RMKS/1. (U) This message provides information for all US participants
in CCPT 21-1 supporting COMPACFLT (CPF), COMNAVFOR-K (CNFK) and
COMSEVENTHFLT (C7F). CCPT 21-1 is a Republic of Korea (ROK)-US
Combined Forces Command (CFC), theater-level Command Post Exercise
(CPX) to be conducted 2-18 March 2021.
CNFK will be participating in the CCPT 21-1 CMST and CPX 2-18 March
2021. C7F will be participating in the CCPT 21-1 CPX 8-18 March 2021.
C7F will stand up a response cell to support to the Crisis Management
Staff Training (CMST) 2-5 March 2021. Participants that are required
to ROM or quarantine will be required to arrive in Korea NLT 19
February 2021 or Japan NLT 17 February. Confirm specific arrival
dates with your command OSO. Augments will depart the exercise duty
location NET 1800 18 March 2021, but NLT 19 March 2021. Additional
information to include SAAR forms for computer accounts can be found
on the C7F and CNFK Sharepoint sites:

1.A. (U) All participants in ROK are required to download and utilize
Microsoft Teams, provided by the DoD Commercial Virtual Remote (CVR)
Environment, on their smart phones before traveling to the ROK.
Microsoft Teams will be the main form of communicating official
information from CNFK CCPT Planners to all Navy CCPT participants.
Information such as bus schedules, HPCON changes, and unclassified
training will be passed via Microsoft Teams. To access Microsoft
Teams and CVR, follow the instructions on this site:

If all steps on the website were followed, and the member’s
organization is not authorized a CVR account, inform your chain of
command and make remarks in the email required in 3.B.1.
1.B. (U) 1.B. (U) All CCPT 21-1 affiliated passengers arriving to ROK
will be required to provide proof of a negative COVID -19 Test (PCR
test is the only approved test) no earlier than 72 hours prior to the
member's departing international flight to Incheon International
Airport (ICN). The PCR test report needs to have the EXACT name and
identification number that is found on the members' immigration ID
(either U.S. Passport or DOD CAC). Your immigration ID information
must match the information listed on your PCR test certificate and
will be verified by Korean arrival officials. Those members who do
not complete the required 72-hour pre-departure COVID-19 test (PCR
test) must contact their ULN sponsor immediately.
BOTTOM LINE: the negative PCR test result must be issued within 72-
hours prior to departure.
DO NOT BOARD AIRCRAFT FOR INTERNATIONAL DEPARTURE TO ROK WITHOUT
PHYSICAL PROOF OF YOUR NEGATIVE COVID-19 TEST (PCR), AS YOU WILL BE
DENIED ENTRY TO ROK AND RETURNED HOME.
2. (U) GENERAL. USS BLUE RIDGE (BLR) serves as the Flagship and
Headquarters of the Commander, Combined Naval Component Command
(NCC). C7F Staff will conduct CCPT 21-1 primarily from BLR, which is
the location of the C7F Combined Maritime Operations Center (CMOC).
Commander, ROK Navy Fleet (CRF) is located in Busan, ROK, and is the
location of the CRF CMOC, with virtual connectivity to C7F CMOC via
C4I systems. CNFK is collocated on the ROK Navy Fleet base in Busan
and will operate the CNFK Operations Center (CNFK OC) from its
headquarters on base and from the Logistics Readiness Cell at
Commander Naval Forces Chinhae (CFAC). Other operations center nodes
will operate from locations INCONUS.
2.A. (U) Augments may be located at other exercise locations to
include Osan, Daegu, Pyeongtaek, Yongsan, Daegu, and Chinhae. Inquire
with your command OSO, C7F POC, CNFK POC, or Detachment OIC to
determine your duty location during CCPT.
3. (U) BILLET INFORMATION (see also para. 15. BERTHING).
3.A. (U) BLR. Personnel assigned to duties at C7F CMOC on the BLR
will make arrangements to fly to Japan via Narita Airport with follow
on transportation to Navy Base Yokosuka in order to work on the BLR.

Once members have been identified, submitting activities will forward
the full name, rank, paygrade, gender, designator/MOS, Unit Name,
UIC, exercise Unit Line Number (ULN) if filling a billet on the USFK
JMD, billet description for CCPT 21-1, security clearance, telephone
number and email SIPRNET/NIPRNET address for each augmentee via NIPR
email to:

It is imperative to forward all identifying data to C7F NLT 10
February 2021 to facilitate a smooth embarkation onboard BLR. If ROM
is required, augments must e-mail C7F Exercise Support NLT 01
February. If ROM in Japan is required, augments will make
arrangements to arrive in Japan on NLT 17 February to have their 1st
ROM day be 18 February in order to complete a 14 day ROM and check
out of NGIS on 05 March. This allows augments the opportunity for
academics and warm start prior to exercise start. Rooms have been
blocked off at the NGIS for ROM on Yokosuka. Augments must contact
exercise support to coordinate ROM room reservations at:

During ROM, 3 meals will be delivered by C7F Staff. Officer augments
will pay for these ROM meals when checking in onboard BLR. Also, all
Officers are required to pay for meals eaten onboard BLR. Any
special arrangements or requests will need to be coordinated - prior
to departing CONUS - with the Exercise Support team at:

Augments are highly encouraged to ensure they bring all essential
hygiene items along with YEN and US dollars with them during ROM.
Once ROM is complete, augments will be allowed to purchase additional
items themselves on base or out in town – in accordance with Health
Protection Condition (HPCON) requirements (discussed at initial
check-in aboard BLR). All documents referenced in this instruction

3.B. (U) REPUBLIC OF KOREA (ROK). All personnel assigned to duties on
the ROK will make arrangements to fly to South Korea via COMAIR into
Incheon International Airport (ICN) or Patriot Express to Osan Air
Base. Gimpo International Airport (GMP) is not authorized. Arrival
dates to ICN are NET 10 FEB and NLT 19 FEB 21. Augments need to
arrive in South Korea and start quarantine by 20 February (Day 1) and
complete 14 days of quarantine. If day 1 starts on 20 February, most
personnel should be released from quarantine by 5 March, however,
this date is subject to change due to testing demands or a positive
COVID test result. Once arriving at ICN, augments will be
transported to U.S. Army Garrison Humphreys (Camp Humphreys) by USFK
personnel. Quarantine will occur in USFK Quarantine Barracks at Camp
Humphreys with overflow at other USFK quarantine facilities
coordinated by 8th Army. All augments are shall bring all essential
hygiene items during quarantine. Post quarantine, and depending on
current HPCON, augments must be prepared to only eat and shop on US
and ROK military installations. Recommend augments have Korean won in
case US dollars or credit cards are not accepted. Global ATMs that
have global ATM label can be found at the airport or on base
(Community Bank ATM).
3.B.1. Once members have been identified, submitting activities will
forward the following information for each augmentee to the NIPR
emails in 3.B.2 and 3.B.3. via excel spreadsheet provided SEPCOR.

3.B.2. (U) All personnel with duty locations in the ROK (on-Pen)

3.B.3. (U) For personnel assigned to OSAN, PYEONGTAEK-ROK 2nd Fleet),
MOKPO, AND DONGHAE, email C7F-EXERCISESUPPORT-GS(AT)LCC19.NAVY.MIL,
JPPC_BUSAN(AT)FE.NAVY.MIL and M-KO-CNFKROMTEAM(AT)FE.NAVY.MIL.
3.C (U) Geographic TASK FORCE LNOs. Duty locations for these
assignments are in locations isolated from other U.S. forces.
Billeting will be in ROK Navy housing facilities. Email
EMILIE.KRAJAN(AT)FE.NAVY.MIL and HYUN.CHUN(AT)FE.NAVY.MIL to
coordinate onward movement to duty location NLT 1 February 2021.
3.D (U) All USN personnel assigned as a USFK ULN/Joint Billet
Augmentee (all personnel assigned by COMPACFLT) have additional
reporting requirements. Confirm report date with COMPACFLT N15 - OPS,
Plans, Exercises, IA’s Mr. Steven Nix at STEVEN.NIX(AT)NAVY.MIL.
Ensure arrival date is sufficient to complete a full 14 days
quarantine before the exercise reporting date with Day 1 beginning
after arrival at ICN. Email all identifying information required in
3.B.1 to JPPC_BUSAN(AT)OCONUS.NAVY.MIL, M-KO-
CNFKROMTEAM(AT)FE.NAVY.MIL, STEVEN.NIX(AT)NAVY.MIL, and the member’s
sponsor (see 3.B.4.A).
3.D.1. (U) All USN personnel assigned as a USFK Joint Augmentee will
have a sponsor identified by name, office, email address and DSN
telephone number. Sponsors for USFK ULN/Joint Billets are assigned by
USFK J1. Each Joint Augmentee shall contact the sponsor responsible
for his or her position as soon as possible to obtain additional
details about the duty assignment, follow-on transportation, on-
location transportation, lodging post quarantine, meals, and outbound
transportation. If sponsor contact information is not provided,
contact Mr. Steven Nix at STEVEN.NIX(AT)NAVY.MIL.
3.E. (U) It is imperative to forward all identifying data to C7F
and/or CNFK NLT 08 February 2021 to facilitate a smooth arrival and
quarantine process and to be fully accounted for, informed and
supported in a strictly controlled COVID-19 environment in the host
country.
Submit all identifying information as requested in 3.B.1 to the
emails listed in 3.B.2.
3.D. A negative COVID-19 PCR Test Result is required within 72-hours
of traveler’s flight to the ROK and must be provided at time of
boarding. A 14-day quarantine is required for all augments upon
arrival to the ROK. Augments will make arrangements to complete
COVID-19 PCR test with enough time to obtain test results, written or
translated to English, and arrive in South Korea to complete a 14 day
quarantine before exercise start. See the Foreign Clearance Guide

4. (U) ORDERS PROCESS. Orders MUST annotate the purpose of TAD/AT/ADT
as "IN SUPPORT OF CCPT 21-1." All orders MUST annotate the
individuals assigned ULN, exercise billet title, a Reserve Billet
Control Number (BCN) for reservist, if applicable in the remarks
section. Orders must specifically authorize rental of cellular phones
and/or vehicles to receive reimbursement. USFK CDR mandates all
personnel berth in government berthing under field conditions (e.g.
tents) except in locations where field conditions and government
berthing are unavailable. A Memo for the Record will be provided for
Navy personnel assigned to locations where government billeting is
not available. Certificates of Non-Availability (CNA) in any location
where government lodging is available must be obtained from the
government lodging facility when authorized. Consult the Joint Travel
Regulations for more information.
4.A. (U) SELECTED RESERVE.
4.A.1. (U) BLR. Prior to detaching from the Navy Operational
Support Center (NOSC), all Navy Reservists (NR) shall have the
original, plus at least two additional copies of their orders with
all modifications and at least two copies of their flight itinerary.
Records of emergency data shall be updated/verified via NSIPS within
ten days of report date for pay and allowance processing. This
paperwork must be presented to the Reception, Staging, Onward
Movement, and Integration (RSOI) upon arrival to BLR. Orders will be
endorsed upon arrival to BLR by the RSOI staff, and original orders
will be returned to the member for travel claim processing. One copy
of orders and itinerary will be forwarded to PSD Yokosuka for pay
processing. In-processing through the RSOI is required for all
personnel reporting to BLR. If the member does not check-in through
BLR RSOI upon arrival, it is the member’s responsibility to ensure
they check-in as soon as possible at the BLR RSOI. Proper processing
will ensure reservists receive authorized pay and allowances via
electronic funds transfer (EFT) within 14 working days of the
conclusion of their training period. EFT will deposit into the same
account as normal drill pay. If member is on back-to-back orders,
ensure both sets of orders are provided to the RSOI staff upon check-
in and are endorsed. For questions or concerns, please contact C7F

4.A.2. (U) KOREA. Prior to detaching from the NOSC, all NR shall have
in their possession (take on the plane with them) their original
orders, plus all modifications of their NROWS orders, DOD Common
Access Card and one copy of their flight itinerary. This paperwork
will no longer be presented to the local Joint Personnel Processing
Center (JPPC) upon arrival to Korea. Pay will now be initiated via
NSIPS with an electronic check in and out processing. The eMuster
capability will replace the manual workflow and paper signing process
with digital signatures and routing within NSIPS. NR will no longer
be required to turn in hard copies of their orders to their Navy
Reserve Activity (NRA) upon completion of their AT/ADT. After AT/ADT
has been completed, the Reserve Sailor will have the ability to
retrieve the Orders Signature Page electronically through their
Member Self-Service account. Please ensure your flight itinerary is
emailed to the JPPC distro at JPPC_BUSAN(AT)OCONUS.NAVY.MIL. The
member is mandated to check-in through the JPPC at the airport upon
arrival. Records of emergency data shall be updated/verified via
NSIPS within ten days of report date for pay and allowance
processing. Center (JPPC) upon arrival to Korea.
In-processing through the JPPC is required for all Navy personnel
reporting to Korea. EFT will deposit into the same account as normal
drill pay. It is incumbent upon the Naval Reserve servicemember to
confirm with their OSO or Deputy OSO that the correct UIC is input in
their NROWS order for pay-processing to be initiated on time.

4.B. (U) PREPARATION OF ORDERS. Commands providing individual
augments are responsible for issuing appropriate TDY/TAD orders with
associated funding. C7F does not provide separate funding for
exercises. Orders will state the purpose of the TDY/TAD is "IN
SUPPORT OF CCPT 21-1."
5. (U) TRAVEL CLAIMS. All personnel are required to submit travel
claims through their parent command/NOSC within five working days of
orders expiration via DTS. Personnel shall retain original orders and
endorsements for government quarters and messing. For government
travel, travel advances (Per Diem) shall be requested and obtained in
CONUS IAW local PSD procedures. Participants shall retain copies of
all receipts for liquidation.
6. (U) TRAVEL COSTS. Participants shall use government travel credit
card (GTCC) for all official expenses (taxi, lodging, etc.). Misuse
of GTCC may result in punishment under the Uniform Code of Military
Justice (UCMJ). If members make payments with a personal credit card
they shall be prepared to justify GTCC non-use, submit a copy of the
personal card statement and obtain itemized receipts to ensure
reimbursement.
7. (U) AIR TRAVEL.
7.A. (U) TRANSPORTATION TO BLR. Bring an extra copy of your orders
and flight itinerary to expedite in-processing with RSOI BLR.
Augments shall contact RSOI BLR via NIPR email:

and specify “CCPT 21-1” in subject line prior to arrival to
coordinate transportation from the airport to BLR. Orders with a
servicing PSD other than C7F will be processed by the appropriate PSD
according to the orders.
7.B. (U) COMMERCIAL AIRLINE (COMAIR) TICKETS. Personnel traveling on
COMAIR must procure round trip tickets prior to deployment. Those
traveling using the Joint Exercise Transportation Program (JETP)/
Commercial Ticket Program (CTP) funding must follow instructions in
the CPF OPORD 201-19. Those personnel traveling on COMAIR shall wear
appropriate civilian attire and follow all guidance to mitigate
COVID-19 transmission. Personnel can expect very limited ability to
reschedule flights after arrival in Korea and Japan, and any changes
to their itinerary must be approved by their supported command.
Reservists shall use the following destination cities in Navy Reserve
Order Writing System (NROWS): Duty Location - Destination Airport:
Japan Tokyo – Narita International Airport (NRT). Korea Seoul -
Incheon International Airport (ICN). Gimpo International Airport
(GMP) is not authorized. Personnel shall arrange travel to arrive on
supported command directed date.
7.C. (U) COMMERCIAL INTERNATIONAL ARRIVALS. Regardless of final
destination (Japan, Korea), all augments must process through airport
immigration. Members reporting to Korea shall present orders and
military ID card, not a passport.
7.D. (U) INCHEON INTERNATIONAL AIRPORT (ICN). ICN will be the only
authorized entry point of arrival for all COMAIR into the ROK (Busan,
Chinhae, Seoul and Osan). Gimpo International Airport (GMP) is not
authorized. Upon arrival, expect to go through a number of screening
stations. Be prepared to show orders, CAC ID, and negative COVID-19
PCR test result. Proceed through immigration to the baggage claim
area. After clearing customs at the SOFA customs desk located behind
Carousel 1,proceed to the USFK Quarantine reception area. You will
not be able to purchase a SIM card or any other conveniences, so plan
accordingly. USFK will provide transportation from the airport to
the testing site and quarantine barracks. Wait times for follow-on
transportation can reach four hours. Bathrooms are available in the
waiting area.
7.D.1. (U) OSAN AIR BASE. Osan Air Base is the only authorized
Airport of Debarkation for all Patriot Express flights into the ROK.
After clearing immigration and customs, travelers will be shuttled to
a testing site and then placed in quarantine barracks.
8. (U) RSOI.
8.A. (U) BLR/C7F. Exercise participants are required to forward their
itineraries to:

and specify “CCPT 21-1 itinerary ICO (member rank and last name)” in
subject line. This is the primary method for reporting itineraries to
the RSOI team. Upon embarkation, all exercise participants shall
provide the following to RSOI personnel: three copies of their
orders, full SSN, ULN, and POC information for sponsoring and
supported commands. Exercise participants are required to keep the
RSOI apprised of any changes to their travel itinerary, to include
departure information after their arrival. Personnel arriving for
early events shall provide itineraries to RSOI team NLT five business
days prior to arrival.
8.B. (U) ALL KOREAN LOCATIONS. All exercise participants are
required to forward their itineraries to:

This is the primary method for reporting itineraries to the USFK J1
Joint Manning Document and USFK J33 Arrivals Tracker. Upon arrival at

personnel: three copies of their orders, proof of completion of 350-2
training, full SSN, ULN, blood type, and POC information for
sponsoring and supported commands. Exercise participants are required
to keep the JPPC and their chain of command apprised of any changes
to their travel itinerary, to include departure information after
their arrival.
9. (U) SECURITY CLEARANCE. All personnel must have a SECRET clearance
at a minimum.

Separate country clearance for entry into the ROK or Japan. Orders
that specify "to participate in Exercise Combined Command Post
Training 21-1" will serve as country clearance.
11. (U) INDIVIDUAL ANTI-TERRORISM PLAN (IATP). USINDOPACOM requires
all Active Duty and Reserve augmentee personnel to have an approved
IATP prior to deployment to Korea. Information can be found at the

12. (U) THEATER-SPECIFIC TRAINING. Check the Foreign Clearance Guide

12.A. (U) USFK TRAVELERS. All arriving personnel and units assigned
to, rotating to, or in TDY status to USFK or USFK subordinate
commands must complete USFK Regulation 350-2 Theater-Specific
training prior to arrival at WWW.USFK.MIL/NEWCOMERS/TRAINING.ASPX via
Joint Knowledge Online (JKO). Members must create a sponsored JKO
account to access training.
Individuals must hand carry a copy of their unit letter of completion
or individual certificate to allow in-processing. If training was
previously completed, bring the most recent certificate of
completion.
13. (U) MEDICAL REQUIREMENTS - BLR.
13.A. (U) Per MILPERSMAN 1300-800 all personnel must be screened and
found medically suitable for operational/sea duty prior to the
exercise.
13.B. (U) The parent command is responsible for completing
operational screening for Active and Reserve Component personnel.
13.C. (U) All civilian personnel (U.S. or foreign), must be screened
IAW COMPACFLTINST 6320.3B. Guidance and appropriate forms are
available on C7F SIPR CAS site or via NIPR email upon request.
Screenings must be received via encrypted email by the BLR Senior
Medical Officer (SMO) NLT 10 days prior to reporting to BLR. If
secure delivery is not available, contact the BLR SMO for further
guidance at:
13.D. (U) Suitability is based partly on the capabilities of the
gaining units medical department. Any questions as to these
capabilities should be directed to the BLR SMO at:
13.E. (U) Specific medications and consumables may not be available
from the organic medical department. Personnel on chronic medications
or who utilize specific medical consumables should ensure they have
adequate stores for the entirety of the TDY period prior to arrival.
13.F. (U) If there is any doubt that a medical condition exists,
contact the nearest military medical/dental clinic for evaluation and
resolution of the condition.
14. (U) FORCE HEALTH PROTECTION/IMMUNIZATIONS FOR PERSONNEL ASSIGNED
TO DUTY IN KOREA.
14.A. (U) IAW USFK REG 40-7, all USNR personnel assigned to U.S.
units stationed in Korea are required to maintain the same force
health protection/immunizations that Active Duty assigned in Korea
are required to maintain or service members must have the appropriate
medical exemptions documented in their health records.
14.B. (U) Personnel must have current vaccinations against JEV
(Japanese Encephalitis Virus), tetanus, measles, mumps, and rubella
(MMR), Hepatitis-A, Hepatitis-B, typhoid, varicella (chicken pox) and
annual influenza. Personnel in Korea for greater than 14 days also
require anthrax and smallpox immunizations.
14.C. (U) Specific vaccination requirements for Korea are subject to
change; prior to travel, check

14.D. (U) All immunizations must be electronically reported via the
Medical Readiness Reporting System (MRRS) prior to travel to Korea.
14.E. (U) Personnel are required to contact nearest Military Medical
Treatment Facility (MTF) medical department representative prior to
departure to the exercise to verify theater immunization requirements
and MRRS documentation status.
14.F. (U) NEGATIVE COVID-19 POLYMERASE CHAIN REACTION TEST REQUIRED
TO ENTER ROK. Effective 12:00 am, on January 8, 2021(KST), all
foreign airline passengers arriving to the ROK are required to test
negative for the coronavirus within 72 hours of their departure. A
proof of a negative COVID-19 test (PCR) must be presented to the
airline personnel when a passenger boards an aircraft. Boarding will
not be permitted for foreign passengers without a negative COVID-19
test result issued within 72-hours. The test result should be
submitted to the quarantine authorities upon their arrival in the
ROK. The test result issued from the testing organization agency at
the country of departure must be original and in English (or Korean).
If the result cannot be issued in English or Korean, supplemental
translated certificates certifying the translation can be submitted
along with the original PCR test result. Name on test must match name
on boarding documents and official I.D. (Passport or CAC ID).
An antigen test does not meet the standard of testing required by the
ROK. Travelers with valid proof of COVID-19 vaccination are currently
not exempt from the testing requirement.
All Navy personnel who test positive for COVID-19 while executing
OCONUS travel must stop and execute restriction of movement (ROM)
procedures. If a test is positive, members should contact their Chain
of Command or Operational Support Officer (OSO) and Navy Reserve unit
immediately to coordinate modifications to their orders.
Navy Reserve Personnel on active-duty orders can get free testing at
a military treatment facility (MTF), but tests must be scheduled
prior to arrival and OCONUS orders are required. Test results will be
delivered within 24 hours after testing. Testing at commercial sites
is a reimbursable travel expense if the authorizing official (AO)
agrees that testing at an MTF was not available.
Members shall coordinate with the MTF or testing site in advance to
ensure PCR tests are available at the MTF, and to schedule a test and
coordinate retrieval of test results.
15. (U) BERTHING.
15.A. (U) C7F/BLR. After arrival onboard BLR, a detailed
indoctrination brief will be provided to cover shipboard routine,
safety, services and also answer any questions. CENTRIXS, SIPRNET and
NIPRNET account login information will be provided for embarkees that
submitted the proper paperwork in advance IAW paragraph 18. Embarkees
are required to complete online DOD Cyber Awareness training and
submit a completed System Account Access Request-Navy (SAAR-N) form.
15.A.1. (U) BERTHING ON BLR. During ROM (prior to berthing on BLR),
Per Diem type is GMR since three meals will be provided. Food will be
delivered by C7F volunteers and Officers are expected to pay for
meals while in ROM. Post ROM berthing will be available onboard BLR.
All augments are to berth on BLR.
15.A.2. (U) ITEM TO BRING WHILE EMBARKING ON BLR. SIPR token, working
uniforms, working uniform jacket, PT gear, bathrobe, towels, shower
shoes, soap and other toiletries, mesh laundry bag with pin, padlock.
Safety shoes (i.e. steel toe boots) are required. Bring warm base
layers. Work stations and berthing are often cold. Appropriate
civilian clothing should be brought for travel and storage space is
extremely limited onboard. Bring only essential items.
15.A.3. (U) SERVICES AVAILABLE ON BLR. Laundry service is available
onboard, as well as a small number of self-service washers and
dryers. A ships store and snack bar are open during various times
throughout the day. Disbursing, ships store (limited stock of health
and comfort items for purchase) and medical/dental facilities
(limited pharmacy) are available during posted hours. All purchases
made at the ships store, post office and vending machines are made\
with a Navy Cash Card. Embarkees can pick up a Navy Cash Card in the
disbursing office between the hours of 0900-1100 and 1300-1400.
Money can be put on the card at the disbursing office with cash only.
Checks are not accepted.
15.A.4. (U) PT. If the ship exercise rooms are open, individuals must
bring hand towels to use while conducting physical training.
15.A.5. (U) MAIL. Because this is a relatively short exercise, it is
strongly recommended that augments do not have personal mail
forwarded to BLR.
15.A.6. (U) SMOKING. Smoking is only permitted in designated areas.
Smoking or the use of tobacco products is prohibited in other
locations on the ship.
15.B. (U) BERTHING IN KOREA. Government berthing in Field Conditions
is directed where available. CNA are only issued by the government
lodging facility where government berthing is available and those
facilities are full or unavailable.
15.B.1. (U) BUSAN. A Memo for the Record will be issued by CNFK N4
for locations where government lodging is not available (Busan).
Commercial Lodging will be coordinated by CNFK for Navy participants
in Busan. A hotel reservation form will be provided via your chain of
command for lodging in Busan and available on the CNFK and C7F
Sharepoint sites:

CMR, no government messing is available. Billeting at CFAC is open-
bay barracks for all O-5 and below. NGIS rooms are made available for

16. (U) MESSING. Joint Federal Travel Regulation is the guideline to
determine Per Diem rates for each location (JFTR T4000-
T4075 App O Table 1, Pages O-15). For areas with military dining
facilities, service members must present endorsed orders to the
dining facility for each meal to receive field conditions (no-cost)
meals.
17. (U) PERSONAL ELECTRONIC DEVICES.
17.A. (U) Computers and Computing Devices. Personal computers are not
authorized to be connected to any LAN. USB connection to computers by
cell phones, personal digital assistance (PDA), IPOD/IPAD, external
hard drives, thumb drives and all other mobile computing devices is
prohibited. DSN phones, Combined Enterprise Regional Information
Exchange System-Korea (CENTRIXS-K/CX-K), SIPRNET and NIPRNET
terminals are available.
17.B. (U) SOFTWARE AND REMOVABLE MEDIA. Commercial software and
removable media (CD/DVD, thumb drives, external hard drives, etc.)
are prohibited.
17.C. (U) PORTABLE ELECTRONIC DEVICES (PED). PEDs are not authorized
in classified spaces, this includes Fitbits, I-Watches and other
similar devices.
18. (U) COMPUTER NETWORK ACCESS. CENTRIXS-K is the primary secure
communications network for exercise participants. To access CX-K from
the BLUE RIDGE network, participants will need to gain access to
SECRET REL-USA/KOR onboard BLUE RIDGE.
18.A. (U) Participants shall correctly complete and submit account
requests/SAAR-N forms and supporting documentation NET 01 February
2021 and NLT 15 February 2021. CENTRIX-K IS THE PRIMARY EXERCISE
ENCLAVE. ACCESS TO UNCLASSIFIED AND SECRET NETWORKS WILL BE LIMITED.
ACCOUNT CREATION FOR UNCLASSIFIED NETWORKS WILL BE FOR MISSION
ESSENTIAL ONLY. SECRET NETWORK ACCESS WILL BE FURTHER LIMITED. CNFK
WILL NOT ISSUE SIPR TOKENS The participants parent command security
manager shall complete and digitally sign the background
investigation/clearance portion in Part III of applicable SAAR forms.
Participants shall submit all required forms to the appropriate IT
POCs. IT POCs will verify that participants have correctly completed
the SAAR forms and other applicable forms, and will contact
participants to correct any discrepancies. Submitted forms shall not
have dates or signatures older than 30 days. Failure to submit
account request forms by 15 February 2021 will result in delayed
network access regardless of exercise start. Detailed information for
SAAR Forms below is provided below.
18.A.1. (U) SAAR-N FORM COMPLETION. The accurate completion of the
users SAAR-N form ensures that the account will be ready upon the
users arrival and minimizes time loss to administrative overhead.
18.A.2. (U) The most common reason for SAAR-N form (OPNAV 5239/14
Rev. 9/2011) rejection is incomplete blocks on SAAR-N form (i.e.,
lack of dates, email addresses, phone numbers, and supervisor
information). Users must ensure that blocks 1 - 16b and 23 - 25 are
correctly filled out. The information system owners will fill out
blocks 17 - 21 and the user's security manager will fill out blocks
26 - 30.
18.B. (U) SAAR-N FORM SUBMISSION. All blank SAAR-N forms can be
located on the C7F Unclassified public website at:

18.B.1. (U) ACCESS TO BLR NETWORKS. For CANES NIPR, SIPR, and BLR

Virtual Command Portal (VCP) and an ON-PEN email account via Outlook
Web Access (OWA). In addition to the SAAR-N form from para. 18.B.1,
users will be required to complete a CX-K SAAR-N form 2875, USFK
Classified CX-K Acceptable User Policy (AUP) form, and provide a copy
of their Cyber Awareness Training Certificate (FY20). All CX-K

19. (U) LIBERTY CONDUCT. As representatives of the United States
Navy, exercise participants shall maintain the highest standards of
conduct throughout the exercise. All liberty incidents, especially
those involving host nation nationals, cause damage to U.S. Military
and diplomatic efforts in theater. All exercise participants must
read and understand USFK/USFJ policies regarding COVID-19,
trafficking in persons and prostitution, prohibited substances,
antiterrorism, black marketing, sexual assault prevention and
response and travel prohibition. USFK command policy instructions are

19.A. (U) LIBERTY INCIDENTS. Notify supported commands.

liberty incident. Ensure CNFJ SDO is copied on all liberty incident

19.A.2. (U) KOREA. Notify CNRK Regional Security Officer at DSN 315-

20. (U) CONSUMPTION OF ALCOHOL. Augments must follow guidelines
directed by USFK and USFJ. Individuals who violate policy and
regulation are subject to punishment under the UCMJ.
21. (U) BUDDY SYSTEM. Per Ref B, all U.S. Navy service members newly
reporting to commands within Navy Region Korea will be required to
have a liberty buddy for the first 30 days within the ROK from the
hours of 0100 to 0500, daily, when not in a private residence, hotel
room, onboard a U.S. military installation, in the execution of
official duties, or transiting to or from execution of official
duties. Liberty buddy may be any DOD sponsored person that has been
residing in the ROK for more than 30 days.
22. (U) OFF-LIMITS AREAS.
22.A. (U) JAPAN. A listing of off-limits areas in Japan is available

23. (U) CURFEW. All exercise participants are subject to the USFK and
USFJ general orders regarding off-installation curfew.
23.A. (U) JAPAN. The USFJ instruction directs a 0100-0500 curfew only
for E-5 and below service members every day including holidays.

23.B. (U) KOREA. There is no currently active curfew policy. Any
change in policy will be provided SEPCOR.
24. (U) UNIFORMS/LOGISTICS/EQUIPMENT.
24.A. (U) AUTHORIZED UNIFORM. Prescribed uniform for participants is
the Navy Working Uniform (NWU) Type III. Flight suits are authorized
for those with an Aircrew designator IAW NAVADMIN 164/12. No dress
uniforms are required. Per direction from CFC CJ3, exercise
participants are not required to carry/wear issued field gear items
or to be issued/carry weapons. Casual civilian attire may be worn
during off-duty periods IAW local installation policy.
24.B. (U) CONTRACTED SERVICES. Organizations requiring contracted
service support through CFAC must send LOGREQ to CFAC Operations
Department NLT 01 August 2020 in the standard format contained in
NWP 1-03.1 OPNAV report symbol 4490-1. Contact CFAC Operations
Department for templates or other assistance.
24.C. (U) COMMUNICATIONS EQUIPMENT REQUIREMENTS. Participating units
have identified the majority of their IT needs at exercise planning
conferences. Unforeseen communications or IT requirements should be
addressed directly with the CNFK C4I Officer and in Unit LOGREQ.
25. (U) WEAPONS. Exercise participants will not be issued government
weapons. Participants shall not bring personally procured or owned
weapons of any type into Japan or the ROK.
26. (U) VEHICLES/DRIVING POLICY.
26.A. (U) GOVERNMENT VEHICLES. A valid stateside driver’s license and
a U.S. Government motor vehicle operator’s identification card
(OF-346) stamped "VALID IN KOREA" are required to drive any
government vehicles. A training session and test are required to

28. (U) REDEPLOYMENT.
28.A. (U) Upon completion of CCPT, all participants will be required
to conduct out-processing with the JPPC at their assigned duty
location. Participants located at Chinhae will check out with JPPC
Busan. All members must execute redeployment immediately. Task Force
LNOs check out at JPPC Humphreys. Any member that desires to take
leave or liberty after ENDEX must receive leave or liberty approval
via their chain of command and report such travel to CNFK.
28.B. (U) NEGATIVE COVID-19 TEST Requirement for travel to United
States. Requirement for Proof of Negative COVID-19 Test or Recovery
from COVID-19 for All Air Passengers Arriving in the United States.
All participants returning to the United States are required to get
tested before traveling by air into the United States (US), or be
prepared to show proof of a recent positive viral test and a letter
from a healthcare provider or a public health official stating that
the member is cleared to travel.
28.C. (U) For onward travel to any other country, see the Foreign
Clearance Guide for specific re-entry requirements.
28.D. (U) CNFK will conduct COVID-19 testing for all personnel in
Busan and Chinhae that require testing for onward travel. All other
locations should confirm with the local MTF a testing date and time
appropriate to meet their travel requirements. Any updates or changes
to this plan will be provided to the servicemember during the
training event via email and/or Microsoft Teams. Ensure email or
phone contact information is updated with JPPC_BUSAN(AT)FE.NAVY.MIL.
28.E. (U) All Navy participants will be out-processed with JPPC Busan
either in-person or virtually.
28.F. (U) Participants will use Incheon International Airport (ICN)
or Osan Air Base (for Patriot Express flights) as the Airport of
Embarkation (departure from the ROK). Gimpo Airport and Gimhae
Airport are not authorized APOEs. Transportation to the airport will
be provided from Busan and Chinhae by CNFK. At other locations,
transportation may be available from the Life Support team. More
information on return transportation will be promulgated during the
training event. Monitor Microsoft Teams for more information, contact
your regional AO, or email JPPC_BUSAN(AT)FE.NAVY.MIL if Teams is not
available. All Navy personnel assigned a Joint Billet should contact
their sponsor for redeployment transportation.
