Resident Ricardo Speelman pointed out that people were angry because some of them who had been on the housing waiting list for more than 20 or even 30 years had not been considered. “What the community is saying is they at- tended numerous meetings and every time they got the same answer that they have to wait until they get a letter that states they have an appointment with the Leonsdale Housing Office,” he said. “Many of them then also find that the sy- stem has kicked them out even though they have evidence of being on the waiting list,” said Speelman. Michelle Hesselman is furious with the housing department and says they made too many promises and now she is just fed up. Jan Adams has also had enough and says he has been promised a house since 1997. “Members from the community wanted answers as to why they had put people who already have a flat in the Leo Mews flats,” said Speelman. An informal meeting was held with hou- sing office officials who took these grievan- ces to the city’s housing manager. Last week the city’s mayco member for hu- man settlements, Siyabulela Mamkeli, and other officials met with the Leonsdale com- munity to discuss these grievances, and say they have come to an agreement. “I am pleased to announce that we have found a way forward,” said Mamkeli in a sta- tement released this week. “I would like to thank all those involved for showing that progress is possible when we all work together. Allocations reserved The agreement is that 60% of the allocati- ons (equating to 69 units) will be reserved for qualifying members in good standing re- gistered on the Housing Needs Database drawn from the Leonsdale community while 40% of the allocations (equating to 46 units) will be reserved for qualifying members in good standing drawn from the broader El- sies River area. “As an inclusive city, responsive to the needs of our residents, it has also been agreed that an eight-member community committee will oversee the allocation of the 69 units to members of the Leonsdale com- munity,” continued Mamkeli. “We further agreed on a follow-up meeting to engage further and we have undertaken to engage on a more frequent basis about the housing needs in this area,” she said. “The community has also been asked to use such a platform for any issues that may arise and refrain from using a destructive approach.” Council approved the city’s acquisition of the Leo Mews development from Standard Bank in January this year. The city and Standard Bank are attending to the repairs of some of the units following vandalism that occurred while the building was unoccupied. Additional measures have also been put in place to guard against vandalism while the repairs are taking place. “We condemn any further vandalism and ask the community to work with us and to report any incidences of vandalism.” con- cluded Mamkeli. The Belhar community took to the streets on Friday night to take a stand against crime and gangste- rism in the area. Belhar SAPS and the Anti-Crime Forum called on the community to take part in the initiative to form a candle chain on the streets of Belhar from Belhar Drive into Erica Road and into Symphony Way. It’s full speed ahead at the Cape PeninsulaUniversity of Technology (CPUT)who, toge-ther with the TIA Adaptronics AMTL rese-arch unit, officially unveiled their racingcar at their Granger Bay Campus.

The racing car was designed and manu-factured by a multi-disciplinary group ofstudents, led by mechanical engineeringstudents, who will compete in Formula Stu-dent, Europe’s biggest student motor sportevent.

This year more than 100 teams fromacross the globe are set to compete at Sil-verstone from 9-13 July.

Speaking at the launch, Professor OscarPhilander, director of the TIA AdaptronicsAMTL research unit and Cape Speed mana-

ger, pointed out that they will be the onlyteam from South Africa that will competein the event.

“Teams will be competing in 600cc racingcars which are designed and built fromscratch and are capable of travelling from0 to 90kph in only a few seconds,” he said.

“Each racing car will be put through a se-ries of rigorous tests, including accelerati-on, sprint, endurance races, and skid pads.

“The students’ knowledge and creativityis also tested in the equally important de-sign, presentation and cost assessment ele-ments of the competition, which requiresstudents to present their designs to a groupof judges drawn from the auto and motor-sport industries.”

He said this will be the second time thatthe CPUT team participates in this interna-tional event.

“In July 2012 Cape Speed, as a first timeentrant of this competition, surprisedmanyby coming 65th out of 132 entrants. We alsomade history by being the first team fromAfrica to complete all race stages.”

Building on the experience from theirparticipation in the 2012 event, the teamhasset their sights on ranking within the topten of the 2014 competition. This year’s ra-cing car was designed using the latest mate-rials and techniques available.

At the launch the car was officially unvei-led by CPUT Vice-Chancellor Dr Prins Nev-hutalu, who discovered that the car hadbeen named “Prins” in his honour.

This year the races will be taking placeat Silverstone in Britain a week after theBritish Formula One in July.V Follow the adventures of the team onwww.cput.ac.za.

With child protection week occuring thisweek, learners at Cravenby SecondarySchool are speaking out against rape andsexual violence.They swung into action on Friday 23 May

when they went out into the community tosay “Enough is Enough.”Grade 12s took to the streets before hos-

ting an awareness programme at the schooland protesting against one of the most per-sistent and oldest human rights violations.Life Orientation teacher Esmeralda

Abrahams, who facilitated the project inconjunctionwith the Partners in SexualHe-alth (PSH) organisation, pointed out thatsexual violence in South Africa has becomeso rampant that we have been labelled therape capital of the world.“Although this perception might not be

accurate, it at least shows that South Africais sitting with a huge challenge of sexual vi-olence,” she says.“Women are predominantly the victims

of this heinous crimewhilstmen aremostlythe perpetrators. The sad part is that youngpeople are also at the sharp end of victimisa-tion.“Unfortunately, not all the rape incidents

are reported to the police due to various rea-sons, including fear of reprisal or embarras-sment,” said Abrahams.Patsy de Lora from PSH said that she ad-

mired how learners decided to take the bullby the horns when they protested in solida-rity with rape victims.“Although this was part of their curricu-

lum requirements, the vigour and enthusi-asm that these learners and their life orien-tation teacher brought to the campaign,wasa clear demonstration of the extent of howyoung people are fed up with the scourge ofviolence against women, particularly yo-ung girls and women,” said de Lora.“They picketed with placards on Francie

Van Zyl Drive in Parow and were joined bystaff from PSH, Childline/ Lifeline and theRavensmead police.“This attracted a lot of attention from the

motorists and onlookers, of which themajo-

rity showed a clear support for the protest.”A school gathering followed the protest in

which the entire school community wasengaged in educational sessions on sexualviolence by PSH, Childline/ Lifeline andSAPS Ravensmead.PSH is a non-government organisation

that addresses the sexual and reproductivehealth and rights needs of South Africans,particularly the youth.“Part of our work includes working with

in-school and out-of-school youth, and teen-age parents,” said de Lora.“We also run youth clinics and youth cen-

ters.”Several studies have shown that on daily

basis in schools across the nation, SouthAf-

rican girls of every race and economic classencounter sexual violence and harassmentat school, which also impedes their realisa-tion of the right to education. Privilege doesnot protect the learners from sexual violen-ce, but poverty often renders a learnermorevulnerable to assault.The Cravenby initiativemarks the begin-

ningof a concerted educational andawaren-ess campaign against sexual violence, bothin schools and within the community.“It is hoped that this is the beginning of

Two children died tragically in a fire whichalso destroyed their Wendy house and cau-sed panic for their neighbours, at 51 FortWorth Street, The Hague, Delft on Fridayevening.

According to Captain Joe Wilson, spokes-person for the Delft police, the 59-year-oldgrandmother and the children’s custodian,Elaine Steenkamp, told them that she wentto a house shop and left the two children

asleep inside the house.“When the grandmother returned from

the shop, she found the premises alight andthe two (children) screaming for help.”

The fire kept the grandmother at bay andthe two minors died tragically in the scour-ging flames.

They were identified as 5-year-old Mar-shall and 6-year-old Alfonzo Solomons.

Wilson said the cause of the fire has notyet been determined and forms part of fur-ther investigation.

Police have opened an inquest docket.

The Cancer Association of South Africa(Cansa) will be holding its next supportgroup meeting at Elsies River CommunityHealth Centre (Corner of Halt Road and 29thAvenue) on Wednesday 11 June at 14:00.

Citizenship Photography Exhibition in As-segaai Road next to the railway line.He said that with this exhibition he wan-

ted to provide the opportunity to reflect ononeself in a society were negative imagerycontrolled by mass media has become anorm in communities that are already tre-mendously plague by drugs and gangs.“My exhibition is intended to inspire con-

versation andpost critical questions to civilsociety before they startmarching enmassein streets,” he said.“The pictures try to portray the meaning

of peace, the understanding of change andthe notion of a better community for all.”

The thirty photographs thatwere on viewwere selected from more than 100 photo-graphs Dean Jates documented in 2014.Dean added that he devotes his thoughts,

time, and talents to a fundamental transfor-mation of his heritage, culture and arts.“I ammoving away from the aggressiven-

ess of my earlier role models in the Hip Hopculture,” he says.“Now I am looking at the elegant sensu-

ousness of work by people like Lydia Willi-ams and the simplicity of artists like EmileXY and Garth Erasmus have displayed intheir work.“These photographs manifest a positive

• As die voorlegging verband hou met ’n gespesialiseerde diens wat statutêre registrasie vereis, moet die organisasiebewys van registrasie lewer ingevolge die toepaslike wetlike vereistes.

• Bewese geskiedenis van die lewering van maatskaplike welsyns-/gemeenskapsontwikkelingsdienste binne die RSA.

• Ooreenkomstig die aansoekvorms moet duidelike mikpunte, lewering en uitkomste in befondsingsaansoeke weergegeeword, en dit moet met die jaarlikse prestasieplan van die Departement strook.

• Befondsingsaansoeke moet verder geouditeerde of gesertifiseerde finansiële state van die aansoekorganisasie vir dievorige boekjaar insluit.

• Befondsingsaansoeke moet die aansoekorganisasie se interne moniterings- en evalueringsmeganismes verstrek enspesifiek die organisasie se bereidwilligheid verklaar om aan die Departement se tydsriglyne vir verslagdoening oorresultate te voldoen.

• Die befondsingsaansoek moet vir ’n program in die geheel geld, ongeag geografiese grense.

There was lots of fun at Belvue Primaryin Belhar when occupational therapystudents hosted an awareness day at

the school.The 4th year B.Sc. occupational therapy

students from Stellenbosch University wereplaced atBelvuePrimary School for their se-ven week fieldwork placement.Student Aysha Abrahams explained that

they started their fieldwork on 14 April andit finished last week on 29 May.“We took over from last term and we were

each assigned a projectwherehad to facilita-te the process of further developing and cre-ating sustainability around the projects sothat these projects ultimately become com-munity-driven,” she said.

Living skills“My focus was The Life Skills for Living

Project which aimed to promote a safe andsupportive school environment, improvepo-sitive social behaviours toward self andothers, and encourage a healthy social iden-tity,”said Abrahams.“This project also had an anti-bullying

committee that aims to address bullying byemphasising the importance of standing upfor one another and working as a team,” shesaid.“Through this they are creating peer sup-

port and in turn creating a supportive envi-ronment for the learners at the school.”She added that the Life Skills for Living

project also allows the learners of BelvuePrimary School to be actively involved intheir community.“It enables learners to express their ta-

lents by involving them in role plays anddrama that enable social participation. Thisinvolves the learners by including them indecision making and through this they areable to gain a sense of ownership and respon-sibility.”Fellow student Gulzari Razack focussed

on mathematics.Her project used fun educational games to

get the learners engaged with mathematicalprinciples withouth them even realising it.“Hopscotch games were devised in which

the learners were able to engage in duringbreak timesaswell as in theirhomeenviron-

ment,” she said.The aim of the game is for learners to gain

practical experience in learning mathema-tics as well as enabling them to participatethrough play and physical activity.“Research has shown that learners learn

mathematics in three basic methods: beingable to identify the numbers, being able tocount objects, and being able to sequence thenumbers in their correct order.“The most appropriate game that addres-

ses all three of these factors is the wellknown easy-to-play snakes and ladderswhich is used with great success at theschool.”

GroundedLynique Dennis was given the task of pro-

moting healthy leisure or recreational acti-vities during interval or after school and ca-me up with the idea of Leisure Groups.“This saw the formation of the Leisure

Girls, also known as Glamour Pixies, andLeisure Boys, also known as Mad Buddies,”she says.The girls project imparts knowledge and

information to empower them about perso-nal hygiene and knowledge to ultimately es-tablish and improve their etiquette skills sothat they may care for and respect their bo-dies with pride.“With the boys is is similar but we stress

the need for discipline as well as having res-pect for themselves and the next per-son,”said Dennis.Nicolette Ganas got the learners working

on a vegetable garden initially establishedin 2012.“It was established to assist the feeding

scheme and it has come a long way in termsof growth,” says Ganas.“Through this project, the Green Fingers

Committee was established and through in-volvement and participation, the learnershave empowered themselves by developingskills and their knowledge regarding theproject has increased.“This has enabled them to collaborate

with the project coordinators and turn thevisions they had of the project into reality.With the increase of their knowledge, theyare now able to further develop the projectand promote and educate other learners onthe benefits and positive impact eating vege-tables has on a persons’ well being.”

1.7 Eienaars moet om die korting aansoek doen in die jaar wat ’n nuwe algemenewaardasie of aanvullende waardasie, na gelang van omstandighede, in werkinggestel word. Aansoeke met die inwerkingstelling van ’n nuwe algemene waardasiemoet die Stad bereik teen 31 Augustus van die boekjaar waarin die waardasie inwerking gestel sal word. Aansoeke met die inwerkingstelling van ’n aanvullendewaardasie moet die Stad bereik teen die laaste dag van die derde maand nadie inwerkingstellingsdatum van die waardasie. Indien nie, kan geen sodanigekorting vir daardie boekjare toegestaan word nie.

2. VERBRUIKSTARIEWE EN -HEFFINGSBTW teen 14% word by die volgende dienste bygevoeg: water, sanitasie, elektrisiteit envaste-afvalbestuur.

2.1 WATER

Drie stelle watertariewe is goedgekeur (10%-verminderingstarief, 20%-verminderingstariefen 30%-verminderingstarief). Elke tarief is gekoppel aan die vlak vanwaterverminderingwat opgelê word.Aangesien die 10%-verminderingstarief as normby dieWaterverordeningingesluit word, sal dít die tarief wees wat geld.Dit kan egter later na gelang van verderevereiste beperkings hersienword.

Waterverbruikstariewe verhoog met 8% behalwe vir Blok 2 van die volledighuishoudelike kategorie wat die standaardstyging oorskry weens die verhogingin die subsidievlak in hierdie blok, wat op sy beurt deur verbruikspatrone en diewatervraagstrategie genoodsaak word.

Hoogtepunte van wysigings

• Trapsgewyse tariewe (1-6) is vanaf 1 Julie 2013 vir die huishoudelikegroepskategorie ingestel op grond van vorige oorlegpleging met kliënte. Verderestappe is gedoen om dié kategorie verder in lyn met die volledige huishoudelikekategorie te bring.

• Veranderinge in diverse tariewe en prosedures, onder meer die voortgesettestygings met betrekking tot behandelde afvalwater (bepaald vir gholfbane),uitroeptariewe van watervraagbestuurtoestelspanne vir kliënte wat niédeernisgevalle is nie, sowel as voorafbetaalde brandkrane, word in bylae 4 by diebegrotingsdokument uiteengesit.

• ’n Nuwe tarief vir die toepassing van serwitute van deurgang met betrekkingtot water sowel as die vereistes vir deposito’s/waarborge wat in geval vaninfrastruktuurskade aangewend moet word

• Staking van verbruikersdeposito’s vir huishoudelike kliënte met ingang van1 Junie 2014.

2.2. SANITASIE

Drie stelle sanitasietariewe is goedgekeur (10%-verminderingstarief,20%-verminderingstarief en 30%-verminderingstarief). Elke tarief is gekoppel aan dievlak van watervermindering wat opgelê word. Aangesien die 10%-verminderingstariefas norm by die Waterverordening ingesluit word, sal dít die tarief wees wat geld. Dit kanegter later na gelang van verdere vereiste beperkings hersien word.

Sanitasieverbruikstariewe verhoog met 8% behalwe vir Blok 2 van die volledighuishoudelike kategorie wat die standaardstyging oorskry weens die verhogingin die subsidievlak in hierdie blok, wat op sy beurt deur verbruikspatrone en diewatervraagstrategie genoodsaak word.

Hoogtepunte van wysigings

Hoogtepunte van wysigings

• RESIDENSIËLE TARIEWE: Algehele styging in inkomste uit die groep is 7.63%,maarindividuele kliënte sal waarskynlik verskillende stygings waarneem op grond vanwerklike verbruik. Die verskil tussen die gemiddelde en werklike styging spruit uit dieverhaling van die tekort aan inkomste uit die hulptarief vir blok 1.

• Verbruikers wat 450 kWh per maand ontvang, sal dieselfde persentasie stygingwaarneem, ongeag die tarief wat vir hulle geld. Daar is dus geen verandering in diesubsidievlak wat hierdie verbruikers op die hulptarief ontvang nie.

• GRATIS BASIESE ELEKTRISITEIT: Hulptariefkliënte wat minder as 250 kWh per maandontvang, sal ’n gratis basiese toevoer van 60 kWh kry, terwyl diegene wat tussen250 kWh en 450 kWh per maand ontvang ’n gratis basiese toevoer van 25 kWh permaand sal kry.

• Die kategorie “Klein kragverbruiker 1” met die buitespits-kombinasie word sedert1 Julie 2012 tot slegs bestaande kliënte beperk. Die buitespits-komponente styg ookmet ’n bogemiddelde bedrag om hierdie tarief uiteindelik uit te faseer.

• Tydspesifieke tariewe is herstruktureer omminimum pariteit met EskomMegaflex teverseker.

LETWEL: Maandelikse diensheffings word bereken as die daaglikse diensheffing,vermenigvuldig met die getal dae in die rekeningtydperk.

Medium-term problems include TB,HIV/Aids and liver disease.Long-term complicationsinclude children born withphysiological and psychologicalchallenges.

The addict’s downwardjourney is connected to thechaos that they sow, yet the

only reality to an addict is thecraving to feed the emptinessthat consumes him. In thisselfish world where their desireis paramount, why does societynot mitigate this harm withdecisive action? Unfortunately,as long as there is a demandthere will be a supply.

What we need in society is“restorative justice”. This is abiblically-based approach tosolving crime. It seeks tomaintain the balance betweenpunishment and individualresponsibility on one hand andreparation and healing of boththe victim and the offender.The key to success is that thepublic feels safe, the victim iscompensated and the criminalchanges.

For the sake of those whohave and will continue to sufferat the hands of criminals, is itnot time that we re-open thediscussion around the deathpenalty?

RERA plans foryouth day

Cosatu is set to oppose the increases inrail tariffs until train services are im-proved. Train ticket prices will in-

crease from Tuesday 1 July.The Board of the Passenger Rail Agency

of South Africa (Prasa) has approved fareincreases for the next three years. The in-crease in single tickets range between 50cto 80c.Weekly ticket increases range between

R3 and R7 while monthly tickets increasebetween R7 and R30.Weeklies andmonthlytickets valid for July will be charged at thenew fares irrespective of date of purchase.The present service has seen workers ar-

rive late at work with loss of income anddisciplinary action taken against them,says Cosatu provincial secretary TonyEhrenreich.“The unreliability of the service also

forces workers to make alternative trans-port arrangements at huge cost,” he says.Cosatu will be going on strike to oppose

these increases as well as demanding ur-gent measures to address the challenges inthe system, Ehrenreich says.“The relative increase cost to commuters

is above inflation and as a result no furtherincreases can be tolerated until servicesare drastically improved. Commuters al-ready carry the burden of additional costsfor alternate transport when trains just donot arrive when scheduled,” he says.“These ticket increases add insult to inju-

Clash took place on Saturday.This local rugby derby played between

Bellville South and Kasselsvlei high schoolsstarted eight years ago and has grown intoa highlight of the sporting calender in thearea.While there is always great rivalry bet-

ween the two teams, the local Bellville Rug-

by Club, who are based at the stadium, is inthe wonderful position of getting the top pla-yers from both schools.Bellville South High have produced some

quality rugby players over the past fifty ye-ars, includningWilfred Cupido (WP centre),Richard Croy (WP scrumhalf), Jerome Paar-water (junior Springbok flanker and formerStormers coach), as well as Quinton Davids(former Springbok lock).The spectators got what they came for on

se High school in Blouberg is also theTyger-BurgerSportstar of theMonth,which is heldin conjuctionwithSuperSport Let’s Play ini-tiative, Bosman McNulty, Du Toit Optome-trists and Hennie Bosman.His achievements are remarkable.He was the u-14 South African Individual

Time Trial champion, u-14 South Africanroad champion, five times goldmedalist atthe South African Track Championships,winner of both Pedal Power Spring andSummer Leagues, received Western Pro-vince colours and is also the winner of theEngenDynamicCycleChallenge foru-16’s.The accolades don’t end there. Thus far

in 2014 he is the South African NationalRoad Champion, keeping in mind this ishis first year competing in the u-16 catego-ry. He won the Aquelle Tour Durban foru-16’s, got third place in stage 2 of theMpu-malanga Track National Tour where hewore the white jersey for the best youngrider on the tour, bronzemedalist at SouthAfrican Track Championships points ra-ce, and achieved second place in the u-16category at the Argus Cycle Tour with asub 3 hour (2h 58m).All of these achievements culminate

with his selection to compete in a six weekEuro Tour during July and August wherehe will be based in the Netherlands.“This will be my first time competing

overseas. Tobehonest I’mnot excitedyet...I guess that will come as the time gets clo-ser but for now I am focusing onmy prepa-ration which is going really well.“I will compete in six u-16 races and one

six day tour. There will be more or less a130 of thebest u-16 cyclists fromaround theworld,”says Devin.“The tour highlight will be the u-16 Eu-

ropean Tour of Assen which is the biggest

u-16 tour in the world. This is a golden oppor-tunity to compare myself against the best inthe business,” he says confidently.He will also have the opportunity to watch

the last stage of the Tour de France while he

is in Europe.“It is a massive honour and I feel special
