    Background:

    The Office for Democratic Institutions and Human Rights (ODIHR) is the principal institution of the OSCE responsible forthe human dimension. ODIHR is active throughout the OSCE area in the fields of election observation, democraticdevelopment, human rights, tolerance and non-discrimination, and the rule of law. ODIHR's assistance projects andother activities are implemented in participating States in accordance with ODIHR's mandate. The priority issues that theODIHR Roma and Sinti Program is addressing include: monitoring, advising, assisting and reporting on theimplementation by the participating States of the 2003 Action Plan on Improving the Situation of the Roma and SintiWithin the OSCE Area (the Action Plan). In addition, ODIHR is tasked by the Action Plan to conduct its own activitiesaimed at improving the situation of Roma and Sinti.

    Tasks and Responsibili ties:

    Under the general supervision of ODIHR's First Deputy Director, the Senior Adviser on Roma and Sinti Issues, Chief ofthe Contact Point for Roma and Sinti Issues (CPRSI) performs the following functions:- Formulating and implementing the programme, budget and work plan for the CPRSI in line with ODIHR overallmandate and specific tasks entrusted by OSCE participating States to the CPRSI;- Managing and supervising the work of the CPRSI;- Monitoring and analyzing the political, social and economic situation in regions with Roma and Sinti communities,with a specific focus on legislation and state practices affecting Roma and Sinti populations;- Monitoring, analyzing, and reporting on how the OSCE participating States are implementing their OSCE commitments

    in the protection of human rights as applied to Roma and Sinti, and how participating States have been fulfilling thespecific recommendations made in the Action Plan; reporting on findings to the Director of ODIHR and to OSCEinstitutions affiliated with the programme;- Upon request, advising and assisting participating States with development and implementation of national legislationand policies relevant to Roma and Sinti communities;- Enhancing international co-operation in this field by promoting best practices, debates and exchanges of experience;- Facilitating contacts on Roma and Sinti issues among governments of OSCE participating States, organizations of theUnited Nations system, the Council of Europe, institutions of the European Union, other internationalorganizations/institutions and non-governmental organizations;- Advising the OSCE/ODIHR and assuming a proactive role to respond in a timely and effective manner to crisis andconflict situations involving Roma and Sinti;- Facilitating equal access of Roma and Sinti, in particular women and youth, to employment opportunities in the OSCEinstitutions and field operations according to relevant rules and procedures of the respective organizations; organizing

    and supervising internship programmes to develop skills and provide work experience to members of the Roma and Sinticommunities;- Performing other related duties as required.

    Necessary Qualifications:

    - Advanced University degree in Law/International Law, Political Science, Social Sciences or another related field;- Eight years of progressively responsible professional experience in government or international administration,including some years of work in the field of human rights and Roma and Sinti issues;- Experience in leading and managing teams of professionals from muti-cultural backgrounds;- Awareness of technical co-operation principles, concepts and techniques;

    - Political intuition; organizational and analytical skills; resourcefulness, initiative and maturity of judgment;- Excellent working knowledge of English and drafting skills; knowledge of another OSCE language is an asset;- Knowledge (even limited) of the Roma language is desirable;- Computer literacy;- Ability to co-operate effectively with people of different national and cultural backgrounds;- Gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.

    Remuneration Package:

    Monthly remuneration, subject to social security deductions as well as monthly changes of the post adjustment multiplierand exchange rate, is approximately EUR 6,000 (single rate) and approximately EUR 6,400 (dependency rate). OSCE

    salaries are exempt from taxation in Poland.

    Social security will include participation in the Vanbreda International medical insurance scheme and OSCE ProvidentFund maintained by the OSCE. The Organization contributes an amount equivalent to 15% of the employee's salary tothis Fund and the employee contributes 7.5%. Other allowances and benefits are similar to those offered under theUnited Nations Common System.Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointingauthority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
