givenamostcarefulconsiderationtoyourproposal.
In
regard
to
military
restrictions
imposed
on
communicationswiththeBritishConcessioninTientsin,I
wishtotellyouthatthesemeasureshavebeenadopted
entirelyinresponsetothemilitaryneedsonthespot.In
takingthesemeasures,Icanassureyouthatcarehasbeen
takenbyourlocalauthoritiesnottointerferepurposely
withthelivelihood,personallibertyandfoodsuppliesofany
particularnationalsintheConcession,andIhavenodoubt
thatthecommencementofnegotiationsnowcontemplated
willbringaboutbyitselfthemoderationofthosemeasures.
Inthesecondparagraphofyourmemorandum
Your
Excellencyproposedthatnegotiationsbepursuedonthe
basisofthetwopointsmentionedinthatparagraph.In
ordertoarriveatanearlysolutionoftheTientsinquestion,
itwould
beadvisabletoavoid
fixing
thebasisofthe

negotiationsbeforehand.Withthisideainview,Iam
going
tosubmittoYourExcellencyourconcretepropositionina
few
daysandIwishthesettlementcouldbereached
practicallyoutofthediscussionofthatproposition.
Astothepointraisedinthethirdparagraphofyour
memorandum,Iam
mostpleased
to
concur
in
your
proposal.NegotiationswillbebegunbyYourExcellency
andmyself,andtheywillbepursuedunderoursupervision
by
the
representatives
ofboth
parties
to
be
chosen
respectivelyoutofthosewhohavecomeupfromChinafor
thepurpose.
ThereisanotherpointwhichIwishtobeclearly
understood

Your
Excellency
in
entering
into
the
negotiations.Asyouareaware,thepresentsituationin
Tientsin
hasbeen
broughtaboutimmediately
by
the
questionofthesurrenderofsomeacknowledgedmembers
oftheterroristgangthere,butasamatteroffact,ithasits
origininthevariouscomplicatedcircumstancesprevailing
onthespot.Thesettlementofthedisputehasthereforeto
besoughtinTientsinitselfandthepropositiontobemade
bymyGovernmentwillnaturallyrefertomilitary,political
andeconomicrequirementspertainingtothesecurityof
ourmilitary
forceson
thespot.YourExcellency
now
proposedtoenterintonegotiationsonthesubjectinTokyo
by
inviting
here
the
representative
of
the
British
Consulate-GeneralinTientsinandunderyoursupervision.
Abidingbythespiritinwhichthisproposalhasbeenmade,
myGovernmentarepreparedtolettheirrepresentatives
pursuethesenegotiationshereundertheirguidance.In
thisconnexionIwishtopointoutasIhavedonebeforethat
itisgenerallybelievedinmycountrythatthepresent
Chinaaffaircouldhavebeenbroughttoanendlongbefore
thisbutforthecontinuedassistancegivenbyyourcountry
toChiangKai-shek,anditisanunanimousdesireofmy
countrythatinappreciationofourcase,yourcountrywill
bringherselftoabandoninduecourseitspolicyofassisting
Chiangandtoadjustitsoastobeinlinewithourpolicyin

objectedtothisformulaonthegroundsthat:

Governmentto
agree
in
advanceandwithoutqualificationtoanymeasures

area.Thiswasfarfrom
beingthecase.
He
felt
that
allthree
points
presented
serious
difficulty.He
offered
to
submitto
hisGovernmenta
counter-proposalifMr.Aritawouldagreetomodifyhis
draftformulaasshowninAnnexIII.Heurgedstrongly
thatthiswasthemostthattheJapaneseGovernmentwere
entitled
to
ask
His
Majestys
Governmentto
declare
withoutraisinggeneralquestionsofpolicywhichaffected
theexerciseofbelligerentrightsandtheinterestsofthird
Powers.
Mr.Aritaregrettedthathewasunabletoacceptthe
counter-proposalandarguedstronglyfortheacceptanceof
hisoriginaldraft.AsSirRobertCraigiewasconvincedthat
hisGovernmentcouldnotacceptMr.Aritasformulainits
presentshape,itwasagreedthattheinterview
shouldbe
adjournedforfurtherconsiderationandinorderthatSirR.
Craigieshouldinform
