AANVAL OP FIETSRYER: AANVANKLIKE ONDERSOEK IS ‘SWAK’ HANTEER
Klag teen SAPD-optredeESMÉ ERASMUS
@erasmusesme
’n Ondersoek-
beampte was glo reeds by die Kraaifontein-polisie hieroor.
Die Durbanville-polisie se houding was

Phredshowsoff theprototype inhis owncar.
Clever systemsafeguards carDESIRÉE RORKE
@dezzierorke
His invention is ingenious ... and longoverdue in this age of cellphone tech-nology where you can do virtually
anything on your cellphone.Sowhy not invent a device that allows you
to talk to your car? To send it prompts viaSMS, commanding it to cut out in case of ahijack or theft, make alarm and even lockdown? When PhredHowroyd, a retired computer
programmer from Brackenfell, probed thepossibility and actually invented such a de-vice, he was shocked to find out that no suchpatent existed anywhere in the world. After sevenmonths of hard work complet-
ing the design and prototype, he started in-vestigating.“My patent lawyer laughed at me and said
he was sure something like this had alreadybeen done – it had to. He offered to do a pat-ent search, but charged me an exorbitantfee,” says Phred, who opted to do his ownsearch.“I started in the United States and was
soon contacted by a US parastatal companycalled Home Invention wanting to knowwhat I was looking for on their database. With the assistance of Home Invention,
two patents were almost immediately regis-tered; one in theUSA inAugust 2015 and onein South Africa in January this year. The device is simple, but foolproof – pro-
viding there is cellphone coverage in thearea.Phred explains: “A transceiver system
withaSIMcard fromanycellphoneprovideris fitted into your car. It is wired up to sever-al components of the engine and ready to ex-ecute commands you send from your phone. It first cuts the fuel flow and disables the ig-nition system to bring the vehicle to a stop.
After 90 seconds the vehicle will sound analarmbyblowing thehooter and flashing thehazards. After another 90 seconds the carwill lock down by shutting down the starterand locking the doors.“In case of hijack or theft, the perpetrators
will be unable to hot-wire it and the car, wherever it is, will be traced via the SIMcard,” he says. “Not that they will get veryfar anyhow,” he adds.In case your cellphone gets stolenwith the
car, the system allows for multiple cell-phones to “call” it and in case of a break innetwork, a secret bypass switch is built intothe car. Should anyone try tamper with thesystem beforehand, it will also disable theengine.Phred says his desire to invent a hijack
preventing device runs deep. It was kindledin 1998, when a school bus transporting disa-bled children was hijacked in Delft.“A little girl, about 10 years old, was shot
and killed by the hijackers because she wastoo slow to leave the vehicle. That broke myheart. It infuriated me, but also drove me todesign a system to stop hijackers once andfor all.”Since then he had many failed attempts at
different designs, whichweren’tmarketablein the end. But a few years ago he noticedthe well-known system that allows for cell-phones to open security gates at complexesand the penny dropped.“I connected all the dots from previous at-
tempts and finally had aworkable prototypefor a patent. I had so much faith in it thatI sold my house in Kraaifontein to invest inthe prototype.”Phred says the product is nearly ready for
themarket. Discounted systemswill soon beavailable for a pilot programme .“I talk tomy car every day. It was somuch
fun building this device. I love it!”V HiJackStop@outlook.com

“During special operationsmany vehicleswere impounded for being unlicensed or un-roadworthy,” says Byron La Hoe, spokes-person from the Department of Transportand Public Works.“Their licences have been suspendeduntil
such time the vehicles have been certifiedas roadworthy and owners have renewedtheir vehicle licences,” he says.“Motorists can make themselves and oth-
ers safer by not drinking and driving, bybuckling up in the front and back at alltimes, driving carefully and considerately, and always remaining within the speed lim-it,” he adds.According to La Hoe these roadblocks
form part of ongoing operations on provin-cial highways.

Lt. Kol.

Instead of focusing on adult couples onValentine’s Day, local radio station Smile90.4fm decided to focus on the children by
hosting their Love-a-Child Fun Day at BugzFamily Play Park in Joostenbergvlakte.
Parents were given the opportunity to buytickets for their children and spend valua-ble, quality time with them at the play park.
Loyal listeners supported their “Pay it for-ward” option and sponsored children inneed of love and a treat from St Joseph’sChildren’s Home and the Durbanville Chil-dren’s Home.
The radio station’s target of 280 ticketssold was reached a week before the event.
The young guests were welcomed on Sat-
urday by the Smile 90.4fm team and receiveda goodie bag which consisted of a brandeddrawstring bag, a yo-yo, a Sasko lunch box,MySmart Kid discount voucher and a copyof the National Geographic Kids magazine.
The children had loads of fun on the ridesand there were Spidermen, Supermen andPrincess Elsas running around the playpark after they had their faces painted aspart of the VIP package in their favouriteDisney characters.
To round off the experience, everyone hadtheir picture taken with the Smile Drive pre-senters Maurice Carpede and Bailey Schnei-der with the Bugz characters joining in thefun.

Now that house break-ins have drasti-cally decreased in Northpine, late-night parties are thriving again, leav-
ing countless less jolly residents at theirwits’ end.Residents aren’t quite sure whether this
new perceived sense of security has givensome the green light to party on over week-ends, but the majority agree that it has tostop.“The loud music and rowdy revellers
weekend after weekend are too much formost of us to handle and something just hasto be done,” says Anton Peacock from theNorthpine Neighbourhood Watch.Last week some 100 residents met at the
Northpine Hall to discuss this and othercommunity safety concerns.According to Peacock, there has only
been four house break-ins since the start ofthe new year.“We are very thankful for this drastic de-
crease in crowbar activity and mostly pre-scribe it to the NHW patrols as well as our
local WhatsApp chat group,” he says. The head of the Law Enforcement unit in
Brackenfell, Peter Lourens, ensured resi-dents that the rowdy parties will be ad-dressed in future. Although they don’t havenight shifts, Lourens said that patrols willbe on standbyhenceforth to enforce by-lawspertaining to the disturbance of peace.Another resident who wants to remain
anonymous added that the abuse of alcoholis common at these parties.“It simply is a recipe for disaster. People
get drunk and get up to no good,” he said.Kraaifontein police station commander
Brigadier Gerda van Niekerk also attendedthe meeting, in part to thank the communi-ty for working with the police and to intro-duce the new sector 1 commander, Consta-ble Zachary Collins.Collins, who has worked in the area as a
policeman for the last eight years, is wellknown to residents who seem to be hopefulagain. This sector has been without a per-manent sector commander since the sus-pension of the previous commander sometwo months ago following charges of al-leged corruption.

30% minder as gewoonlik weens dievoortdurende hitte.
ABracken Heights family is trauma-tised yet baffled after intruders en-tered their home in the dead of
night last Tuesday, leaving an hour laterwithout taking much of anything.“My daughter stormed into my bed-
room at about three in the morning. Shewas visibly shaken and told me thatthere were two men in the house,” saidthe resident, who wants to remain anon-ymous.“She had heard them come in more
than an hour before and said she wasn’tsure whether they had left yet.”According to the young woman, she
was awoken just after 01:00 at the soundof rushing water.“I woke up and heard the bathroom
taps were open on full stream. I wasmys-tified but just as I wanted to get out ofbed to go check Iwas startled by footstepson the first storey landing outside mybedroom door,” she says.
Not alone“I immediately realised we were not
alone and I froze in my bed. My roomdoorwas slightly open and Iwas not surewhethermymother or older brother hadwoken up too. I was petrified and couldnotmove. I just knew that I had tobedeadquiet and prayed with all my might thatthe rest of my family would not wake upand come out onto the landing,” she says. Her only hope was that the intruders
would not hurt her or her family.“If they believed us to be asleep there
would be no confrontation,” she says. For thenext terrifyinghour shewas ly-
ing awake, listening to theirmovements.“I heard a second set of footsteps down-
stairs in the lounge. It sounded like some-onewas scuffling through cupboards andkeys and at one point trying to open thefront door. The second one was pacingthe platform to make sure nobody wokeup and all this timewater was streamingfrom the taps.”At onepoint, one intruder pushedopen
her bedroom door, but was startled bythe family’s two cats.“My heart jumped out of my chest and
I felt like throwing up from fear as I sawthe shadow coming closer. I also noted adim red light in his hand. I couldn’tscream and I couldn’t move. I didn’t
know if they were armed and I feared formy family’s safety.”
Cats go ballistic“When my cats went ballistic inside
my room theman stepped back. I kept onlistening for the other bedroom doors toopen.”Afterwhat seemed like an eternity, she
heard the footsteps disappear and min-utes later she heard the garage dooropening and then closing. After that she saw the lights of a vehi-
cle outside herwindowand heard it driv-ing away, atwhich time she ventured outand stormed into her parents’ room.“I woke up oblivious to what had hap-
pened. I ran out, closed the taps, fetchedmy other child and immediately got ev-eryone together in the main bedroom, which I then locked while phoning thepolice,” said one parent.Brackenfell policewere on the scene in
about five minutes and checked the en-tire house. Only the top bathroom win-dow, which did not have burglar bars, was open while the floors were flooded.“They had to gain entry through this
small window and opened the taps in anattempt to mask their footsteps.”The front door key as well as the car
keys that were hanging on hooks in thelounge were on the floor.“For some reason they could not get
the door open. I suspect they could notfind the correct key in the several bigbunches of keys. Had they succeeded I’msure they would have fled out the frontdoor with whatever they could carry.”Why they didn’t take the car, remains
amystery. “In their confusion theymusthave left the car keys inside the house, before escaping through the bathroomwindow again. As for the running water, Warrant Of-
ficer Erica Crous, spokesperson for theBrackenfell police, says she had neverheard of such a modus operandi.“It could be that they did it merely to
create a sound vacuum,” she said.“There is a myriad of possibilities of
what went down that night,” she adds. The young woman, who is currently
undergoing counselling to deal with thetrauma, says she is grateful and relievedthat they are all unharmed.“It couldhave beenworse. I go cold just
thinking about it,” she says.

“Die gat raak natuurlik elke dag groteren my sypaadjie sak elke dag dieper in.

Group wants ‘accountability’

Agroup of concerned citizens fromacross Cape Town came together in theCBD on Thursday under the auspices
of #ZumaMustFall (ZMF) to call for the res-ignation of President Jacob Zuma.
While a number of marches took placearound the CBD on Thursday to coincidewith the State of the Nation Address (Sona),#ZumaMustFall was not affiliated to any po-litical organisation and called instead for ac-countability and for the South African con-stitution to be upheld.
“We expect everyone to be equal in theeyes of the law, including the president,” oneof the march organisers, Christelle Schee-pers, said at the march.
The #ZumaMustFall march came twomonths after the Unite Against Corruption#CorruptionMustFall march held in theCompany Gardens on 16 December – in re-sponse to Zuma firing finance ministerNhlanhla Nene, sending the rand into rapiddecline.
Monika Vermeulen, another march orga-niser who helped spread the word about thefirst one, says her own frustrations stemfrom her community work, particularlywith the emergency services, where a lackof infrastructure, resources and manpowerare preventing these services from servingtheir communities effectively.
“We cannot keep quiet about it – at thevery least we have to say it’s wrong.”
As many other people from around SouthAfrica, Vermeulen “put her hand up” and of-fered to help the cause.
Soon, these people pooled their variedskills to start mobilising ordinary citizens.“The cause just found us.”
While they knew Thursday’s march wouldnot be as well attended as the previous one,Vermeulen says they couldn’t afford not tohave a presence in the City during Sona pro-ceedings.
Holding a weekday afternoon march in theCBD would make it very difficult for manypeople to get off work and join, but she says:“We know that the marchers who were theremade an effort [to be there].”
Vermeulen says there was a lot of nervous-ness surrounding the march due to false in-formation regarding times and venues beingdistributed on social media and Cape Townwas the only city to march, while #Zuma-MustFall protesters in other major townsheld picket demonstrations.
The movement has received criticism forbeing “too white”, but Vermeulen is quickto point out: “This affects everybody,” refer-ring to the consequences of corruption ingovernment. While she acknowledges thatthe march wasn’t as well represented as or-ganisers would have hoped, she points outthat cost of travel and geographical con-straints made it difficult for everyone sup-porting the cause to participate.
Although already a registered organisa-tion, the #ZumaMustFall movement isworking on building partnerships with oth-
er non-profit organisations until they havea registered NPO to run the ZumaMustFallcampagin under.
In the meantime they are already workingon their next march, where they will be ableto build on the lessons they learned onThursday. Anyone interested in helping themovement can visit zumamustfall.org, al-though Vermeulen warns that volunteeringrequires hard work.
“Getting [your] hands dirty means a lot tous at this point. We are very proud of whatwe achieved considering we had nothing.”
Table View’s Heather Brooks was the youngestprotester.
One Table View resident channelled theAnonymous movement for the day.
If you drive through the centre ofKraaifontein and head into thetownship, it’s hard to miss IsaiaMpeoa. Isaia is a friendly face inthe neighbourhood and well-likedby all.
A pastor at the nearby church,he’s a man of God – but also a busi-nessman.
“I’m not just a pastor. Wordsare not enough on their own. I’ma pastor that does business too.”
Isaia recently opened his ownIMB Service Centre (a financialtechnology company based inCape Town) on the main road tohelp the township residents opensecure accounts. He has done thisfor two major reasons: one – he be-lieves the banks could be doingmore to help people, and two – hewants to protect migrants fromskollies.
“The migrants, you see, carrycash because the banks will nothelp them without an ID book,” hesays.
“These people go to sleep withtheir cash,” Mpeoa says. “I knowa woman who woke up to a manwrenching that cash free from hergrasp in bed, and another woman
whose house burnt down and allher money with it.”
Isaia has teamed up with IMBand together they have created aservice centre a stone’s throwfrom local shops. At the centre, people open an IMB account, de-posit money into the virtual wal-let and get a card with a PIN thatthey create themselves. Migrantsdon’t need to carry cash, and localSouth Africans can deal with peo-ple they know.
“People here don’t trust thebanks,” Mpeoa explains. “Theywant to deal with people fromtheir community. If they come tomy IMB Service Centre, theyknow me, they know the churchI work at, and they trust me.”
As for the migrants, they’renow able to keep their hard-earned money in a safe account.
“The skollies are taking notice,”Mpeoa remarks. “Now they areleaving people alone. If you don’tcarry cash, you don’t have a prob-lem.”
Isaia is helping to change theway South Africans think aboutmoney. Ordinary people need notbattle long queues and bureau-
cratic rules. Rather, they can dealwith community members theyknow and trust, and keep theirmoney in an account that isbacked by innovative technologythat enables community owned fi-nancial services.
IMB – Isaia’s partner on theproject – has created a secure en-
vironment for people to send, re-ceive and withdraw money. Bet-ter yet, the revenue Isaia gener-ates from his service centre goesback into the local shops and busi-nesses he visits, and not into someshareholder’s pocket overseas.
Big banking is at odds with theneeds of real people, and Isaia rec-
ognises this. The Kraaifontein na-tive is in talks with pastors inKhayelitsha who are looking for-ward to creating their own com-munity initiative.
“They all want to be entrepre-neurs,” he says.
IMB welcomes the news. Todate, the company has eight ser-vice centres run by entrepre-neurs across the country. Theplan is to go big – much bigger.
“The financial services legisla-tion in South Africa is written fora different country,” says IMB’sDane Taylor. “What’s writtenthere doesn’t work here. Thegood news is that there’s an op-portunity for people to be theirown boss and earn money whiledelivering a better service.”
Taylor believes the success ofcommunity projects depends onkeeping overheads low.
“You could build a businesswith rent of R15 000 a month, butwhat would that achieve? No,overheads need to be low. All youneed are a few tables, chairs, amanager, a laptop or tablet andthe ability to create accounts forcustomers.”

I was shocked to tears onceagain with this week’s Tyger-Burger, featuring the state ofour animals and the abuse theyundergo by supposedly “theirbest friends” (“Rescued dogsmake great pets”, TB, 10February). Is there any compas-sion in the human race? Whathas happened to us that wehave arrived at the place wherewe find ourselves? These pooranimals undergo unspeakableatrocities by humans, and withall the educational clinics thatare held, the abuse and neglectjust go on. How do you sleep atnight, with a full tummy, andthe dog tied up outside has nowater, never mind food? This isshocking and unacceptable. Hoesit bru –how about akoesister? From koesisters to the Kaapse Klopse –the Mother City is home to its ownunique culture. To us, it’s simply home or our way of
life, but I’m very quickly learning that tooutsiders, it’s a foreign world, full ofexotic flavours.I was fortunate enough to see David
Kramer’s new musical, District Six –Kanala, exactly 50 years since “thedistrict” was declared a white group area. The buildings may have been demol-
ished, but thanks to many artists likeKramer and his long time writingpartner, the late Taliep Petersen – andthe many artists they brought to thespotlight – the memory of the area’s richcultural heritage is kept alive. While I was too young to see District
Six: The Musical, this new celebration ofDistrict Six’s smorgasbord of performanceofferings once again reminded me of howculturally significant the area was, and
still is.From the stories
I hear, what madeDistrict Six – andCape Town ingeneral – sospecial, was itsdiversity. TheDistrict was oneof the last placeswhere people ofmany different
cultures, nationalities and races livedtogether. The result was everyone’s cultures
blending into one – like the UnitedStates’ New Orleans – creating a veryspecial melting pot here at the foot ofTable Mountain. To understand just how unique our
world is, one merely has to talk to peoplefrom outside the Western Cape. From the difference between koeksister
and a koesister to gatsbys from GoldenDish, pickled fish at Easter and boeber, our food often leaves folks from up Northscratching their heads. It may be an acquired taste, but those
who didn’t grow up with proper Malaycurries will never know the joy oftingling gums and a mouthful of flavour. Then, of course, there’s our language
with all its weird and wonderful slangthat has developed over the years.Whether you’re saying “Hoesit bru?” or“Awe” – we all understand each other. And therein lies the beauty of this
beautiful City – we may be a town ofvery different extremes, we may comefrom different backgrounds, differentsocio-economic environments and differ-ent cultures, but at the end of the day,we all call ourselves Capetonian.

Die hulpverleningsorganisasie Gift of the
fontein, CapeGate, Tygervallei, Kuilsrivier,Bothasig, Century City, Edgemead, Good-
wood, N1 Stad, Panorama, Parow, Soneikeen Welgemoed.Gift of the Givers versprei die water as
Gift of the Givers het jarelange ervaring

@ruitervaniewind
By die studio in Milnerton waar Suidoos-
ter verfilm word, gee ’n stem oor ’n inter-kom opdragte in militêre styl. “Oom Fasieand AB to studio one for scene two in theapteek.”

Based on funding constraints, the AfricaCentre has had to cancel Cape Town’s2016 Infecting the City festival. The festival has been growing year on
year since its inception in 2008, becom-ingoneof theCity’s signature arts eventswith over 38 000 people in attendance lastyear.Raising money for a festival is always
a challenging job, but despite an exhaus-tive 12-month search for funders, orga-nisers were unable to secure enough
funding to run the festival in its tradi-tional format. With support from the City of Cape
Townhowever, Infecting theCitywill be-come a series of large and small monthlypublic art interventions that take placein the City’s shared spaces. The schedule for the series, which
starts in March, will be released in thenext few weeks.V Keep an eye on the Infecting the City Facebookpage or www.infectingthecity.com for more.

Meer inligting is by vehicle.licence@capetown.gov.za beskikbaar.
Inwoners se geduld en ondersteuning word waardeer.

Is jy enkellopend?
Vlerksleep is kykNET se nuwe werklik-

LOUISA STEYL@lounotes
She hasn’t even started yet, and her mu-sic has already made its way to NewYork.
MelkbosmusicianLesleyDicxonwill be of-ficially launching her career with a mediapresentation tomorrow (Thursday), but she’salready promoting her debut single interna-tionally.“Dream”, which was released in Decem-
ber, was mixed andmastered by The CuttingRoom Studios in New York, America, alongwith four other tracks – for her an indicationthat she’s on the right track.Lesley was just six when she made up her
mind that shewanted to become a performer. She had seen a video of Michael Jackson per-forming “Billy Jean” and was sold. What followed was a school career filled
with cultural activities – from poetry anddancing to drama and singing – but shecouldn’t get enough and soon joined a musicacademy as well. After matriculating she was off to study
sound engineering at Cape Audio College to
learnmore about studios and what she want-ed from the music industry. While studying she used her time to net-
work and learn the ins and outs of the localscene, but soon after graduating she gotcracking on the production of her future EP.Her biggest focus in the beginning was
song writing until she went into studio withfamily friendBenedict deMaar. “I could onlyget into studios at night,” she says, addingthat it was often just the two of themworkingon the tracks. The driving force behind Lesley’s decision
to take onmusic full timewas her father, andher face lights up as she recalls: “My sisterresigned from work and all he said to herwas: ‘Don’t work for someone else; makeyour own business,’ because that’s what hebelieves in.”Lesley describes “Dream” as a combina-
tion of rap, pop and reggaewith inspirationallyrics. Her second single, due to be releasedtomorrow, is a full-on reggae song. The song is for familymemberswhoget left
at homewhen someone in the family goes outdrinking.Lesley takes her song writing inspirationfrom everyday life: things she’s experi-enced or seen.“’My [first] single is just about my
dreams and insecurities.” It also turnedout to act as an assertive introduction.“This year is the year for me.”Taking her songs to Cutting Room Stu-
dios was a way for Lesley to test herselfand see if her music was good enough tobe accepted. “The moment I heard thatthey didn’t put auto tune on my voice, Iknew I could probably sing.”Now,with the added approval, her next
step is getting her name “out there”.Her music is available on iTunes and
Amazon and she plans to perform asmuch as possible after tomorrow’slaunch. In the meantime, listeners can keep an
eye on Lesley’s Facebook, Twitter and In-stagram accounts or listen to her inter-view at 14:20 on Hashtag Radio (hashta-gradio.co.za) on Thursday to stay up todate with what she’s been busy with.V For more information about Lesley, and to heara snippet of “Dream”, visit her website at lesleydicxon.com.

year-old rookie Ignation Douries sealed ahat-trick of victories in the South AfricanDisabled Golf Association’s Hollard Provin-cial Challenge, hosted by ReichmansCapi-tal, at Zwartkop Country Club on Sunday.
Over 36 holes of rousing shot-making andspirited competition, Western Province ral-lied to triumph on 11.5 points, defeating de-fending champions Rest of Country (ROC)by two points, while Gauteng finished aclose third on nine points.
There were lots of doubting Thomaseswho didn’t believe that Douries would keeppace with deaf player Ryan Lotz and the ex-perienced leg-amputees Morne Cronje, Ri-aan Spreeth and Trevor Reich.
Douries collected two points for WesternProvince in the first round and surprisedwith unexpected determination and grit atthe closing hole in the final round.
Standing on the 18th tee, Douries was onedown to Virgil Foster from Gauteng and allsquare with Nico Wentzel from ROC afterthe former Nedbank SA Disabled Openchampion won the 17th hole.
“It was very, very tight at the end, butDouries handled the pressure like a realpro,” said proud Province skipper PieterVerwey. “We had 10 points in hand, but ROCwas on 9.5 points and Gauteng had 8.5points. Douries had to halve against Fosterand beat Wentzel to win the ProvincialChallenge for us. It was touch and go, butIgnation was like a little terrier that justwouldn’t let go.
“Experience is always great, but there isa huge case to be made for youthful exuber-ance, because Douries really did himself aswell as Western Province and the SADGAdevelopment initiative – the First SwingProgramme – very proud.”
Douries and Lotz both collected threepoints for Province, Spreeth amassed twopoints and Cronje won the Most ValuablePlayer honour for the champions with 3.5points.
“Reich didn’t contribute any points thisyear, but the team awarded him a gold starfor inspiring everyone else to greatness,”said Verwey.
“Of course that means he pays for all thecelebratory drinks and all the Fanta Dou-ries wants.”
