Programa Voluntario de Prekindergarten— Título I Iniciativa de Aprendizaje Temprano
¡Bienvenido al Programa Voluntario de Prekindergarten del Distrito Escolar del Condado de Volusia (VPK por sus siglas en inglés)! El programa voluntario de prekindergarten ha sido diseñado para ayudar con la transición de los niños al kindergarten. Las actividades del programa se centrarán en el desarrollo del alfabetismo, las matemáticas y el aprestamiento escolar.
Cada niño es único y especial. La meta del prekindergarten es proporcionar atención individual a cada uno de los niños matriculados en el programa. Con este objetivo en mente, el Departamento de Título I está ofreciendo horas de instrucción adicionales, más de las 3 horas por día de VPK. La meta de la Iniciativa de Aprendizaje Temprano es proporcionar un horario de día completo para que los niños de cuatro años tengan un aprendizaje participativo antes de empezar el kindergarten.
Por favor recuerde que usted es el primer educador de su hijo. Sus aportes y dirección son de vital importancia para trabajar con su hijo. Comuníquese abierta y frecuentemente con el profesor de su hijo y comparta información que pueda ayudar al personal a ofrecer el mejor programa para su hijo.
La política 215 de la junta escolar del condado de Volusia describe el programa, la admisión al programa y los requisitos de asistencia. Aunque la matrícula en el programa es voluntaria, las familias deben cumplir la política durante el periodo de la matrícula de su hijo. Encontrará una copia de la política en la parte de atrás de este manual.
Asistencia
Los hábitos duraderos se definen a una edad muy temprana. Enseñarle a su hijo que la asistencia y puntualidad habituales son importantes es algo que puede logar con éxito al asegurarse que su hijo vaya a la escuela habitual y oportunamente. El éxito futuro en la escuela puede verse afectado si su hijo está ausente o llega tarde con regularidad.
Las citas médicas y para el dentista deben ser programadas para después del día escolar o durante días que no hay escuela.
Por favor asegúrese de que su hijo asista al programa de VPK diariamente. El niño puede ser retirado del programa si ocurren ausencias significativas. Si hay ausencias significativas serán llevados al Comité de Revisión de Asistencia de VPK. Las ausencias sólo deben excusarse por enfermedad u otra excusa legítima.
Cada vez que su hijo falte a la escuela, asegúrese de llenar completamente y enviar un formulario de excusa. Para su comodidad, hemos incluido formularios de excusa de muestra en la parte de atrás de este manual.
Se le pedirá que firme una Verificación de Asistencia del Alumno al final de cada mes. Éste es un requerimiento de la Coalición de Aprendizaje Temprano de los condados de Flagler y Volusia, y también es requisito para continuar matriculado en el programa. Por favor firme y entregue el formulario oportunamente.

Calendario/Horario
El programa operará según el calendario escolar aprobado por el distrito, desde 24 de agosto de 2015 hasta 7 de junio de 2015. Favor de comunicarse con la escuela de su niño para las horas del programa de VPK. Este es un programa educativo diseñado para preparar a su hijo para el kindergarten y no un servicio de guardería infantil.
Vestimenta
Los niños deben estar cómodamente vestidos, con ropa que les permita moverse y que no se arruine como resultado de los proyectos o diversión. La mejor protección para los pies son zapatos cerrados como zapatillas con medias. Las sandalias, chancletas o zapatos abiertos no son apropiados.
Por favor asegúrese de incluir un cambio de ropa en caso de accidentes ocasionales que puedan ocurrir.
Código de conducta y disciplina de los alumnos
El Código de conducta y disciplina de los alumnos, define los derechos de los alumnos así como sus responsabilidades y las violaciones de conducta que podrían resultar en consecuencias disciplinarias, incluyendo la expulsión. Los problemas disciplinarios no abordados por el código se sujetarán a la discreción de cada escuela. Cada escuela tiene autorización de añadir las reglas locales de la escuela al Código de conducta y disciplina de los alumnos siempre y cuando dichas reglas y reglamentos no contravengan el Código.
El propósito del Código es poner a disposición del personal de la escuela, los alumnos y los padres o tutores, las reglas relativas a la conducta y disciplina de los alumnos adoptadas por la Junta Escolar del Condado de Volusia para asegurar que:
1. los alumnos entiendan el comportamiento que se espera que demuestren así como la gama deconsecuencias por la mala conducta y
2. los alumnos tengan la seguridad de que se les trate justa y sistemáticamente y que entiendan losprocedimientos de disciplina y apelación.
3. la escuela identificará a los estudiantes que necesitan apoyo adicional para la conducta y seránprovistos con intervenciones positivas según sus necesidades.
4. la escuela le informará al padre/tutor si se requieren más intervenciones de conducta positivas eintensivas.
Responsabilidades de los padres o tutores La cooperación de los padres, tutores, familiares, personal de la escuela y alumnos es esencial para lograr una buena disciplina en la escuela. Los padres, tutores y familiares pueden contribuir con la buena disciplina a través de:
• mantener una actitud positiva hacia la educación;• mostrar interés en el progreso de sus hijos a través de la comunicación habitual con sus hijos y con la escuela;• asegurarse de que sus hijos estén presentables, limpios, y vestidos apropiadamente;• asegurarse de que sus hijos asistan diaria y puntualmente;• informar y explicar oportunamente a los funcionarios de la escuela sobre cualquier ausencia;• enseñar a sus hijos a respetar la autoridad del personal de la escuela;• informar a la escuela inmediatamente de cualquier condición o circunstancia que puedan afectar la habilidad de
aprender de sus hijos, de asistir normalmente a la escuela o participar en las actividades escolares;• cooperar con el personal de la escuela en la resolución de problemas disciplinarios y• no permitir que sus hijos interrumpan la educación de los demás.

Este código se aplicará a TODO alumno que esté bajo la jurisdicción de la Junta Escolar del Condado de Volusia. Tendrá vigencia en la propiedad escolar y en otros lugares en los que los maestros y administradores de la escuela estén a cargo de los alumnos.
Información sobre el currículo
El programa voluntario de prekindergarten usa el programa curricular Big Day for Pre-K, y el kit Second Step Social & Emotional Curriculum del Comité para los niños (Committee for Children). El currículo está enriquecido con una variedad de experiencias emergentes adicionales de alfabetismo y matemáticas.
El programa voluntario de prekindergarten es un programa de desarrollo apropiado basado en los estándares de desarrollo y aprendizaje temprano de la Florida para niños de cuatro años. Estos estándares se encuentran atrás en este manual y también se encuentran disponibles en http://flbt5.floridaearlylearning.com/standards.html#d=I,II,III,IV,V,VI,VII,VIII&a=four_year_olds. Estas normas ofrecen dirección relativa a la forma en que la instrucción y el entorno de la clase pueden promover el aprendizaje. El enfoque instructivo del programa abordará las siguientes áreas:

Medicamentos
A solicitud de un padre, tutor y médico del alumno, el director capacitado o una persona designada capacitada pueden administrar medicamentos. Para ello, el padre o tutor y médico deben completar antes de la administración del medicamento un formulario distrital de autorización para que el personal de la escuela administre medicamentos bajo receta a los alumnos (Autorización para el personal docente administrar medicamentos recetados por el médico al estudiante). Adjunto a este manual encontrará una copia del formulario.
Aplicación del código:
Transporte
No se proporcionará transporte para el programa voluntario de prekindergarten. Es la responsabilidad de los padres asegurar el transporte seguro de su hijo todos los días.

El Programa de VPK/Título I está disponible para los niños que viven en la zona residencial de la escuela primaria. El programa de día completo permite que desayunen y almuercen dentro del horario diario. Las horas de comida son oportunidades valiosas de aprendizaje. Pueden comprar la comida de la escuela o traer comida de la casa. Pueden obtener las solicitudes para comidas gratis o a precios reducidos en la oficina de la escuela. Las horas de comida ofrecen a los niños una agradable oportunidad de aprender hábitos nutritivos saludables, los modales de mesa apropiados, la coordinación de los músculos pequeños y las habilidades conducentes a la independencia. Las horas de comida también proporcionan situaciones naturales para el desarrollo del idioma, vocabulario y habilidades sociales.
Un nutricionista del distrito escolar planifica los menús diarios para asegurar que se ofrezca el mejor valor nutritivo con todas las comidas. Por favor notifique al maestro todas las alergias de los alimentos y necesidades nutritivas especiales para que puedan ser abordadas.
Si prefiere enviar el desayuno y almuerzo de su hijo, por favor prepare las comidas en porciones para niños, corte y pele la comida y colóquela en contenedores que no se rompan de los que se pueda comer fácil y seguramente. Si la lonchera de su hijo contiene comidas perecederas, incluya un paquete de hielo. Los almuerzos empacados en casa deben contener selecciones saludables y la menor cantidad posible de alimentos poco saludables.
Participación de los padres
Se le invita y anima a participar con su hijo durante el programa voluntario de prekindergarten. Su participación es bienvenida a través de sugerencias y visitas en cualquier momento. Las conferencias de los padres con los maestros pueden ser organizadas por cita para permitir a los maestros centrarse en los niños durante el día escolar. Los voluntarios pueden registrarse a través del proceso de voluntarios del distrito (District Volunteer). Por favor pida al maestro de su hijo los formularios respectivos. Su participación y apoyo es importante para la calidad de este programa.
Propiedad personal
Por favor deje todos los juguetes en casa, ya que pueden perderse o romperse. Puede haber oportunidades en las que el maestro pida a los niños que traigan artículos de casa. Por favor asegúrese de que los artículos lleven el nombre de su hijo claramente marcado.
Pruebas de Aptitud Académica de la Florida
La ley estatal exige a cada padre que matricula a su hijo en el programa voluntario de prekindergarten que someta al niño a la prueba de detección estatal de kindergarten, sin importar si se le admite al kindergarten de una escuela pública o privada. Cada distrito escolar debe designar centros en los cuales administrar las pruebas de detección estatales dekindergarten para los niños que son admitidos al kindergarten en escuelas privadas. Por favor esté al tanto de unanuncio sobre las pruebas de detección para asegurarse de que su hijo se beneficie de ellas.
Alumnos que viven en la zona asistencia de una escuela de Título I
Los alumnos pueden matricularse en un programa de Título I-VPK si viven en la zona de asistencia de una escuela de Título I.
Nutrición

Hoja de registro de Ingreso y salida
Para asegurar que su hijo está bien supervisado mientras esté bajo el cuidado de la escuela, y además para cumplir con las regulaciones determinadas por las Escuelas del Condado de Volusia, hemos adoptado el siguiente sistema:
♦ Cada escuela designará un área de ingreso y salida. Por favor verifique la ubicación precisa con laescuela de su hijo. Las llegadas tarde y salidas temprano deberán ser notificadas a la oficina.
♦ El ingreso a la clase y salida de la clase de cada niño debe ser registrado por un padre, tutor u otrapersona autorizada.
♦ Sólo las personas de 18 años o mayores autorizadas por el padre o tutor en la tarjeta de emergenciapodrán registrar la salida del niño. Para la seguridad de su hijo, es necesario que todo el que registre lasalida del niño presente identificación.
Los niños no serán liberados de ningún área que no sea el área designada de registro de ingreso y salida.
No es aceptable recoger a los niños tarde.
La seguridad de su hijo es de suma importancia. Si usted va a llegar tarde para recoger a su hijo, por favor llame a la escuela antes de finalizarse el día escolar.
La hora de registro de ingreso y salida es determinada por el reloj de la escuela. Se tomarán las siguientes medidas si algún niño permanece en la escuela 5 minutos después de la hora de cierre.
♦ El niño será llevado a la oficina de la escuela y el personal de la oficina intentará comunicarse con laspersonas indicadas en la tarjeta de emergencia que tienen autorización para recoger al niño.
♦ Si no es posible comunicarse con ninguna persona autorizada, la escuela llamará a la autoridad policiallocal para que recoja al niño.
Su apoyo con estos procedimientos es necesario para proteger a cada niño. Si no se cumplen estos procedimientos importantes, podría cancelarse la participación de su hijo en el programa.
Retiros
Para retirarse del programa de prekindergarten, el padre o tutor, deberá notificar:
1. maestro de estudiante y2. a la oficina de escuela primaria
EVALUACIÓN DE VPK (PROGRAMA DE PREKINDERGARTEN VOLUNTARIO DE FLORIDA)
Las Escuelas del Condado de Volusia usan la Evaluación de VPK (Prekindergarten Voluntario de Florida) para seguir el progreso de nuestros niños mientras ellos desarrollan las habilidades básicas necesarias para la preparación escolar. Esta evaluación se concentra en lo siguiente: el conocimiento de material impreso, conocimiento fonológico, matemáticas, y las habilidades del lenguaje oral y vocabulario. Evaluaremos a los niños al inicio, mitad y al final del año escolar con el fin de planear actividades educativas que satisfacen las necesidades de cada niño. Pronto usaremos la evaluación de VPK para medir los conocimientos de su niño en: conocimiento de material impreso, conocimiento fonológico, matemáticas, y las habilidades del lenguaje oral y vocabulario. Estas habilidades son indicadores claros del futuro éxito escolar y además tienen valor educativo. Trabajaremos en estas habilidades todos los días en nuestro salón de clase. A continuación encontrarán información sobre las habilidades evaluadas en la Evaluación de VPK.
Sección sobre el conocimiento de material impreso La sección sobre el conocimiento de material impreso evalúa la capacidad del niño de reconocer la diferencia entre las letras y las palabras, los nombres de las letras (mayúsculas y minúsculas) y los sonidos que hacen.
Sección sobre el conocimiento fonológico La sección sobre el conocimiento fonológico mide el conocimiento del niño y cómo manipula los diferentes sonidos en un vocablo. Esta sección también evalúa la aptitud del niño para unir o juntar una palabra si está dividida en sonidos o sílabas más cortos, unir una palabra compuesta y reconocer la palabra que queda cuando se quita la “palabra estímulo” (por ejemplo, si la maestra le dice al niño: “Di la palabra baloncesto sin cesto.” Baloncesto es la “palabra estímulo.”
Sección sobre la aptitud para las matemáticas La sección de matemáticas evalúa la habilidad numérica en tres áreas diferentes: habilidad de contar, habilidad para las relaciones de números y las habilidades de razonamiento matemático.
Sección sobre la aptitud para el lenguaje oral y vocabulario La sección sobre el lenguaje oral y vocabulario mide la habilidad del niño para expresarse con palabras, entender el lenguaje escuchado, y su conocimiento de palabras y lo que significan de acuerdo a su edad.

POLÍTICAS DE LOS ALUMNOS/ESTUDIANTES NÚMERO 215
POLÍTICA DEL PROGRAMA VOLUNTARIO DE PREKINDERGARTEN
I. Programa Educativo Voluntario de Prekindergarten
Cualquier Programa Educativo Voluntario de Prekindergarten ofrecido por el distrito escolar deberá ser unprograma apropiado del desarrollo diseñado para preparar al alumno para la lectura temprana, ampliar el progresocorrespondiente a la edad para dominar las normas académicas del programa educativo voluntario y preparar a losalumnos para el kindergarten de acuerdo con el examen estatal de kindergarten administrado según la Ley deFlorida 1002.69.
El programa de verano debe comprender por lo menos 300 horas de instrucción y no puede comenzar antes del 1 demayo en el año escolar. El programa no debe ser ofrecido a ningún niño antes del verano inmediatamente anterioral año escolar en el que tenga derecho de matricularse en el kindergarten de una escuela pública según la Ley deFlorida 1003.21(1)(a)2.
El distrito puede ofrecer un programa. Si el programa es provisto, el año escolar deberá consistir en por lo menos540 horas de instrucción.
El distrito deberá determinar qué escuelas públicas ofrecerán el programa y se asegurará de que cada escuelapública que ofrece el programa se registre como tal con la Coalición de Aprendizaje Temprano correspondienteal Condado de Volusia. El registro se hará en un formato prescrito por la Office for Early Learning (Oficina deAprendizaje Temprano).
II. Requisitos Aplicables en el Programa Educativo Voluntario de Prekindergarten
La Coalición de Educación Temprana correspondiente al Condado de Volusia determina el derecho de admisión alPrograma Educativo Voluntario de Prekindergarten. Los familiares que desean matricular a sus hijos debenproporcionar al distrito escolar un certificado de derecho de participar y matrícula del niño en el Programa EducativoVoluntario de Prekindergarten emitido por la Coalición de Aprendizaje Temprano correspondiente al Condado deVolusia. El certificado de derecho de participar deberá ser válido para la sesión en que el niño está matriculado.
Un niño con derecho de matricularse en kindergarten, no tendrá derecho de matricularse en el PrekindergartenVoluntario.
III. Matriculación en el Programa Educativo de Prekindergarten Voluntario
El distrito escolar sólo puede matricular a un niño en el Programa de Prekindergarten Voluntario después que laCoalición de Aprendizaje Temprano (Early Learning Coalition), la cual presta servicios al Condado de Volusia,determine que un niño llena los requisitos para el programa. El distrito escolar puede limitar la cantidad dealumnos admitidos en cualquier escuela pública para la matriculación en el Programa de PrekindergartenVoluntario: sin embargo, el distrito escolar tiene que proveer la admisión de cada niño dentro del distrito quereúne los requisitos y a los padres que inscriben al niño en el Programa de Prekindergarten Voluntario del veranoproporcionado por una escuela pública bajo la sección 1002.61, Estatutos de Florida.
El distrito puede determinar criterios adicionales para la admisión al Programa de Prekindergarten Voluntariodel año escolar, el cual cumple con los requisitos de antidiscriminación del 42 U.S.C. s.200d. El distrito escolarno puede discriminar a un padre o niño en violación de dichos requisitos antidiscriminatorios.

Para la matriculación se requiere que el niño haya cumplido cuatro (4) años de edad en o antes del 1ro de septiembre del año escolar. El niño deberá ser residente del Condado de Volusia en Florida o ser hijo o nieto de un empleado del distrito escolar del Condado de Volusia. El niño no deberá haber sido suspendido previamente de cualquier Programa de Prekindergarten Voluntario debido al incumplimiento de la política de asistencia deun proveedor del programa. La admisión al programa depende del acuerdo escrito de los padres o tutores legales del alumno para cumplir con los requisitos de Asistencia del Prekindergarten Voluntario del distrito escolar.
IV. Requisitos de asistencia del Prekindergarten Voluntario
La Ley del Programa Voluntario de Prekindergarten exige que cada escuela pública, al momento de matrícula deun niño en el Programa Voluntario de Prekindergarten, proporcione al padre de cada niño una copia de la políticade asistencia del distrito escolar, según corresponda. Cada padre que matricula a su hijo/a en el ProgramaVoluntario de Prekindergarten, debe acordar cumplir la política de asistencia del distrito escolar, segúncorresponda. Este acuerdo debe hacerse por escrito, según lo disponga el distrito escolar al momento de matrícula,y debe ser firmado por el padre o tutor.
El superintendente desarrollará y distribuirá los procedimientos conformes a la obligación del distrito escolar decumplir esta política de asistencia, las leyes del estado, y las reglas y reglamentos del estado, incluyendo laobligación de hacer cumplir los requisitos de asistencia de la escuela. Los procedimientos deben disponer que lasescuelas registren las ausencias justificadas e injustificadas y se comuniquen con el hogar del niño en caso deausencia injustificada de la escuela o ausencia por razón desconocida para prevenir el desarrollo de patrones deinasistencia.
El superintendente también establecerá los procedimientos disciplinarios necesarios para el programa, que serándiseñados de tal forma que se informe a los padres de las expectativas de la participación en el programa. Entre lasexpectativas para la participación en el programa, está la expectativa que cada niño estará en asistencia por lomenos 80% del programa. Estos procedimientos también les serán proporcionados a los padres.
A. Ausencia justificada
1. Enfermedad u otras causas legítimas serán ausencias justificadas para hasta el 10% del programa cuando sondocumentadas por escrito por el padre al director/a escolar o a la persona designada. Para las ausencias equivalenteso superiores al 10% del tiempo del programa, la escuela tendrá la discreción de requerir que las ausencias seanacompañadas por una verificación médica de la enfermedad. La escuela además tiene la discreción de aceptar ladocumentación escrita de una persona que no sea familiar del niño o de los padres, alguien que tenga conocimientopersonal de la razón por la ausencia del niño (p.ej. cumplimiento con una orden judicial). La legitimidad de lacausa de una ausencia será determinada por el director/a o la persona designada. Cualquier o todas excusas escritasserán entregadas a la Coalición de Aprendizaje Temprano del Condado de Volusia según sea necesario para laverificación de asistencia.
2. Las citas para el médico y dentista se deben programar para después del día escolar o durante los días que no hayescuela. Cuando esto no sea posible, los alumnos pueden ser exentos para ir a estas citas. Se requiere una notadel médico o dentista.
B. Ausencia injustificada
1. El solo hecho de que el padre o tutor del alumno esté al tanto de la ausencia no obliga al personalde la escuela a justificar la ausencia.
2. Si el niño está ausente y el padre/tutor no envía notificación escrita al personal de la escuela, laausencia se considerará injustificada.
3. Si un alumno está ausente del Programa Voluntario de Prekindergarten por más del 20% del

programa o durante cinco (5) días consecutivos de instrucción, se considerará que se ha retirado al alumno del programa a menos que el padre presente una descripción escrita del motivo de la ausencia. La descripción puede incluir cualquier motivo o motivos de la ausencia y no se limita a las circunstancias extraordinarias del párrafo IV.A.1. y 2. que aparecen líneas arriba. Estos motivos no obligan al distrito a volver a matricular a un alumno que ha sido retirado automáticamente del Programa Voluntario de Prekindergarten.

1. El padre o tutor de cada alumno matriculado en el Programa Voluntario de Prekindergarten debeverificar, mensualmente, la asistencia diaria del alumno que aparece en el formulario certificadode asistencia del alumno del mes anterior. El padre debe presentar la verificación con firma originalal distrito escolar en un formato prescrito para la Office for Early Learning (Oficina de AprendizajeTemprano.)
2. El padre o tutor de cada alumno matriculado en el Programa Voluntario de Prekindergartentambién tendrá que certificar, mensualmente, que persiste en su decisión de que su hijo continúeasistiendo al Programa Voluntario de Prekindergarten del distrito escolar y que la Coalición deAprendizaje Temprano correspondiente al Condado de Volusia debe proporcionar los fondos delprograma para su hijo a las Escuelas del Condado de Volusia.
