1. Bologna-proces
1998-2010 Bologna-proces start met Sorbonne-
verklaring (25/05/98) en vaste in Bologna-verklaring (19/06/99)
uniek fenomeen: de iure geen bindendinternationaal verdrag, maar de facto veelmeer dan een gemeenschappelijke politiekebeleidsverklaring
proces waarbij regeringen zich opintergouvernementele wijze engageren omhun beleid te coördineren

onmiddellijk: creatie van een Europese Ruimte vanHoger Onderwijs gebaseerd op de principes vantransparantie en kwaliteit
achterliggend: creatie van een Europa van de kennis: compatibel,
vergelijkbaar en mobiel ‘employability’ verhogen wereldwijde aantrekkelijkheid/concurrentiekracht verhogen sociale rechtvaardigheid vergroten en sociale cohesie

creditsysteem = organisatiestructuur waarbij aan opleidingen enopleidingsonderdelen een bepaald aantal credits (studiepunten)worden toegekend die doorgaans berekend worden op grondvan de studietijd van een gemiddelde student én deleerresultaten in competentietermen
nationale creditsystemen moeten ECTS-compatibel zijn ECTS = creditsysteem ontwikkeld door de Europese Commissie
om studentenmobiliteit te bevorderen het creditsysteem moet zowel voor transfer als voor accumulatie
dienen=> accumulatie: de studievoortgang moet georganiseerdworden ahv de verwerving van credits

Berlijn: “Ministers encourage the member states to elaborate aframework of comparable and compatible qualifications for their highereducation systems, which should seek to describe qualifications interms of workload, level, learning outcomes, competences and profile.They also undertake to elaborate an overarching framework ofqualifications for the European Higher Education Area.”
Bergen: “We adopt the overarching framework for qualifications in theEHEA (…). We commit ourselves to elaborating national frameworksfor qualifications compatible with the overarching framework forqualifications in the EHEA by 2010, and to having started work on thisby 2007.”
Londen: “We note that some initial progress has been made towardsthe implementation of national qualifications frameworks, but that muchmore effort is required. We commit ourselves to fully implementing suchnational qualifications frameworks, certified against the overarchingFramework for Qualifications of the EHEA, by ”. Recognising that this isa challenging task, we ask the Council of Europe to support the sharingof experience in the elaboration of national qualifications frameworks.We emhasize that qualifications frameworks should be designed so asto encourage greater mobility of students and teachers and improveemployability.

Bologna ≠ Kopenhagen & Lissabon (verborgen liberalisering) processen (EHEA, EQF, LLL, ERA) niet enkel structurele
veranderingen, maar ook inhoudelijke curricula uitschrijven in leerresultaten (Tuning) leerresultaten in competentietermen (ECTS, kwalificatiestructuren) eindcompetenties verwerken in opleiding(smatrix-EVC) open, efficient & effectief onderwijs(midden)-management
(professionalisering) QFs moeten ontwikkeld en aanvaard worden door alle betrokkenen
& belanghebbenden Europese QFs zijn meta, maar geven ook generieke input belang van KZ blijft toenemen (internationale geloofwaardigheid &
vertrouwen) synergie & strategie nodig!
