「專業能力評估」是由職業訓練局( 簡稱職訓局) 1 提供的本地職業技能評估 ( 即能力資格) ， 此評估大部分是參考香港資歷架構下為相關行業所制訂的《能力標準說明》或《資歷級 別通用指標》作基準而釐訂。目的是為行業提供一個平台，提升從業員的專業水平，釐訂 行業技術標準，使從業員/ 考生取得認可資格。現時教育和培訓理念不斷革新，並倡導終身 學習，任何人士，不論背景，只要可以證明其技能，縱使透過不同方法學習，其技能水平 都應該獲得認可。因此，專業能力評估是一個以「技能為主」的「公開考試」，這不但幫 助行業訂下統一的技術標準，更可協助僱主聘用合適的人才。所有從業員及學生都是專業 能力評估的考核對象。美容業及美髮業為「專業能力評估」先導計劃的首批行業。 VA is a territory-wide competency assessment (i.e. skills qualification) offered by the Vocational Training Council (VTC) 1 , by making reference mainly to the relevant Specification of Competency Standards (SCS) or Generic Level Descriptors (GLD) under the Qualifications Framework (QF). It aims to provide a platform to enhance the quality of the local workforce and ascertain in-service practitioners/ candidates have attained the level of a unified competency. Under the new realm of education and training which encourages lifelong learning, "anyone who can demonstrate his/ her skills or competency, regardless of his/ her background, and irrespective of the context where the learning originally took place, should be provided with the opportunity to gain recognized qualifications." Therefore, VA could be considered as a "public examination on skill aspect" that can help the industry to standardize the skill levels as a whole and help employers to identify right talents. Both in-service practitioners and students are the target participants of VA. Beauty Care and Hairdressing have been selected as the pilot areas in the VA system. Vocational Assessment (VA) 「專業能力評估」 為推動「專業能力評估」的發展，職訓局與多方協商合作，推出「一試多證」計劃，讓通過 「專業能力評估」人士，其資歷可與內地及國際相關專業資歷認可。現時，美容業及美髮業 的「一試多證」已獲以下三項認可：(i) 香港專業能力評估，(ii) 中國國家職業資格 2 及(iii) 國 際專業標準聯盟 3 ( 即International Professional Standards Network，簡稱ipsn) 。考生只須通過 一個考試，便可獲取三張證書( 包括香港專業能力評估、國家職業資格及ipsn 證書) 。考生取 得三張證書亦證明其職業技能獲國際認可，達致取得「技能護照」 國際通行的終極目標。 有關計劃已推展至其他行業，包括安老服務、印刷等。 Building on the VA system, multipartite negotiation and collaborations are arranged to further develop "One Examination, Multiple Certification (OEMC)" system in order to achieve national and international recognitions. At the present moment, OEMC for the Beauty Care and Hairdressing industries have been recognized by (i) VA of Hong Kong, (ii) National Occupational Qualification 2 (NOQ) of Mainland China; and (iii) International Professional Standards Network (ipsn) 3 . Candidates passing the OEMC will be awarded three certificates (i.e. VA of Hong Kong, NOQ of Mainland China and ipsn certification). These certificates are evidence on the competency standards of the holders and will serve as a "skill passport" in the long run. Under the system, the Chinese Government establishes the standards and conducts assessment to candidates of various occupations on their level of knowledge, skill and abilities. Under the NOQ, it is classified into 5 levels (ranging from elementary skilled to senior technician levels). As appointed by the Chinese Government, the Guangdong Occupation Skill Testing Authority under the Guangdong Human Resources and Social Security Department is responsible for all matters of NOQ in Guangdong. 國家職業資格(NOQ) 是中國國家職業資格認證系統。由中國政府為不同工種訂立行業標準和進行理論知識及技術評估，設訂國家職業 資格，並訂有5個級別( 從基本技能至高級技師水平不等) 。NOQ由政府委任的單位負責，廣東省的國家職業資格認證系統工作則由廣 東省人力資源和社會保障廳轄下的「廣東省職業技能鑑定指導中心」負責。 ipsn, with the secretariat based in Australia, aims to increase recognition through certification of internationally developed industry standards. In return, practitioners can gain eventual international recognition. 「專業能力評估」是由職業訓練局(簡稱職訓局)1 提供的本地職業技能評估 (即能力資格)，

別通用指標》作基準而釐訂。目的是為行業提供一個平台，提升從業員的專業水平，釐訂
行業技術標準，使從業員/考生取得認可資格。現時教育和培訓理念不斷革新，並倡導終身
學習，任何人士，不論背景，只要可以證明其技能，縱使透過不同方法學習，其技能水平
都應該獲得認可。因此，專業能力評估是一個以「技能為主」的「公開考試」，這不但幫
助行業訂下統一的技術標準，更可協助僱主聘用合適的人才。所有從業員及學生都是專業
能力評估的考核對象。美容業及美髮業為「專業能力評估」先導計劃的首批行業。
VA is a territory-wide competency assessment (i.e. skills qualification) offered by the Vocational Training Council (VTC)1, by making reference mainly to the relevant Specification of Competency Standards (SCS) or Generic Level Descriptors (GLD) under the Qualifications Framework (QF). It aims to provide aplatform to enhance the quality of the local workforce and ascertain in-service practitioners/ candidateshave attained the level of a unified competency. 為推動「專業能力評估」的發展，職訓局與多方協商合作，推出「一試多證」計劃，讓通過
「專業能力評估」人士，其資歷可與內地及國際相關專業資歷認可。現時，美容業及美髮業
的「一試多證」已獲以下三項認可：(i)香港專業能力評估，(ii)中國國家職業資格2及(iii)國
際專業標準聯盟3(即International Professional Standards Network，簡稱ipsn)。考生只須通過
一個考試，便可獲取三張證書(包括香港專業能力評估、國家職業資格及ipsn證書)。考生取
得三張證書亦證明其職業技能獲國際認可，達致取得「技能護照」 國際通行的終極目標。

Building on the VA system, multipartite negotiation and collaborations are arranged to further develop "One Examination, Multiple Certification (OEMC)" system in order to achieve national and international recognitions. National Occupational Qualification (NOQ) is the National Occupational Certification System in the Mainland China.
