1 MOT DU RECTEUR
Le mot du RecteuR
Cette année a été en grande partie consacrée à l’élaboration du deuxième Plan quadriennal 2010 – 2013 de l’Université du Luxembourg. Pendant 13 mois l’Univer-sité a travaillé ardemment sur ce document qui intègre à la fois l’expérience du premier plan, celle du contrat d’établissement initial et les recommandations de l’évaluation externe y afférente. Je remercie tous les acteurs internes et externes qui ont permis que cette mission soit menée à bien. Au total : 18 réunions de l’équipe de direction, 9 autres des vice-recteurs et doyens, plusieurs du rectorat où le plan fut mis à l’ordre du jour 11 fois, deux autres de la Commission consultative scientifique, une des responsables de services, trois sessions du Conseil Universitaire et finalement quatre séances au Conseil de Gouvernance ont été nécessaires à la conception du nouveau plan. Les recommandations émises par la Délégation du personnel ont elles aussi été prises en compte. Le plan a été ensuite soumis aux représentants des étudiants et au personnel de l’Université à la mi-octobre. Une cinquantaine de réunions sans compter les réunions internes des facultés ont donc été nécessaires pour aboutir à la rédaction du plan final. Force est de constater que le nouveau plan résulte d’un effort collectif considérable.
We have been very successful along the past with our first four-year plan. Let me just list a few highlights:
• Almost 5000 students by the end of 2009, more than 4000 of which study within the Bologna system; 48% of whom are Luxembourgish; they represent 96 nationalities
• 800 Master’s students; 30% of whom are Luxembour-gish; they represent 77 nationalities
• Almost 300 PhD students, 20% of whom are Luxembourgish; they represent 44 nationalities
• The mobility of the Bachelor students is approaching 100%; more than 50 partner universities host them.
• Tutoring has been introduced.
• There are already housing facilities for almost 400 students.
• Three Nobel awardees, one Fields medal, one head of state and one head of government have visited the University.
• Three chairs – TDK, Ville de Luxembourg and ATOZ – are hosted by the University.
• The Luxembourg School of Finance has been integrated into the University and its Director appointed.
• The Fondation Luxembourg School of Finance has been created and has received an important donation from Sal. Oppenheim.
• The Master in Entrepreneurship and Innovation, co-financed by and co-organized with the Chamber of Commerce has been so successful that, already in its third year, only one out of ten applicants could be accepted.
• The Luxembourg Business Academy has been founded with the Chamber of Commerce.
• Two Interdisciplinary Centres, in Security, Reliability and Trust and in Systems Biomedicine, have been created and their Directors appointed.
• A very important donation from the “Fondation Luxembourgeoise contre le cancer” has been received.
• Funding other than the one received from our Ministry has crossed the 15% level; this is remarkable in view of the fact that tuition fees remain basically non-existent.
• More than 600 publications have been listed in the Web of Science since the creation of the University in 2003.
• Two patents have been filed.
• The 3+ multilingualism (French, German, English + Luxembourgish) has been reinforced.
• The job fair [email protected] is a success.
• The University of the Greater Region has been founded.
• Concerts, plays, debates, visits are an integral part of student life.
• Activities for raising interest in the sciences are orga-nized for primary and secondary school pupils.
• Our staff, now beyond 800 persons, represents some 50 nationalities.
• To this, some 600 adjunct staff, among them many members of the different European Institutions, has to be added.
• The association “Amis de l’Université” has been founded.
Ich möchte hier noch manche Aspekte der Vielsprachig-keit etwas näher erörtern. Englisch wird langsam aber sicher die dominante Masterunterrichtsprache, vor allem in Nordeuropa. So wird es auch bei uns sein. Wir möchten aber, dass auf dem Bachelorniveau Zweisprachigkeit, in einer der drei Kombinationen unserer drei Lehrsprachen, die Regel bleibt. In Zukunft wird Englisch im beruflichen Leben nicht mehr relevant, sondern selbstverständlich sein. Relevant wird dagegen sein, welche weiteren Sprachen man außerdem beherrscht. Wir haben ja in Luxemburg die ungeheure Chance, dass die beiden nicht nationalen Landessprachen, also Französisch und Deutsch, zu den größten, international und wirtschaftlich wichtigsten europäischen Sprachen zählen. Dass die Studierenden, die sie nicht schon kennen, diese beiden Sprachen bei uns erlernen können, wird ihnen in der Zukunft viele Türen öffnen und ihre Wahl aus interes-santen und gutbezahlten Berufen wesentlich erweitern.
Außerdem tragen wir dazu bei, wahre Europäer oder sogar Kosmopoliten auszubilden. Ich persönlich kann mir kaum vorstellen, dass ein Monoglot wirklich verstehen kann, was Europa ist.

I. composItIon
Depuis le 13 mars 2009, date de l’Arrêté Grand-ducal, l’Université du Luxembourg a un nouveau Conseil de Gouvernance, ses membres ayant été nommés par le Gouvernement pour un mandat de 5 ans.
Parmi les membres qui ont vu leur mandat renouvelé au sein du Conseil de Gouvernance sont : le Président Raymond Kirsch, Michel Goedert, Gérard Hoffmann, Charles Ruppert et Laurence Rieben.
Les deux nouveaux membres sont Maurice Quénet, juriste français et conseiller d’État en service extra-ordinaire, anciennement recteur de l’Académie et chancelier des universités de Paris, ainsi que Danilo Zavrtanik, physicien slovène et recteur de l’université de Nova Gorica.
Monsieur Jörg Gerkrath, professeur de droit, a été élu par le corps académique comme nouveau représentant du corps enseignant.
Monsieur Pierre Fruitier-Roth (du 12 mars au 26 septembre) et Monsieur Ali Demirkapu (à partir du 12 décembre) ont été élus nouveaux représentants des étudiants.
En sa séance du 14 mars 2009, le Conseil de Gouvernance a désigné Guy Poos comme secrétaire du conseil pour un nouveau mandat de 5 ans.

Le président du Conseil de Gouvernance peut inviter toute personne à soumettre un thème figurant à l’ordre du jour.
Ainsi, le 14 mars 2009, le Conseil de Gouvernance a reçu Monsieur Pàll Skulason, Président du comité d’évaluation externe, pour faire une présentation des travaux, des commentaires, des conclusions et des recommandations du comité d’évaluation externe sur l’UL.
En sa séance du 4 mai 2009, afin de procéder à la nomination du directeur du centre interdisciplinaire initialement appelé « Centre for Systems Biology Luxembourg » puis finalement appelé « Luxembourg Centre of Systems Biomedicine », le Conseil de Gouvernance a reçu Monsieur Rudi Balling.

Dans le cadre de l’élaboration du second plan quadriennal de l’Université, le Conseil de Gouvernance a reçu le 4 mai Monsieur Björn Ottersten, directeur du centre interdisciplinaire SnT « Security, Reliability and Trust » et le 18 juillet Monsieur Christian Wolff, directeur de la « Luxembourg School of Finance », pour la présentation du plan quadriennal de leur structure respective.
En la séance du 18 juillet, les doyens, Monsieur Paul Heuschling de la FSTC, Monsieur André Prüm de la FDEF et Monsieur Michel Margue de la FLSHASE, sont également venus présenter les grandes lignes du plan quadriennal de leurs facultés respectives.
Lors de sa séance du 12 décembre le Conseil de Gouvernance a reçu :
• Le Ministre de l’Enseignement Supérieur et de la Recherche, Monsieur François Biltgen, pour un échange de vues sur le bilan du premier plan quadriennal et le développement futur de l’Université,
• Monsieur Rudi Balling pour une présentation du plan stratégique, de la gouvernance et du fonctionnement du centre interdisciplinaire « Luxembourg Centre for Systems Biomedicine ».

En 2009, le Conseil de Gouvernance s’est réuni 8 fois sous la présidence de Monsieur Raymond Kirsch.
Le 12 janvier était une séance extraordinaire, encore sous l’ancienne composition du conseil, qui avait pour unique point de discussion le renouvellement du mandat du recteur, Rolf Tarrach.
Puis le Conseil de Gouvernance dans sa nouvelle composition s’est réuni le 14 mars, le 5 mai, le 15 juin, le 18 juillet, le 26 septembre, le 9 novembre et le 12 décembre.

Lors de sa séance du 12 janvier, le Conseil de Gouvernance a pris la décision unanime de proposer au Gouvernement le renouvellement du mandat du recteur, Rolf Tarrach. Le Gouvernement a confirmé cette décision par un arrêté Grand-ducal en date du 13 mars 2009 et a nommé Rolf Tarrach recteur de l’Université à partir du 1er janvier 2010 pour un nouveau mandat de 5 ans. Lors de sa séance du 4 mai, le Conseil de Gouvernance a approuvé le renouvellement du mandat de Guy Poos en tant que chargé de mission auprès du rectorat faisant fonction de secrétaire général de l’Université.
En sa séance du 4 mai 2009, le Conseil de Gouvernance a approuvé la création du Master en « Langues, Cultures et Médias : Lëtzebuerger Studien » (master académique) qui a été mis en place à partir de la rentrée académique 2009 – 2010. Lors de cette même séance, le Conseil de Gouvernance a pris acte du désengagement de l’Université pour l’organisation des cours complémentaires en droit luxembourgeois.
En sa séance du 9 novembre, le Conseil de Gouvernance a ratifié le programme « Atlantis-funded Master in Cancer and Systems Biology (CanSys) » offert dans le cadre du « Master in Integrated Systems Biology ».
Enfin en sa séance du 12 décembre, le Conseil de Gouvernance a approuvé la création du master en gouvernance européenne (master académique) qui sera mis en place à la rentrée académique 2010 – 2011.
Au cours de l’année 2009, dans le cadre de la collaboration entre les Etats-Unis et le Luxembourg dans le domaine de la « systems biology », le Conseil de Gouvernance a approuvé la création de son second centre interdisciplinaire, le « Luxem-bourg Centre for Systems Biomedicine » et nommé Rudi Balling directeur de ce centre pour un mandat de 5 ans.
Lors de sa réunion du 4 mai 2009, le Conseil de Gouvernance a approuvé le budget de dépenses 2010 de l’Université pour un montant total de 121.097.268 euros.
Comme prévu dans l’article 43 de la loi portant création de l’Université, le rapport d’évaluation externe a été présenté une première fois au Conseil de Gouvernance par le Président du comité d’évaluation. Les points suivants ont été discutés : le cadre législatif, la composition du comité et des panels, la procédure, les objectifs, l’échelle de notation, la notation de l’enseignement et de l’apprentissage, la notation de la recherche, l’organisation et le management et les conclusions.

En 2009, le Conseil de Gouvernance a approuvé les demandes de congé scientifique de deux professeurs de l’Université.
En sa séance du 4 mai 2009, le Conseil de Gouvernance a attribué le titre de professeur émérite à un professeur de l’Université pour la première fois.

L’élaboration du deuxième Plan quadriennal de l’Université durant toute cette année a exigé un effort soutenu de la part de l’équipe qui dirige l’Université, à savoir les vice-recteurs, le directeur administratif, les doyens, les directeurs des centres interdisciplinaires, les chargés de missions et les conseillers. La collaboration de nos secrétaires et assistantes a été aussi un précieux atout. Les services, les unités de recherche et les unités de formation sont quant à eux les pierres angulaires de l’Université : à leurs responsables un grand merci !
Pendant cette année, comme l’année passée, l’équipe rectorale a travaillé à plusieurs niveaux : les tâches journalières qu’on trouve dans toute université ; les tâches d’organisation, de rédaction de règlements, de chartes et procédures, de structuration de services et de recrutement, qui caractérisent une université encore jeune ; les tâches de planification que les uni- versités font avec une certaine cadence et finalement les tâches de planifications logistiques et d’infrastructures meubles et immeubles, qui surgissent avec une université en croissance et expansion, et qui, avec le démarrage du projet Belval prennent de l’ampleur. Les réunions de travail des membres du rectorat se veulent bimensuelles.
• L’entreprise TDK et la Ville de Luxembourg ont continué à financer leurs chaires.
• La création de la chaire financée par la société ATOZ Tax Advisors, « ATOZ chair for international and European taxation ».
• La création avec la Chambre de Commerce de l’a.s.b.l. Luxembourg Business Academy (LBA). La Chambre a continué à cofinancer le « Master in entrepreneurship and innovation ».
• La création du deuxième Centre Interdisciplinaire de l’Université, Luxembourg Centre for Systems Biomedicine et la nomination de son directeur le Professeur Rudi Balling.
• La signature des conventions avec plusieurs universités partenaires allemandes à l’Ambassade à Berlin en présence de notre Ministre Monsieur François Biltgen et notre Ambassadeur Madame Martine Schommer.
• La participation institutionnelle au 3e Forum Luxinnovation Business meets Research .
• La participation institutionnelle au « Relais pour la vie » organisé par la Fondation de la Lutte contre le Cancer.
• La remise de diplômes de nos Masters et Docteurs, avec le discours officiel du Ministre de l’Economie et du Commerce Extérieur Monsieur Jeannot Krecké.
L’année a été très productive, on a avancé sur tous les fronts, mais ce qui reste à faire continue à être plus que ce qu’on a pu faire. Cela sera le cas encore pendant quelques années et on espère que la société, les étudiants, les politiciens et notre personnel comprendront qu’un travail, qui a la volonté de la qualité et qui est si divers, créatif et innovateur, a besoin de temps.
Le travail de l’équipe rectorale avec les doyens et avec les directeurs des centres interdisciplinaires, avec une périodicité aussi bimensuelle, a été essentiel et gratifiant. Les réunions avec le Conseil Universitaire et avec le Conseil de Gouvernance sont très satisfaisantes et productives. Le Conseil Universitaire est convoqué avant les réunions du Conseil de Gouvernance.
J’ai continué à parler ici et là de l’université, de son modèle, de ses ambitions, de ses défis, sans cacher les problèmes. Aujourd’hui le projet est bien vu par la majorité des stake- holders et acteurs du pays, et l’importance de ces premiers pas pour établir une base solide sur laquelle une université de haute qualité pourra être bâtie est bien comprise par presque tous.
• La rentrée académique avec une conférence de Madame Ligia Deca, Présidente de l’European Student Union et une intervention de notre Ministre Monsieur François Biltgen.
• La présentation du Plan quadriennal de l’Université aux députés de la Chambre.
• La conférence du Prix Nobel de la Paix Monsieur Elie Wiesel « Interroger l’homme et le monde : réflexions sur le livre de Job », organisée avec l’Institut universitaire d’études juives Elie Wiesel et la fondation Matanel.
• Le cycle de 5 conférences « Mut zur Nachhaltigkeit ».
• L’octroi par la « Fondation luxembourgeoise contre le cancer » d’un financement important pour la recherche sur le carcinome colorectal.
• L’hommage au professeur Pierre-Armand Michel, organisé avec la Fondation LSF.
• La signature de l’accord avec l’European Corporate Governance Institute .
• La participation à la « Conference of the European Ministers responsible for higher education » qui a eu lieu à Leuven et Louvain la Neuve.
• La collaboration avec le Ministère de la Famille et de l’Intégration, la Ville de Luxembourg et l’a.s.b.l. Inter-Actions pour la mise en route d’une maison relais pour enfants.

• La célébration de 25 ans de la Charte Saar Lor Lux Rheinland-Pfalz Wallonie.
• Le professeur Leboutte a obtenu une chaire Jean Monnet en histoire de l’intégration européenne.
Comme représentant de l’université du Luxembourg, mais plutôt en tant que ce que dans les autres pays est le président de la conférence de recteurs, j’ai participé à quelques conférences et réunions du Conseil de la European University Association, et j’ai présidé une séance à Prague. J’ai parlé à la conférence d’Atomium Culture à Bruxelles. J’ai fait aussi plusieurs conférences au Luxembourg sur des sujets scientifiques, technologiques ou de politique de recherche ou universitaire, notamment dans le cadre de la Deutsch-Luxemburgische Wirtschafts- konferenz – Ethik in der Wirtschaft. En tant que président de l’Academic Cooperation Association j’ai présidé à Varsovie la conférence annuelle et l’assemblée générale. J’ai pris aussi la présidence de l’Université de la Grande Région. J’ai fait le keynote speech de la remise de diplômes de l’École Européenne et à la cérémonie de 100 ans de mon école à Valencia. J’ai été invité à participer au World Innovation Summit for Education à Doha.
Le personnel des Facultés et de l’Administration Centrale a fait un grand effort et quelques personnes ont fait un effort surhumain, pendant cette année. C’est grâce à eux qu’on a pu progresser dans notre chemin vers une université, dont les citoyens luxembourgeois puissent être fiers un jour. On n’y arrivera que si on y travaille tous ensemble, y compris les étudiants, pour le même but. La générosité de faire des choses dont les bénéficiaires seront d’autres personnes et pas nous-mêmes, des personnes qui en grande partie ne sont pas encore là, est nécessaire pour le succès. Je suis persuadé que le personnel et les étudiants offriront cette générosité à l’Université. De notre côté nous n’avons pas de doutes aujourd’hui sur les pas à suivre pour assurer la qualité de toutes nos démarches; nous resterons humbles car nous savons que les défis à relever sont encore nombreux. Il ne nous reste qu’à remercier les étudiants pour avoir choisi notre Université et tous ceux, aujourd’hui nombreux, qui nous aident, qui nous financent, qui nous appuient, qui nous tiennent au cœur de leurs préoccupa-tions.

L’année 2009 a vu un certain nombre de réalisations et d’initiatives en ce qui concernent les relations internationales, le service informatique de l’Université (SIU), les affaires juridiques, et les projets spéciaux. La partie concernant le SIU est traitée dans une autre partie de ce rapport d’activités, et nous décrivons ici davantage les autres aspects.
Un certain nombre de nouveaux accords universitaires ont été négociés, parmi lesquels les plus notables sont peut-être les suivants :
• l’Université de Trier, les Universités Techniques de Berlin, Darmstadt et Dresden
• l’Université de Bologne
• l’Université de Technologie de Varsovie
• la Moscow State Higher School of Economics
La coopération avec l’Université de Coimbra s’est renforcée en donnant naissance à un diplôme de Bachelor conjoint, le premier du genre, dans le domaine de l’informatique. Cet accord est en outre le premier accord de l’Université du Luxembourg signé à Esch/Alzette. Il a en effet été signé à l’occasion d’un colloque initié par Madame la Bourgmestre, et réunissant des représentants des villes jumelées avec Esch/Alzette, dont fait bien entendu partie Coimbra.
La coopération avec Luxinnovation s’est renforcée. L’initiative “Business meets Research” constitue désormais un rendez-vous annuel important de la vie universitaire. Un second aspect important de cette collaboration est la mise en place d’une politique de la valorisation, qui renforce l’attractivité de l’Université pour ses recrutements d’enseignants-chercheurs. Il est également à noter que notre portefeuille de brevets est en train de s’étoffer dans plusieurs directions thématiques, et de manière plus générale, la stratégie de protection de la propriété intellectuelle a permis de corriger un certain nombre de situations, et de sensibiliser les enseignants-chercheurs à cette thématique.
Les projets spéciaux concernent de nombreux domaines et secteurs de l’Université. Ceci posé, il semble opportun d’y référer indirectement, en évoquant un certain nombre de structures qui sont plus souvent le cadre de ces projets spéciaux. La création des deux centres interdisci-plinaires s’accompagne de nouveaux défis. Pour SnT, il s’agit actuellement de renforcer les coopérations avec les industries actives dans le domaine des télécommuni-cations au Luxembourg, et d’assurer la transition des activités initiées dans le cadre du Liasit, tant au niveau national que dans le cadre de projets européens. Pour le LCSB, il s’agit d’articuler harmonieusement les efforts dans le cadre de la coopération avec l’Institute for Systems Biology à Seattle. Pour les deux, il s’agit de trouver leur position légitime au sein de l’Université, en renforçant les synergies avec les facultés. À terme, ces centres devront jouer un rôle important dans la création de nouvelles startups, et contribuer à la diversification des sources de prospérité du pays. La Luxembourg Business Academy (LBA), qui finalement procède du même type de motivation, a connu un nouvel essor à travers la constitution d’une asbl pour mieux sous-tendre la coopération entre l’UL et la Chambre de Commerce. La Luxembourg School of Finance (LSF) a à cœur de renforcer ses liens avec la place financière, à travers des projets de recherche définis en commun, de sorte à permettre de conserver à cette place son attractivité dans la période actuelle de mutation de ce secteur.
Terminons ce rapport d’activités en citant deux évènements du mois de décembre 2009 : l’année s’est terminée par une conférence à la Warsaw University of Technology décrivant le modèle de gouvernance de l’Université du Luxembourg auprès de cette institution qui songe à changer le sien, et par la signature d’un accord avec les trois universités techniques allemandes citées plus haut, à l’Ambassade du Luxembourg à Berlin, en présence de Monsieur le Ministre Biltgen.

The research capacity of the University of Luxembourg has further increased in 2009. The UL was able to attract highly-qualified professors and excellent postdoc researchers, as well as many young, promising PhD students from a variety of countries. This was not only possible because of a rise in available university positions, but, most importantly, because of successful project applications.
Our researchers were very successful in the CORE programme of the national funding agency FNR. Their reviewers approved 10 research projects coordinated by the UL as well as 3 projects with the UL as partner, with a total budget of 3.5 M€. The FNR furthermore: approved 450 k€ for 107 Accompanying Measures to fund the organisation of conferences, publications, summer schools, research visits and visiting researchers; currently provides grants for a total of 67 PhD students and 26 postdoc researchers; and awarded the second highly attractive ATTRACT fellowship intended to support early stage researchers setting up a research group. Together with various research projects funded by ministries, industry, the European Commission (15 new projects) and other institutions, external research funding in 2009 amounted to 10.5 M€. At the same time, the UL supported research with a budget of more than 13 M€ for infrastructure, books and journals, as well as Internal Research Projects. The 42 Internal Research Project proposals submitted in 2009 underwent a rigorous evaluation by external reviewers: 30 proposals with a total budget of 5.2 M€ could be funded and will start in 2010.
Dissemination and exploitation of research resulted in 1242 scientific publications, and the submission of 3 patent applications, which are currently awaiting approval. The publications included 24 authored books, 67 edited books and conference proceedings, 200 book chapters, 322 refereed journal articles, 386 refereed conference publications, and 243 other scientific publications such as working papers.
Les activités suivantes peuvent être mises en exergue :
Le service des études et de la vie étudiante (SEVE) a pu bénéficier d’une réorganisation de ses locaux, permettant un service encore plus efficace. A la rentrée académique 2009, un questionnaire d’évaluation à l’attention des étudiants a permis de constater que parmi les quelque 600 répondants, environ 90% sont satisfaits des prestations offertes. Le bureau des études doctorales a mis en place un suivi efficace des doctorants. Les horaires du service d’aide psychologique, introduit en 2008, ont été étendus pour répondre à une demande croissante.
Des réunions régulières avec le comité des étudiants, ainsi que des consultations individuelles ont eu lieu.
En ce qui concerne les formations, le regroupement des données issues des facultés a permis le calcul d’indicateurs (nombre d’heures organisées par formation et par étudiant) des différentes formations. D’autre part, les statistiques élaborées à partir de la population étudiante ont permis une évaluation de l’évolution du nombre des étudiants au sein des différents cycles et des différentes formations, rendant également possibles des projections sous-tendant le plan quadriennal 2010 – 2013. Il a été décidé de créer au sein du SEVE une unité statistique afin de répondre de façon efficace au besoin croissant de données chiffrées.
Le « diploma supplement », prévu dans le cadre des formations « Bologne » pour documenter le parcours de l’étudiant, a été finalisé. Les premiers documents de ce genre ont été remis aux diplômés.
En ce qui concerne l’évaluation interne de l’Université par les étudiants prévue à l’article 43 de la loi, deux initiatives ont été prises :
The importance of interdisciplinary research to solve today’s economic and social issues has been recognised in all disciplines. This is not only reflected in many of the new appointments and research projects, but in particular in the establishment of two Interdisciplinary Centres in 2009: the Interdisciplinary Centre for Security, Reliability and Trust (SnT), and the Luxembourg Centre for Systems Biomedicine (LCSB). Both are growing rapidly, attracting high level researchers from different disciplines and establishing close collaborations with other universities, research institutions and industry.
In 2009, an important step in providing better information and support for researchers has been the appointment of so called research facilitators, who aid one or more Research Units with the development of their research strategy, project acquisition, research presentation and communication, and other research related activities. Together with the newly appointed research coordinator, who works for the vice president research, they form the research facilitation group, a close network dedicated to increasing the quantity, quality and visibility of UL research.
Overall, the results for 2009 clearly show the continuous activity and success of our researchers in contributing to the overall goal of establishing the UL as an inter- nationally renowned research-centred university.

• la participation à une enquête externe internationale d’évaluation de l’Université (I-Graduate) ; les résultats de cette enquête seront disponibles en mars 2010 ;
• la mise en place d’un groupe de travail interfacultaire qui a élaboré un questionnaire pour l’évaluation des cours et formations. Cet instrument a été mis à la disposition des étudiants via intranet sur la plateforme Moodle en décembre 2009.
L’orientation de l’Université dans le cadre du « European Qualification Framework » a débouché sur l’organisation de workshops à l’intention des directeurs d’études concernant l’introduction des « learning outcomes » des différentes formations.
Des réunions individuelles avec tous les directeurs des études ont permis de cerner les données concernant la promotion, l’organisation et les adaptations envisagées pour chaque formation.
Ensemble avec les doyens un instrument pour la définition de la tâche d’enseignement des enseignants-chercheurs a été mis en place.
Dans le cadre des travaux d’organisation il est à relever la remise des diplômes des masters et des docteurs et l’organisation des élections du représentant des étudiants au Conseil de gouvernance.
Signalons enfin la participation à un certain nombre de conférences internationales ayant essentiellement pour objet la qualité de l’enseignement supérieur (conférences à Frankfurt, Bucarest, Uppsala, …).

L’Université dispose de multiples sources de finance-ments, mais pour l’instant, elle reste très dépendante de la contribution financière de l’État; elle constitue la majeure partie de nos ressources. A côté de celle-ci, le Fonds National de la Recherche est un partenaire important de l’Université et contribue majoritairement à nos activités. En 2009, le secteur privé ou entrepre-neurial a prouvé son intérêt pour notre université par des contributions pluriannuelles substantielles et il faut saluer également les aides que différentes fondations nous apportent. Par ailleurs, notre compétitivité au niveau européen a permis d’accéder à de multiples projets financés par la Commission européenne.
Les conséquences de tous ces éléments très positifs se traduisent par un budget global de plus de 100 millions d’euros pour 2009. Suite à de multiples décisions de nos organes, ce budget est totalement intégré; l’Université fait financièrement un tout. Les efforts ont été considéra-bles pour s’assurer de cette intégration, grâce à l’effort de toutes et tous. Cette intégration permet de montrer tous les visages de l’Université, quelles que soient les activités, académiques ou de recherche.
Cette intégration financière a nécessité des réorganisa-tions opérationnelles très importantes ; il a fallu changer de philosophie, de modèle financier, mettre les nouveaux outils en place, éduquer et former les personnes, à tous les niveaux. Le contexte légal a changé, pour beaucoup d’aspects ; il a fallu s’adapter rapidement et certains retards étaient criants. La tâche a été importante et reste encore substantielle, et tout ceci sans arrêter l’Université pour qu’elle puisse poursuivre ses missions essentielles. L’une des plus grandes difficultés qui nous reste à surmonter est l’intégration des données, leurs mises à disposition à toute la communauté universitaire,
et ce de manière ordonnée, fiable et à tout moment. C’est probablement le plus grand défi à relever pour la prochaine année.
La conduite du changement n’est pas chose aisée, mais certaines réussites sont prouvées. Les résultats positifs des contrôles légaux et extra-légaux auxquels l’Université est soumise en témoignent. Nous nous devons d’être exigeants en qualité, de manière à fidéliser nos bailleurs de fonds à moyen et long terme. Ceci passe par des notions de contrôle de gestion, de manière à s’assurer de la fiabilité de nos rapports et délivrables financiers. Cette fonction a été installée cette année; elle est à la disposition de tous et est déjà très utilisée.
Peut-être à cause de restrictions financières globales, les audits lancés par nos partenaires sont devenus presque systématiques. L’Université les a tous passés avec succès en 2009, sur toutes ces facettes adminis-tratives (finances et ressources humaines). Parallèlement, et pour renforcer notre contrôle-qualité, la fonction d’audit interne a été mise en place. Elle est le complément indispensable à une vision claire et transparente des opérations menées.
Ultimement, les différents services devront, après une importante migration informatique qui se poursuit encore, se spécialiser par métiers, après une clarification, certes déjà entamée, des processus. Le défi permanent sera de proposer une administration de proximité qui réponde avec fiabilité et qualité aux besoins de l’organisation.

March 2009 saw the creation of the UL Cell for Sustainable Development. The Cell directly depends of Rector Rolf Tarrach, and the Rector’s Advisor Ariane König was appointed as Head of the Cell. Goals and activities of the cell are largely defined by the UL Strategic Action Plan on Sustainable Development (2010 – 2013) that was developed in a participative process with input from staff, students, faculty, public officials and private interests. The overarching goal is the better integration of campus development and management, teaching, research and outreach towards reducing environmental impacts and improved social cohesion on campus and beyond, as well as to create interdisciplinary learning opportunities for all. The Cell employed five students working on UL Position
Statements on topics such as sustainable ICT, laboratories and fair trade, setting performance targets. The UL Working Group on Sustainable Development with administrative staff, faculty and students advises the Cell on priorities, organisation of work, and on how best to integrate the Cell’s activities with research and teaching. The pro-active team of the Infrastructure and Logistics Service holds the key to the Cell’s success through implementation. The University’s active role in the International Sustainable Campus Network helps to assure that state of the art knowledge is built upon in all of the Cell’s initiatives.

Das Projekt des künftigen Universitätsstandortes auf der ehemaligen Industriebrache Belval ist im Jahre 2009 mit dem ersten Spatenstich für die „Maison du Savoir“ und den sich daran anschließenden Gründungsarbeiten in eine konkrete Phase eingetreten. Die in den voran- gegangenen Jahren geleistete Planungs- und Entwick-lungsarbeit wird damit zur ersten Mal auch für die breite Öffentlichkeit sichtbar.
Die Konzeption der naturwissenschaftlichen Forschungs- plattformen mit hoher Nutzungsflexibilität und kosten-optimierter Betriebsweise war die große Herausforderung, die in diesem Jahr gemeinsam mit den Verantwortlichen des Fonds Belval, externen Experten und den Wissen-schaftlern der Universität zu einem Lastenheft formuliert wurde. Erkenntnisse aus dieser Arbeit konnten unmittelbar beim Entwurf des künftigen Gebäudes für das Luxembourg Centre for Systems Biomedicine (LCSB) berücksichtigt werden. Gebäude- und Laborkonzept sind in enger Zusammenarbeit mit den amerikanischen Partnern und Eric Tschirhart, dem Projektverantwortlichen der Universität entwickelt worden, sodass vor Jahresende mit der Bauausführung begonnen werden konnte.
Die Universität hat 34 Sprachkurse in Deutsch, Englisch, Französisch und Luxemburgisch für das administrative und akademische Personal (192 Teilnehmer) organisiert: Zugleich hat die Universität 12 Sprachkurse in Deutsch, Englisch und Französisch für 178 Studenten organisiert.
Une des priorités de recherche retenue dans le nouveau plan quadriennal est « L’éducation et l’apprentissage en contexte multilingue et pluriculturel », le multilinguisme et le multiculturalisme étant considérés particulièrement dans le cadre de la formation des enseignants et forma-teurs, mais aussi dans celui du développement de la société luxembourgeoise et même au-delà.
As far as teaching is concerned the university is multi- lingual with 3 languages on offer (English, German, French) for its courses. All the Bachelors are at least bi-lingual (except where the linguistic aspect is at the core of the content, like in languages); the Masters are bi-lingual, except some which are just in English when the subject area is more international.
Des Weiteren sind mit der Freigabe der Planungsunter-lagen der Universitätsbibliothek gegen Ende des Jahres alle Gebäude definiert, die für die erste Phase der Betriebsaufnahme der Universität erforderlich sind.
Mit dem Konzept für die Planung der Ausstattung der künftigen Forschungsgebäude wurde ebenfalls noch im Jahre 2009 begonnen. Die sehr dynamische Entwicklung der Universität erfordert eine besondere Planungsmethodik, die zunächst einmal bei dem Gebäude der Geisteswis-senschaften angewandt wird. Dies erfolgt in enger Zusammenarbeit mit dem „Service Logistique“ der Universität, der den wesentlichen Anteil der Planungs-arbeit leisten soll.

Le RenfoRcement du pRofIL
La quête de La quaLIté
Ce plan quadriennal constitue le document de travail pour l’Université pour les années 2010 à 2013. Il a été élaboré par le rectorat, les facultés et les centres interdisciplinaires. Il tient compte du Strategic Framework for the Université du Luxembourg, 2006 – 2009, 2010 – 2015, des résultats obtenus et des expériences du premier plan quadriennal et du premier contrat d’établissement, de la première évaluation externe de l’Université et de ses recommandations, des recommandations de la Commission Consultative Scientifique, du programme du Gouvernement issu des élections de 2009, et de suggestions de beaucoup d’intervenants et amis de l’Université internes et externes. Ce Plan conserve une grande flexibilité : il s’agit d’un plan de propositions, et non d’un document de décisions.
Notre Université a déjà un profil distinct et attractif. Le Plan prévoit son renforcement.
L’Université se caractérise par :

Dans cette période d’attente des infrastructures prévues pour l’Université à Belval, et partant de croissance plus modérée, l’Université portera une attention particulière à l’amélioration de tout ce qu’elle fait déjà, et à l’introduction de quelques nouvelles initiatives. Les concepts clefs sont :

Le développement au cours des dernières années des sept priorités principales définies dans le plan quadriennal antérieur nous permet de faire un recentrage dans le but de mieux profiler l’Université pour ce qui a trait à son principal rôle, c.-à.-d. l’acquisi-tion, la création et la transmission de connaissances :
• La finance, à travers la Luxembourg School of Finance
• La sécurité des systèmes d’information, à travers le Centre Interdisciplinaire Security, Reliability and Trust
• Les sciences de la vie, via le Centre Interdisciplinaire Luxembourg Centre for Systems Biomedicine
• Le droit européen et des affaires
• L’éducation et l’apprentissage en contexte multilingue et pluriculturel
Le plan prévoit un renforcement sensible de ces cinq domaines.
concLusIon
Peut-être la leçon la plus importante apprise au cours du premier plan a été que le recrutement des enseignants-chercheurs à haut niveau prend beaucoup de temps, beaucoup plus que ce que l’Université n’avait prévu. Comme on doit continuer à insister sur cette exigence de qualité, il faut prévoir que le recrutement continuera à être notre premier goulot d’étranglement, auquel il faut ajouter une pénurie des locaux disponibles. Pour ces raisons, l’augmen-tation du nombre d’étudiants, du nombre de nouvelles formations envisagées et même du nombre de personnel est modérée, entre 13 et 30% selon les cas. Pour autant, l’Université conserve sa capacité à réagir promptement devant des propositions intéressantes, et de saisir les opportunités, même si elles ne sont pas envisagées dans ce Plan. Enfin, la consolidation de l’Université est une œuvre collective, et nécessite de renforcer l’écoute à l’égard des enseignants-chercheurs et de l’ensemble de son personnel : leur quête d’excellence, leur énergie, et leur adhésion sont des éléments clefs pour atteindre les objectifs ambitieux et réalistes que ce Plan fédère.

In 2009, the Faculty of Science, Technology and Communication continued to invest most of its efforts into further developing the research as well as the learning and teaching environment as it has been foreseen according to the first four-year-plan.
Telltale for this development is the increase in staff, with the Faculty counting 324 members in December 2009. Six new members of the academic staff joined the Faculty in 2009:
• Björn Ottersten, professor in the computer science and communication research unit and director of the Interdisciplinary Centre “Security, Reliability and Trust”
• Peter Ryan, professor in the computer science and communication research unit
• Yves Le Traon, professor in the computer science and communication research unit
• Joachim Hansen, associate-professor in the engineering science research unit
• Rudi Balling, professor in the life science research unit and director of the Interdisciplinary Centre “Luxembourg Centre for Systems Biomedicine”
• Ping Xu, professor in the mathematics research unit
Arno Zürbes, professor in the engineering science research unit, left the FSTC in autumn 2009.
In 2009, the FSTC also recruited two new guest professors: Pierre Schapira, an eminent expert in the field of algebraic analysis, and Bruno Domon, a well-known specialist in the field of proteomics and metabolomics.
In September, the Faculty also recruited a head of Faculty administration, Anja Lenninger-Prantl.
The physics and materials science research unit succeeded in obtaining a second ATTRACT-fellowship for Andreas Michels working on nanostructured magnetic materials. The members of the FSTC successfully applied for an impressive number of national and international research projects.
As a consequence of the continuous efforts of the Faculty, two of the research priorities of the first four-year plan, security and reliability in ICT (P1) and life science and systems biology (P3), became the foundations for the creation of two interdisciplinary centres (ICs). After the IC “Security Reliability and Trust (SnT)”, created in 2008, a second IC, “Luxembourg Centre for Systems Biomedicine (LCSB)”, was set up in 2009. Much of the research efforts of the Faculty members in 2009, as will certainly be the case in the following years, were invested into reinforcing the development of these two ICs. The topics of these ICs are among the five top priorities for the second four-year plan of the UL. They will remain the focus of the further development of the FSTC according to the overall strategy detailed in the second four-year plan of the Faculty.
The number of students of the Faculty continued the steady increase of approximately 10% per year (12,5% in 2009), reaching a little more than 1000 students in October. The total number of PhD-students reached 119 (15% increase) in 2009. The increase in the number of Master students was also very significant (over 90% increase). 2009 was also the first year of the Master programme in mathematics, which immediately started with 13 students. More than half of the FSTC students come from abroad with this proportion being highest at the Master and Doctoral level. The tutoring programmes have been extended to all Bachelor programmes and the compulsory mobility is well implemented.

Life Sciences Research Unit
Objectives
Members
Using fundamental molecular medicine and integrative systems biology approaches, the objective of the unit is to gain further insights in deciphering common characteristics in Alzheimer’s disease, the metabolic syndrome (atherosclerosis, type 2 diabetes) and cancer. One of the unambiguous cardinal features at the intersection of these diseases is chronic inflammation. Prolonged inflammation leads to a progressive shift in the type of cells present at the site of inflammation, in the reorganization of the inflamed tissue and in the broad response of the tissue or even of the organism. The specific goal of this research is to understand basic biological processes contributing to inflammation, and to integrate information collected at the genome, transcriptome, proteome and physiome level to model essential features of the inflammatory process by a systems biology approach.
The RU is responsible for the Bachelor in Life Sciences (BASV: Biology, Medicine, and Pharmacy; http://www.uni.lu/formations/fstc/bachelor_academique_en_sciences_de_la_vie) and the new Master in Integrative Systems Biology which started in 2008 (MISB; http://misb.uni.lu) which is a partner of the EU-Atlantis study programme in Cancer and Systems Biology, CansSys. RU members assumed more than 2800 lessons and supervised 19 PhD- students in 2009. A first initiative towards a doctoral school has been established. The RU organises a series of weekly seminars around topics related to the research subjects of the unit.

Main Results Cytokine signalling group: Iris Behrmann
The team focuses on cytokine signal transduction via the Jak/STAT pathway. In 2009 the group published work e.g. about the structure/function analysis of Janus kinases, about constitutively active Jak mutants found in disease and about the cross talk of cytokine and hypoxia signalling pathways. Other projects address growth factor receptors and STAT- regulated microRNAs in melanoma cells.
Nuclear receptor group: Carsten Carlberg
The team is focussing on the identification and characterisation of primary nuclear receptor target genes in the context of inflammation, cellular growth and metabolism. Prof. Carlberg was coordinating the Marie Curie RTN “Systems biology of nuclear receptor” (www.uku.fi/nucsys) and has additional grants on the molecular basis of cancer (Télévie), type 2 diabetes (FNR) and Alzheimer’s (FLARE). The team published in 2009 six peer-reviewed papers, one of which in the top-ranking journal Cell.
Cytoskeleton and cell plasticity group: Evelyne Friederich
the group is investigating molecular mechanisms of actin-based cellular processes relevant to cancer and inflamma-tion. In 2009, the team focused on regulatory gene networks underlying epithelial cell plasticity and the assembly
(BFR, AFR, Marie Curie RTN), 1 external student (BFR), 14 post-doctoral fellows, 13 scientific or technical support, 2 technical teaching support, 2.0 full time secretaries.

of actin cytoskeleton in live cells. MicroRNAs and their targets, which contribute to carcinoma cell invasion were identified. This work yielded two patent applications and six peer-reviewed papers in high-ranking journals.
Neuroinflammation group: Paul Heuschling / Eleonora Morga
The group is investigating the molecular mechanisms of inflammation and differentiation of glial cells that are relevant during neurodegenerative and inflammatory events in the brain. In the framework of a FNR CORE project, we have shown that the inhibition of the Notch pathway induces a decrease of expression in various elements characteristic of inflammation and gliosis. The team also further characterized the microglial phenotype under specific pro-and anti-inflammatory conditions.
Calcium signalling group: Eric Tschirhart / Jean-Luc Bueb
The team focuses on signalling in inflammation and stress, gaining further insight into the role of Ca2+ influx in the control of kinases leading to NADPH oxidase activation in myeloid cells, interactions of these elements in phagocytosis and effect of stress and micronutrients on human vascular cells in vitro. Stress and immunity are studied in collaboration on Pleurodeles subjected to spaceflight.
Systems biology modelling group: Thomas Sauter
The team is applying quantitative and qualitative mathematical modeling and experimental techniques for the analysis of molecular networks. Work published in 2009 includes the development and experimental validation of a large scale Boolean network of pro- and anti-apoptotic signaling in hepatocytes and of a dynamical model of the important inflammatory factor NF-κB in a skin cancer background.
Medicinal chemistry: Pierre Seck (project f1c – dec – com – 08000)
During 2009 new thiazole analogues of tacrine were synthesized. Findings about the synthesis of new trisubstituted and tetrasubstituted 1,3 - thiazoles and 1,3 - selenazoles were published as well as the synthesis of new substituted seleno [3,2-d] triazines and selenazolotriazines. Those findings were reported in three peer-reviewed papers.

Physics and Materials science Research Unit (PhyMS)
Objectives The URP is founded on four pillars: Geophysics (LGP), Physics of Condensed Matter and Advanced Materials (LPM), Radiation Physics (LPR) and Photovoltaics (LPV). Its main goals are to perform fundamental research work in physics and to build bridges between academic teaching and research.
LGP focuses on climate variability, geodynamics, resource management and regional processes. The objectives are the development of reliable measurement of environmental changes at all spatial and temporal scales, the assess-ment of the relative impact of human and natural factors in these changes.
LPM is interested in structure and especially in structure formation of synthetic and biological soft matter. The focus is on equilibrium as well as on non-equilibrium processes as pertinent driving mechanism. Special attention is paid to interface-induced structures and their implications for outstanding material properties.

Main Results LGP
The Geophysics research group continued their research to understand ice mass changes in Greenland and extended the climate change research to include observations in Alaska. Absolute gravity and GPS measurements were carried out in the vicinity of the Yellowstone caldera to understand the processes responsible for the observed uplift of the dormant volcano. The team investigated the crustal motion of the Grand-Duchy of Luxembourg using the data for the national GPS network. The concept of an interferometric differential free-fall gradiometer has been patented and will be built next year. In addition to these field observations, research to interpret time variable gravity from space and understanding/modelling the effects of the environment on geodetic observations continues to be a mainstay of the Geophysics Program.
LPM
LPM focused its activities on the elucidation of structural formation and self-organization in organic liquids, gels and glasses under non-equilibrium conditions. Further effort was made to improve the understanding of interphase formation in nanocomposites at the boundaries between particles and the polymer matrix during network-formation. Model experiments were established in order to investigate the interplay and competition of different transport processes and driving forces (e.g. shear fields) responsible for the structural formation in soft matter. Another topic was evidencing and characterization of accompanying non-equilibrium phase transitions and in this context the coupling between order parameter(s) and physical properties.
LPR
In 2009 the situation of the laboratory was dominated by a severe water damage that put out of function all the laboratory devices from March to the end of the year. Investigation fields: Research on the combination of nuclear chemistry and nano-processes to study diffusion in membranes. Optimization of CO2, total dissolved gas pressure and radon in water sensors. Realization of multi-parameter measuring units deployed on arctic glaciers. Contribution to studies of hydro-glaciological processes (Spitsbergen). CO2 degassing processes in mofettes (Italy) and close to a volcano (Congo). Two working expeditions to Spitsbergen. Results from previous investigations were presented in 3 international conferences and 3 peer reviewed papers.
LPV
A MOVPE system (metalorganic vapour phase epitaxy) was installed and the epitaxy of the two major chalcopyrites was established. A co-evaporation system was introduced and the deposition of CIGS absorbers defined, resulting
LPR aims to combine radioactivity, nuclear chemistry and classical field investigations. The objective is to develop and implement new methodologies for the study of chosen problem sets in hydro-geological processes, in glaciology and Earth sciences.
LPV develops thin film solar cells from chalcopyrites and kesterites, focussing on new processes and structures, allowing low cost or high efficiency. To understand the fundamental semiconductor physics of theses novel materials and devices we analyse the electronic structure and transport properties using a variety of opto-electronic tools.

in a maximum efficiency of the solar cells of 14.2%. The development of kesterite solar cells was started. The photo- luminescence of kesterites resulted in a defect model consisting of two acceptors and one donor, similar to the one of chalcopyrites. This is encouraging for the development of kesterite solar cells. The electrodeposition of Ga from ionic liquids has been achieved for the first time. Our electrodeposited kesterite solar cell has achieved 3.2% efficiency, which is close to the world record of 3.4% for this type of solar cell.

Computer Science and Communication Research Unit
The Computer Science and Communication research unit, aka CSC (http://csc.uni.lu), includes a staff of 119 persons end of 2009. Currently, we teach more than 200 students at Bachelor and Master levels (Master in Information and Computer Science and Master in Security Management), and encourage them through close supervision and advice.For the professional branches, we want to bridge the gap between theory and practice, whereas for the academic branches, we foster on a problem-oriented understanding of the theoretical foundations of computer science.
CSC is also active in developing the University priorities in Security, Reliability and Trust as well as System Biomedicine. By providing a strong disciplinary knowledge in computer science, telecommunications and applied mathematics, CSC will serve as one of the fundamental bricks to enable interdisciplinary research through the University of Luxembourg’s interdisciplinary centres. CSC is currently the largest research unit of the University and is cooperating in a large set of international as well as regional projects.

CSC took part in 2009 in a workgroup organized by the Ministry of Economy on providing High Performance Computing facility to Luxembourg.
In 2009, 6 PhD students successfully defended their PhD thesis at the CSC: Hugo Jonker, Cedric Pruski, Benoit Ries, Mathieu Rivain, Marcin Seredynski, Volker Fusenig.
CSC members are taking active part in various boards country-wide: executive direction of ERCIM, direction of RESTENA, treasurer of CRP Tudor, vice-rectorate for international affairs and special projects of the University of Luxembourg, chairman of Luxconnect SA, member of LUXTRUST administration board, members of the SnT interim steering board and SnT faculty boards, representative of Luxembourg in the COST ICT DG, experts for EU and national projects.
CSC is active in various networks and projects: International, EU (FP, Eureka, COST), regional (UGR) and local (FNR) networks and projects. CSC participates to various ERCIM workgroups – the European Research Consortium for Informatics and Mathematics through the FNR.
The final showcase of the U2010 project took part in Luxembourg and involved a large-scale rescue scenario for a complex tunnel accident. With large media coverage and attendance from the Luxembourgish government representatives, the project successfully highlighted its achievements during this demo.

Research Unit in Engineering Science
The Research Unit in Engineering Science (RUES) is an interdisciplinary group active in the classical domains of civil, electrical and mechanical engineering.
The main research activities are cooperative efforts of specialists in the classical engineering domains organized in three main clusters:
• Construction & Design
• Automation & Mechatronics
• Energy and Environment
The main focus of research is on:
• the development of technological solutions
• the sustainable and economical use of all kind of resources
• the establishment of a centre of expertise for the technological requirements of Luxembourg’s industrial and public actors
Special emphasis is given to numerical simulation to reduce the required experimental effort, but the validation of the models by experiments is an essential asset. All the treated projects have both an applied and a fundamental character in engineering research. They are at least co-financed by partners of the private sector.
All research activities are integrated into a network of national, regional and international public and industrial research institutions.
At the end 2008 the Research Unit in Engineering included 20 permanent academic members and 20 PhD students.

Construction & Design
A major goal of the activities is the research on improvement of stability, resistance and vibration and fatigue behaviour of constructions and building elements by simulations and experiments.
Projects on the optimisation of structures based on calculations and experiments addressed:
• The design of a special hip-prosthesis made of PMMA for a short-term use in case of a difficult infects: the first human implantation has recently been performed.

• The fatigue behaviour for real parts of honeycomb structures used in train carriages and the durability of the core-structure.
• The investigation of the shear bearing behaviour on flat slabs of steel fibre reinforced concrete with a high reinforcement grade.
• Damage assessment of bridges and other civil engineering structures by dynamic testing methods: damage change stiffness and damping properties of the structure, which can be measured by dynamic excitation. Experiments have been performed in the laboratory and on a real bridge before its demolishment (2007 Kirchberg), proving that these methods are easy to use compared to traditional existing ones.
• The improvement of workability of concrete formulations on the base of different chemical compositions of the used cements was investigated by assessing the correlation between workability and rheological parameters (shear stress, viscosity).
• Formulations of self compacting concrete adapted to the regional situation for ready-mix and for precast formulas were tested for CEM III cements.
Energy & Environment
• A study on the energy consumption of single family homes of different energy standards and the comparison to values from abroad has been finalised and the results published. A new study on administrative and school buildings started recently.
• A new hybrid isolation bloc of concrete is developed responding on the new heat insulation ordinance in Luxembourg.
• The production of biogas from energy crops silages has been investigated in laboratory tests. The results give the basis for the layout and construction of a pilot plant and for modelling the degradation.
• An intelligent as well as predictive wireless communicating management of the energy production out of Hybrid Power Systems based on different renewable energy sources is developed in order to ensure a grid-connected as well as stand-alone reliable electrical supply.
• Heat-up of particulate material on a forward acting grate was successfully predicted by the Discrete Particle Method (DPM).
• A newly developed implicit method to predict the inter-particle forces was implemented into the Discrete Particle Method (DPM).
• The instability of a liquid sheet was investigated by numerical methods (OpenFOAM) and linear stability analysis.
• The atmospheric code AUSTAL2000 was modified to predict the formation and dispersion of emissions such as SO2, NOx, VOC, CO, CO2, O3, PM10 and PM2.5.
• The kinetics of formation of potassium chloride and sulphur dioxide during combustion of switchgrass were determined by the Discrete Particle Method (DPM).
• Orthogonal Recursive Bisection was implemented to run the motion module of the Discrete Particle Method (DPM) on parallel machines.
Automation & Mechatronics
• Within the frame of the European civil GPS project Galileo the dynamic modelling of ground antennas is investigated to obtain a very accurate and optimized static and dynamic model of large satellite ground antennas. The mechanical design of the antenna has been validated. The next steps are the study of the dynamic behaviour of the antenna with the analysis of the effect of the drive-train chain.
• The generation of noise during vibratory pile driving of sheet piles has been investigated in a large real size measurement campaign to find out the influence of sheet pile geometry and different interlock types on the emission of noise. Measurements showed clearly that the interlock system has the main influence on the acoustic behaviour of the system.

Mathematics Research Unit
Objectives The Mathematics Research Unit (RMATH) does research on an international level, both in fundamental and applied aspects.
Three main research directions are present:
• Geometry and the mathematical theory of quantization, including moduli space problems, differential operators, mathematical aspects of string theory, singular spaces, sigma models, supergeometry, etc.
• Non commutative harmonic analysis and related fields, including symmetries, Fourier decompositions, Lie groups, etc.
• Probability theory and its applications, stochastic analysis, mathematical finance, decision theory, operation research.
Cooperation agreements on joint research exist with the Polish Academy of Sciences and the Russian Academy of Sciences (Steklov Mathematical Institute). The Mathematics Research Unit is member of the ESF networking programmes Harmonic and Complex Analysis (HCAA), Interactions of low-dimensional Topology and Geometry with Mathematical Physics (ITGP), and the ESF scientific programme Advanced Mathematical Methods for Finance (AMaMeF). Further international cooperations exist on the individual level. The Mathematics Research Unit hosts regularly international guest scientists.
The Mathematics Research Unit organizes the weekly Mathematics Seminar (Seminaire Mathématique). It publishes the international mathematical research journal Travaux Mathématiques.
The Mathematics Research Unit is co-responsible for the Bachelor académique en Sciences et Ingénierie programme and responsible for the Master in Mathematics programme started in September 2009.

Marquant la fin du premier plan quadriennal, l’année 2009 constitue d’abord un repère pour apprécier comment la faculté de droit, d’économie et de finance a pu prendre corps depuis la création de l’université.
Les chiffres sont éloquents ! Le nombre des étudiants rejoignant les bancs des différents programmes de formation a quasiment doublé dépassant au dernier semestre d’hiver le seuil de 2000. Le corps des enseignants chercheurs est passé de douze à trente-trois personnes. L’équipe des assistants-chercheurs (post-docs) et des assistants s’est étoffée tout particulièrement au cours des deux dernières années, de même que celle des chercheurs sur projets, des doctorants bénéficiant d’une aide à la formation par la recherche (AFR) et des auxiliaires scientifiques. Résolument international, le corps académique permanent représente plus de 10 nationalités maîtrisant 11 langues. Le tableau resterait incomplet si on n’y ajoutait pas les professeurs invités et l’ensemble des 244 personnalités – hauts magistrats, collègues d’autres universités et praticiens – qui viennent enrichir les enseignements dispensés par la faculté. Une équipe administrative motivée, réorganisée au cours de l’année 2009, lui apporte tout son soutien pour la gestion des formations comme des activités de recherche.
Les principaux résultats des unités de recherche en droit, en économie et management et en finance, autour desquels la faculté est centrée, sont présentés par chacune d’elles sur les pages suivantes. Ajoutons ici simplement qu’en 2009, deux doctorants de la faculté ont soutenu leur thèse et se sont vu décerner le grade de docteur de l’Université du Luxembourg, tous deux dans le cadre d’une cotutelle sanctionnée par un double doctorat.
S’agissant des formations plusieurs événements ont marqué l’année.
Pour la première fois, la faculté a délivré le grade de bachelor à des promotions d’étudiants en droit et en économie et sciences de gestion. Dorénavant, la faculté délivre trois programmes complets de bachelor dont les deux précités à orientation académique et celui à vocation professionnelle en gestion.
Le dixième anniversaire de la filière Contentieux européen du master en droit européen, créée sous l’égide de l’ancien Centre universitaire et de l’Institut
Universitaire International de Luxembourg en partenariat avec l’Université de Nancy 2 et l’Université Robert Schuman de Strasbourg fut l’un des moments les plus forts de l’année. Grâce au soutien constant de nombreux juges et avocats généraux de la Cour de Justice des Communautés Européennes, qui contribuent à l’enseigne-ment et reçoivent les étudiants en stage, le master en droit européen connaît un franc succès.
Terminant son mandat, le professeur Pierre-Armand Michel fut remercié chaleureusement pour son œuvre de pionnier du master in Banking and Finance de la Luxembourg School of Finance.
Marquant à ces différents égards une étape, l’année 2009 augure aussi du devenir de la faculté. Un effort collectif considérable et de riches discussions ont présidées à l’élaboration du second plan quadriennal. La consécration parmi les cinq grandes priorités de l’Université pour les quatre prochaines années de deux domaines de recherche essentiels de la faculté – le droit européen et des affaires et la finance – constitue autant un signe de reconnaissance du travail accompli qu’un important défi.
Il en est de même des soutiens extérieurs que la faculté a su s’assurer au cours de l’année 2009. Bénéficiant du soutien généreux d’ATOZ, la faculté s’est vue dotée de sa première chaire. Consacrée au droit fiscal européen et international, elle constituera la clef de voute d’une nouvelle filière d’enseignement au niveau master, d’un cycle de conférences et de travaux de recherche. Le partenariat conclu avec la Chambre de commerce nous donne les moyens de développer les activités dans le domaine du management dont la première pierre a été posée par le master en « entrepreneurship and innovation ». Enfin, la signature d’un accord avec le European Corporate Governance Institute est destinée à placer la faculté au cœur du plus prestigieux réseau de recherche en ce domaine en pleine expansion.
Avec tous ces projets, la faculté de droit d’économie et de finance est promise à un bel avenir.

Unité de Recherche en Droit (UR)
The general ambition of the UR Droit is to position itself as a centre of excellence bringing together a team with truly transnational abilities, experiences, reach and outlook which develops its research activity in European law, economic and business law as well as Luxembourgish law. The UR Droit uses this innovative approach from research also as a guiding approach, offering modern, original and well developed teaching programmes.
The central objectives of the UR Droit include:
• To conduct research and offer teaching in European, international, comparative and Luxembourgish law which clarifies the relations and interactions between norms from the national, European or international levels. Research and teaching are based on an innovative method of teaching law in its economic, political, sociologic, historic and philosophic contexts overcoming traditional disciplinary differentiations and fault-lines.
• Research and teaching are concentrated on matters in which the particular context of the G.D. of Luxembourg offers specific opportunities in its role as European capital, international financial centre and home to innovative industries in the area of media, telecommunications and e-commerce.
• To take specific advantage of synergies which will arise from the establishment of a new Max Planck Institute on ‘Comparative (or International), European and Regulatory Procedural Law’, the creation of a chair in European and international tax law, financed by ATOZ, as well as research in neighbouring disciplines, for example the University of Luxembourg’s interdisciplinary centres ‘Security & Trust’ and Systems Biomedicine’ – to name just a few.

Main Results The members of the UR Droit were engaged in a range of highly innovative projects which were leading to results on various levels:
Within the UR Droit, work of various members links the Luxembourg and the EU legal systems contribution to the development of the dogmatic understanding of Luxembourgish and comparative law. A new book on Contentieux Administratif Luxembourgeois and the LuxEurope project on the constitution of the GD of Luxembourg in EU integration are examples.
In EU public law, a handbook on EU administrative law has been sent to OUP. Several members of the law team have engaged in a comparative review of the case law of national constitutional courts on the compatibility of the Treaty of Lisbon in the light of national constitutions.
Research in European and comparative criminal law looked at the possibilities of accountability of prosecutors and police forces through judicial control in the context of EU integration.
In EU labour law, a highly innovative line of research on participation rights by workforce in companies in the EU has been developed. Luxembourg labour law was covered by a project on the members of the board of directors in Luxembourg companies.
In the area of European private and contract law research concentrated on the ‘Common Frame of Reference’ and the ‘acquis communautaire’ and a set of questions on this by the Ministry of Justice.
In the area of banking and company law, the research project ‘VIVRE II – Banques, marchés financiers et législations: interdépendances et mesures comparées des performances’ has served as a framework for a series of workshops and a research network. A vibrant research output has been produced in the areas of asset management and governance of financial markets.
The project ‘CLELUX – Company Law in Europe and Luxembourg’ led to establish a project of a model law in the domain of company law. It is geared towards better regulating cross-border mergers.
Questions of media-pluralism and the future legal framework of electronic mass media was addressed both with respect to its comparative as well as European dimensions. This is also the context of the participation in the FNR ‘MENSSANA 3’ project, on the responsibility of providers of electronic information for on-line health platforms.
A book has been published on the économie sociale et solidaire following a 2008 conference.
In the area of international private law, the main research projects have centred on recognition of judgements, the extraterritorial effects of bankruptcy proceedings as well as arbitration by default as topics of an impressive list of publications. A handbook on Luxembourg private international law was published which now serves as the basis for the elaboration of a detailed commentary. Importantly, the team also has contributed to the editorial work of the Pasicrisie luxembourgeoise.

Centre for Research in Economic Analysis (CREA)
The Centre for Research in Economic Analysis (CREA) focuses on economic integration issues. It studies the determinants of economic performance at the level of the company, the nation, and the global economy by focusing on the major links between regional development, economic integration, environment policies and international finance and their impact on growth, employment and wellbeing, with a particular, but not exclusive, look on small open economies like Luxembourg.
CREA is developing the following three main programs:
• Economic Development and Globalization: Regional economics, which includes the study of agglomeration and clustering of economic activities; migration issues and the impact of environmental challenges on economic outcomes.
• Macroeconomics: Impact of international migration at an aggregate level, impact of integration and liberalization on the dynamics of financial markets, role of financial development on the competitiveness and the attractive- ness of the economy.
• International Economics: role played by competition in affecting productivity, innovation and management practices and regulations, industrial economic studies applied to the banking industry in particular to the Luxembourg banking industry.
The Luxembourg Business Academy has defined its lines of research in 2009. Future research will cover aspects of strategic management: social capital and its role on the performance and strategy of companies, international strategy, and innovation.

Main Results Economic Development and Globalization
• The Economic Development and Globalization program has attempted to explain the location of economic activity and agents and how this affects productivity and living standards in different countries and regions. Results show how firms and individual location decisions have responded to increased globalization, in what sectors countries have developed a comparative advantage and how trade barriers and transport costs have explained inequalities of income between countries. Furthermore, the impacts of environmental concerns and regulations on countries development in a broad sense have been tackled.
• Studies on globalization have shed new light on: (i) explaining agglomeration and clustering of economic activities and the emergence of dominant regions and big cities, (ii) migration issues by studying its crucial relationships to economic development and brain-drain gains in both developed and less developed countries, and (iii) the impact of sustainable development and environmental challenges on economic outcomes.
Macroeconomics
• The macroeconomic program has focused on the aggregate economic performance of countries and regions, primarily from an international perspective.
• An important focus has been the study of the impact of international migration issue and the impact of South- North brain-drain flows on the macroeconomic performances of source countries. Furthermore, issues related to the integration and liberalization on the dynamics of financial markets have been treated in a number of research articles, notably the role of financial development on the competitiveness and the attractiveness of economies. Finally, the role of market rigidities in the transmission of stabilization policies has led to a number of publications.
International Economics
• The role that competition has played in affecting productivity, innovation and management practices and regulations and how regulation has affected competition between local economies and their attractiveness has been tackled in a number of research papers.
• Four more areas of research have led to a number of new results: (i) economic analysis of the Luxembourg economy, (ii) industrial economic studies applied to the banking industry, (iii) economics of innovation and information technologies, and (iv) FDI and its implication.
On these issues, 2 books and 44 articles have been published in refereed journals. 15 seminars were jointly organized by the CREA and the LSF. In addition to our own Research Economic Seminars, 15 external speakers accepted our invitation to contribute to this activity. One inaugural lecture was held by Pierre M. Picard, Professor in Micro-economics and 3 international conferences were organised at the University of Luxembourg on the following topics: Forecasting Financial Markets, “Attractivité, gouvernance et dévéloppement” and Methods in International Finance.

Luxembourg School of Finance (LSF)
The LSF research unit covers a wide range of research activities, from pure academic research to private-public partnerships in finance. Besides academic research, the LSF aims at developing research programs based on bilateral and well-balanced partnerships, especially with the financial marketplace of Luxembourg.
The aim of the research at LSF is to understand the behaviour of financial markets including its risks, the pricing of assets and financial securities, as well as the behaviour of the market participants as banks, funds and financial institutions and individual investors. The impact of regulation and design of law on the development of financial markets and on the behavior of the financial agents is also a focal interest of this research.
The research at the LSF applies quantitative financial economics methods, including econometric and simulation techniques, financial economics modeling, experimental and survey methods to real world problems. Currently, the research activities focus around the following fields of financial research: empirical finance (e.g., exchange rate, inflation and interest rate expectations), risk management (e.g., co-moments of return distributions), corporate finance (e.g., share-holder structure), corporate governance (e.g., risk and incentive schemes), law and finance (e.g., bankruptcy laws), and behavioral and experimental finance (e.g., risk perceptions; speculation bubbles).

Main Results In 2009, the LSF was able to recruit four new staff members including two full professors plus one guest professor. The new professors focus on risk management and behavioral finance and the guest professor on corporate finance.
Initial discussions for the development of a doctoral school in collaboration with the Economics department at UL have taken place. The doctoral school is planned to be launched in 2010. At the end of the year 2009, 8 PhD students (including 2 Fonds National de la Recherche (FNR) funded students) and 7 postdoctoral researchers (including 4 FNR funded researchers) were enrolled at the University of Luxembourg. The international network for the doctoral students and researchers was extended, so that LSF students have been able to attend the PhD lectures of the Swiss Finance Institute.
The LSF has been working in partnership with several financial and academic institutions. Existing research projects have been further advanced and the financing for further research could be attracted during the year. By year end, the LSF was involved in 9 externally funded projects. Six ongoing projects are financed by the Fond National de la Recherche (FNR): (1) “Banks, Financial Markets, and Legislations, PLAFILOI” (LSF, LDE); (2) “The Impact of Real and Financial Integration on Asset Price Co-Movement with Application to Luxembourg” (LSF, CREA); (3) “The efficiency and productivity of the Luxembourg banking sector, PERFILUX” (LSF, Banque Centrale du Luxembourg, Statec); (4) “The small world of banking in Benelux” (LSF, CREA); (5) “Outreach and the financing of microfinance institutions”; (6) “Application de l’art-thérapie à quelques problèmes cruciaux de la société luxembourgeoise“. The LSF participates in one project financed by the Deutsche Forschungsgesellschaft, “boundedly rational behavior in financial markets” (University of Bonn, LSF). Finally two projects are UL financed; “Statistische Verfahren zur Analyse von Form und Gestalt bei Nierentumoren von Kleinkindern“ and “BFAM: belief elicitation in auction markets.”
Finally, to enhance the research activity and the international networking, a regular research seminar has been established at the LSF. The members of the LSF organized two international conferences in Luxembourg, and presented more than 30 papers at conferences and seminars in Europe, Northern America, and Asia. One book was edited, and 11 articles were published in refereed journals. Nine working papers were published on the webpage.

L’année 2009 fut pour la Faculté une année charnière : elle a permis de clôturer avec succès le premier plan quadriennal et de préparer le second pour les années 2010 – 2013.

En 2009, le renforcement du personnel de la Faculté s’est poursuivi. En fin d’année, le nombre de personnes sous contrat a connu un accroissement de 29% par rapport à 2008. Six professeurs et assistants-
professeurs ont été recrutés, en lettres, philosophie, psychologie, sciences de l’éducation (2) et en études luxembourgeoises.
Recherche La Faculté a connu un développement qualitatif et quantitatif important suivant quatre lignes directrices: la focalisation sur les priorités, le développement du caractère international et de l’interdisciplinarité, l’accroissement du volume de recherche.
L’essor de la recherche peut être ponctué par quelques chiffres : 29 collaborateurs scientifiques ont été engagés dans de nouveaux projets de recherche, 38 nouveaux contrats d’aide à la formation-recherche (FNR) ont été conclus. Le nombre des doctorants a ainsi dépassé la centaine. Le niveau de publication est très encoura-geant : 59 livres, 101 contributions dans des périodiques scientifiques peer reviewed. Le nombre des projets de recherche interdisciplinaires est en croissance constante.
Dans les domaines concernés par la Faculté, l’UL est sur la bonne voie pour se placer sur l’échiquier scientifique international. En témoignent les nombreux colloques internationaux à l’UL ; les grands congrès en psychologie sociale ou en sciences de l’éducation ont réuni à Walfer- dange des centaines de chercheurs. Cette dynamique sera poursuivie en 2010 avec les congrès internationaux en multilinguisme et en sciences politiques. La nomination de nos professeurs dans des jurys d’universités ou d’institutions de recherche étrangères (évaluation ; recrutements) et de comités de rédaction de revues scientifiques va dans le même sens.
Priorités Les deux priorités majeures de recherche (Sciences de l’éducation et Etudes luxembourgeoises) ont été renforcées sur le plan national par deux conventions avec les ministères partenaires. Quelques projets phares dont, entre autres, les deux points de contact nationaux en migration et en aménagement du territoire, l’attribution de prix (prix interrégional de la recherche) et des publi- cations reprises dans des séries de renom témoignent de leur visibilité internationale. La priorité moyenne
centrée sur les Sciences sociales a permis à travers un projet de publication d’envergure de placer l’UL au centre du dispositif national dans le domaine des interventions sociales et éducatives. Le domaine de la Gouvernance européenne s’est bien développé, notamment grâce aux contacts étroits avec des institutions européennes (BEI, CARDOC, CVCE). L’attribution d’une chaire Jean Monnet au professeur d’histoire européenne va dans le même sens.
Enseignement Le nombre des inscriptions est en croissance constante (ca.1750 étudiants en octobre 2009). Le caractère international de la population estudiantine dans les Masters est très développé. La mobilité sortante atteint les objectifs fixés par la loi. Le taux d’emploi des grandes formations de type professionnel est élevé ; ainsi, la Faculté assure une très large part de la formation des futurs intervenants sur le marché du travail socio- éducatif et contribue au développement du secteur

La Faculté offre depuis la rentrée 2009 un nouveau Master en Etudes luxembourgeoises et fera démarrer en septembre 2010 un Master en Gouvernance européenne.
Le Master en Langues, cultures et médias – Lëtzebuerger Studien a pour thème le développement de la langue luxem- bourgeoise, des littératures, des cultures et des médias dans le contexte social luxembourgeois. Sa spécificité se situe dans son approche multilingue et pluriculturelle d’une part, sa contextualisation par ailleurs, qui permet d’analyser comment la notion plurielle de « culture » se construit et se reflète à travers les médias. Neben den Mitarbeitern der Forschungsabteilung « Luxemburger Linguistik und Literaturen » sind auch weitere Lehrkräfte aus der Forschungseinheit IPSE in den Unterricht integriert. Durch die Einbindung externer Lehrkräfte wird die Verbindung zu Kulturinstitutionen und mit den zukünftigen Arbeitsfeldern der Studierenden gewährleistet. L’UR EMACS s’est donnée comme objectif principal de contribuer à la production de nouveaux résultats scientifiques dans le domaine des sciences cognitives, ainsi que d’appliquer les connaissances et les résultats ainsi obtenus (ou déjà existants) à l’éducation et à la formation, notamment à travers l’élaboration de nouveaux outils d’évaluation et d’apprentissage.
Les travaux de recherche dans le domaine de la mesure éducationnelle visent la mise au point d’instruments d’évalua-tion permettant d’appréhender les apprentissages fondamentaux à des niveaux différents du cursus de formation.
D’un point de vue théorique, ces travaux se basent notamment sur les modèles psychométriques probabilistes et sur les cadres de référence internationaux (PISA, cadre européen commun de référence pour les langues, etc.).
L’UR EMACS est également très active dans le domaine du testing assisté par ordinateur, ce dernier permettant de développer des instruments de mesure innovants qui peuvent être facilement déployés à large échelle par la voie d’Internet. Les résultats obtenus lors de la mise en œuvre de ces outils sont mis à profit pour l’évaluation de l’efficacité des systèmes de formation.
L’UR réalise encore des recherches en neurosciences cognitives visant une meilleure compréhension des apprentis-sages scolaires et sur les processus socio-cognitifs mis en œuvre lors de prises de décision dans le domaine éducatif.
Au cours de l’année 2009, l’UR EMACS a débuté ou poursuivi un ensemble de cinq projets financés dans le cadre du FNR en relation avec les sciences de l’éducation, la formation tout au long de la vie et la psychologie cognitive. Ces projets portent sur les compétences de base nécessaires à l’apprentissage tout au long de la vie (BASICS), l’évaluation des compétences cognitives générales par simulations informatisées proches des situations de la vie (COGSIM), le suivi longitudinal des personnes ayant participé à l’étude MAGRIP de 1968 (MAGRIP-R), la mise en place d’un système d’assurance qualité pour les évaluations assistées par ordinateur (TAO-QUAL) et l’analyse des processus de décision des enseignants lors des avis d’orientation dans le contexte du passage primaire-postprimaire (TRANSEC).
Débutées en 2008, un ensemble d’activités communes avec le Ministère de l’Education nationale et de la Formation professionnelle (MENFP) ont été poursuivies. Ces travaux visent notamment la mise en place d’un monitoring du système scolaire permettant un retour d’information à des fins de pilotage, notamment aux niveaux classe, école et système. les compétences acquises en cours d’année. Il comprend également l’évaluation externe du Neie Lycee qui permettra de réaliser un bilan du fonctionnement de l’établissement après cinq années d’existence. Dans le même champ d’investigation, l’analyse et l’évaluation des épreuves standardisées du passage primaire-postprimaire et les tests de positionnement pour l’Institut National des Langues ont été réalisés par l’UR EMACS. Enfin, dans le cadre des enquêtes à large échelle, les travaux des études internationales PIAAC et PISA ont été poursuivis. En parallèle, la prise de données concernant l’International Civic and Citizenship Education Study (ICCS) a été réalisée auprès des classes de VIe et de 8e. Les données sont en cours d’analyse.
En ce qui concerne les études en neurosciences, 2009 a vu débuter un nouveau projet financé par l’UL et portant sur l’analyse des interactions entre processus numériques et visuo-spatiaux par l’utilisation des techniques d’imagerie cérébrale. Une seconde étude portant sur l’analyse différentielle des capacités de reconnaissance des visages est en cours depuis l’année dernière. Ces travaux sont maintenant renforcés par l’acquisition au sein d’EMACS d’un matériel d’analyse des potentiels évoqués qui devrait permettre la réalisation de nouvelles études dans ce champ d’investigation.
Dans le domaine de l’édumétrie, les travaux en relation avec la plateforme de testing assisté par ordinateur (TAO) développée en collaboration avec le CRP Henri Tudor ont continué en 2009. Diverses collaborations internationales ont pu être engagées avec succès. Plusieurs projets sont en cours de réalisation qui sont basés sur la plateforme en question et qui visent l’élaboration d’instruments de mesure innovants. Les projets européens, comme INTERGEO, ou nationaux, comme TEMPUS, proposent le développement de nouveaux supports d’enseignement dans le domaine des mathématiques.
L’UR EMACS a participé avec succès à plusieurs appels à projets au cours de cette année 2009. Plusieurs propositions ont été retenues au niveau national (UL et FNR) et au niveau européen (FP7 et Erasmus). Enfin, l’UR EMACS a obtenu plusieurs bourses AFR pour des étudiants en doctorat ou des post-doctorants.

Based on the disciplinary competencies of its members the LCMI research unit aims to undertake interdisciplinary research in fields of the educational sciences, social and cognitive psychology, applied and socio linguistics, history, sociology and theory of education.
The interdisciplinary approach helps to develop an understanding of education as broad cultural practice and phenom-enon on two levels, the social level of the educational system and the level of individual interactions in educational processes. The focus on situated processes of learning and development helps to develop efficient and inclusive pedagogic designs, concepts and tools as well as to steer knowledge for educational policy and language policy in plurilingual and multicultural contexts.
The different research projects aim to enhance internationally accepted scientific and applied knowledge from sociological, socio-constructivist, socio-cultural, psychological, cultural-historical, and critical perspectives.
Members of the RU are responsible for the professional Bachelor in Educational Sciences (BScE), the professional Secondary Education Teacher Training programme (FOPED), the academic English course within the Bachelor in European Culture (BCE-English) and the academic Master in Learning and Development in Multilingual and Multi- cultural Contexts (MA multiLEARN). Furthermore, members have been closely involved in developing a professional Master in Education focusing on knowledge, organization and profession targeted to the education and welfare system of Luxembourg.

LCMI (Language, Culture, Media, Identities)
During 2009 the LCMI members conducted 14 major projects and 19 other projects in cooperation with the national ministry of education as well as with public and private partners on a national and international level (see website: http://lcmi.uni.lu).
In the CORE 2009 call by the national research fund (FNR) two projects were accepted: “Schooling as institutional heritage in cultural settings” focusing on the historical and cultural reconstruction of the Luxembourg school system (project leader: Prof. Dr. Daniel Tröhler) and “Discourse Structures and Dis-/Integration in Education: Promotion of Critical Discourse Competencies” which explores “agency” from a critical perspective in order to empower learners to actively participate in classroom activities (project leader: Dr. Carola Mick). In the European funded Lifelong Learning scheme a network on social media and language learning was accepted and will start beginning of next year (project leader: Dr. Katerina Zourou).
Within this European funding scheme two major projects were finalised. First the Comenius project “CLIL across contexts: A scaffolding framework for teacher education” where a final international conference was organised at the Campus Walferdange (http://clil.uni.lu) (project leader: Marie-Anne Hansen-Pauly). During this conference the final results were presented and the various challenges for teachers involved in Content and Language orientated Learning were discussed intensively.
The second project to be finalised, “semlang”, focusing on ways to improve the efficiency of language teacher training in the European Union was finalised in September (www.semlang.eu) (Associate Professor Dr. Gudrun Ziegler).
Last but not least the project: “Quality Management in Cross-Border Education” was accredited in the Grand Region by receiving the second prize of the “Prix interregional de la recherche” in April 2009 (Prof. Dr. Charles Max).
The LCMI members presented well over 70 papers at peer-reviewed international conferences and organised 26 public lectures at the Campus Walferdange. In order to strengthen internal exchange, an internal research seminar was set up in which projects results, different approaches, methods, etc. are discussed. The size of the research unit has grown significantly in the last year. That growth challenged the unit to assure its organisational viability and effectiveness. An assigned working group developed the LCMI “Rules&Regulations”, implemented in May 2009. Following this paper, the new head and vice head of LCMI were elected as well as a LCMI committee consisting of representatives of every staff category. The heads and the committee constitute the LCMI board ensuring the research unit of continuous growth, internal coordination, and enhancement of performances. By the end of 2009, three distinctive research fields were constituted in order to enhance the scientific quality of the different research expertise within the unit: “Language ecology and plurilingual literacies”, “Tracing learning processes,” and “History and theory of education and curriculum.”

INSIDE is an interdisciplinary research unit comprising researchers from psychology, sociology, educational sciences, and social work. Research within the unit may be best characterized by the study of individual and social development in times of rapid social change in a globalized world. Research domains are structured around five interrelated research axes focussing on (1) Contexts and Structures of Growing up (including a new subaxis on “Early Childhood: Education and Care” and the “Centre d’études sur la situation des jeunes”); (2) Population Ageing and Intergenera-tional Family Relations, (3) Anger and Aggression in Institutional and Social Contexts, (4) Psycho-social Stress and Health-related Problems, and (5) Social Inclusion and Exclusion – Social Cohesion. All axes reflect domains which are strongly affected by the megatrend demographic change and its associated socio-economic changes. Furthermore, all domains contain demands and tasks that are novel in Europe in general and Luxembourg in particular underlining the need for descriptive knowledge as well as knowledge about steering and regulating these processes.
General objective of the unit is the promotion of sustainable social development in a changing society by:
• Developing a set of core knowledge on a national and transnational basis for the domains under study;
• Developing new training programs for new skills and different target groups across the life span;
• Consultation and cooperation with national stakeholders and decision makers..
A total of 34 perennial research projects is currently conducted within INSIDE across the five research domains. All projects are conceived of as interdisciplinary efforts bringing together researchers within the unit as well as national (ministries, public research centres, medical hospitals or NGO’s) and international partners. During 2009, a new research project was accepted within the context of the University’s internal call to undertake research on quality assurance within the sector of education and care in early childhood.
As a major result of the unit’s integrative research work in 2009 the « Manuel des interventions sociales et éducatives au GDL » shall be highlighted here; this project, successfully terminated in December 2008, was published and presented in summer 2009. The handbook has been published in two volumes and it covers 115 contributions by a total of 154 authors of national and international provenience. The handbook gives for the first time a comprehensive overview of key domains of the social and educational sector in the Grand Duchy; furthermore, it also takes up ongoing developments in these domains by referring to the expertise of national as well as international experts. Work on the handbook has been supervised and monitored by an international scientific committee.
A further domain of activity concerns the organisation of symposia, workshops and conferences across the academic year. During 2009, a total of 9 international conferences were organised at the University of Luxembourg by members of the INSIDE unit; members of INSIDE also actively participated, and in part as invited speakers, in international conferences across Europe as well as in the USA. The hosting of the “12. Tagung der Fachgruppe Sozialpsychologie” may be highlighted here as one of these activities. This event gathered more than 250 participants from German speaking psychology namely Austria, Switzerland and Germany but also from the Netherlands and the USA. Further conferences covered the notion of quality assurance in education and care in childhood and youth, intergenerational relations and solidarity, as well as psychooncology. All conferences brought together internationally renowned researchers from Europe or the United States and underlined at the same time the active networking within the unit. As

INSIDE (Integrative Research Unit on Social and Individual Development) a final point, one may also mention that INSIDE organised the first Children University (Kanneruni) in November 2009 inviting Luxembourg children aged between 10 and 12 to get to know research applications from different disciplines.
As a last point, the publication series “Reports from INSIDE” launched in 2007 may be mentioned here. This series aims to communicate ongoing research findings to interested colleagues but also to the greater national public. During 2009, four reports were published across the research axes that can be ordered online at the unit’s website where one also finds an overview of books, peer-reviewed papers, and book chapters published by researchers of the unit (http://wwwen.uni.lu/research/flshase/inside/).

L’unité de recherche IPSE analyse et accompagne de façon critique le développement de la société dans ses aspects de cohésion socio-économique et spatiale, de développement culturel et identitaire, d’action et de programmes politiques. Les disciplines impliquées sont la sociologie, les sciences politiques, l’histoire, la géographie, les sciences du langage, les lettres, les arts, la philosophie et les études de genre.
L’objectif commun et fédérateur de l’UR IPSE consiste en l’étude multidisciplinaire de l’évolution sociétale, en particulier pour ses éléments identitaires. Les identités sont ici analysées dans leurs aspects constructivistes, évolutifs et multiples, donc comme un ensemble de représentations construites sur base d’éléments qui s’imposent comme autant de sujets de recherche :
• les références socioculturelles multiples,
• les espaces perçus et vécus, matériels, sociaux et virtuels,
• l’évolution dans le temps,
• les échanges et transferts,
• les politiques identitaires.
Pour tous ces thèmes, l’UR essaie d’une part de promouvoir la réflexion autour des grands débats sociaux et politiques, et apporte d’autre part une contribution scientifique au développement de la vie culturelle. En ce sens, elle assure le lien entre les questionnements sociétaux et la recherche universitaire. Un accent particulier est mis sur l’articulation entre, d’une part, le Luxembourg et la Grande Région, et d’autre part, le Luxembourg et l’Europe.

L’UR est structurée autour de neuf laboratoires de recherche et de deux grands axes de recherche. Le premier axe de recherche, intitulé « Etudes luxembourgeoises » contribue à une prise de conscience plus éclairée de l’avenir culturel, social, politique et économique du Luxembourg, en étudiant l’interculturalité, le multi- et plurilinguisme, la construction des nouvelles identités, la cohésion sociale et l’équité, les migrations, le changement des valeurs et des repères. Le Rapport Annuel 2008 « Etudes luxembourgeoises », publié en mars 2009, donne un aperçu sur les activités effectuées en 2008 dans le cadre de cet axe de recherche.
Le second axe de recherche, intitulé « Gouvernance européenne » étudie selon une approche comparative et sur le plan européen, des questions de cohésion sociale et d’identité, de processus de décision et de légitimation, ainsi que la place de l’Europe dans le monde.
Deux projets de recherche soulignent particulièrement l’approche transversale et le caractère multidisciplinaire de l’UR : Le projet « Identités socio-culturelles et politiques identitaires au Luxembourg » (IDENT, 2007 – 2010), financé par l’université, ainsi que le projet « Atlas digital multidisciplinaire, interactif et dynamique du Luxembourg et de la Grande Région » (GR-ATLAS, 2007 – 2010), financé par le Fonds National de la Recherche (FNR). Ce dernier a remporté le premier prix interrégional de la recherche 2009 intitulé « les réseaux d’excellence en Grande Région » (pour plus d’information : www.ident.ipse.uni.lu, www.gr-atlas.uni.lu).
Fin 2009, l’Atlas du Luxembourg, coédité par le CEPS/INSTEAD, est paru ; l’Atlas est un bel exemple de travail interdisciplinaire. De nombreux membres de l’UR figurent parmi les 80 auteurs de l’ouvrage.
La dynamique de recherche de l’UR peut également être illustrée par le nombre de projets de recherche accordés en 2009, entre autres 11 projets internes à l’UL et 2 projets du FNR (CORE). 18 mesures d’accompagnement ont été conclues avec le FNR. 4 projets en cours sont subventionnés dans le cadre de programmes européens. Par ailleurs, le professeur René Leboutte est titulaire depuis septembre 2009 de la Chaire Jean Monnet en Histoire européenne contemporaine.
À l’Université, cette dynamique a abouti à l’organisation d’environ 65 colloques ou autres manifestations nationales et internationales. Les membres d’IPSE ont participé à environ 60 autres manifestations à Luxembourg. Quant aux manifestations à l’étranger, les membres d’IPSE ont activement participé à de nombreux colloques ou étaient impliqués dans leur organisation (environ 100 colloques internationaux au total).
Parmi les nombreuses collaborations internationales, signalons la participation dans plusieurs réseaux européens et internationaux – p. ex. le National Contact Point Luxembourg du réseau ESPON, le National Contact Point for Luxembourg du European Migration Network (EMN), la Cellule nationale d’information pour la politique urbaine (CIPU) ou le Consortium for Comparative Research on Regional Integration and Social Cohesion (RISC).
Le personnel d’IPSE s’élève ainsi à environ 160 personnes. Le travail de l’UR est coordonné par son Conseil Administratif et Scientifique (CAS) constitué de représentant(e)s des différents domaines de recherche.
L’école doctorale IPSE a connu un grand succès et s’est établie en tant que plateforme d’échange entre doctorant(e)s et directeurs/directrices de thèse.

The Interdisciplinary Centre for Security, Reliability and Trust (SnT) at the University of Luxembourg, targets research and PhD education in one of today’s most important fields of ICT. SnT emphatically fosters interaction and collaboration between academia and industry.
Core scientific and technological advances are required to develop reliable commercial and government services as well as network and communication infrastructures. Network and application security are vital functions as hostile attacks and cyber crime become more sophisticated. In increasingly complex technical and nontechnical environments, reliability requires its own design paradigm exploiting autonomy, reconfigurability, adaptivity, and redundancy. SnT takes a holistic view also addressing trust from an organizational, legal, human, and social perspective.
SnT recently launched a partnership program where key partners contribute know-how and resources to build the research centre. The initial partners are P&T Luxembourg, Telindus S.A., SES S.A., and the Ministry of Economy and Foreign Affairs. SnT has initiated several international collaborations with top universities and research institutes and aims at playing an instrumental role in European initiatives and research programs.
Recently the SnT is facing an awesome period of growth and expansion. The envisaged number of scientists for the year 2010 will exceed 40 people. The conjoined work of all SnT researchers passionately contributes to the process of establishing Luxembourg as the European centre of excellence and innovation for secure, reliable and trustworthy ICT systems and services. The interdisciplinary approach is essential, taking not only technical aspects into account but also addressing business, human and regulatory issues.
The goals of the centre are to:
• Create a European centre of excellence and innovation for secure, reliable, and trustworthy ICT systems and services.
• Provide a platform for research collaboration with national and international partners, and for participation in national and international funding programs.
• Establish a high quality and internationally attractive PhD program.
• Produce a positive impact on the region’s financial, content/services, and communication/networking sectors.
• Provide a meeting place in Luxembourg for knowledge transfer and exchange of ideas with a special focus on small and medium sized businesses.
• Foster efficient dissemination of research results commercially and academically.

Creation of SnT
Early 2009, the University Board of Governors established Luxembourg’s first interdisciplinary centre. To consolidate research in one of the University’s top priority areas, the Interdisciplinary Centre for Security, Reliability, and Trust (SnT) was formed with the recruitment of Prof. Dr. Björn Ottersten as its Director.
Launch of Partnership Program
The SnT Partnership Program was launched in 2009 with the first partners entering the Partnership Agreement. The SnT partnership program forms a platform for cooperation with industrial and governmental partners. Partners contribute to SnT projects both with funding and with know-how through research participation. In addition partners will contribute at all levels in strategic planning and through representation on the SnT advisory board.
Established Partnerships
The first research activity launched with Telindus is a project building a federated test bed for public safety communication and information systems. The test bed will allow European telecom manufactures and software providers to carry out tests and evaluation of their products, results of R&D projects in an international environment with participation of public safety users.
The research activity with MECO targets cyber crime and the implications on Luxembourg, specifically the banking and financial institutions. Luxembourg, in common with many other countries, is moving rapidly towards an “online economy” where citizens make extensive use of the Internet to interact with the Government, and with firms selling goods and services. The project will build expertise and knowledge concerning current cyber-attacks and malware activities that are threatening our networks and online services.
This partnership focuses on innovate projects in the field of the Internet, vehicular networks, “machine to machine” communications, logistics and sustainable development. P&T will contribute know-how and resource to build a research program in these fields together with SnT researchers and PhD students.
This Integrated Project funded by the European Commission in the 6th Research Framework Program and coordinated by University of Luxembourg includes 15 partners from 7 European countries. In October, a disaster simulation exercise was held in the Grouft Tunnel, Lorentzweiler. The coordination system u-2010 shows that flawless communication networks are vital in case of emergencies.

With the Luxembourg Centre for Systems Biomedicine, founded at the end of 2009, the University has taken a decisive step towards the life sciences of the future. Due to strategic cooperation with the world’s leading institutions in this field of activity, the young research centre will be able to already acquire first scientific output in 2010.
The LCSB conducts research in the fields of experimental and medical systems biology, bioinformatics, as well as in modelling the course of diseases and the effects of pharmaceuticals. With their research the LCSB scientists want to pave the way for personalized medicine. The medication of the future will be customized, such is the scientists’ wish. Being an interdisciplinary centre of the University, the LCSB brings together scientists of various specializations and contributes to the education of Master students.
The LCSB’s focus lies on:
• Fundamental research in systems biology
• Analysis of the mechanisms underlying the development of diseases
• Identification of new modes of action for medications
• Efficiency and safety of new preventive and therapy strategies
• Development of new technologies to analyze biomedical systems
The LCSB fosters a continuous transfer of knowledge from fundamental research to biomedical and industrial practice. The aim is to build a rich IP-Portfolio. Being a central partner in a growing biotechnology cluster, the LCSB intends to give the Luxembourgish economy sustainable impulses and to support the development of a knowledge based economy.
The creation of the LCSB together with other projects funded by the government forms the backbone of the Luxembourgish action plan for health sciences and technologies.

Recruiting Process
Building at Esch-Belval
The process of recruiting scientists and administrative staff was already initialized in 2009. It is envisaged, that the first members of the new bioinformatics unit will join the LCSB by the beginning of 2010. Additionally the first research-fellows will start their work at the cooperating institutes and the administrative staff will increase within the field of assistance, HR management and public relations.
At the end of 2014 about 100 people are planned to build the team of the LCSB.
Construction works for the new building of the Luxembourg Centre for Systems Biomedicine, designed by the archi- tectural firm ‘WW+’, already started in 2009. The building will be ready for occupancy in 2011. This building, which is perfectly customized to the needs of modern bioscience, will be located on the research campus at Esch-Belval in the south of Luxembourg.

The Service Informatique de l’Université (SIU) organizes the IT support for more than 5000 users at the university. The most important activity in 2009 was the move of the complete central server infrastructure and the CSC-owned compute cluster to a new, more environmentally friendly server room on campus Kirchberg. In addition, the capacity of the central data storage available to administration and staff was extended with the installation of a new Storage Area Network (SAN). The used central server infrastructure had an average unscheduled downtime of less than 4 hours in 2009. Other SIU achievements in 2009 were the extension of the in-house developed student information system ACME for the administration of vacataire information, the creation of several new websites, and the implemen-tation of automatic synchronization procedures between different data sources. The IT helpdesk for all university staff was done by the SIU local units, including the administration and processing of more than 1100 orders of IT related material.

Der Fokus der SRH lag auch im Jahr 2009 in der Begleitung unserer Mitarbeiter auf administrativer Seite. Den zweiten Schwerpunkt bildeten die Vorbereitung, Durchführung und Nachbereitung von 308 Rekrutierungen (davon 144 Frauen), ein sehr wichtiger Beitrag zur Verstärkung und zum weiteren Wachstum der Universität. Da dieses Wachstum immer neue Anforderungen an die SRH stellt, wurden mehrere Projekte begonnen und durchgeführt, die den Umgang mit den immer komplexeren Aufgaben erleichtern und verbessern sollen. Hiervon seien exemplarisch zwei genannt:
• die Klärung und Schaffung IT-unterstützter Prozesse zum besseren Management unserer Lehrbeauftragten,
• die gemeinsame Neuausrichtung unserer SRH und die damit einhergehende Rekrutierung eines neuen SRH- Abteilungsleiters.
Das erste Projekt zeigt die zukünftig verstärkte Notwendigkeit einer Formalisierung, aber auch einer größeren Transparenz vieler Prozesse. Das zweite Projekt spiegelt eine Veränderung der Erwartungen und Ansprüche unserer multikulturellen Universität mit ihren vielen individuellen Facetten wider.
Le service a été complètement réorganisé par spécialités métiers plutôt que par composantes internes pour optimiser la performance et la qualité des opérations réalisées, et ce à travers la poursuite du développement du progiciel ERP gérant l’intégralité et la synchronisation automatique des bases de données de l’UL (SEVE, SIU, SFC et toute dernièrement SRH). Les mises en conformité légales à travers de nombreux travaux d’adaptation ont été réalisées pour la TVA. Une unité de contrôle de gestion a été installée pour garantir la délivrance de rapports financiers fiables aux partenaires nationaux, européens et internationaux de l’Université. Une unité d’audit interne a également été implémentée pour veiller à la qualité des opérations et des comptes de l’Université; en ce sens, tous les audits externes légaux et extra-légaux ont été passés avec succès en 2009. Ultimement, la mise-en-oeuvre de nouveaux formulaires simplifiés bilingues (français/anglais) a été effectuée parallèlement à une nouvelle rédaction de manuels financiers simplifiés et détaillés, disponibles en français, anglais et allemand.
L’année 2009 a vu encore une augmentation significative des surfaces d’exploitation de l’UL après les fortes croissances déjà enregistrées. Cette augmentation a rendu nécessaire la mise en place d’un système de gestion des espaces et biens (logiciel ARCHIBUS) permettant une optimisation des besoins de l’UL, couplé une solution d’inventaire par puces RFID/codes barres. Des réaménagements et transformations importants ont encore été effectués sur les campi de Walferdange et de Limpertsberg afin d’augmenter les surfaces disponibles pour les utilisateurs de l’UL. Un accent tout particulier a été mis sur la maîtrise de nos coûts énergétiques. Des mesures simples ont été prises comme l’installation d’éclairage à basse consommation ou le contrôle de nos appareils de chauffage. Malgré l’augmentation importante des personnels et des coûts de l’énergie, ceci a permis de maintenir les dépenses 2009 de ce poste financièrement très important au niveau de celles de 2008. En 2009, a été créé le bureau de Sécurité et de Santé des Travailleurs, avec un plan d’urgence interne et une sécurité organisée sur tous les campus, avec un inventaire des postes à risques.
