While many still make use of the station to report various matters, it’s basically used as a stamp desk. This, of course, is not what we want. We would like for it to be a fully func- tional station.” Closed at end of lease The station is situated inside a business park along Parklands Main Road and the men explain they have been informed when the lease expires in September 2017, this is when the station will be closed. Lemos says the CPF has now questioned what compensatory measures will be put in place should the station close. “If you look at why the station was put there in the first place, you will see it was in response to the growing population and Parklands continued to be developed. Sector 2 now consists of the whole of Parklands, Sunningdale and Rivergate. There are so many developments on the cards and the ex- pansion of Parklands North is basically ap- proved and in the next few years we will see the population of this area grow and grow,” Lemos explains. For this reason, the CPF believes as the population along the West Coast corridor in- creases, police services need to increase as well. Aproposal to close the Parklands policestation in 2017 has local crime fightersconcerned.

She explained the City’s law enforce-ment agencies would be carrying out oper-ations around the mall, while the mall’smanagement embarked on an educationdrive.At the time the mall’s management ex-

plained taxi driverswith valid permits canmake use of the designated pick-up anddrop-off facility located on the far left cor-ner of the P3 roof parking. The educationcampaign was focussed on advising com-muters to make use of this designated areawhen taking a taxi.Centre manager Aadilah Ryklief con-

firms themall’smanagement has concernsabout taxis and says these issues have beenraised with the City of Cape Town’s trans-port department.“Our concerns are the frustrations our

customers are experiencing due to the tax-is and the lack of support from Council incontrolling the situation. We have consist-ently engaged with the councillors of thisarea, Traffic Services and TCT [TransportCape Town] whereby various joint initia-

tives were launched, but resulted in onlytemporary solutionsmainly due to the lackof council resources.”Asked whether the awareness campaign

helped with the taxi problems at the mall,Ryklief says this worked well for the firstfewweeks of the operation, however there-after as the Traffic Service’s presence onsite dissolved, the situation reverted towhat it was before.“Our security guards continually engage

with the taxi drivers in an attempt to keepthe traffic flowing.”She also says they are extremely con-

cerned by residents’ claims that they willshopelsewhere if theproblem isnot solved.“We are extremely concerned by this as

we value our customers’ patronage andwould not want to lose any customers over

a situation we continue to try and resolveon several levels.”Responding to questions, Traffic Service

spokesperson Richard Coleman confirmsthey have received complaints about the il-legal ranking of taxis and says the plan re-vealed by Grose has been rolled out.“The City’s Transport Enforcement Unit

conducts weekly operations, supplement-ed by weekend deployment of the Integrat-ed Rapid Transport Unit to address com-plaints.”There have been 45 vehicle impound-

There is light at the end of the tunnel forfrustrated motor vehicle owners who are attheir wits’ end with long queues to havetheir vehicle licences renewed.One of them, Leon Görgens from Durban-

ville, complained to TygerBurger about thesituation at the Durbanville municipal of-fice.According to Görgens he waited almost

an hour last Thursday to have his vehiclelicence renewed.“I have been renewing my licence in Dur-

banville for five years now, and have neverexperienced such long queues. Some peoplein the queue said they were there earlierand the queue stretched down the stairs out-side the building,” he says.The chaos followed after the responsible

national agencies continued to fail to issuereminders to motorists since October 2015.

City takes overThis failure had a severely negative im-

pact on City of Cape Town operations andhas led to long queues at municipal officesand substantial online backlogs.However, the City has now taken over the

responsibility of sending out vehicle licencedisc renewal notices for the City’s vehicleowners, IanNeilson, theCity’s acting execu-tivemayor, said in amedia release. Accord-ing to him, the City has obtained the list ofthe vehicle ownerswhose discs are expiringon 31 January and are renewable by 22 Feb-ruary, and has started to issue these renew-al notices about two weeks ago. “The City

has alsometwith the SouthAfrican Post Of-fice to get an undertaking that the deliveryof the notices should not be delayed.“The renewal notices will contain the

date for renewal, the amount due, docu-ments required for proof of address, andother relevant information,” he says.Motorists whose vehicle licence discs ex-

pire by 29 February and are renewable by22March, will also be receiving renewal no-tices during the first twoweeks of February.The City was notified in October last year

that the challenges that arose from the Na-tional Department of Transport’s (DOT)transfer of the Electronic National TrafficInformation System (eNaTIS) to the RoadTraffic Management Corporation (RTMC)had not been resolved and that further re-newal notices, system support, mainte-nance and the acquisition of additional eNa-TIS equipment would be affected.“The City is unable to increase the num-

ber of eNaTIS terminals and capacity at ouroffices as a result of this impasse as thismust be sourced and installed via theRTMCand its service provider.“This has caused delays at our municipal

offices as we have had to physically look upevery amount payable in addition to imple-menting new national proof of residence re-quirements for vehicle registration servi-ces. Amounts payable are complicated towork out as this is calculated on vehicleweight – the heavier the vehicle the moreit costs. Despite all our efforts, customershave regrettably experienced long queuesat our centres,” Neilson says.“Staff employed tomanage our online ser-

viceshavebeendeployed tomanyof thebus-

iest centres. They then deal with the onlineapplications and queries in the evenings.”According to him the City and provincial

government have agreed to take over the re-sponsibility of sending the reminders forthe City’s vehicle owners.

Informal trading in Table View took cen-tre stage last week after aman found sell-ing goods near McDonald’s was caught

with stolen goods and drugs.This followed a Parklands woman’s hunt

for her stolen property onWednesday 3 Feb-ruary. Resident Tracey Franco explainsduring the early hours her car was brokeninto and various valuables stolen whileparked in a secure complex.

She suspects the thiefmayhavegainedac-cess as another resident was leaving. Thenext morning she noticed her valuableswere missing and reported the incident atParklands Police Station.

Anxious about recovering her goods,Franco drove along Parklands Main Roadand questioned homeless people. She cameacross two women who informed her theyknew where her valuables were.

“I thought I wouldwait a long time formythings to be recovered and decided to seewhat I could do. These ladies took me to theinformal trading site at McDonald’s wherea man was seen sitting with my bag. I no-ticed a patrol officer from Complex Patrolsand asked him to come with me.”The Complex Patrols security officer

agreed and together they ap-proached the informal trader.Franco explains when the offi-cer opened the bag she wasshocked to discover the manwas also in possession of daggaand mandrax hidden in news-paper.

“The officer called TableView Police and the man wasarrested. I was very grateful toget my belongings back and forthe help of these two womenand the officer. After the wholeordeal I gave both women a re-ward for assisting me.”The trading site at McDo-

nald’s has been a bone of con-tention for several months asresidents have complainedabout the lack of pedestrian access as trad-ers trade on the pavement. Under the Cityof Cape Town’s new informal trading planfor the Blaauwberg Subcouncil area, thisspecific site is set to be removed.

In previous comment, the City has ex-plained this sitewas not one of the approvedsites for the greaterTableView community.The plan is currently being rolled out.Police spokesperson Warrant Officer

explains the 23-year-old man appeared incourt last week where the case was post-poned for further investigation. The manhas been charged with possession of sus-pected stolen property, possession of nar-cotics and theft out of motor vehicle.

On Tuesday he set up astall, sat down and waited while doing his reading homework. Meyer was on his way to ameeting, saw Murray and purchased some sweets.

Milnerton police are on the hunt for a manwho held up a Phoenix man in his homeand robbed him of R12 500.

According to a report, the Phoenix manasked a friend to accompany him to thebank on Saturday 5 December where hewithdrew R12 500.

Mystery surrounds the installation ofa box for used drug needles at a chil-dren’s play park in Summer Greens.

The box has raised the ire of residents whoclaim the activities of drug users are violat-ing their right to a safe and clean environ-ment.

During a site visit last week, SummerGreens women showedTygerBurger the boxerected on the fence of the park. Here, theyexplain, drug users collect clean needlesfrom an organisation and are expected todispose of used needles by dropping it in thebox. However, they say each week parentspick up used needles and empty bottles of sa-line water used to clean the needles aroundthe park.

According to Summer Greens Neighbour-hood Watch (SGNHW) chairperson Gary Ja-cobs the box was installed approximatelytwo months ago and has resulted in patrol-lers picking up needles almost every night.

“The area near Emerald Park is a problemarea. Now each week there is this organisa-tion that gives users free needles. The prob-lem is they don’t dispose of the needles safelyand we end up having to pick it up on ourpatrol. We don’t know who put it there andit was not discussed with us. This has madethe area very unsafe and its is unaccepta-ble,” he says.

Ward councillor Joy McCarthy says noperson or organisation has applied for per-mission to install the box on City of CapeTown property.

Summer Greens Ratepayers’ Association(SGRA) chairperson Nino Arendse says resi-dents have been questioning why the boxwas installed at the park, but they were una-ware of who was responsible.TygerBurger called the number found on

a note placed on the box and was directedto TB/HIV Care Association.

According to advocacy and psychosocialcoordinator Shaun Shelly the organisationdistributes needles to drug users but did notplace the box on the fence. This project, hesays, is an HIV prevention project in linewith international best practices and ac-cordance with the recommendations ofmany international bodies and local guide-lines such as the National Drug Master Plan.

“The project is endorsed and supported bylocal and national departments of health, so-cial development, Sanac (the South AfricanNational Aids Council) and has supportfrom various organisations.”

According to Shelly, the box was placedthere by community members who did soafter some lengthy discussion among them-selves regarding the potential problem ofneedles being discarded in the area.

“Drug use is criminalised under currentlegislation. As such the possession of usedneedles has resulted in the arrest of manydrug users around the country. Understand-ably there is a reluctance by some membersof the injecting community to carry theirneedles with them. For this reason, so as tominimise potential harm to the wider com-munity, members of the community decidedon their own initiative to mount this box soas to minimise the risk of exposure to used

injecting equipment by people utilising thispublic space.

“Considering the difficult circumstancesand environment injecting drug users face,this was seen to be the responsible thing todo by the injecting drug users themselves.As such THCA was not instrumental in theputting up of the box, al-though we do clear themedical waste in this boxon a regular basis in theinterests of civic duty.”TygerBurger ques-

tioned several SummerGreens bodies includingthe SGNHW and SGRAas well as residentsabout who these “com-munity members” couldbe, but nobody was ableto provide an answer.

Arendse says these“community members”do not consist of anyoneon the SGRA and saysthe committee had beenplanning to raise the boxissue with the association.

“We want to speak to them and raise ourissues. While we understand what they aretrying to do by giving out clean needles, theyhave to communicate with the community.The community members he refers to do notinclude the SGRA and I do not know who heis speaking about,” Arendse elaborates.

When TygerBurger questioned his re-sponse, Shelly, said the community mem-bers referred to were largely made up of

drug users.Jacobs, however, questioned the validity

of this and said the association could not relyon drug users to make decisions which affectthe entire community.

“You know honestly, when they shoot upthey don’t care. By the amount of needles we

have picked up I thinkthat is proof that this boxthing is not working.”

The Dunoon neighbourhood watchhave raised their concerns aboutgroups of men who are targeting

school children.The watch says the men sit in the thick

bushes along a fence where temporaryclassrooms have been erected and wait foryoung children to walk by.Armed with gloves, axes and boots, the

watch held a clean-up in the area near Si-yahlala section and removed several treeson Saturday afternoon. Curious onlookersquickly joined and shared stories of howtheir children have become recent victims.Milnerton police assisted the watch.

Neighbourhood watch chairperson Cyn-thia Ludziya explains children living in Si-yahlala section have to walk across thedusty field each day to access schools.“This is the only route they can take and

the last fewweekswe have been told by par-ents that their children are being robbed.They sit here, smoke drugs and target thechildren for the little money they have.”Ludziya says the watch suspects the men

responsible are unemployed and are knownfor abusing drugs and other substances.“We want to make it uncomfortable for

Of these 30, almost 25% willneed heart surgery or other in-terventions to survive.

This week is CHD awarenessweek and a local organisation isworking tirelessly to supportand assist the families of chil-dren with CHD.

The Hartpomp Foundation isa non-profit company that wasstarted by André and MartieCronje from Brackenfell.

André and Martie’s son Mar-chel was diagnosed with a com-plex heart condition in 2003 andthe Cronjes soon realised therewere no support groups or anyinstitution that could give themadvice and support. When Mar-chel almost died in 2013 as a re-sult of a brain abscess, the Cron-jes decided to put the foundation

plan together and on 28 Augustlast year the Hartpomp Founda-tion was registered as an NPC.

The foundation offers adviceto parents, helps with medicalcosts not covered by medicalaids, and supports the parentswhile their child is in hospital.

According to André, 100 to 200babies die every year due to un-recognised heart diseases, andthis number excludes those dy-ing before diagnosis.

The Hartpomp Foundationhas a number of fundraiserevents during the year. “With-out your help, we can’t make adifference in the lives of thesechildren. I would like to report on thegreenbelt running from San-down Road to Boom Bend (pastElkanah Primary School) andthe litter strewn in thisgreenbelt.

I have contacted Nora Grose,the DA ward councillor forWest Beach, who did send a“someone” to investigate inDecember 2015.

Law enforcement arrivedbriefly with regard to vagrantssetting fires in the bush andliving behind the wall of theMontego Bay flats on thecorner of Sandown and Sailstreets, but were never seenagain. She said that she hadmet with the City of CapeTown, and I have no doubt thatshe did, however none arrivedand this was two months ago!I regularly do a clean-up

there, however I just can’tkeep up with the ongoingdumping of litter and theterrible filth and stenchemanating from the greenbelt.

I also can’t get into the middleof the reeds as the mud is deepand rubbish is literally in themiddle of a BOG.

Where there were once frogsand red bishops, nothingsurvives here any longer.

A resident took his dog for awalk and the dog went into thegreenbelt water and sank intothe filthy mud, ingested some ofthe water and became terriblyill, subsequently having to berushed to Panorama Vet andkept there for a few days.

I am prepared to assist with aclean-up of the entire greenbeltas The City of Cape Town isstill ‘on their way’ 2 monthslater. I ask if the communitycan assist me in the fight torestore our environment to itsformer beauty.

People walk their dogs pastme whilst I am cleaning, thankme for helping, then complainabout the terrible conditionsand decline of the greenbelt andcontinue to walk on – neverreturning to do their bit!

After more than a century of diligentlywatching over the Mother City, theCity Hall clock is once again running

on time after a few glitches and subsequentrepairs. Restorationwas recently completedat a cost of R650 000.

This half-scale replica of the iconic BigBen in Londonwas built and installed in thelarge Edwardian building in 1905.At this stage in history, according to a rep-

utable horologist in Cape Town, the Britishwere among very few people producing thissort of mechanical clock and had done a lotin developing a system that was very accu-rate and also were able to manufactureclocks of this size on a large scale.

“The City of Cape Town undertook emer-gency repairs on the iconic City Hall clockafter it stopped working in November 2013,and had been operated manually for shortperiods of time up until the fault was ad-dressedandrepaired,” says theCity’sMaycomember for tourism, events and economicdevelopment, Garreth Bloor.

The clock in the turret ismodelled on Lon-don’s Big Ben and is exactly half the size. Itstrikes the hours and chimes the Westmin-ster Quarters.

“The clock chimes a sequence of bells ev-ery 15minutes. This iswhy they are referredto as quarters. In the mid-19th century thechime was adopted by the clock tower at thePalace of Westminster, where Big Benhangs, whence its fame spread. It is nowpos-sibly the most commonly used chime forstriking clocks,” Bloor explained to Tyger-Burger.

It originally consisted of 37 bells and wasfirst rung on 30 April 1925 when the Princeof Wales visited the country. In 1954, two ad-ditional bells (treble C and C sharp) wereadded, for a total of 39 bells.

Each bell has an inscription, with somebearing the name of the donor of the bell.One is inscribed with the names of munici-pal employees who died in active service,and others are inscribed with the name ofa brigade, regiment or group ofmenwho fellduring the Great War.“All these original bells aswell as the orig-

inal clockface is still in use. The faces of theclock aremade from four skeleton iron dialsfilled with opal and the clock has a 24-hourwheel and lever. The bells were cast by JohnTaylor and Co of Loughborough and theclockwas supplied by JBJoyce&Co ofWhit-church.”A few contractors were called in to assess

the problems, and it was decided to find amore specialised subcontractor who has the

experience and a better understanding ofthis historical clockmechanisms. “After thecompany, Time Menders, was sourced andcame to assess the issues, it was decided thatthe clock was in need of complete restora-tion,” says Bloor.

One of the main reasons that the restora-tion was needed was because the Old greaseand oil impregnated the gear teeth. Thiscaused excessive wear on both gear teethand pinions.

Work therefore began in early 2014. andthe clockwas completelydismantledwithallworking parts restored to original conditionand some re-engineering done. All of theworkwas done to original specifications andall parts were kept original to ensure thatno historical value was lost in the process.

The Clock Tower is a popular urban touristattraction in Cape Town.

couraged to come forward as it will help theCity to ensure that public resources are notcontinually used on repairs or replacementof infrastructure, the City says.Reports on theft of utility services infra-

structure between July and December 2015show a loss of R30 million – this includestheft ofwater and sanitation, electricity, andsolid waste infrastructure.According to the City the department of

water and sanitation had been hardest hit,with a loss of R17 295 345 incurred.This, the City says, is as a result of stolen

water meters, water meter covers, and sto-len or damaged manhole covers.The electricity services department re-

ported the second highest loss, with stolenor vandalised equipment costs totallingR9 165 775. Solid waste management report-ed that 8 657 bins at a value of R4 895 534 hadbeen stolen.Ernest Sonnenberg, Mayco member for

utility services, says the cost of this theft isnot limited to repairing or replacing the in-frastructure.“In the case of our electricity network,

theft also causes repeated blackouts, whichaffects local business and industry.”Sonnenberg says the theft of manhole cov-

ers is also a major contributor to blockedsewers because inappropriate items canthen enter the system more easily.“The theft of water meters and fire hy-

drants and the resultant leaks also contrib-ute significantly to water losses. At a timewhen the region is experiencing reducedrainfall, we can ill-afford to waste a singledrop.“It is therefore especially important that

Rich win illuminates jockey’s future

Heavelon van der Hoven and Illuminator took the top spot in the Investec Day of Dreams held in Kenilworth.

Ayoung apprentice jockey from theCape Jockey Academy in Milnertonand the racehorse trainer took the top

spot at the Investec Day of Dreams held inKenilworth.

It was a dream come true story when a rel-atively unknown racehorse from a smallyard and an apprentice jockey won the rich-est horse race in South African history on23 January.

Illuminator, the colt everyone is talkingabout, cost owners Francis Carruthers andIan Robinson just R180 000 when they pur-chased him at the CTS Cape Premier Year-ling Sale in March 2014. Their win saw theowners receive a cheque of R8m.

Illuminator’s trainer, Glen Puller, at thetime advised both owners that Illuminatorwas a good horse with potential but wouldonly be able to race towards August of thefollowing year. Glen told owners Francisand Ian that no matter what, they couldn’trush him.

“He would tell me when he was ready. Heneeded to take his time,” Glen says. “I knewfrom first seeing him that he was somethingspecial; there was really something there,”Glen says about Illuminator.

His prediction was correct with Illumina-tor running in his first race in September2015 with the jockey for that race being noneother than apprentice Heavelon van derHoven.

Heavelon and Illuminator have raced to-gether three times and have won all threeof those races, with the victory two weeksago by far the sweetest to date.

“I had an idea, a feeling that I might be ableto win. I know Iluminator well. But not ev-erything in horseracing works out asplanned. But with 300m to go, I knew I couldwin it,” Heavelon says.

Heavelon, the 23-year-old apprentice fromNamibia, was another real hero of the day.Growing up with horses on a farm from an

early age cemented his true love of these ani-mals and his desire to become a jockey.

Having the right build just added to mak-ing this dream a reality. His nickname maybe “Heavy” but heavy he certainly is not.Heavelon says keeping fit and at the correctweight is hard work, but “the more you race,the fitter you become and the better you get”.

He joined the South African Jockey Acad-emy, a world leader in jockey development,in 2011 and will graduate from there at theend of this year, after which he will see whathis options are both locally and abroad.What remains in no doubt is that the futureof this talented jockey is very bright.

“It is hard to explain. The moment took mybreath away. I’d said to ‘Heavy’ that Illumi-nator likes to be on the outside on his own;it’s worked before, maybe it will work again.He can get distracted if he’s in a crowd andyou can’t rush him,” says Glen.

Watching the race in the back with thegrooms, Illuminator did what Glen knew hecould. He took his time; found his place.“Once he hit the straight and was in theopen, it was his time. This was his moment.I could see him stretching. Nothing was go-ing to stop him. It was fantastic,” recallsGlen who says after the win the grooms,many of whom he didn’t even know, picked

him up and carried him around sharing inthis phenomenal celebration.

The story is even more intriguing whenone realises that Heavelon was a last minutereplacement for another jockey, and askedto be given the chance on the very morningof the race.

With most racing fans who attended In-vestec Day of Dreams watching race day fa-vourite Silver Mountain, Heavelon and Illu-minator seemed to come from nowhere towin. A day of dreams it certainly was.

“There are great things ahead for them,”Glen says about both Illuminator and Heav-elon.

chairperson of the Tygerberg Rugby Foot-ball Club.Criminal elements in and around the fa-

cilities are damaging the property and de-stroying the legacy the club has built overthe past 50 years.As the season is slowly changing to-

wards autumn and the sun sets earlier, thevarious teams will not be able to train atnight as the floodlights have also been van-dalised. “This is a huge problem for us andthis needs to stop. Things cannot go on likethis; we need to take action and send astrongmessage that this destruction of ourclub will no longer be tolerated. The de-struction of our perimeter fence alsomeans that we will not be able to host anyhome games,” said Kiewitz.On Saturday 13 February from 09:00 to

12:00 the club needs the help of the commu-

nity to restore the club. They need extrahands and have asked residents to bringblack bags, gardening tools, brooms andother tools to help clean the club.The club nurtured some of the finest tal-

ent such as Justin Geduld (played his jun-ior rugby at Tygerberg RFC prior to his

Blitzbok fame), Eddie Andrews (WP andSpringbok colours), Norman Jordaan(Blue Bulls and Springbok colours), EgonSeconds (WP and currently a referee in theWP structures) to name a few.From an existing team perspective, the

club produced the following players for the

WP emerging team: Christo (Tiny) vanWyk, Shameegh Allen, Lester Phillips andDaleWilson. Armien Bailey and Leroy Bit-terhout also represent the WP 7s team.“Our current head coach, Richard

(Ricky) Petersen, played for Tygerberg andis currently the WP 7s coach. Our currentpresident, Pieter Jooste, played rugby atthe highest level pre-democracy and cur-rently serves on the executive committeeof WP Rugby and as the national convenorof selectors for the Springbok team. I couldcontinue, but I think the aforementionedlist sketches the picture that TygerbergRFC develops playing, administrative andcoaching talent for our club, our provinceand our country,” says Kiewitz.“It is therefore ofutmost importance that

the club be restored to keep producing fu-ture stars andbeabeaconofhope foryoungchildren. CYCLING: WOOLCOCK TAKES HONOURS

New recordfor 99erWayne Woolcock won the coveted

King of the Mountain title on Sat-urday at the 18th 99er Cycle Tour.

Woolcock also won the 102km event in atime of 2:33:39.

This popular event was well supportedwith 4 126 cyclists taking part, setting anew record for the number of road entries.

The women’s 102km event was won byCarmen Buchacher in a time of 2:47:03.Conditions were good on race day and agreat racewas enjoyed by all. The racewin-ner’s prize giving was opened by MinisterAlanWinde, who is theWestern CapeMin-ister ofEconomicOpportunities andakeencyclist himself.

The 99er Cycle Tour included a 102kmand 64km road race and a Kiddies BikeRide and is the third largest cycle race inthe Western Cape. The 99er Cycle Tour isorganised and hosted by El Shaddai Chris-tian School in Durbanville. The inauguralrace took place in 1999 and was 99km inlength and thus the name The 99er wasborn.

The 99er Kiddies Bike Ride was a greatsuccess, with 70 children aged 3 to 10 yearstaking part. Each child received a medaland a drink.

There was a special prize giving, withsome great prizes, for these stars of the fu-ture. The main lucky draw prize giving atthis year’s 99er Cycle Tour had R170 000worth of great prizes up for grabs, which
