Some state agencies desire more detailed elements that will allow more advanced management of their movable bridges.
The elements and inspection procedures need to be consistent with element level inspections of fixed type bridges.
The elements and inspection procedures and reporting methods need to be consistent with the AASHTOWare BrMsoftware.
Comments It would be good for the states with a
significant numbers of movables to get together and come up with consistent movable bridge elements
Do test inspections and get feedback prior to providing final guidance
Provide example inspection in the appendix
Needs to work with the AASHTO BrMsoftware.
The intent of the research is to provide additional guidance for state agencies wanting to collect more detailed element condition ratings to manage their movable bridges.
Research Tasks Do a literature and ongoing research review.
Survey State agencies for those having Agency Defined elements (ADEs) for movable bridges. Report on ADEs that are being used successfully for movable bridge management.
Review movable bridge inspection reports for common elements.
Review methodology used for developing elements, sub-elements, and defects
Create an example inspection report showing a matrix of elements, sub-elements, and defects for movable bridges that enhances current inspection reports that supports advanced management of movable bridges. Possibly include this as an appendix to the AASHTO Movable Bridge Inspection, Evaluation and Maintenance Manual.
Changes to the Manual For Bridge Element Inspection
Old Wording When multiple defects
operate in the same defined space, the inspector shall report the defect in the most severe condition state.
2017 Ballot Wording When multiple defects
operate in the same defined space, the inspector may report the defect in the most severe Condition State or report all defects, as determined by agency policy.
Structure of Bridge Elements National Bridge Elements
The National Bridge Elements represent the primary structural components of bridges necessary to determine the overall condition and safety of the primary load carrying members.
Bridge Management Elements Bridge Management Elements include components of
bridges such as joints, wearing surfaces, and protective coating systems and deck/slab protection systems that are typically managed by agencies utilizing Bridge Management Systems.
Agency Defined Elements Agency Defined Elements provide the flexibility for an
agency to define custom elements in accordance with the defined element framework that may be sub-elements of NBEs or BMEs, or may be agency-defined elements without ties to the elements defined in the MBEI.
Sub elements An agency is permitted to create NBE sub-elements
providing that the sub-elements can be aggregated back together for NBI submission.
