President Barack Obama nominated Hochberg to the position on April 20, 2009. The U.S. Senate confirmed his nomination by unanimous consent on May 14, 2009, for a term ending on January 20, 2013. He was sworn in as chairman and president on May 21, 2009.

Ex-Im Bank fully available for public and private sector transactions in China. 美国进出口银行对中国政府机构和私营部门提供其所有业务（短期、中期、及长期贸易的信贷支持）。

If the Chinese Government is the buyer/borrower: guarantee from MOF is required 如果中国政府机构或公共部门是买方或借贷方：需要中国财政部的担保。

If the buyer/borrower is a Chinese private sector company: three most recent years’ financial statements in English and audited by an international auditing firm is required 如果中国私营公司是买方或借贷方 : 需要其提供近三年的公司财务英文报表，并需通过一家知名国际审计公司审计，且有审计师的注解和说明。

On the January 2005 Ex-Im Bank visit, Chairman Phillip Merrill and Vice Minister of Finance Liao Xiao-jun of China’s Ministry of Finance signed a Master Framework Agreement to “provide an efficient procedure whereby the Ministry may guarantee payment of obligations of a Chinese buyer of Ex-Im Bank-financed U.S. exports.”

2005 年 1 月 24 日，前任美国进出口银行董事长行长 Phillip Merrill 与 中国财政部廖晓军副部长在北京签署了《中华人民共和国财政部与美国进出口银行的框架协议》。根据该协议，美国进出口银行将提供出口信贷保险、贷款担保或直接贷款以支持美国对华出口，中国财政部将向美国进出口银行提供相应的主权担保。

- 主权担保融资形成的债务属于我国政府或有主权外债，由财政部纳入主权外债统一归口管理。主权担保融资的项目，由国家发展改革委按照政府投资项目进行管理

On November 28, 2007, M.O.U. between the Ministry of Finance and the U.S. Ex-Im Bank, on duty exemption, U.S. Ex-Im Bank guarantee percentage and approval procedures: e.g., the U.S. content should be at least 50% of the commercial contract; a single project’s loan amount should be over $2 million etc.

Ex-Im Bank’s Special Program for Medical Equipment 美国进出口银行针对医疗设备的融资贷款方案 The Medical Equipment Initiative (MEI) offers

solutions to increase the export of medical equipment from U.S. companies to international (Chinese) buyers that would not go forward without Ex-Im Bank support. 医疗设备融资贷款方案主要支持国际（中国）买方进口美国公司的医疗设备而提供的融资方案

The MEI includes creative financing structures and enhanced coverage. 医疗设备融资贷款方案包括灵活的融资结构和增强的融资保障：可以利用各种方式保障有偿还能力的买方得到融资
