Democrats in the Maryland Senateannounced an ambitious $500 millionplan Wednesday that aims to providebroad economic relief to the peopleand businesses that have suff�eredmost during the COVID-19 pandemic.

The Senate Recovery Now planwould off�er millions of dollars to propup a variety of struggling sectors, in-cluding housing, health care, educa-tion, nonprofi�ts and businesses suchas restaurants and hotels.

The Democrats’ plan would add toGov. Larry Hogan’s RELIEF Act, a pro-posal that would provide stimuluspayments to certain working Mary-landers, eliminate state income tax onunemployment benefi�ts and off�er taxbreaks to some businesses.

Senate President Bill Ferguson saidWednesday that the Senate’s RecoveryNow plan would be treated as anamendment to the RELIEF Act andwould fi�ll in gaps in Hogan’s plan. To-gether, the two plans would costroughly $1.3 billion.

“The Senate will be focusing on CO-VID relief through the eyes of our mostvulnerable and impacted Marylandersand small businesses,” Ferguson said.“We know that this crisis has not beenfelt equally, and equitable recovery isessential.”

What the relief plan would do

Among the plan’s highlights areone-time grants of $1,000 to peoplewhose unemployment claims arestuck in limbo while caseworkers ad-judicate their cases; $25 million inhousing assistance to eliminate hous-ing debt for 5,000 Marylanders; $10million for food banks and $9 millionto help with utility debts.

Here’s an overview of what therelief package would provide:

h $44 million in unemployment as-sistance, including one-time grants of$1,000 to people whose claims arestuck in adjudication and $3 millionfor more caseworkers to handle claims

h $59 million to vulnerable people,including $22 million in additionalbenefi�ts through the Temporary Dis-ability Assistance Program, $10 mil-lion for food banks, and $9 million tohelp with utility debt

h $28 million in housing assistance,including $25 million to help 5,000
