• Soevereine schuldencrisis beperkt groeipotentieel in Europa

• Overheidsschuldniveaus in veel landen onhoudbaar?

Veerkracht (internationaal) bedrijfsleven is lichtpuntje

Soevereine schuldencrisis
GFM Research
Heatmap eurozone
15
Wanneer is de situatie onhoudbaar?
16 GFM Research
Enorme exposures binnen eurozone

Brede aanpak problemen noodzakelijk
Item ProgressCut deficits (with focus on expenditures)Return to sustainable debt levels
Significant steps taken by peripheral members – more work to be done
Budgetary governance with credible sanctions regime
Strengthening of Stability and Growth Pact has been agreed
Structural reforms to raise growth potential Limited progress (except for Greece)“Euro Plus Pact” small positive step
Better bank stress tests followed by actions to halt contagion between the sovereign and the banks
New and more stringent stress tests in 2011 (but no default assumption)
Backing of entire eurozone by strong member states (i.e., Germany) in the form of credible safety net
ESM and EFSF (more flexibility would be positive)
Reinvigorate European (fiscal) integration – E-bonds issuance in the far future?
Politically difficult, but essential from policy coordination perspective
An effective debt rescheduling framework – market discipline without endangering cohesion
Some progress: principle agreement on ‘bail-in’ and burden-sharing (haircuts) after mid-2013
Ongoing economic recovery So far, so good
GFM Research19
De politieke dimensie is het lastigst
20 GFM Research
