    regard

    military

    restrictions

    imposed

    on

    communicationswiththeBritishConcessioninTientsin,I

    wishtotellyouthatthesemeasureshavebeenadopted

    entirelyinresponsetothemilitaryneedsonthespot.In

    takingthesemeasures,Icanassureyouthatcarehasbeen

    takenbyourlocalauthoritiesnottointerferepurposely

    withthelivelihood,personallibertyandfoodsuppliesofany

    particularnationalsintheConcession,andIhavenodoubt

    thatthecommencementofnegotiationsnowcontemplated

    willbringaboutbyitselfthemoderationofthosemeasures.

    Inthesecondparagraphofyourmemorandum

    Excellencyproposedthatnegotiationsbepursuedonthe

    basisofthetwopointsmentionedinthatparagraph.In

    ordertoarriveatanearlysolutionoftheTientsinquestion,
