the can-didate couples supported by the Indo-nesian Democratic Party of Struggle(PDI-P) had dismantled the attributesof socialization, later on they re-emerged in larger numbers. Ironically, several banner installations of theleader candidates in the Denpasar Cityignored the prevailing stipulation ofRegional Regulation. For example, thebanners were installed across the pave-ment and the road body.

The banner belonged to candidatecouple of number 1 set up at the nextto Alangkajeng Hamlet, JalanHasanuddin, clearly surpassed theroad border because the end of its

National Examination for se-nior high school (SMA) / highvocational school (SMK) hasbeen held for decades, but onlythis time it ran lousily. Theproblems lay on the exam ma-terials for a number of schoolsin Amlapura got accidentallyexchanged and similar casealso happened at one of theschools in Denpasar. As a re-sult, such incident beyond theimagination of the nationalexam organizers made Gover-nor of Bal i Made MangkuPastika and Deputy Head ofCommission IV of Bali House,Ketut Kariyasa Adnyana furi-ous. Both accused the printinghouse, in th is case PerumPercetakan Negara RI as ring-leader of the chaos.

According to MangkuPastika, the core problem didnot have something to do withthe incompetent performanceof national exam organizers, but purely on incompetence ofprinting house. Apart from theexisting solutions, said MangkuPastika, the matter was not trueand not good because it was af-fecting the mental of childrenfacing the tests. “On that ac-count, we must complain in ac-cordance with the existing pro-vision and regulations to theprinting house. If necessary, weno longer use them because thisposes a bad precedent for theimplementation of the nationalexam,” asser ted MangkuPastika in annoyed face in themidst of his monitoring to theimplementation of nationalexam at SMK 3 Denpasar, lastMonday (Mar 22).

The printing house in chargeto handle the national exam inBali, according to him, shouldwork extra carefully so as notcreate a chaotic implementa-tion of the national exam. Bynature, the national exam itselfrequired the peace of studentsto follow the test and if therewas any chaos it could disrupttheir concentration.

Comparable opinion wasmade by Deputy Head of Com-mission IV of Bal i House,Ketut Kariyasa Adnyana. Even,

Denpasar (Bali Post)—The return to voting method by

punching as a follow up of the mecha-nism for the upcoming regional leaderelections is vulnerable to make confu-sion and can potentially create manyinvalid votes. These conditions mustbe addressed seriously by theimplementers and perpetrators, so thatthe public can understand about themechanism as suggested by the ActNo. 32/2004.

A political observer, Tjok Atmadja, stated since the rules had implied so,people might submit to them. Prob-ably, residents could be truly awkwardbecause previously in the GeneralElection and the Presidential Electionthey have been familiar with tickingmethod. “Electoral organizers and per-petrator must undertake it all out in thisregard. Do not let the execution of de-mocracy spend expensive budget, butits political legitimacy is small,” saidTjok Atmadja, last Monday (Mar 22).

This Rector of Ngurah Rai Univer-

Denpasar (Bali Post)—Direction from the Denpasar Electoral Commission with Supervisory Committee to all cam-

paign teams of each candidate of mayor—deputy mayor in relation to attributes associated withsocialization was not fully implemented. The proof, so far a number of installations of socializa-tion attributes belonging to each candidate violated the provisions stipulated in the law. One ofthem was the banner belonging to candidate couple of Dharma-Negara and Subawa-Udiyana onJalan Hasanuddin, Denpasar.

banner occurred above the road. Asimilar condition also happened tothat of Subawa-Udiyana package onthe same street. Even, the packagesupported by Democratic Party andFunctional Group (Golkar) Party alsoset up banner above the park of roadmedian that had been agreed not tobe allowed.

Chairman of Denpasar Supervi-sory Committee, Ni Made Wirati, ad-mitted such violations did not belongto her authority to take action. Whenassociated with the infringement ofRegional Regulation, it became theauthority of Denpasar Sanitation andLandscaping Services (DKP). “Weare only authorized to take actionagainst the offender in connectionwith campaign materials. So if thedeeds violating the Regional Regu-

lation, it is the DKP that should makecoordination,” explained Wirati lastMonday.

Meanwhile, the Secretary of win-ning team of Dharma—Negara, EkoSupriyadi, said his party wouldpromptly dismantle those banners vio-lating the provision. “We will immedi-ately take off the banners. We have justdiscussed about the matter with Mr.Gung Kompyang (AA KompyangRaka, Chairman of the Dharma-NegaraCampaign Team-ed),” said Eko whenencountered at the office of DenpasarHouse.

In the meantime, Wirati also admit-ted her side regularly monitored theinstallation of socialization attributes ofeach campaign team. “If there is anyviolation, we will ask each team to re-move it,” she said. (kmb12)

As for Regional Leader Election by Punching

Potentially Creates Public Confusionsity (UNR) Bali stated the ElectoralCommission still had time to do social-ization. The two months remaining timecould be utilized well by conductingapproach to the community. Simply usethe popular ways so people could un-derstand thoroughly. Meanwhile, par-ticipation of the perpetrators of the re-gional leader elections was still ex-pected in convincing their supporters.Through simakrama or social gather-ing event as usually established, a can-didate could deliver how to use the vot-ing rights in the upcoming elections.“A candidate certainly does not wantto lose the votes of their supporters as aresult of invalid ballots,” he said.

Toward the possibility of many in-valid votes as a result of using the pre-vious punching method, Tjok Atmajasaid it might happen. However, hisparty could not estimate the volume. Itwould depend very much on how theElectoral Commission and their candi-dates made the socialization. “Indeed, the mechanism in use during the legis-

lative and presidential election is ide-ally continued. But, if the rule requiresthe mechanism back to previous punch-ing, people should be willing to do so,”he said.

Meanwhile, the Head of Bali Elec-toral Commission, Lanang Perbawahad observed the rules about the elec-tions. So far, the day before the votingtime came, his party had attempted thesocialization, either face-to-face, instal-lation of banners at strategic places orthrough a number of ads on mass me-dia. “We’ve been anticipating this con-dition much earlier,” he explained.

Related to possibility of many in-valid votes as a result of shockedcommunity, Lanang Perbawa did notexpect it to happen. He said the largenumber of invalid votes was not nec-essarily caused by the way of vot-ing. His party then provided ex-amples of mechanisms used in thelast legislative and presidential elec-tion where many invalid votes werefound, too. (015)

Governor of Bali Got AngryAccusing the PrintingHouse as Ringleaderof Chaos

this people’s representativefrom Buleleng accused thestate-owned printing house hadfailed to improve the quality ofthe national exam as aspired bythe government. “Performanceof the printing for the nationalexam in this year is really dis-appointing. Several problemsarise due to inaccurate perfor-mance of the printing house,”he said.

According to Kar iyasaAdnyana, the omens of chaos inthe national exam of seniorhigh school / vocational highschool seemed to find a prob-lem starting from the process ofdistribution made the organizerin Bali frenzy. Head of Bali Educational,Youth and Sports Services, IWayan Suasta, admitted to haveheadache to find out a solutionin order the national exam ofSMA/SMK in Bali could beheld as scheduled. His partyhad taken specific policy in re-lation to the accidental ex-change of questions for the sub-ject of Bahasa Indonesia withEnglish happening at someschools. “We have no otherchoice but prepare a backup bycopying them under supervi-sion of the Supervisory Team ofthe national exam and police. This policy had to be done inemergency case so that theexam could be continued anddid not harm the students par-t ic ipat ing in the nat ionalexam,” he added. LONDON – Prime MinisterGordon Brown’s Labour govern-ment denied involvement in acash-for-lobbying scandal Tues-day, after three of its ex-minis-ters were suspended just weeksbefore an election.

Former Cabinet ministerStephen Byers, who has been atthe centre of the row, was sus-pended late Monday after adocumentary was aired in whichhe was secretly filmed appar-ently offering his lobbying ser-vices for payment.

Former defence secretaryGeoff Hoon and former healthsecretary Patricia Hewitt werealso suspended pending an in-vestigation into the programme’sclaims, the Labour party said. All three deny wrongdoing.

Brown has dismissed calls bythe opposition Conservatives fora government investigation, andofficials said an internal reviewcarried out Monday found nocurrent ministers or civil ser-vants had been improperly influ-enced.

“There is not a shred of evi-dence, not a single scintilla ofevidence, of any improprietywhatsoever,” Justice SecretaryJack Straw told the BBC Tues-day.

However, he said the trio’sbehaviour had brought the partyand parliament “into disrepute”and said there was “incendiary”anger among Labour lawmakers, who have a tough battle to winre-election in a vote expected onMay 6.

YANGON, Myanmar – Aung San SuuKyi’s lawyers say the detained opposi-tion leader would “not even think” of reg-istering her party for Myanmar’s upcom-ing elections under the junta’s restrictionsbut she will let the party decide for itself.

Suu Kyi is under house arrest and iseffectively barred from running and vot-ing in elections under recent laws enactedby the military-ruled government.

One of the laws requires parties to reg-ister for the elections or cease to exist.Lawyer Nyan Win said Suu Kyi told himTuesday she “would not even think ofregistering under these unjust laws” butshe will let her party decide on its own.

have a duty to be transparent andaccountable servants to theirconstituents at all times,” theparty said, announcing the sus-pensions. Byers described him-self in the programme as a “cabfor hire”, charging up to 5,000pounds a day for his services.

Hewitt and Hoon were filmedsuggesting they would charge3,000 pounds a day for their ser-vices.

All three were close toBrown’s predecessor as primeminister, Tony Blair, and are dueto step down as lawmakers at theelection. Hoon and Hewitt hadalso led a failed attempt to dis-lodge Brown as Labour leader inJanuary.

The scandal comes less thana year after a major row overMPs’ expenses rocked parlia-ment, and Conservative leaderDavid Cameron described it as“shocking”, saying: “It is aquestion of government integ-rity.”

His party said Brown’s re-fusal to launch an investigationwas “outrageous”.

Byers, a former transport sec-retary, boasted to the undercoverjournalist he had made a secretdeal with current Transport Sec-retary Andrew Adonis over thetermination of a rail franchisecontract. Both the rail firm, Na-tional Express, and Adonis de-nied this.

He also claimed BusinessSecretary Peter Mandelson hadamended food labelling regula-tions after he intervened on be-half of a supermarket giant.

Mandelson said he had “norecollection” of having talked toByers about the issue, addingthat the whole incident was“very sad and rather grubby”.

AACHEN, Germany – A German court on Tues-day convicted an 88-year-old man of murderingthree Dutch civilians as part of a Nazi hit squadduring World War II, capping six decades of effortsto bring the former Waffen SS man to justice.

said. Boere sat in his wheelchair, staring at the floorand showing no visible reaction as the verdict was an-nounced.

During the trial, which began in October, Boere ad-mitted killing a bicycle shop owner, a pharmacist andanother civilian in 1944 as a member of the “Silbertanne”hit squad — a unit of largely Dutch SS volunteers re-sponsible for reprisal killings of their countrymen.

He said he had no choice but to follow orders to carryout the killings. “As a simple soldier, I learned to carryout orders,” Boere testified in December.

“And I knew that if I didn’t carry out my orders Iwould be breaking my oath and would be shot myself.”

But the prosecution argued that Boere was a willingmember of the fanatical Waffen SS, which he joinedshortly after the Nazis had overrun his hometown ofMaastricht and the rest of the Netherlands in 1940.

Though sentenced to death in absentia in the Nether-lands in 1949 — later commuted to life imprisonment— Boere has managed to avoid jail until now.

One German court refused to extradite him becauseit ruled he might have German nationality as well asDutch. Another would not force him to serve his Dutchsentence in a German prison because he was absent fromhis trial, having fled to Germany.

“We welcome the conviction, we welcome the sen-tence and this is again another proof that even at thispoint it is possible to bring Nazi war criminals to jus-tice,” Efraim Zuroff, the top Nazi hunter at the SimonWiesenthal Center, said by telephone from Jerusalem.

“It also underscores the significance of the renewedactivity on the part of the German prosecution,” he said.Dolf Bicknese — the son of pharmacist Fritz HubertErnst Bicknese, one of the victims — also voiced satis-faction.

“I’m happy that the judge made a good decision,” hesaid.

Defense lawyer Gordon Christiansen said he wouldappeal to a German federal court. Boere will remainfree until the appeals process is complete.

Boere was born in Eschweiler, Germany — on theoutskirts of Aachen, where he lives today. The son of aDutch man and a German woman, he moved to the Neth-erlands when he was an infant.

Boere has testified that he decided to join the SS atage 18 after the Germans had overrun the Netherlandsand he saw a recruiting poster signed by HeinrichHimmler that inspired him.

After fighting on the Russian front, Boere ended upback in the Netherlands as part of “Silbertanne” — adeath squad believed to be responsible for 54 killings inHolland.

AFP/DDP/Henning KaiserJustice finally caught up with former SS assassinHeinrich Boere as a German court jailed the 88-year-old pensioner for life for shooting dead three civil-ians in the Nazi-occupied Netherlands in 1944.

For more than three years, the Niger Delta, home to Nigeria’s multi-billion-dollar oil andgas industry, has been rocked by violent attacksand kidnappings targeting oil companies, work-ers and their families.

Some are carried out by militants claimingto be fighting for a fairer share of the region’soil wealth for local people, others by criminalgangs out to make ransom money.

A government amnesty deal saw a brief lullin violence and kidnappings until the end ofJanuary when a leading rebel group called offits ceasefire it declared last year.

The surge in violent attacks slashed crudeproduction in the world’s eighth largest pro-ducer to 1.5 million barrels a day, from a peakof 2.6 million at the start of 2006.

DENPASAR - The prosecution in the trial of an In-donesian man accused of raping a Norwegian exchangeprogram student demanded a seven-year jail term forthe defendant in a Denpasar District Court session hereMonday.

Oktaviano Prastiwan P Tolok (24) raped the studentwhile she was drunk at a location near the campus ofUdayana University (Unud)’s economic faculty,Jimbaran, last November 15, public prosecutor AriDewanto said in his arguments.

The man who hailed from East Nusatenggara (NTT)was waiting for customers at a motorcycle taxi stand atKuta when he saw the girl making her way in the streetin a wayward way. He then offered her to take her to herhotel on his motorcycle.

But on the way to the hotel the defendant decided totake her elsewhere, a dark and quiet spot near the sportsfield of Unund’s economic faculty where he raped her.

The girl who was left lying on the spot eventuallycame to her senses and, after realizing what had hap-pened to herself, reported the incident to her hotel’s se-curity. Police in the end were able to locate and arrestOctaviano.

The public prosecutor said the defendant had com-mitted an immoral and socially reprehensible act andat the same time damaged Bali’s image as a safe touristdestination. The only alleviating factors about the de-fendant was that had frankly confessed his misdeed andhad never been convicted before.

The court session was adjourned until next March29 when Octaviano would present his defense in court.

Denpasar, Bali Post -Implementation of the first day of

the national examination (UN) forHigh School / Vocational High Schoolin Bali, on Monday (22 / 3) yester-day, was really chaotic. The faultyState Printing party as the winner ofthe RI tender has caused printingproblems in the UN in Bali. A num-ber of schools were so distraught be-cause they were receiving computeranswer sheet (LJK) far below thenumber of UN participants.

There are also LJK in damagedcondition found. Worst of all, thereare a number of schools that receivedinconsistent materials with subjectstested on the first day, such as the In-donesian question confused with theEnglish exam materials which is dueto be tested on the second day, Tues-day (23 / 3).

Confusion about the incident canbe found in Denpasar ’s SMAKHarapan. In this case, there wereabout 8 envelopes (one envelope con-taining an average of about 10 pack-ages) for the social program whosecontents were mixed. The subjectswritten on the cover were differentwith the actual content.

The cover of the envelope listed In-donesian question, but the contentswere about the English language. Er-rors of the printing press were knownonly about 10 minutes before the UNstarts. As superintendent of the room

First Day of UN was Chaoticopened the sealed envelope containingthe Indonesian questions to be distrib-uted to the participants of the UN, it isknown that eight envelopes were con-taining the English language materialsinstead. The findings were immediatelycommunicated to the team for the nextUN inspector reported to the City ofDenpasar Disdikpora. Finally, a decisionwas made to distribute emergencybackup copies.

Chairman of the UN Committee inSMAK Harapan Denpasar, Dra. AatRohati, says that once the mistakes be-came known, it has immediately beingdiscussed with the team supervisor. Notdaring to make a decision, eventuallythey were contacting the Disdikporawhich eventually taken over backupcopy under the supervision of the UNSupervisory Team and police. ‘’All ofthese events we noted in by the minutes. The time taken for this issue to finallycompensated for their exams so that stu-dents get extra time,’’ Rohati firmed.

Problems of the English materials thathad already opened, according to her,was finally sealed immediately after sub-sequent meetings held in Subrayon andsecured by the police in order to preventleak. ‘’UN participants at HarapanChristian High School recorded are 289people, as many as 149 people amongsocial science major,’’ said Rohati ac-companied by Harapan Christian HighSchool’s Principal I Nyoman Rubin.

Rubin added, the school also found

there were a number of UN partici-pants who must answer the questionwith faulty LJK (computerized answersheet), because it seems to have beenfolded. ‘’To overcome this, however, there were no backup LJK,’’ he said.

Problems also found in SMAKSanto Yoseph Denpasar. UN questionsthat every room should have two pack-ages of the package 27 (A) and thepackage 60 (B), even 8 in the majorsIPS room because the same packageof the package 27 (A). Head of St. Jo-seph High School, Drs. NyomanSunarya was reluctant to comment andasked DenPost to contact the Chair-man of IV Subrayon Drs. Wayan Rika,M.Pd. ‘’I’m sorry we do not have theauthority to give a statement on this, because the news events we have re-ported to the Chairman Subrayon IV.Please contact Chairman SubrayonIV,’’ said Sunarya.

Wayan Rika when contacted con-firmed the discovery of such cases ac-cording to reports from St. JosephHigh School. Not only that, when sub-jects were tested biology there was alack LJK by 6 sheets. Finally, the de-cision was made of photocopying LJKto overcome the deficiency.

In SMAN 4 Denpasar, said Rika, also found many imperfect or foldedLJK. LJK in a damaged conditionmakes it worried, lest students’ re-sponses are not perfectly readable bya computer. (BY DENPOST)

For Balinese people the days andthe minutes can be lucky or unluckyaccording to their own unique corre-spond to a simple characteristic suchas Monday – ‘moon’day, Sunday -‘sun’day, and Saturday – ‘saturn’ day.

In the Balinese calendar system, thedays have many more names andtherefore more characteristics whichdetermine their over-all quality. Forexample Friday August 10, 2007, be-comes in the Balinese calendar ‘JumatWage, Wuku Krulu’, and so 10 August2007 will be different from the samedate in 2006. Even if two persons wereborn on the same day, let say between23 November and 20 December, ifthey were born in different years theywill have the same zodiac sign but notthe same characteristic as the result ofthe different days of the BalineseHoroscope.

Two children who were born on thesame date but in different years willhave different Balinese birthdays. Those who were born on 18 Decem-ber, 1998 will have a different birth-day, therefore to those born on 18 De-cember, 1999.

In general, both will inherit thecharacteristics of Sagittarius. A moredetailed description of their character-istics can be found, however, in the Ba-linese horoscope.(BTN)

At a meeting in the Mexicanbeach resort of Cancun, which willwrap up on Tuesday, top bankingand finance officials also agreed tocancel Haiti’s 470 million dollardebt in the wake of January’s dev-astating earthquake.

The increase will allow the in-stitution to “double our capacity tolend to some 12 billion dollars ayear, on average,” said IDB Presi-dent Luis Alberto Moreno.

“Not only is this the largest in-crease in the history of the institu-tion, but it will allow us tostrengthen our position as the topsource of multilateral resources forthe region,” he added.

ATHENS, Greece – Greecewill have no difficulty in rais-ing money on financial marketsin the coming months, even athigh interest rates, but hopes acommitment of support fromthe EU will help lower borrow-ing costs, Finance MinisterGeorge Papaconstantinou saidTuesday.

The country has aroundeuro20 billion ($27.1 billion) ofdebt maturing over the nextcouple of months and has re-peatedly said it wants to avoidpaying sky-high premiums toraise money from internationalbond markets. It has announceda harsh euro4.8 billion ($6.5 bil-lion) austerity plan designed tobring down its massive deficitand persuade financial marketsit can deal with its debt crisis. But markets have so far beenunconvinced, and Greece facesborrowing costs that are doublethose of Germany’s.

Papaconstantinou insistedAthens does not want a cashbailout.

“I want to make somethingvery clear: Greece has not askedfunding from anyone. We knowvery well that the problems ofGreece are our own problems,”he said during a financial con-ference in Athens, adding that“the way to borrow at goodrates is for us to faithfully fol-low our (austerity) program.”

discuss the institution’s future op-erations and development chal-lenges facing Latin America and theCaribbean.

Moreno said earlier this monththat the bank was under pressure toexpand its capital because its lend-ing capacity will start to signifi-cantly fall off next year.

But the capital increase was not aslarge as some delegations had hoped.

“This is the result for the nextthree years. But demand continuesto grow... and I don’t rule out thepossibility that in four years we’llbe returning to talk about a new in-crease in capital,” said Brazil’sMinister of Planning PauloBernardo.

“We were left with a bitter tastein our mouths because while it isan good increase, it is not the size

that Argentina and other countriesin the region wanted,” said Argen-tine Economics Minister AmadoBoudou.

But the United States praised thedecision, saying “there could be nobetter vote of confidence than aconsensus vote on a capital injec-tion of this size.”

Last year, after the global finan-cial crisis increased demands fordevelopment lending, the IDB ap-proved record financing of 15.5 bil-lion dollars — an increase of 38percent from the previous year.

The IDB comprises 48 membercountries — 26 borrowers in LatinAmerica and the Caribbean and 22non-borrowing countries, includingmain shareholder the United States,China, Japan and 16 Europeancountries.

Greek taxi drivers shout slogans during a protest in Ath-ens on March 18. The Greek debt crisis may directly affectthe US economy by hitting American exports and the fi-nancial system, Atlanta Federal Reserve regional chiefDennis Lockhart warned Monday.

to turn to the International Mon-etary Fund for help. It has saidthat the outcome of a EuropeanUnion summit in Brussels Thurs-day and Friday will be crucial.

Athens is seeking details of aplan for help should it becomenecessary, in order to convincemarkets that it will not be al-lowed to default. Such a blue-print could boost market confi-dence and therefore reduceGreece’s borrowing costs.

Papaconstantinou said the dis-cussion in Brussels “is based onthe decision by EU leaders thatthe stability of the eurozone mustbe defended by all means,” add-ing that he hoped it would havea “positive outcome.”

“But regardless of this out-come, Greece will be totally ableto continue borrowing withoutdifficulty from the internationalmarkets, and fulfill its borrowingneeds — and we will do this,”Papaconstantinou said.

He stressed that he did notwant to predict the outcome ofthe summit, but that the discus-sion was not only about Greece, but about the future of Europe’sjoint euro currency.

“There is a debate in progress,a debate that is quite compli-cated,” he said. “This is not onlya debate about Greece, but alsoabout the future of the euzorone, about the euro. Greece is notcoming to this debate as a beg-gar, under any circumstances.”

German reluctance over bail-ing out Greece has raised thechances that Athens could beforced to turn to the IMF.

“When Noah and I got together,we talked about changing how Ilooked for the movie,” Stiller recalledat an earlier press day for the film.“He suggested growing the hair outa little bit, and then we talked abouteither gaining weight or losing weightto sort of give a different feel to him.I just felt that it was important thatthis guy wasn’t really in his body thatmuch. So we decided to go with los-ing it. I kind of wanted to go for aNoah Baumbach-type look, eventhough it’s not him in the movie atall. So I was just attempting to getthere. So I stopped eating. TV footage showed lava flowingalong the fissure, and many flightswere canceled due to the threat ofairborne volcanic ash. After anaerial survey Sunday, scientists con-cluded the eruption struck near theglacier in an area that had no ice.“This is the best possible place foran eruption,” said TumiGudmundsson, a geologist at theUniversity of Iceland. Nonetheless, officials sent phone messages to 450people between the farming villageof Hvolsvollur and the fishing vil-lage of Vik, some 100 miles (160kilometers) southeast of the capital,Reykjavik, urging them to evacuateimmediately.

A state of emergency was de-clared although there were no im-mediate reports of injuries or dam-age. Evacuation centers were set upnear the town of Hella, but manypeople returned to their homes laterSunday. The most immediate threatwas to livestock because of thecaustic gases the eruption released.“We had to leave all our animalsbehind,” Eli Ragnarsdottir, a 47-year-old farmer, told RUV, Iceland’snational broadcaster from an evacu-ation center. “We got a call and atext message ... and we just went.”

Scientists say it is difficult to pre-dict what comes next. Like earth-quakes, it is hard to predict the ex-act timing of volcanic eruptions.

KLAMATH FALLS, Ore. – Whensnow falls on this downtown of brickbuildings and glass storefronts insouthern Oregon, it piles up every-where but the sidewalks. It’s the firstsign that this timber and ranchingtown is like few others. A combina-tion of hot rocks and water like thosethat created Yellowstone’s geysershave been tapped by the city to keepthe sidewalks toasty since the early1990s. They also heat downtownbuildings, kettles at a brewhouse, andgreenhouses and keep the lights on ata college campus.

It can be seen on a snowy dayin a handful of Western towns likeKlamath Falls. REYKJAVIK, Iceland – A volcano in southern Iceland has erupted for the first time in almost 200 years, raising concerns that it could trigger a larger and potentially more dangerous eruption at a volatile volcanonearby. The eruption at the Eyjafjallajokull (AYA-feeyapla-yurkul) volcano, located near a glacier of thesame name, shot ash and molten lava into the air but scientists called it mostly peaceful. It occurred justbefore midnight Saturday (2000 EDT, 8 p.m. EDT) at a fissure on a slope — rather than at the volcano’ssummit — so scientists said there was no imminent danger that the glacier would melt and flood the area.

said. The last time there was an erup-tion near the 100-square-mile (160square-kilometer) Eyjafjallajokullglacier was in 1821, and that was a“lazy” eruption — it lasted slowlyand continuously for two years. Thelatest eruption came after thousandsof small earthquakes rocked the areain the past month. Scientists in Ice-land have been monitoring the vol-cano using seismometers and globalpositioning instruments, butGudmundsson noted that the begin-ning of Saturday’s eruption was soindistinct that it initially went unde-tected by the instruments.

“The volcano has been inflatingsince the beginning of the year, bothrising and swelling,” said PallEinarsson, a geophysicist at the Uni-versity of Iceland’s Institute of EarthScience. “Even though we were see-ing increased seismic activity, itcould have been months or yearsbefore we saw an eruption like this... we couldn’t say that there was animminent risk for the area.”Einarsson and Gudmundsson saidthe eruption could trigger a moredamaging eruption at the nearbyKarla volcano, which lies under thethick Myrdalsjokull icecap andthreatens massive flooding and ex-plosive blasts if it erupts. “One ofthe possible scenarios we’re lookingat is that this small eruption couldbring about something bigger. Thissaid, we can’t speculate on when thatcould happen,” Einarsson told TheAssociated Press.

Iceland, a nation of 320,000people, sits on a large volcanic hotspot in the Atlantic’s mid-oceanicridge. Volcanic eruptions, commonthroughout Iceland’s history, are of-ten triggered by seismic activitywhen the Earth’s plates move andwhen magma from deep under-ground pushes it’s way to the sur-face. All domestic flights in Icelandwere canceled because airborne ashmight interfere with aircraft engines, although Reykjavik appeared to beunaffected with clear visibility. Avia-tion authorities were to determinewhether it is safe to fly again earlyMonday. A flight to Oslo was can-celed, but most international flightsinto and out of Iceland were delayedbut returning to normal, Icelandairsaid. The airline’s flights from theU.S. — departing from Seattle, Bos-ton and Orlando, Florida — weredue later Sunday in Reykjavik. Ear-lier, a flight was turned back to Bos-ton, leaving about 500 people wait-ing for hours.

First settled by Vikings in the 9thcentury, Iceland is known as the landof fire and ice because of its volca-nos and glaciers. During the MiddleAges, Icelanders called the Heklavolcano, the country’s most active, the “Gateway to Hell,” believing thatsouls were dragged below. In themid-1780s, the Laki volcanoerupted, causing scores to die of fam-ine when livestock and crops weredestroyed and changing weather pat-terns across Europe.

Ore. town uses geothermalenergy to stay warm

curring together in one place natu-rally: hot rock relatively close to thesurface, water, and cracks in the rockthat serve as a reservoir. Those limi-tations go away if engineers cantame a technology known as EGS,for Enhanced Geothermal Systems.A 2007 Massachusetts Institute ofTechnology report estimates thatEGS, with support, could be produc-ing 100 gigawatts of electricity —equivalent to 1,000 coal-fired ornuclear power plants — by 2050,and has the potential to generate alarge fraction of the nation’s energyneeds for centuries to come.

“If we are going to try to achievea transformational change in thiscountry, geothermal should be partof that recipe,” said JeffersonTester, chairman of the committeethat produced the report and pro-fessor of sustainable energy atCornell University. “It’s not treatedthat way. It’s typically forgotten.”One form of EGS involves drillingthousands of feet down to reach hotrock, pumping water down to frac-ture the rock to create reservoirs, then sending down water that willcome back up another well as hotwater or steam that can spin a tur-bine to generate electricity.

The system can be dropped inpractically anywhere that hot rocks areclose enough to the surface to makedrilling economical. The major prob-lem with EGS is the potential to cre-ate earthquakes. Pumping water intothe ground to open numerous tinyfractures in the rock for a reservoirmakes the earth move — what scien-tists call induced seismicity. Earth-quakes stopped an EGS project in themiddle of Basel, Switzerland, lastyear, and an international protocol hasbeen developed for monitoring andmitigating earthquake problems. Aslong as the wells are not close to ma-jor earthquake faults, “it is not dam-aging, but very upsetting to the com-munity that lives literally on top of it,”said Ernie Majer, a seismologist atLawrence Berkeley National Labora-tory in California, and lead author onthe protocol.

“This year is a difficult year withtoo many things against us but stillwe have to keep fighting and I amconfident the team will be ready forthe next game against Sunderland (onSunday).” The loss at Old Traffordcame at the end of a week which sawLiverpool beat bottom of the tablePortsmouth 4-1 and defeat Lille 3-0in the Europa League.

And Benitez insisted the defeat byUnited had to be put in context.

“The team was doing well lastweek, playing well and scoring a lotof goals,” he said. “You could seethey started well against United. Ifyou go there and don’t perform ordon’t show character or are not strongenough that is not good. But weshowed we can beat anyone if we playwell and if we have some chances wehave to take them and it could havebeen totally different. The team wasnot fantastic but it was not worse thanUnited. You couldn’t see the differ-ence in the table out on the pitch. Idon’t think it is a setback.”

“It’s only one race in, so it’s notthe end of the world. There’s still an-other 18 races to go. There’s still ev-ery chance it’s going to be a fantasticseason. “You’ve got assume that the nextrace will be more exciting,” he said.“There will be more people there, there should be more of an atmospherein Australia as there always is. Thetrack should be more favourable to thecars, it is a street circuit so it’s not theeasiest place to overtake but it shouldbe more exciting.” Button reckons theTHE Hispania team says its
