2012 年 11 月 10 日至 11 日，由世界中医药学会联合会主办、马来西亚华人医药总会承办的第九届世

界中医药大会在马来西亚古晋市婆罗洲会展中心隆重举行。大会的主题是“发展中医药，对人与自然和谐

作贡献”。

2012 年 11 月 10 日，大会举行了隆重的开幕式。佘靖主席代表主办方-- 世界中医药学会联合会致欢

迎辞，马来西亚卫生部部长廖中莱先生、中国驻古晋总领事李树钢先生、马来西亚华人医药总会会长丁家

骅先生以及大会协办单位代表中国医药物资协会常务副会长刘忠良出席了大会开幕式并分别致辞。开幕式

由世界中联副主席兼秘书长李振吉教授主持。

本次大会共有来自中国内地、中国香港、中国台湾、越南、泰国、巴基斯坦、新加坡、日本、韩国、

印度尼西亚、文莱、菲律宾、南非、加蓬、美国、加拿大、英国、荷兰、瑞士、意大利、新西兰、澳大利

亚等 26 个国家和地区的 1000 多位代表参加。

世界中联副主席、新加坡中医师公会副会长赵英杰教授、世界中联风湿病专业委员会会长王承德教

授、中国中医科学院广安门医院姜泉教授、中国中医科学院首席研究员孙树椿教授、福建中医药大学王和

鸣教授、广东省中医院禤国维教授和中国台湾中西结合神经医学会荣誉理事长李政育教授分别发表了主题

演讲，内容有《原发性肺癌的证治探讨》、《中医风湿病学科回顾与展望》、《中医治疗风湿病的关键问题》、

《中医骨伤传承与发展》、《中医药治疗强直性脊柱炎》、《补肾法在皮肤科的应用体会》和《在台湾恶性肿瘤

中西结合共治法探讨》。主题演讲突出了中医药国际化和中医诊疗特色，展示了中医药理论和临床的新进展。

大会设立了 10 个学术交流分会场，100 余位专家学者作了专题学术报告，涉及到中医药国际化、标准

化研究，中医基础理论与临床实践，针灸理论研究与临床应用，中药开发和服务贸易等方面的内容。突出

了中医药临床的特色优势，展示了中医药现代化、标准化、国际化的进程，体现了中医药对人与自然和谐

作出贡献这一主题。大会共收到学术论文 300 多篇。

大会设置了工作坊，为各国代表提供了临床诊疗技术和成果现场展示，与会代表参与积极，交流活跃。

大会附设了“中医药产品暨服务贸易展览会”。参展的中国企业有山西亚宝药业集团股份有限公司、

江阴天江药业、深圳三九中医药投资发展有限公司等中药生产企业，海外企业有裕华（东马）有限公司、

顺天堂制药厂、德安药厂等共计 8家，展示了企业的新技术和新成果。

大会组织了现场义诊咨询服务，共有来自中国和新加坡的 14 位中医专家为当地 100 多位民众进行现

场义诊。专家们高尚的医德和精湛的医术得到当地民众普遍赞扬。义诊活动的开展，扩大了中医药在马来

西亚的影响，促进了中医药事业的国际传播与发展。

第九届世界中医药大会在中国国家中医药管理局、马来西亚卫生部、马来西亚会议会展局及马来西亚

砂劳越会议局的大力支持下，在马来西亚华人医药总会的认真组织安排下，在全球中医药同仁的共同努力

下取得圆满成功。

Organized by World Federation of Chinese Medicine Societies, hosted by Federation of Chinese Physicians and

Medicine Dealers Associations of Malaysia, the 9th World Congress of Chinese Medicine was grandly held in Bor-

neo Convention Centre Kuching, Sarawak, Malaysia, and the theme of this congress is “Traditional Chinese Medi-

cine-Contributing Factor to the Harmony of Human and Nature”.

A grand opening ceremony of the congress was held on November 10th, 2012. Prof. She Jing, the chairperson of

WFCMS on behalf of the organizer—WFCMS gave a welcome speech. Y.B. Dato’ Sri LiowTiong Lai, Minister of

Health, Ministry of Health Malaysia, Li Shugang, the consul-general of Consulate General of China in Kuching,

Ting KaHua, the president of Federation of Chinese Physicians and Medicine Dealers Associations of Malaysia and

Liu Zhongliang, representative of hosts of the Congress and standing vice president of China Medical and Phar-

maceutical Material Association attended the opening ceremony and delivered speeches respectively. The opening

ceremony was presided over by Prof. Li Zhenji, Vice Chairperson and Secretary-General of WFCMS.

Over 1000 delegates attended the congress from 26 countries and regions including Mainland of China, Taiwan,

Viet Nam, Thailand, Pakistan, Singapore, Japan, Korea, Indonesia, Brunei, the Philippines, South Africa, Gabon,

USA, Canada, England, Netherlands, Italia, Switzerland, Australia and New Zealand, etc.

There were seven keynote lectures in the congress highlighting the characteristics of TCM Clinical practice, TCM

internationalization and the latest progress and developments of TCM clinical research and basic research, etc.,

which were Discussion on TCM treatment for Primary Lung Cancer by TeoEngKiat, The Review And Outlook Of

Rheumatology Of TCM by Wang Chengde, The Key Questions in Treating Rheumatology with Traditional Chinese

Medicine (TCM) by Jiang Quan, The Inheritance and Development of TCM Orthopedics by Sun Shuchun, Chinese

Medicine for Treating Ankylosing Spondylitis by Wang Heming, The Use of Kidney-Nourishing Therapy Expe-

rience in the Clinical Dermatology by Xuan Guowei and A Study of Combined Traditional Chinese and Western

Medicine Approaches to Treatment of Malignant Tumors in Taiwan by Lee Chen-Yu.

There were 10 parallel sessions for academic exchange in the congress, and more than 100 experts and scholars

made special academic reports covering the internationalization of TCM, standardization research, the basic theo-

ry of TCM and its clinical practice, research on acupuncture theory and its clinical applications, Chinese Materia

Medica development and trade in services, etc. Academic exchange highlighted the characteristics of TCM Clini-

cal practice, showed people the modernization, standardization and internationalization of TCM, and reflected the

theme “Traditional Chinese Medicine-Contributing Factor to the Harmony of Human and Nature”. The congress

received more than 300 academic papers.

Besides, with the active participation of people， there were workshops to provide delegates opportunities for

demonstration of techniques for clinical diagnosis and treatment.

During the congress, there was also “Exhibition for TCM products and Trade in Service” which showed people

enterprises’ new technology as well as new achievement. 38 enterprises including YABAO PHARMACEUTICAL

GROUP CO., LTD, Tianjiang Pharmaceutical Co.,Ltd, China Resources Sanjiu Medical & Pharmaceutical Co.,

Ltd, and YUEHUA (EM) SDN BHD, etc. participated in this exhibition.

The congress organized on-site volunteer medical consultation. A total of 14 TCM experts from China and Singa-

pore provided consulting services to local people and their noble ethics and excellent medical skill were praised by

local people. The volunteer medical consultation expanded the impact of TCM in Malaysia and promoted interna-

tional spread and development of TCM cause.

The 9th World Congress of Chinese Medicine got great supports from State Administration of Traditional Chinese

Medicine, P. R. China, Ministry of Health of Malaysia, Malaysia Convention and Exhibition Bureau and Sarawak

Convention Bureau. The 9th WCCM was a successful one with the contribution of the considerable arrangement of

Federation of Chinese Physicians and Medicine Dealers Associations of Malaysia and efforts of all the TCM talents

all over world.

尊敬的各位来宾、女士们、先生们：

今天，第九届世界中医药大会在马拉西亚古晋市隆重召开。在此，请允许我代表大会的主办方——世

界中医药学会联合会，对来自世界各地的参会代表表示热烈的欢迎！对会议承办方——马来西亚华人医药

总会精心筹备组织与周到安排表示诚挚的谢意！对马来西亚卫生部、会议会展局、沙捞越州政府、会议局

等单位和部门给予会议的支持表示衷心的感谢！

本届大会的主题是“发展中医药对人与自然和谐做出贡献”。当今世界促进人与自然和谐发展是重要

课题。中医药是具有完整的理论体系和确切的临床疗效的医学科学，历经数千年而不衰，至今在中国它与

现代医学共同承担着中国民众的医疗卫生保健任务，并对人类的文明进步起了积极作用。在新的历史时

期，发挥中医药的特色与优势，包括天人合一的整体观念、未病先防的保健养生理念、个性化的辨证论

治、求衡性的防治原则、人性化的治疗方法、多样化的干预手段、天然化的用药取向等，为民众健康服

务，将有利于人与自然的和谐发展。这次大会专题演讲和学术交流的内容包括：中医药经典著作理论阐明

与临床应用；人与自然之和谐共处在预防医疗领域中的体验；中医儿科、风湿骨伤、肾病等临床心得；中

医药特色疗法如针灸、推拿、药敷等理论与临床实践 ;道地药材与中医药可持续发展等重要问题。

会议设立了中医药产品展和专家工作坊，为代表提供了展示临床技术和推广研发成果的机会，相信各

位参会代表通过研究探讨，交流经验、相互切磋，一定能获得实实在在的收获。

本次会议期间，我们将同时召开世界中医药学会联合会第三届第三次理事会会议和第二次监事会会

议，主要任务是听取讨论世界中联秘书处年度工作报告，讨论并通过《世界中联中医药机构评估办法》，

研究世界中联成立十周年庆祝活动方案，希望全体与会理事、监事共同努力开好大会，完成预定任务。

当前，中医药国际化发展的环境与条件进一步改善和提高。第 62 届世界卫生大会通过了《传统医学

决议》，敦促各成员国推动将传统医学纳入国家卫生服务体系中予以发展。国际标准化组织中医药（暂定

名）技术委员会已经成立，国际疾病分类与代码（ICD）首次将中医药等传统医药纳入，“中医针灸”被

列入“人类非物质文化遗产代表作名录”，《黄帝内经》和《本草纲目》两部中国古籍被列入“世界记忆名

录”，中医药已经传播到 160 多个国家与地区，不少国家明确了中医药特别是针灸的法律地位，将其纳入

医疗保险范畴，随着健康观念的变化和医学模式的转变，中医药的理论和技术，正逐步得到认可和接受，

中医药的发展有广阔的空间和良好的前景。

我们衷心希望世界中联的会员、全世界的中医药工作者、专家和学者携起手来，共同推进各国中医药

团体之间和中医药学与世界各种医学之间的交流与合作，不断提高中医药业务水平，继承和发展中医药

学，使中医药能为人类健康做出更大贡献！

Address to the Opening Ceremony of the 9th World Congress of Chinese MedicineShe Jing10 November 2012-10-16

Distinguished guests, ladies and gentlemen:

Today, the 9th World Congress of Chinese Medicine is held in Kuching city of Malaysia. And please allow me to

represent the organizer of the Congress – World Federation of Chinese Medicine Societies to express the warm wel-

come to the participants from all around the world, to express our sincere appreciation to the careful organization

and arrangement made by the Chinese Physicians & Medicine Dealers Associations of Malaysia, to express thanks

to the Ministry of Health of Malaysia, Malaysia Convention & Exhibition Bureau, Sarawak state government and

Sarawak Convention Bureau for their strong support to the Congress.

The theme of the Congress is ‘Developing traditional Chinese medicine for the harmony between human beings

and Nature’. Today, it is a major problem to advance the harmonious development between human beings and Na-

ture. Traditional Chinese medicine, a medical science with complete theoretical system and confirmed clinic effica-

cy, thrives for thousands of years, nowadays undertakes the responsibility of advancing the healthcare of Chinese

people together with modern medicine, and plays positive role in the progress of human civilization. In the new his-

toric period, it is beneficial to the harmonious development of human and Nature by expressing the characteristics

and advantages of TCM, which include the holism between human and Nature, healthcare and life nurturing theory

of prevention before disease onset, individualized syndrome differentiation, prevention principle of striving for

balance, natural medication orientation. The content of the keynote speeches and academic exchanges covers: elab-

oration and clinical application of theories in TCM classical works; experience of the harmony between human and

Nature in preventive medical field; clinical experience of TCM pediatrics, rheumatism, orthopedics and traumatol-

ogy, and nephrosis; theory and clinical practice of characteristic TCM therapies like acupuncture, tuina, and dress-

ing; genuine regional material medica and the sustainable development of TCM, etc. In the period of the Congress,

we establish TCM production exhibition and expert workshop and they provide opportunities for exhibiting clinical

techniques and spreading research achievement. We believe that all the participants would gain from the meeting

by discussing and communicating with each other. In the meantime of the Congress, we will host the 3rd Session of

the 3rd Council and the 2nd Session of the 3rd Board of Supervision. Main purposes of the session are to attend the

reporting of annual work of the secretariat of WFCMS, to discuss and adopt “Estimation principles of TCM insti-

tutions of World Federation of Chinese Medicine Societies”, to discuss the celebration plan of the 10th anniversary

of the foundation of WFCMS. We hope participants could actively take part in the Congress and achieve expected

missions by common efforts.

Currently, the environment and conditions of the international development of TCM are improved further.

The 62nd World Health Assembly passed “Traditional Medicine Resolution” to urge all member countries to in-





clude traditional medicine into their national healthcare service system. TCM Technical Committee of International

Standard Organization has been established. International Classification of Disease and Code (ICD) brings tradi-

tional medicine like TCM into their column in the first time. “TCM acupuncture and moxibustion” is listed into “The

Masterpieces of the Oral and Intangible Heritage of Humanity”, and Huangdi’s Internal Classics and Compendium

of Materia Medica are listed into “Memory of the World Register”. TCM has spread into over 160 countries and re-

gions. Many countries clearly confirmed the judicial status of TCM, especially acupuncture, and include TCM into

the scope of medical insurance. With the change in the perception of health and the change in the medical mode,

theories and techniques of TCM are gradually recognized and accepted. TCM enjoys a broad space and a promising

future.

We sincerely hope that members of WFCMS, TCM practitioners, experts and scholars around the world could in-

tegratedly promote the communication and cooperation between different TCM groups, between TCM and other

medicines in the world, improve TCM professional levels, inherit and develop TCM so as to make bigger contribu-

tions to human health!

In the end, may the 9th World Congress of Chinese Medicine crowned with complete success!

世界中联副主席兼秘书长李振吉教授闭幕式致辞


Remarks on the Closing Ceremony of the 9th World Congress of Chinese Medicine


佘主席、各位副主席，各位专家，代表、女士们、先生们：

第九届世界中医药大会在各方面的共同努力下，经过两天紧张而又紧凑的工作，大会即将顺利闭幕。

在此我仅代表大会组委会向来自世界各地的参会代表表示感谢，同时也对世界中联理事会参加会议组织的

成员，组委会各有关方面的成员为大会的成功举办所付出的巨大努力表示衷心的感谢。

本次会议参会人员约 1000 余人，共收到论文 300 多篇，其中收录 223 篇。本次大会论文内容主要包

括中医理论和治疗技术的继承与创新，中医药骨科、儿科、肾病科、风湿科的学科发展、临床研究和应

用，中医药在艾滋病领域的研究和应用，道地药材的保护和利用等，为世界中医药医教研人员和专家提供

又一次交流与探讨的良好机会。同时大会还开办工作坊，演示了中医心理，中医手法等，为与会者提供学

习新技能和新方法的机会，会议同期举办的展览展示会也得到参会者的广泛关注。会议期间还顺利召开了

世界中联第三届第三次理事会与第二次监事会，顺利完成各项工作。

这次会议的成功举办与大会组委的辛勤努力以及广大会议代表的热情参与与支持息息相关，它的成功

举办又一次促进了国际中医药学术的交流与发展，对大会主办地马来西亚及东南亚地区的中医药事业的发

展无疑也注入了新的活力，希望马来西亚的中医药事业来年取得更大进步，为东南亚地区中医药乃至世界

中医药的发展作出新的贡献。

世界中医药大会至今已成功召开了九届，它在世界上的知名度日益扩大，我们希望将它办成世界中医

药界最具影响力的盛会。第十届世界中医药大会及世界中联成立十周年庆祝活动将于 2013 年在美国加利

福尼亚州的旧金山湾召开，我们期待来年与各位再度相会。

Remarks on the Closing Ceremony of the 9th World Congress of Chinese MedicineLi Zhenji, Vice-Chairperson & Secretary-General of WFCMS

Distinguished Chairperson She, vice-Chairpersons, experts, representatives, ladies and gentlemen:

The 9th World Congress of Chinese Medicine, embodying common effort of all parties, is going to end smoothly

after two days of intense but orderly work. On behalf of the organizing committee, I express my gratitude to all rep-

resentatives from all over the world. At the same time, I sincerely express my thanks to the members of the Council

participating the meeting and the organizing committee for their tremendous hard work.

We have about 1000 participants attending the congress and we received over 300 papers, 223 of which have been

included into the proceedings of the congress. The contents of the papers cover the inheritance and innovation of

traditional Chinese medicine theories and treating techniques, the development, clinical research and application

of TCM Orthopedics, Pediatrics, Nephrology and Rheumatology, the research and application of TCM to the

treatment of AIDS, and the protection and utilization of genuine regional material medica. The congress provided

an excellent platform for medical professionals, teachers, researchers and experts to communicate and to discuss.

Meanwhile, the congress opened up workshops for demonstrating TCM psychology and TCM manipulations, etc,

providing chances for participants to learn new skills and new methods. The exhibition along with the congress also

attracted wide attentions of participants. Moreover, the 3rd session of the 3rd Council and the 2nd Session of the

3rd Board of Supervisors was held smoothly, with all the missions perfectly achieved.

The success of this congress is tightly connected with diligent work of the congress organizing committee and

ardent participation and support of all the representatives. The congress promoted the academic communication

and development of international TCM and injected new vitality into the development of TCM course in Malaysia

and Southeast Asia. We hope the course of TCM of Malaysia will make greater progress in the following year, and

make new contribution to the development of TCM in Southeast Asia or even in the whole world.

World Congress of Chinese Medicine has been successfully held for 9 times so that it enjoys growing publicity in

the world. Furthermore, we hope it will develop to be the most influential meeting in the TCM field in the world.

The 10th World Congress of Chinese Medicine and the 10th anniversary celebration of the foundation of WFCMS

will be held in 2013 in San Francisco Bay, California. We look forward to meet you all there in the next year.

世界中医药学会联合会召开第三届第三次理事会与第二次监事会会议

2012 年 11 月 11 日，世界中医药学会联合会在马来西亚古晋召开了世界中联第三届第三次理事会与第

二次监事会会议，李振吉副主席兼秘书长主持了会议。

会议听取了佘靖主席关于《世界中联 2011-2012 年度工作报告》，李振吉秘书长关于《世界中联中医

药机构评估办法（草案）》的报告，以及《世界中联国际会议体系建设情况》、《世界中医药大会学术委员

会设置方案》和《世界中联成立十周年系列庆祝活动草案》的报告，并就各项报告进行了充分的讨论。会

议还通报了世界中联 2012 年下半年新增的团体和个人会员名单。

美国华裔中医药总会介绍了《第十届世界中医药大会筹备进展》，澳大利亚、加拿大、新加坡、西班

牙、荷兰等会员单位介绍了中医药在本国的发展现状及本团体 2013 年的学术交流计划，并为秘书处今后

的工作提出了意见和建议。

November 11th, 2012, and it was presided over by Prof. Li Zhenji, Vice Chairperson and Secretary-General of WF-

CMS.

There are reports inlucing2011-2012 Annual Work Report of WFCMS given By Ms. She Jing, the chairperson of

WFCMS, Rules of Traditional Chinese Medicine Institutions Assessment of World Federation of Chinese Medicine

Societies (Draft) given By Mr. Li Zhenji, vice chairperson and the secretary-general of WFCMS, the building-up of

the system of WFCMS international conferences, The Plan of Establishing Academic Committee of World Congress

of Chinese Medicine and the Series of Celebration Activities for the Tenth Anniversary of Establishment of WFCMS

(Draft for discussion)in the meeting, and delegates discussed those reports presented by the secretariat. The meet-

ing also announced the name list of new members of the second half of year 2012

During the meeting, American Association of Acupuncture & Oriental Medicine introduced the progress of prepara-

tion of the 10th World Congress of Chinese Medicine. Member units from Australia, Canada, Singapore, Spain and

Netherlands, etc. introduced the development of TCM in their countries or region and academic communication of

2013, and put forward opinions and suggestions on future work to the secretariat.
