The Prime Movers Society or otherwise referred as PMS is theRepresentative Student Organization of the Department of Social Work wherein
Social Work Students as regular members and other bona fide Louisians asaffiliates to organize themselves to represent the academe sector of the Social WorkProfession in Saint Louis University thus it is an avenue of orientation and trainingas well as for camaraderie, friendship, and rapport to the aforementioned studentsto further develop and enhance their knowledge, skills, attitudes, and values forfuture deployment in various communities in order to advance and expedite socialtransformation and development that leads to the attainment of the globallyaccepted fundamentals of the Social Work Profession which are Social Justice andHuman Rights.
Saint Louis University has a community of students which is called as theLouisian Studentry, it is composed and subdivided by various professional fieldsand expertise that are interrelated and interdependent as an integrated wholewithin an Institution which serves as an avenue of education and training for futureprofessionals in the society. The subdivisions of the Louisian Studentry is eitherdiscipline-based such as the Prime Movers Society of the Department of SocialWork, sector-based such as a debaters club (Debate Society), or cause-based such asan Ecology-oriented Group (Ecolodians) and the student government which is theSupreme Student Council or otherwise referred as SSC, these subdivisions are themain centers of influence and power that affects the dynamic and collectivemovements of students and produces the vast emerging trends of the studentry
within the Louisian Community.
However, the stated subdivisions of the Louisian Studentry are disintegratedand are aloof to one another causing disparities, extreme and excessive competition,political and social stratification, and an over-all retrogression that affect themajority if not all the existing associations and organizations in the University. It isobserved that the rate of distrust and disappointment to the Elected and AppointedOfficials of the KASAMA/SSC is gradually increasing resulting to apathy and thelack of proper student representation on the part of the student council leaving theredress, grievances, sentiments and the plight of the studentry to remainunrepresented and unattended on the other hand the majority if not all the
committed and dedicated Officials of the KASAMA/SSC as well as the Officers inthe same nature of the extracurricular and co curricular organizations areexhausted and frustrated to initiate individual initiatives for reform that are oftenreplicated but remain in a deadlock at the end of their terms as a consequence thestudentry had always been used to be dissatisfied, pessimistic, and disinterested incampus life that leads them to seek other means of acquiring status quo and sociallife which some of this alternatives are seemingly unproductive and destructivesuch as excessive drinking sessions, excessive partying, gambling, excessive playingof computer games, gossiping, and etc. The lack of opportunities for the students toconduct activities and projects that develop and enhance their attributes is
eminently manifested in the deterioration of the students over-all performance andprofessional culture as the rates of absences and failing marks are still high thus itis the lack of awareness, involvement, information, and participation that causes aculture of backwardness in the Louisian Studentry as well as the lack of unity,cooperation, coordination and collaboration among its subdivisions.

The Prime Movers Society is aware of this despicable condition in theLouisian Studentry and as a part of this community, the PMS decided to present amodified and remodelled pattern of its Decentralization and Empowerment Agendaof the Kyu Administration in the Academic Year 2010-2011 which is readapted andimplemented in the current PMS Administration of His Excellency, the Honorable
President Kevin Antonio Bumagat which is more applicable in the context of thestructure and system of the Louisian Studentry that is under the generaladministration and supervision of the Supreme Student Council in which it is animperative that to address this issue of underdevelopment on the part of theLouisian Studentry, the Supreme Student Council should serve as an impetus andprimary vessel in undertaking a university-wide reorganization, restructuring, andintegration in order to initiate collective and effective reforms in the systemenabling the Louisian Studentry to become a more dynamic, developmental, andsustainable community of future professionals that empowers students to becomeresponsible and productive members of the institution and of the society as anintegrated whole.
Therefore, with the modified and remodelled pattern of the aforementionedPMS Decentralization and Empowerment Agenda that will be referred as theLouisian Inter-organizational Collaboration and Integration Scheme, a strategicand logistic development planning towards over-all reorganization andrestructuring of the Louisian Studentry will be presented to the Supreme StudentCouncil as a proposal for social transformation and development of the LouisianStudentry. The scheme is mainly focused on social legislation that seeks to improvethe legal framework which serves as the backbone of the Louisian Studentry in allits day-to-day operations.
The composition of the proposed reforms which are deemed as sociallegislations are deeply rooted in the amendments in the KASAMA/SSC Constitutionand By-Laws on Article VIII pertaining to the Structure of the ExecutiveCommittee, Article X pertaining to the Structure of the School Assemblies, and
Article XIII pertaining to the funds of the student council and its disbursementsand for the creation of a Constitutional Commission on Student Rights as well asthe enactment of statutes which are referred as Louisian Acts: (a) for the creation ofLeagues for the different positions of Officers in the School Assembly and for theSchool-based Presidents; (b) for the creation of a Disaster Risk ReductionCoordinating Council; (c) for establishing a Code of Conduct and Ethical Standards
of KASAMA/SSC Officers and Members; (d) for the mandatory creation of a DisasterRisk Reduction Coordination Committee to all extra and co curricularorganizations; and the (e) mandatory creation of committee on student welfare anddevelopment for university-wide organizations. It also aims to implement measuresfor transparency and service-oriented administration by promoting a joint-effort forcomprehensive and systematic information dissemination through the use of aLouisian Integral Calendar that is composed of all the plan of actions and officialactivities of the KASAMA/SSC as well as extra and co curricular organization andby promulgating mandatory submission of progress reports and financialstatements in a monthly, semi-annual, and annual basis which will eventually lead
to a fast track change and development manifesting (a) participatory democracy;(b) institutional viability; (c) viable, sound and broad-based development;(d) university-wide cooperation; and (e) the increase of competency and character ofthe Louisian. Lastly, the Scheme also seeks to continue the operation of theLouisians Charter and its successful implementation under the reorganized andrestructured Louisian Studentry.

The implementation will be divided into four parts as consistent to thestandard operating procedures of social legislation. The first part is the orientationof the scheme immediately after the Official Oath-taking of the Elected Officers ofKASAMA/SSC which will be facilitated by a duly authorized representative of thePrime Movers Society with the aid of the Officers of the SSC Executive Committee
at the Prince Bernard Hall on September 22, 2012. The second part of the schemewill begin as the Congress begins its first session in the presence of all other dulyconstituted and recognized bodies in the University. The session will begin in thespeedy determination of the Speaker and the Deputy Speaker of the LouisianCongress and shall immediately proceed to the presentation of the draftedlegislative bills, its thorough deliberation which serve as the first reading, secondreading, public hearing, third reading, and promulgation as well as the motion forthe constitutional amendments and its immediate first and final drafting while thePresident at the same time promulgates an executive order for the creation of theSocial Reform and Development Council that will serve as the primary agency forthe implementation of the said scheme and enacting other necessary executiveorders and legal requisites needed. The third part will be the processing ofnecessary requirements needed for its validity in the part of the University
Administration which will be spearheaded and administered by the Social Reformand Development Council in coordination with the KASAMA/SSC ExecutiveCommittee to the Office of the University President for approval and immediateimplementation to be held two (2) working days after the second part of theimplementation of this scheme. The fourth part to be held at the enrolment periodfor the second semester of the same academic year, the scheme will be in itsimplementation proper wherein a plebiscite ,as facilitated speedily by theCOMELEC in coordination with the Enrolment Staff in the different Schools of the
University and with the Accounting Office, will be conducted enjoining forms tofilled up by the studentry for the Louisians Charter immediately before paying therequired down payment for enrolment provided that no student will be entertainedfor whatever reason in the accounting office in paying his/her down payment until aslip will be presented by each and every student that verifies that he/she had votedin the plebiscite and had filled up the form for the Louisians Charter. Then call forthe first general assembly of all duly recognized Louisian Leaders in theKASAMA/SSC and also from the University-wide and School-based Organizationsand Publications to be held at the last day of the official enrolment period. Theassembly will be mainly focused on the orientation of the new system, theorganization of leagues, and the delegations and designations to all obliged units of
the Louisian Studentry.
The necessity, practicality, sensibility, and significance of this Scheme ishighly regarded as relevant, pertinent, and rational in the development of theLouisian Studentry into a New Era of integrating academics and campus life toeach and every Louisian by addressing their academic-related concerns as well astheir plight on social, economic, civic, and political aspects through the Louisians
Charter and through the newly introduced communication and legal system in favorof the studentry. The new system will also improve the services of elected andappointed officers in the KASAMA/SSC and also from the University-wide and
School-based Organizations and Publications resulting to more confidence in theaforementioned student bodies and more legitimate means to present thesentiments of the students as well as attaining genuine student representation thatwill lead to an organized, legitimate, and factual consolidated information that willexplain the genuine position of the Louisian Studentry towards the University
Administration which will be a guide for policy formulation and development.

REORGANIZING AND RESTRUCTURING OF THE LOUISIAN STUDENTRY.
WHEREAS, the current structure and system of the Louisian Studentry is subjected toreorganization and restructuring as an integral plan of this administration and as certifiedby the President as an urgent matter;
WHEREAS, an action plan that serves as the priority agenda of this administration is theLouisian Inter-organizational Collaboration and Integration Scheme, prepared by thePrime Movers Society;
WHEREAS, the Louisian Inter-organizational Collaboration and Integration Scheme is
necessary to the realization of the current administrations program to effect social reformsin the Louisian Studentry;
NOW, THEREFORE, I, XXXXXX XXXX XXXXX XXX XX, President of the SupremeStudent Council, by virtue of the powers vested in me by the Constitution, in order to putinto effect the desired changes and reforms to the over-all condition of the LouisianStudentry, do hereby order and decree that the Louisian Inter-organizational Collaborationand Integration Scheme as prepared, completed, and submitted by the Prime MoversSociety shall be, as it is hereby adopted, approved, and made as part of the existing laws:Provided, That there shall be created and organized, in lieu of the administration andsupervision of the implementation of the scheme as recommended in the Louisian Inter-organizational Collaboration and Integration Scheme, a Social Reform and DevelopmentCouncil which shall have the following duties and functions:
A) To administer and supervise the actual implementation of the LICI scheme;B) To enact and regulate policies in line with the development of the aforementioned
scheme;C) To delegate appropriate persons to the vacant positions in the New KASAMA/SSC
Structure;D) To submit other proposals deemed necessary to the operations of KASAMA/SSC.
The composition of the Social Reform and Development Council shall be the following:A) Three Delegates from the Prime Movers Society;
B) Three Delegates from KASAMA/SSC. (One from the ExeCom, School Assembly, andCongress);
C) Two Delegates from any duly recognized student publication; andD) Three Volunteers from the Studentry.
Implementation of the Louisian Inter-organizational Collaboration and Integration Schemeas herein adopted, approved and decreed shall be carried out by the instructions providedby the Executive Committee during the implementation of the aforementioned scheme.
All concerned, especially heads of university-wide and school-based organizations andpublications as well as instrumentalities of the Supreme Student Council, shall actaccordingly, pursuant to the contents of this decree.

AN ORDER FOR THE MANDATORY CREATION OF THE DISASTER RISKREDUCTION COORDINATING COUNCIL AND ITS AUSPICES IN THE UNIVERSITY-WIDE AND SCHOOL-BASED ORGANIZATIONS AND PUBLICATIONS.
WHEREAS, the presence of calamities had been eminent all throughout the beginning ofthis academic year;
WHEREAS, in fulfilment of the role of the Louisian Studentry for social responsibility,duly constituted bodies are organized in times of need for relief operations and otherdisaster-coordination activities and are immediately disbanded after the termination of itsshort-term purpose;
WHEREAS, the creation of the said bodies for relief operations and other disaster-
coordination activities are abrupt, unsystematic, and unsustainable as well as mayendanger the lives of both Louisians and the target groups to be aided;
WHEREAS, in order to secure the safety of the Louisian Studentry and its efficiency tofulfil its role for social responsibility as well as maintaining coordination and cooperation tothe entire Louisian Community;
NOW, THEREFORE, I, XXXXX XXXX XXXXX XXX XX, President of the Supreme StudentCouncil, by virtue of the powers vested in me by the Constitution, do hereby order:
Section 1
A Disaster Risk Reduction Coordinating Council shall be created under the administrationand supervision of the President
Section 2
The composition of the Disaster Risk Reduction Coordinating Council shall be the following:
1) The KASAMA/SSC Executive Committee;2) The Speaker and Deputy Speaker of the Congress of Louisians;3) The Chief Justice and Deputy Chief Justice of the Student Court;
4) The Chairperson and Deputy Chairperson Commission on Student Rights5) The Governors and Vice Governors of the School Assemblies6) The heads and deputy heads of the university-wide and school-based organizations
and publications; and7) The heads and deputy heads of the standing committees from the different schools.8) The heads and deputy heads of the disaster- risk reduction coordinating committees.
Section 3
All extra and co-curricular organizations as well as all the publications are mandated to
create a Disaster Risk Reduction Coordinating Committee within their respectiveorganizations and publications which will serve as auxiliary auspices of the Disaster RiskReduction Coordinating Council provided that organizations and publications are given theprerogative to integrate the aforementioned committee to any of their existing committeesprovided further that a letter of explanation will be submitted to the President upon thesubmission of the official list of members in the said committees.

Section 4
A Disaster Risk Reduction Management Plan shall be formulated, adapted, andimplemented to guide the operation of the Disaster Risk Reduction Coordinating Counciland its auspices.
Section 5
The Congress of Louisians shall determine the budget allotted for the Disaster RiskReduction Coordinating Council and its auspices provided that all its counterparts arerequired to submit a budget proposal of their own to subsidize the burden of the SupremeStudent Council in term of funds.
Section 6
This Executive Order shall take effect immediately.

AN ORDER FOR THE MANDATORY CREATION OF THE COUNCIL FOR STUDENT
WELFARE AND DEVELOPMENT AND ITS AUSPICES IN THE UNIVERSITY-WIDEORGANIZATIONS AND PUBLICATIONS.
WHEREAS, the Louisians Charter and the Louisian Inter-organizational Collaborationand Integration Scheme are primarily focused on student welfare and development guidedby its vision for the Louisian to attain his/her maximum human potential by alleviating ortotally eradicating the existing impediments to his/her holistic development;
WHEREAS, to further attain consensus as well as widening the range of social reform forsocial legislation, there is a need to establish consultative bodies in all existing structuresin the Louisian Studentry;
WHEREAS, the KASAMA/SSC School Assemblies in line with the same goals aremandated to establish a Committee on Student Welfare and Development in each and everyschool for the purpose of broadening measures in the observance of student rights as well asto formulate and initiate social action for developmental goals in the school-based units ofthe Supreme Student Council;
WHEREAS, it is a necessity to create a Council for Student Rights and its auspices to giveeffect to the current administrations policy of social reform towards social transformationand development in the Louisian Studentry;

Section 3
The Lousians Charter shall be a simultaneous project of the KASAMA/SSC which shall fallunder the joint initiatives of the Council for Student Welfare and Development and theCommission on Student Rights provided that the official governing body of this project shallbe the Council for Student Welfare and Development provided further that the Commissionon Student Rights shall be the consultative body of the aforementioned project providedfurthermore that the said implementers of the Louisians Charter shall be subjected under
the administration and supervision of the KASAMA/SSC President.
Section 4
All university-wide extra and co-curricular organizations as well as all the publications aremandated to create a Committee on Student Welfare and Development within theirrespective organizations and publications which will serve as auxiliary auspices of theCouncil for Student Welfare and Development provided that organizations and publicationsare given the prerogative to integrate the aforementioned committee to any of their existing
committees provided further that a letter of explanation will be submitted to the Presidentupon the submission of the official list of members in the said committees.
Section 5
An Implementing Rules and Regulations for the Louisians Charter shall be formulated,adapted, and implemented to guide the operation.
Section 6
The Congress of Louisians shall determine the budget allotted for the Council for StudentWelfare and Development and its auspices.
Section 7
This Executive Order shall take effect immediately.

WHEREAS, there is an urgent necessity to constitute the Commission on Student Rights togive effects to the current administrations policy of social reform towards social
transformation and development in the Louisian Studentry;
NOW, THEREFORE, I, XXXXX XXXX XXXXX XXX XX, President of the Supreme StudentCouncil by the powers vested in me by the Constitution, do hereby order:
Section 1
The Commission on Student Rights as provided under XXX of the KASAMA/SSCConstitution is hereby declared to be now in existence.
Section 2
The Commission shall be composed of a Chairman and nine (9) members who are appointed
from the different schools in the university
Section 3
The members of the Commission shall be determined through the appointments done by
the Congress of Louisians through the Committee on Appointments, after a thorough
screening and determination by the Congress as a whole, shall submit the final list to the
EXECOM for final consideration and approval
Section 4
The Commission on Student Rights shall have the following powers and functions:
1) To promote the practice and observation of student rights cited on Art. III of the
KASAMA/SSC Constitution and other basic rights thereof pertaining to student
rights and human rights duly promulgated by legitimate law-making bodies such as
the Congress of Louisians, the University Administration, the Commission of Higher
Education (CHED), and of the Republic of the Philippines;
2) Adopt its operational guidelines and rules of procedure, and cite for contempt for
violations thereof in accordance with existing laws, policies, and regulations;
3) Establish a continual program of research, education, and information to enhancerespect for student rights and as well as the primacy of human rights;
4) Accept, investigate and present complaints ,to the EXECOM and/or the Congress of
Louisians, by any bona fide student of Saint Louis University pertaining to all forms
of student rights and human rights violations;

5) Recommend to the EXECOM and/or the Congress of Louisians effective measures to

students;7) Exercise jurisdiction pertaining to the existing rights of students to all extra and co
curricular organizations within the University premises;
8) Request the assistance of any department, office, or agency in performance of its
functions;
9) Appoint its officers and members in accordance with law;
10)Perform such other duties and functions as may be provided by law.
Section 5
The Commission shall enforce the promotion and observance of student duties and
responsibilities cited on Article IV of the KASAMA/SSC Constitution
Section 6
There shall be established three (3) divisions in the Commission on Student Rights as
provided with designations and shall be chosen by the Commissioners themselves in the
following:
1) Research and Education Division- 4 members
2) Monitoring, Legal and Investigation Division- 5 members
3) Information Management Division- 1 member
Section 7
There shall be appointed school coordinators by the Commission on Student Rights which
shall serve as student rights watchers in the university. The number of school coordinators
may vary per school and shall be decided in an En Banc Meeting of the Commission.
Section 8
The Commission on Student Rights shall formulate, adapt, and implement a manualoperating guidelines and procedures for all its operations.
Section 9
The approved annual appropriations of the Commission on Student Rights shall beautomatically and regularly released by the determination of the Congress of Louisians.
Section 10
This Executive Order shall take effect immediately.

WHEREAS, under XXXX, section 1 of the KASAMA/SSC Constitution, the KASAMA/SSCshall extend its endorsement, cooperation, and assistance whose purpose are not in conflictwith the Constitution as may be determined;
WHEREAS, under the same article of the said Constitution, section 2a states that withoutthe prior favorable endorsement by the KASAMA/SSC, school-based and university-wideextra and co curricular organization may be given a certificate of recognition by the Student
Affairs Office;
WHEREAS, under the same article again of the said Constitution, section 2c states thatrecognition of these organizations may be revoked or cancelled for violations of thisConstitution, University Rules, and/or laws of the land;
WHEREAS, under the same article once again of the said Constitution, section 5 statesthat (a) university-wide extra and co-curricular organizations shall fall under theadministrative supervision of the KASAMA/SSC Executive Committee and the Student
Affairs Office and (a) school-based co-curricular organizations may fall under the jointadministrative supervision of the School Assembly, the KASAMA/SSC ExecutiveCommittee, and the Student Affairs Office;
WHEREAS, in consonance with the role of the KASAMA/SSC for its administrative
supervision and assistance to extra and co-curricular organizations, there is a need to enactmandates and measures that would further strengthen and empower organizations interms of social development and sustainability;
WHEREAS, the compliance and progress of extra and co curricular organizations andpublications as well as the school assemblies had been subjected into allegations ofdereliction and incompetence on the part of its officers upon the discharge of their dutiesand responsibilities;
WHEREAS, the Louisian Inter-organizational Collaboration and Integration Scheme seeksto alleviate or eradicate its occurrence or supposition to put into effect the current
administrations policy of social reform towards social transformation and development inthe Louisian Studentry;

This shall be known and cited as the Rules of Proceedings Governing the ConstitutionalConvention.
The Constitutional Convention shall be composed of all the members of the Congress ofLouisians for all legislations undertaken provided therein that others sectors of theSSC/KASAMA and the student body shall be allowed to participate by the giving theirpropositions, objections, and sentiments to the deliberations done in the said Convention.
The Constitutional Convention shall continue its operation until its completion otherwise it
will operate until the end of the current term of the SSC/KASAMA wherein theConstitutional Convention is conducted.
(1)The sessions of the Constitutional Convention shall be determined by the Congressof Louisians.
(2)The deliberations done in the Constitutional Convention shall be open to the publicprovided that proper decorum and decency is strictly observed upon participation onthe sessions of the Convention
(3)Only the members of the Congress of Louisians can decide upon matters concerningthis Constitutional Convention provided that all students from the different sectors
of the university shall be given equal rights to give their opinions upon thedeliberations done in the Convention.
(4)The Committee on Constitutional Amendments shall be in charge of facilitating thedrafting of the said amendments.
(5)The proposed amendments to the Constitution and By-Laws shall be publishedthrough the posting of the drafts to the different bulletin boards of theSSC/KASAMA throughout the university.
(6)The House Speaker shall preside in all sessions undertaken of the said Convention.
(1)The consolidated amendments shall be presented to the other sectors of theSSC/KASAMA upon its completion.(2) It shall be published through posting into the different bulletins of the
SSC/KASAMA throughout the university.
(1)The Congress of Louisians altogether with the COMELEC shall set a date of theplebiscite for the ratification or rejection of the proposed amended SSC/KASAMAConstitution and By-Laws.
(2) It shall become valid and effective upon ratification by the majority of votes cast inthe said plebiscite, and upon the approval of the University President.
The amount necessary for the operational expenses of the Constitutional Convention shallbe borne and derived from the budget of the Congress of Louisians with the aid of theExecutive Committee.

B) The Press Relations Officers/ Communication Officers/Public Relations Officers orany reference that carries the same role(s) and/or function(s) of the said officers fromthe School-based Organizations within the School from which the School Assembly isdesignated.
Section 4-Special Committees
The School Assembly of each School may create other Committees as may deem necessaryand shall be referred as Special Committees

The Commission may conduct other activities pertaining to the welfare and thedevelopment of students under the approval and strict supervision of the EXECOM and theCongress of Louisians
Amendment to Article XIII of the KASAMA/SSC Constitution
Article XIII Funds and Disbursements
Section 1
a) Funds for the operation of the KASAMA/SSC shall come from the student fees collectedwith the other school fees during semestral registration, in accordance with the laws, andregulations of the CHED and the university;
b) The KASAMA/SSC may sponsor fund-raising activities to finance its activities when theneed arises, subject to applicable laws and rules;
c) No monetary contribution may be accepted by the KASAMA/SSC from any source;
Section 2
Until the Congress of Louisians provide otherwise the amount of twenty pesos (PHP 20.00)shall be collected from each student per term through the University Accounting Office tofinance the operations of the KASAMA/SSC; from said amount the equivalent of 20% shallbe allocated for College-wide student publications;

a) No disbursement shall be made without the appropriate resolution prepared by theCommittee on Budget and Appropriations and approved by the Congress of Louisians;
b) The disbursement shall be subjected to the Commission on Audit;
c) A petty cash fund of PHP 2,000.00 shall be held by the KASAMA/SSC Secretary for
Finance and shall not be disturbed unless a requisition stating therein the purpose ofdisbursement be made and countersigned by the KASAMA/SSC Secretary for Audit. In theabsence of the latter, the KASAMA/SSC President and the Moderator may countersign therequisition;
d) Before the KASAMA/SSC Secretary for Finance should get a replenishment, he mustfirst present a book of accounts supported by the receipts incurred since the lastreplenishment to the Commission on Audit and to the Congress of Louisians;
e) In case of emergency, when no written record of the previous expenditures is available,the KASAMA/SSC Secretary for Finance, with the approval of the President, Secretary for
Audit and the Commission on Audit, duly noted by the Moderator, may request for
replenishment;

The individual to whom an opinion is rendered and any other individual involved in asimilar factual situation, and who, after issuance of the opinion acts in good faith inaccordance with it shall not be subject to any sanction provided in this Act.
b) The heads of the other offices shall perform the duties stated in subsection a andhereof insofar as their respective offices are concerned, subject to the approval of theKASAMA/SSC President, in the case of the Executive Department, and the ChiefJustice of Student Court, in the case of the Judicial Department.
Section 7-Penalties
a) Any Officer or Member of the KASAMA/SSC whether elected or appointedcommitting any violation of this Act shall be punished with suspension ,whichlength of time shall be determined by the Congress of Louisians, or expulsion ,fromthe KASAMA/SSC, depending on the gravity of the offense after due notice andhearing by the appropriate body.
b) Any non-officer or member of the KASAMA/SSC who participate in conspiracy as co-principals, accomplices, or accessories, with the Officers or Members of theKASAMA/SSC, in violation of this Act, shall be subject to penal liabilities such asperpetual disqualification to hold any elective or appointive office in theKASAMA/SSC and in extra and co curricular organizations as well as thedeprivation of the right to suffrage by the KASAMA/SSC, without prejudice, theindividual shall be tried jointly with the KASAMA/SSC Officers and Members Tried.
Section 7- Promulgation of Rules and Regulations, Administration, and Enforcement of thisAct
The EXECOM shall have the primary responsibility for the administration and
enforcement of this Act. It shall transmit all cases for prosecution arising from violations ofthis Act to the proper authorities for appropriate action. Provided, however, that it mayinstitute such administrative actions and disciplinary measures as may be warranted inaccordance with law. Section 8-Separability Clause
If any provision of this Act or the application of such provision to any person orcircumstance is declared invalid, the remainder of this Act or the application of suchprovision to other persons and circumstances shall not be affected by such declaration
Section 9-Repealing Clause
All laws, and other orders or parts thereof inconsistent herewith, are deemed repealed ormodifies accordingly, unless the same provide for a heavier penalty
Section 10-Effectivity
This Act shall take effect after one (1) week of public circulation in the different offices ofthe KASAMA/SSC

An Act Promulgating the Creation of Leagues
Section 1- There shall be established an organization of the same respective officers, in dulydesignated offices, to be re referred as Leagues from the different positions within the School
Assembly and the heads of the School-based organizations in the University
Section 2-The Leagues to be established shall be the following:
a) League of Governorsb) League of Vice-Governorsc) League of Mayorsd) League of Vice Mayorse) League of School-based Organizations Presidents or referred as League of Presidents
Section 3-Purpose of Organization
The Leagues shall be established for the purpose of ventilating, articulating, and crystallizingissues affecting governance in specified duly respected offices, administration, and securing,
through proper and legal means, solutions thereto.
Section 4- Powers, Functions, and Duties of Leagues:
a) Assist the EXECOM and the Congress of Louisians in the formulation andimplementation of policies, programs, and projects affecting the local offices in all theSchool Assemblies as a whole;
b) Promote local autonomy and decentralization at the local level pertaining to the SchoolAssembly;
c) Adopt measures for the promotion of the welfare of all Schools under the jurisdiction ofSchool Assemblies and its officers and members;
d) Encourage student involvement and participation in local administration in order to
promote united and concerted action for the attainment of university-wide developmentgoals;
e) Supplement the efforts of the EXECOM and the Congress of Louisians in creatingopportunities to foster the development of its projects and activities;
f) Give priority to programs designed for the total development of the School Assemblies inconsonance with policies and regulations of the EXECOM and the Congress of Louisians;
g) Serve as a forum for crystallizing and expressing ideas, seeking the necessary assistanceof the EXECOM and the Congress of Louisians, and providing the studentry avenues forcooperation in the promotion of the welfare of the constituents of the different School
Assemblies;h) Exercise such other powers and perform such other duties and functions as the league
may prescribe for the welfare of the different Schools in the University.
