APEC Symposium ‘Good Policy and Regulatory Practices for Facilitating Trade and Investment in Services – Toward the APEC Services Roadmap’ May 24 - 25 2016 Grand Hyatt Kuala Lumpur, 12, Jalan Pinang, Kuala Lumpur City Centre, 50450 Kuala Lumpur, Wilayah Persekutuan Kuala Lumpur, Malaysia Objectives Examine the key outcomes; learnings and ‘good policy principles and regulatory practices’ addressed throughout the service sector specific symposia inclusive of Accountancy, Legal, Financial, International Education, Transport and Logistics, Telecommunications and ICT, Mining and Energy, and Architectural and Engineering Services. Explore barriers to women’s economic participation through services-related policies and regulations to facilitate greater participation by women in the service sector; Finalise the work undertaken throughout the service sector specific symposia through the redrafting of the workshop compendium to; Finalise a set of Good Policy Principles for economies in the APEC Region to inform the APEC Services Roadmap Introduction Services providers within the APEC region want transparency, simplicity, flexibility, certainty, equality and coherence in domestic regulation impacting on services trade and investment. Most service providers want the opportunity to trade services and invest in each other’s economies the same way they provide services domestically. A series of 8 regional symposia on facilitating trade and investment in specific services sectors (accounting, legal, architectural and engineering, logistics and transport, telecommunications and ICT, mining and energy, financial and higher education services) have been held since 2009. The key outcome from these past symposia is the development of a ‘compendium’ of good policy and regulatory practices in services trade to be discussed in this final wrap-up meeting in Kuala Lumpur. Many of the barriers to trade and investment in services are found behind-the-border in domestic regulatory regimes. Past symposia addressed trade-related impediments to services competitiveness and worked to identify good policy and regulatory practices that would facilitate trade and investment in the service sectors under consideration. Market access and national treatment, transparency, cross-border movement of business persons, domestic regulation (in particular qualifications and licensing regimes) were addressed in terms of identifying principles compatible as far as possible with trade agreements, a competitive environment and services trade and investment facilitation at domestic and international levels. This symposium will work to bring together the good policy and regulatory practices from past symposia into one set of recommendations to be utilised in formulating the APEC Services Roadmap. This symposium is funded by the Australian Department of Foreign Affairs and Trade.

Introduction

ServicesproviderswithintheAPECregionwanttransparency,simplicity,flexibility,certainty,equalityandcoherenceindomesticregulationimpactingonservicestradeandinvestment.Mostserviceproviderswanttheopportunitytotradeservicesandinvestineachother’seconomiesthesamewaytheyprovideservicesdomestically.

Aseriesof8regionalsymposiaonfacilitatingtradeandinvestmentinspecificservicessectors(accounting,legal,architecturalandengineering,logisticsandtransport,telecommunicationsandICT,miningandenergy,financialandhighereducationservices)havebeenheldsince2009.Thekeyoutcomefromthesepastsymposiaisthedevelopmentofa‘compendium’ofgoodpolicyandregulatorypracticesinservicestradetobediscussedinthisfinalwrap-upmeetinginKualaLumpur.

Manyofthebarrierstotradeandinvestmentinservicesarefoundbehind-the-borderindomesticregulatoryregimes.Pastsymposiaaddressedtrade-relatedimpedimentstoservicescompetitivenessandworkedtoidentifygoodpolicyandregulatorypracticesthatwouldfacilitatetradeandinvestmentintheservicesectorsunderconsideration.
