’It is the emperor’s prerogative to call, open, adjourn and close the Bundesrat [the upper house of parliament, made up of the representatives of the different states] and the Reichstag [the lower house of the parliament, made up of directly elected representatives]. […] The Imperial Chancellor, who is appointed by the emperor, is the head of the Bundesrat and he supervises the conduct of its business. 2. This task is about the period of the Dual Monarchy. (long)Using the sources and your own knowledge, write about how Budapest developed into a metropolis under the Dual Monarchy.

’Budapest is the capital of a state with a population of close to 20 million, the centre of the developing civil services, and the headquarters of a number of national institutions. This has created many new employment opportunities and has led to the extensive construction of public buildings. The Hungarian government has been consciously striving to increase the political and economic weight of Hungary within the Monarchy. The development of Budapest to be a match for Vienna and to become a real rival was part of these endeavours. In 1873 Pest, Buda and Óbuda were united to help this process. In 1870 the Parliament passed a law on the development of the capital, which included the main projects in town-planning. In 1871 the work of town-planning commenced with the help of the Metropolitan Council of Public Works [Fővárosi Közmunkák Tanácsa], and consequently Budapest became one of the largest (8th largest in Europe in 1900) and most modern cities of Europe by the turn of the century. The rise of the suburbs accelerated in the 1870’s (Újpest became an




independent community in the year of the war of independence). Kispest, Erzsébetfalva, and Pestszentlőrinc later developed into towns, and the agrarian villages surrounding the capital (Rákospalota, Rákoscsaba, Soroksár, Csepel, Budafok, etc.) were also transformed.’ (From a textbook)

’Even before the First World War the lifelong ideal of the land-owning Hungarian magnates, gentry and lesser nobility was to produce the best and most possible, but not to get personally involved in the sale of their own corn and animals. […] It was genteel to raise nice pedigree stock, drive beautiful bulls and horses to an exhibition, but we disliked selling our own bulls and cattle, we passed this trade on to Jews and gypsies. A livestock dealer became a despised, scorned person. He was called a coper [kupec]. Many anecdotes were invented about him, and his character was dressed with all the attitudes the Hungarian noble did not wish to possess.’ (Sociologist János Makkai, 1942)

„Még az első világháború előtt is az volt a magyar mágnás, dzsentri és köznemes földbirtokos életideálja, hogy minél jobban és minél többet termeljen, de gabonája és állatai eladásával már ne maga foglalkozzék személyesen. ’Our life was happening in an orderly fashion, according to the seasons. We spent winter and spring in




Budapest, on the Buda-bank of the Danube, in the Andrássypalace on Margaret embankment. At the end of June, after the spring season, we went to Terebes, in Zemplén county. We spent September in Dubrin, in the Transylvanian mountains, up in our hunting lodge a thousand meters high. So we had three governesses with us, a German, a French and an English one – no Hungarian. […] First I learnt English. My English governess was called Miss Hill. I spoke no Hungarian, and my mother was scolded for this by our relatives. For that matter, we rarely saw my mother, we were only allowed to wish her good morning and good night. […] In Tiszadob [in another Andrássy mansion] an everyday lunch began with a plentiful starter: cheese souffle or prawn majonnaise, then came fish from the Tisza: wonderful, fresh sturgeon fried crisp on an open fire; then came the main course, usually roast beef, veal or duck with three or four different garnishments and vegetable dishes; the fourth course was a vegetable on its own, maybe asparagus; then came cake or ice-cream. Then lunch was drawing close to its end: only sweetcorn followed with butter (true, we could each eat four or five cobs) cheese and dry small biscuits. And finally melon, splendid, tasty, juicy melon cooled in ice, and of course every other summer fruit that was in season. Of the great Hungarian wines we, children, got none. […] We took our after-lunch Turkish coffee in the hall.We did not get in touch with the gentry, lesser nobility. In these circles girls had more freedom. Aristocratic men could mix with them, but we could usually not mix with men from the gentry. Although once in a while they did jointly organise wider-scale festivals, usually for some charitable purpose, but even at such occasions the escorting bodyguards of our men carefully surrounded us, so that an ‘outsider’ would not dare to ask us for a dance.’ (From the memoirs of Mrs Mihály Károlyi, neé Katinka Andrássy)

Utána lassan vége felé tartott az ebéd: már csak édes kukorica következett vajjal (igaz, hogy négy-öt cső kukoricát is meg tudtunk enni fejenként), meg sajt és száraz aprósütemény. Befejezésül pedig görögdinnye, nagyszerű, zamatos, bő levű, jégbe hűtött dinnye, s persze minden más nyári gyümölcs, ami éppen érett. A remek magyar borokból mi, gyerekek nem kaptunk. [...] A hallban ittuk meg az ebéd utáni török kávét.A dzsentri, kisnemesi körökkel nemigen érintkeztünk. Ezekben a körökben szabadabbak voltak a lányok. Az arisztokrata férfiak velük érintkezhettek, de mi általában nem érintkeztünk a dzsentri férfiakkal. And this good will can only be brought about by mutual trust. In the history of our country the examples are more terrible than anywhere else. Here I mention the bloody deeds of György Dózsa [peasant rebel] […] and who would not be aghast at the years of the cholera, when, from some counties, the most terrifying news shook the whole country. […]. What we are talking about is the immortal, invincible spirit, which has sometimes burned brightly, and sometimes smouldered under ashes. But it seems that as a result of the defeat they suffered at Bábolna and Mór the enemy have lost the remains of their self-confidence, […] retreating towards Szolnok behind the Tisza. Their actual strength now consists approximately of the regular cavalry and artillery, since the remains of the regular infantry are insignificant, what is more they are completely demoralised. ’From here the leaders and the huge crowds following them went to the Faculty of Medicine, which joined them with the consent of its excellent teachers, then to the engineers, and finally to the lawyers, calling upon all of them to join. They decided on the first point at once; to free the press immediately and to stop censorship. The resolution was immediately put into practice. The crowd went to Landerer and Heckenast's printing press in Hatvani-utcza, the leaders put the printing press under the protection of the people, and had the two documents [the 12 points and Nemzeti dal [National Hymn]] printed on their own responsibility. The proclamation was translated into German there and then, and it was also printed. In the meantime, Jókai went outside and delivered a speech to the people spelling out their aims and the peaceful nature of their protest. Then it was [Pál] Vasvári who rose to speak, and in his speech, which revealed great knowledge, he talked about the beginnings of the European movements. By common request Petőfi recited his poem again, but its




captivating effect did not dwindle, rather it grew even stronger. Hatvani-utcza was full of people, who echoed the oath which is the refrain of each verse with a roar that rose to the skies.’ (The Revolution of Pest. Based on authentic information by Ákos Birányi. Published in Pest in 1848)

’Our life had its own regularity according to the seasons. We spent winter and spring in the Andrássy palace on Margit rakpart on the Buda side of the Danube in Budapest. At the end of June, after the spring period, we went to Terebes in Zemplén County. We spent September in Dubrin, in our hunting lodge 1000 metres up in the mountains of Transylvania. […] I had three sisters. […] We had three governesses, a German, a Frenchwoman and one from England, but no Hungarian. […] I first learnt English. I did not speak Hungarian, and our relatives reproached my mother for this. We actually did not see our mother very often, we were only allowed to say 'good morning' and 'good night' to her. […] We rarely had contact with gentry and lower middle class circles. Girls were freer in those circles. Men of the aristocracy could have contact with them, but we usually did not have contact with gentry men. ’In accordance with Act IV, the following temporary norms are introduced with respect to the election of delegates on the basis of popular representation to the next parliament held in Pest during the course of the present year:

§1. The current parliament is not regarded as being entitled to withdraw political rights from those who have so far exercised them. Thus all those who have had the right to elect parliamentary representatives in counties and in free districts shall hereby be allowed to exercise these rights.




Apart from the above:§2. All citizens of the country and its adjoining parts, whether born in the country or having acquired citizenship by naturalisation, who are males not less than 20 years of age and not previously punished by fathers or guardians, not condemned for disloyalty to the country, or for smuggling, robbery, murder, arson or other offences, are entitled to vote irrespective of creed or religion if:a) They own, in a free royal town or in a village with a properly constituted council, a house or land to the value of at least 300 thousand silver forints, or land covering an area of at least one quarter of a plot in another village, or like-sized property of their own, or owned jointly with their spouse and minor children.b) They are craftsmen, traders or manufacturers who own their own workshop, trading stores, factories, and in the case of craftsmen permanently work with at least one apprenticec) Those who, although they do not belong to any of the above categories, can prove a reliable annual income of 100 silver forints from their own land or capital.d) All scientists, physicians, lawyers, engineers, academic artists, teachers, members of the Hungarian scientific association, chemists, priests, assistant ministers, notaries and schoolteachers in those electoral districts where they reside permanently, irrespective of their income.e) Those who are permanent citizens of a township, even if they do not own the above properties.

§3. All those who have the right to vote may be elected to office if they are over the age of 24, bearing in mind the law that the language used in legislation is Hungarian and assuming that the person elected is capable of satisfying this criterion.’ (Act V of 1848 on the election of parliamentary representatives by popular vote)

„A jelen év folyama alatt a IV-ik törvénycikk értelmében Pesten tartandó legközelebbi országgyűlésre kiküldendő követeknek népképviselet alapján választására nézve ideiglenesen következők rendeltetnek:

’All citizens of Hungary are a single political entity in accordance with the basic principles of the Constitution; this is the indivisible Hungarian nation, within which all citizens of the country possess equal rights irrespective of their ethnic or national background. This equality can only be affected by different regulations concerning the use of the various languages currently spoken in the country, and only insofar as is required by the unity of the country, the practical significance of government and administration and the precise service of justice; the complete equality of citizens in all other aspects remains intact. The following rules shall serve as directives for the official use of the various languages:§ 1. The nation being a single political entity, Hungary's official language is Hungarian, the language of the Hungarian parliament's sessions and of the administration shall remain Hungarian, laws shall be drafted in Hungarian, but shall be published in the languages of all the nationalities living in the country in authorized translations […]§ 3. In municipal [county, town, village] assemblies everybody who has the right to speak can speak either in Hungarian or in his own mother tongue, if that is not Hungarian. […]§ 8. The judge […] shall deal with complaints and requests in the language of the complaints and requests; interrogation, the questioning of witnesses, inspections and other juridical activities […] shall be carried out in the language of the parties in court or of the interrogated persons. […]§ 14 Parishes […] are free to choose the language of education in their schools. […]§ 17 The state […] is obliged to ensure in state educational institutions, as far as possible, that citizens of any nationalities, who live together in larger groups, are able to educate themselves in the vicinity of the area they inhabit in their mother tongue up to the level where higher academic instruction begins.[…]§ 26. ’It is said that the nation has been bound to the Roman language [Latin] for eight centuries, thus they are entwined by several interests, and before this is eradicated or changed it is very necessary first to examine extensively both the origin and extent of the wish, and the possibility of its realisation and its compatibility with the interests mentioned above. This is decent, Honorary Estates! From this aspect I know no other interest but the one that derives from the fact that we are Hungarians and a free, independent nation, at least we wish to be. It follows from this interest, and follows naturally, that we wish to live in our own language. What is the origin of this desire? Is it ridiculous or sad when a wealthy landowner with fertile lands, pastures, woods and vineyards does not pay taxes and does not take his share of almost any of the burdens of this country while many work for him for free – when this landowner loses so much that he is left with less than nothing because of his debts? Why is it like this, and should it really be as it is, or perhaps not [...]. If someone needs money, can he get it easily and immediately a legal rate of interest even if he has possessions to show for it? [...] Because of a lack of loans, he can only get it at very high interest. How many landowners do I know myself who are always short of money, and whose own treasures are locked up so they cannot use them?’ (István Széchenyi)
