4．工業団地の立地状況と産業廃棄物の処理・リサイクル実態の把握

タイ国の工業団地の立地県、面積、団地の立地企業の特性を整理し、それぞれの団

地における産業廃棄物の処理・リサイクルの実態として以下の項目について調査した。

4.1 工業団地の現状

工業団地はインダストリアル・エステート、ゾーン、コミュニティ、パークとして

分類されている。これらのカテゴリーの用地は、工場の生産活動のために供する目的

である点では同じであるが、開発の手続き、開発のクライテリアや土地所有者、投資

家に対する特典が異なる。

1) Industrial estate はタイ工業団地公社（IEAT）の下で、IEAT 及び民間企業との共

同で設立された団地で、IEAT がその団地の全ての管理の権限を有している。な

お、このインダストリアル・エステートは法律用語であり、IEAT の管理下の工

業団地を指す。

2) Industrial zone は、タイ投資庁（Board of Investment of Thailand (BOI)）によって

指定され、関税の免除などが受けられる団地を指す。

3) Industrial zone で、工業省に下で工場法に従って民間開発者が開発した団地であ

る。この中の企業は、政府の報告などで免除を受けられる。

4) Industrial community は、民間開発者が DIW のサポートで開発した団地である。

5) Industrial park は、民間開発者が何の国のサポートを受けないで開発した団地で

ある。団地は、工場法により許可を受ける必要がある。

更にインダストリアル・エステートは、

IEAT が直接運営：10 工業団地民間と共同運営（ジョイント・インダストリアル・エステート）

：28 工業団地に分類される。

4.2 産業廃棄物管理の現状

産業廃棄物の総排出量は 10.244 百万トン

その内の 18％が有害廃棄物である

8.685Million ton が非有害廃棄物である

有害廃棄物の 56％が処分、再利用・リサイクルは 21.2％

非有害廃棄物は、再利用・リサイクルは 70％、29％処分

更に、

産業廃棄物は有害系、及び非有害系に分類されている。

排出者は排出した廃棄物の回収と廃棄に全責任を有している。

工場内で発生した廃棄物から有価物の回収は比較的に高い率である。

リサイクル以外の非有害系の廃棄物は埋立処分、または焼却処分されている。

多くの工業団地内に非有害系廃棄物を焼却する焼却炉を保有している。

発生した有害廃棄物は委託業者によって処理されている。

タイ国における工業団地等は近代的に開発され、良く管理されている。

これは産業廃棄物の取扱いに非常に良い利点である。

廃棄物リサイクルの情報交換が行われている。

Banpoo 工業団地内に有害系廃棄物の処理施設が稼働している。

産業廃棄物の排出企業に対して、数社の民間の処理業者が産業廃棄物の処

理を行っている。

リサイクルする材料の確保のために、廃棄物のリサイクルを推進している。

産業廃棄物の正しい処理のための施設が稼働している。

有害廃棄物の無害化処理のための熱分解施設が稼働している。

廃棄物の再資源化や、またはセメントキルンの燃料に使用する、及び電気

炉の副原料としての有効利用を推進している。

ウエスト to エネルギーの推進を実施している。

今後の推進策

地域外に汚染物質の排出を防止するために、適正な処理及やリサイクルシ

ステムの構築をおこない、ゼロエミッションの開発によってエコ工業団地

開発を推進する。

各県内、もしくは数県内レベルで、有害系廃棄物の処理センターの開発を

推進する。

廃棄商品のリサイクルや都市ごみのリサイクルを行うためのリサイクル

処理設備の開発を推進する。
