About this information productAbout this information product
Purpose
The purpose of this document is to describe the features delivered in the BCR 2.1
release. BCR 2.1 is the first commercial software release of the Alcatel-Lucent 9365
Base Station Router Femto. This release is deployed on the BSR Femto, on the BSR
Gateway Cluster and on the HNMS (Home Network Management System).
Reason for reissue
This document is the first issue for this release.
Intended audience
This document is intended for Alcatel-Lucent customers and functional groups.

Purpose
The Alcatel-Lucent 9365 Base Station Router Femto, or BSR Femto, addresses the
residential market. The BSR Femto provides a 3G access point integrated into aresidential gateway to allow operators to create bundled services in a fixed-mobile
convergence setting.
BCR 2.1 is the first BSR Femto commercial release. The solution is based on a flat IP
architecture using a residential W-CDMA unit coexisting with a DSL gateway. The
BSR Femto unit consolidates the UTRAN functions.

Overview
The BSR Femto solution is made up of a group of home BSR units 3G access point
designed for in-building home use plus a small set of core network elements forinterconnection to the legacy 3G core network.
The solution is fully 3GPP compliant. The following figure shows the high level
architecture of the BSR Femto solution, with an Iu-CS and Iu-PS interface to the
legacy MSC and SGSN respectively:
The core network elements that interconnect to the legacy network constitute the BSR
Gateway cluster and are described in the topic BSR gateways (p. 2-9).

Overview
The benefits of the BSR Femto solution are multiple, both for the consumer and for
the operator.
Benefits to the consumer
Benefits to the consumer include:
One phone, one bill.
Bundled price plans including discounted or free calls in the home, with no need
for separate bills, accounts, sign-on procedures or a fixed telephone.
Use of standard 3GPP UMTS mobiles: one phone with one number at home and on
the move. A wide range of mobiles is available today.
Multiple simultaneous users in the home. 3G in the home, allowing access to new services above and beyond a 2G solution.
HSPA provides speeds comparable to WiFi. The 3G handset can offer IPTV and
may be connected to other devices such as cameras (for video surveillance), local
PBX (for multiple ringing), and local interphone.
Reduced interference due to use of licensed spectrum, leading to improved voice
quality
Benefits to the operator
Benefits to the operator include:
Fixed-mobile convergence fixed line substitution. 70% of calls are madeindoors, but only 2% of buildings have purpose built indoor coverage.
Bundling with DSL (ISP) allows the operator to be a converged service provider
(MSP + ISP + VoIP) including applications (Triple- or Quad-Play). .
Indoor coverage with low CAPEX the subscriber provides the DSL line. In
addition, indoor QoS is improved while investment in infrastructure is reduced.
Defence against independent VoIP services.
An alternative to cheap at home tariffs which consume macro cell capacity and
leak to an area of a kilometre or more from the home.
Driving UMTS adoption and usage in the macro network boosts enrichedmobile data services such as video telephony and mobile TV.
Enabling scalability to match demand Femto cell coverage is deployed exactly
where and when the consumer needs it. No need to wait for a network rollout of
modified RNCs and SGSNs to relieve bottlenecks.

Feature description
The BSR Femto is a small, light-weight, self-contained unit for home use, which is
powered from the home AC supply through an AC/DC adapter.
The standalone BSR Femto version connects through standard 10/100BaseT Ethernet to
an existing DSL router and to the network, as shown in the following figure:
The BSR Femto hardware is developed by Alcatel-Lucent in collaboration with Sagem,
a leading DSL supplier in Europe. The BSR Femto unit is housed in a Sagem
Alcatel-Lucent generic enclosure as shown in the following figure:

BSR Signalling Gateway
The BSR Signalling Gateway (BSG) mediates signalling between individual BSRs and

Interworks between ATM/IP based SS7 transport and IP transport within the cluster
Message distribution within the BSR cluster
A BSR cluster contains one BSG and supports up to 64 000 BSR Femtos (see 64 000
BSR Femto / BSR gateway cluster (p. 9-4).
The same physical network element hosts the BVG, BPG, IPSec router and networkfirewall. This network element is the Alcatel-Lucent VPN Firewall Brick. Theses
functions are described below. For the network firewall, see Network firewall
(p. 11-7).
BSR Voice Gateway
The BSR Voice Gateway (BVG) is a functional element in the BSR network solution
for support of the user plane for circuit switched voice and data. The BVG provides a
concentration function for the Iu-CS user plane packets being carried on IP. It performs
port and address translation to enable routing to and from multiple associated BSRs.
BSR Packet GatewayA BSR Packet Gateway (BPG) acts as a concentrator for the Iu-PS interface for a BSR
cluster, presenting a single IP address towards the SGSN from the virtual RNC
represented by the BSG and BPG. It performs port and Tunnel Endpoint Identifier
(TEID) translation to enable routing to and from the BSRs. Depending on the number
of BSRs in the cluster, several BPGs may be deployed in each BSR cluster.
Firewall and IPSec router
The network firewall protects against malicious attacks and the IPSec router terminates
a secure tunnel to each BSR Femto.
The following traffic passes through the tunnel: All signalling traffic to and from the operators network elements to provide
security across the managed IP transport network
User plane traffic
OAM traffic
The ALSMS (Alcatel-Lucent Security Management System) provides management for
the Brick product. The rest of the elements included in the BSR Femto architecture
as depicted in the figure above are the optional IuCS Protocol Converter (IPC) and the
standard Authentication, Accounting and Authorisation (AAA) server, Network timing
protocol (NTP) server and ATM switch.Iu-CS protocol converter
The Iu-CS protocol converter (IPC) is needed only if an ATM based Iu-CS interface to
the core network is required. In this sense it is optional, since the BSG and BVG
provide a 3GPP compliant Iu-CS over IP interface.

The IPC is a functional element in the BSR network solution for support of circuit
switched voice and data. The IPC provides a conversion function to enable a BSR
cluster to be connected to a 3G-MSC using the Iu-CS over ATM interface. One IPC is
required per BSR cluster, that is, per Iu-CS interface.

The Alcatel-Lucent 77x0 is a standard ATM edge router to perform IP over ATM
encapsulation, to enable a BSR cluster to be connected to an SGSN using Iu-PS over
an ATM interface. The 77x0 can also be used to aggregate STM-1 based ATM links
and provide an automatic protection switching function for higher reliability. This
solution can be used on both Iu-CS and Iu-PS interfaces on the ATM links from the
3G MSC and SGSN.
Any ATM edge router that supports RFC 2684 can perform these functions. The
Alcatel-Lucent 7710 SR or 7750 SR products can meet this need. These products have
a specific management solution in BCR 2.1.
Authentication, Accounting and Authorisation server
The AAA server is a standard AAA server with specific BSR Femto software. The
AAA server provides the BSR Femto authentication function for the BSR cluster.
When the BSR Femto requests access to the network, it first creates an IPSec tunnel to
the IPSec router. This then requests the AAA to authenticate the request using a
RADIUS interface to the AAA server.
The AAA must be provisioned with sufficient information to authenticate the Femto,
for example, serial number. In addition, location information can be provided which
allows the AAA server to check whether the BSR Femto is still at the same location.
Other checks are performed by the BSR Femto (for example, based on the RF
environment) to determine whether the location has changed.
The AAA server functionality is provided by the VitalAAA product with a specific
EAP plug-in to authenticate the Home BSR.
Network timing protocol server
the NTP server provides the timing solution for the BSR Femto to keep the internal
oscillator trained to the correct accuracy. The server transmits NTP packets to keep the
BSR Femto synchronized with the network time.
The NTP solution offered is the Brilliant Zurich Z-1000 NTP server and is specific to
the timing solution provided in the Home BSR. Another NTP Server that meets the
requirements may be used.

This feature supports 3GPP-compliant CS AMR 12.2 kbps speech calls with a standard
UMTS mobile within the BSR Femto coverage area. A call can be made to or from
one UE in the BSR Femto cell.
Each CS voice Radio Access Bearer (RAB) has three RAB sub-flows with respect to
the RAB transport channels. This allows an efficient unequal error protection over the
air interface. Each allocated traffic channel carries a particular bit class according to
the subjective importance of the voice quality.
The CS speech radio bearer supports DTX mode. Silence descriptor (SID) frames aresent every 160ms during speech pauses.

CS call support on the BSR Femto offloads the CS traffic macro cell and provides
better coverage at an attractive rate for the 3G home user.

An emergency call is identified by one of the following:

The BSR Femto provides the following functions for emergency calls:
Public access for emergency call establishment. if the macro cell is available, the
UE obtains service from the macro cell. If no coverage is available, the UE
searches for any suitable cell to camp on, including the BSR Femto cell. The
access control list in the BSR Femto is ignored and the emergency call established Prioritised handling for mobile-originated emergency CS voice calls.
The BSR Femto provides geographical information for the location of the BSR
Femto on request for an emergency call, via the RANAP location report procedure

The BSR Femto supports UE transmission/reception of Short Message Service (SMS)
messages via the signalling channel in the Iu-CS interface to the 3G-MSC. Support for
SMS under the Femto or the macro layer is transparent to the end user.
The SMS service reuses the macro network infrastructure as a store-and-forward
service centre for short messages.
The BSR Femto system can transfer a short message submitted from the service centre
to a UE in the BSR Femto coverage area and provide information about the message
delivery. A UE in the BSR Femto cell can transfer a short message to the shortmessage entity via a service centre.

Feature description
The BSR Femto supports the RANAP location report procedure. This standard
procedure is initiated by the MSC to request the location of a particular UE from the
RNC (that is, in this case, from the BSR Femto).
As the radius of the BSR Femto cell is very small, the location of the Femto BSR and
the UE can be considered coincident. The BSR Femto therefore reports the location of
the Femto cell as the location of the UE.
During auto-configuration the HNMS system provisions the BSR Femto with its
geographical coordinates (latitude and longitude) and cellid. The operator back officesystem provides these geographical coordinates to the HNMS. The position informatio
is reported in fully standardised formats, based on this data.
Possible location formats are:
Geographical coordinates.
Service Area Identifier (SAI). This includes cellid and LAC/RAC.
This location information may be requested to the MSC and reported to a client
application associated with the UE, or by a client within or attached to the core
network. It can also be requested for an emergency call.
Feature benefits
The location of the UE caller can be provided to emergency services to assist in their
response. This service is mandatory in some jurisdictions, such as the United States,
where it is mandated for all mobile voice subscribers.

Feature description
The BSR Femto supports the establishment of a PS RAB on either HSDPA or DCH
based on UE capability. If the UE is HSDPA capable, then the PS RAB is established
on HSDPA.
HSDPA access is a service based on a pool of potentially high-throughput downlink
channel resources shared between a group of users. A scheduler in the BSR Femto
serves users based on traffic, channel conditions, UE capability and QoS requirements.
Techniques such as adaptive modulation and hybrid ARQ are introduced.
The BSR Femto supports the following HSDPA-related functions: HSDPA user plane for HS-DSCH channels and flow control.
HSDPA air interface scheduler providing the requested quality of service
performance.
MAC-hs scheduling.
QPSK and 16 QAM.
The MAC layer of the BSR Femto handles priority control of data flows. MAC-d and
MAC-hs (in the baseband processor) interact to provide proper scheduling and priority
control of data over HSDPA. The MAC-hs scheduler supports multiple MAC-d flows.
The HSDPA scheduler runs every TTI (2 ms).
The BSR Femto supports HSDPA terminals with categories 1 to 12 subject to a peak
data rate. The BSR Femto ensures that the peak HSDPA rate provided to each terminal
will be compatible with their supported category and within the capacity of the
baseband modem.

Purpose
This chapter describes the BSR Femto features that are related to Radio Resource
Management (RRM).
Radio Resource Management
The main task of RRM is to administer the radio connection and radio bearers in orde
to provide different types of services. RRM enables efficient use of BSR Femto
resources such as spectrum, power and code space. It also optimises system stability
and provides overload protection.
RRM functions include:

Feature description
Call admission control admits or denies RRC connection requests based on the number
of Cell DCH UEs currently present in the BSR Femto (maximum of 4) and a Dynamic
Bearer Control (DBC) check. The DBC process is responsible for the rate allocation
for PS services and CS conversational services on DCH and/or HS-DSCH transport
channels, based on baseband processor resource usage. DBC admission control ensures
that the baseband processor resource usage is not exceeded when admitting a new PS
or CS RAB.
The number of UEs and their associated RABs determine the resources used by the
BSR Femto.
The BSR Femto performs the following steps when it receives a new RRC connection
request:
Step 1
Checks that resources to accept a call are available. That is, the maximum number of
users or maximum total data rate has not been reached (depending on their RAB, as
specified in the table inFour simultaneous CS or PS calls (p. 9-2). If there are
enough resources, the call is set up.
Step 2
If resources are insufficient and there are fewer than four ongoing calls, then the new
call is admitted at a lower data rate. This is provided the new call is a PS data call,
which may be downgraded, and is based on the available resources.
The resource limitation may be on the downlink or the uplink or both. If the limitation
is on the downlink DCH data rate then the BSR Femto renegotiates the downlink DCH
rate down and rechecks whether the admission criteria are satisfied. Limitations apply
only to the data rate of downlink DCH bearers, not to HSDPA.
The new PS data call is renegotiated as follows, according to the RABs supported in
BCR 2.1:
UL 384 / DL 384 Kbit/s is downgraded to UL 128 / DL 128 Kbit/s.
UL 128 / DL 384 Kbit/s is downgraded to UL 128 / DL 128 Kbit/s.
UL 128 / DL 128 Kbit/s is downgraded to UL 64 / DL 64 Kbit/s.

Step 3
If the previous renegotiation attempt fails or if the new call cannot be downgraded (CS
speech 12.2 or CS data 64/64 or interactive/background 32/32), then the BSR Femto
attempts to reconfigure the existing PS RAB with the highest DL / UL DCH rate and
to set its DL / UL DCH rate to the next lower rate. After successful reconfiguration of
an existing PS RAB, the BSR Femto will retry the new incoming RAB.
Step 4
If there is still no spare capacity in the BSR Femto and the data rate of the existing
calls cannot be negotiated down further, then except for emergency calls, the call is
denied.
