Virginia Indian Commemorative Commission Meeting
January 6, 2011 11 AM12 PM

Vice Chair Delegate Chris Peace opened the meeting at approximately 11:05 AM. At hisrequest, the members each introduced themselves. Delegate Peace also noted that Chief Stephen
Adkins of the Chickahominy and Chief Lynette Allston of the Nottoway were among thoseattending the meeting.
The first item of business addressed was the appointment of members of a TechniqueSubcommittee, which will be responsible for :
tribal community outreach,
compiling public comment,
obtaining lists of public artists and American Indian artists, with assistance from the NationalMuseum of the American Indian and the Commissions advisors, and
delivering the desired commemorative messages from the Message Subcommittee to artists witha request for proposals.
It was determined that this Subcommittee would be chaired by Susan Schaar, with members
including Senator Don McEachin, Alice Lynch, Jim Wootton, Delegate Chris Peace, Deanna
Beacham (Weapemeoc, SNR/VCI), Kevin Brown (Pamunkey), Chief Lynette Allston(Nottoway), Bert Jones (DGS), and representatives from the Monacan, Chickahominy and Upper
Mattaponi tribes to be chosen by those tribes.

The next item of business was a report from the Message Subcommittee, chaired by DelegateDelores McQuinn. Delegate McQuinn reported that the Message Subcommittee met on
September 14, 2010. The committee consensus regarding messages that the commemoration
should yield included the following;
Show the Native struggle and challenges through the years, but also emphasize the positiveoutlook of the Virginia Indian community.
Hold charettes to gather public opinion, particularly from the tribal communities.
Show the Native place in Virginia history and contributions to society.
Delegate Peace then asked for comments from the commission. Member Chief Ken Adams
stated that care should be taken in selecting any history events depicted from among thethousands of events involving Virginia Indians, and that the selection of events should be made
as soon as possible. He reiterated the importance of directional orientation, as the group had
indicated that the Native preference was toward the east. He said that Native plantings chosen
should be low maintenance, and that the permanence of the memorial was very important. Chief
Adams and Powhatan Owen have volunteered to hold charettes at the tribal communities duringthe first quarter of 2011. The schedule of planned charettes will be sent to all Commission
members who are urged to attend as many as they can. Member Frances Broaddus-Crutchfieldadded that the memorial should honor Virginia Indians from the earliest habitation of Virginia
through time into the future and to eternity.
Comments from the public were then solicited. Deanna Beacham stated that Nissa Bean of
Virginias Department of Conservation and Recreation, who is in charge of the Greening
Virginias Capitol Project on Capital Square, has said that Native plants were to be included in
the rain gardens being built as part of that project, so that the Commission can observe how theygrow and their maintenance requirements. She also said that the Greening Project would be glad
to work with the Commemorative Commission to incorporate Native and green elements into the
design. Delegate Peace asked that Nissa Dean be added to the notification list for the
Commission meetings.
Karenne Wood asked that the meaning of the word charette be clarified. The term means an
intense period of design activity for a project, and is being used by the Commission to describepublic meetings to solicit public opinion regarding the design of the Commemoration.
Chief Steve Adkins thanked Delegates Peace and McQuinn for their efforts on behalf of theVirginia Indian Commemorative Commission.
Delegate Peace then reviewed the next steps for the Commission, which included circulating the
minutes of this meeting, scheduling and holding the charette meetings, and distributing theinformation gathered at those meetings to the Commission members. There being no further
business, the meeting was adjourned at approximately 11:40 AM.
